thing we have to watch the next hour or so. >> we appreciate you watching it for us. indra on the ground gives us a reality of what it likes there. north carolina is getting the worst of the hurricane at this hour. thousands are reported without power. it could get worse after the storm surge. we are joined on the phone by lieutenant general tim murphy for the north carolina. it's been a lot of work for you overnight. >> caller: yes, good morning. it has been long days and short nights. >> your personnel have been encountering overnight. >> caller: actually, what we have had is 100 of our north carolina national guardsmen activated. they have hunkered down along the route of the storm so we could come after the storm

passage. with the storm surge and stuff, we bring the high water vehicles to help the first responders get to individuals who are cut off because of the storm surge. >> what numbers are we talking about? are you seeing a lot of people that have been cut off and have stayed to ride out the storm? >> caller: currently, as the storm came ashore at night, most of our missions will end up once the sun comes up and people get out and see what happened. there's been minimal missions in the dark and with the passage of the storm as of right now. for our own sake, we are trying to wait until the eye has passed offshore so it is safer for first responders to get to these individuals. as of right now, we can't give you numbers. >> safety first. your people hunkering down. hen the light of day hits, you

will get a better sense. again, the storm will have passed. give us an idea what your concern is as the sun comes up, you get out to assess the damage, et cetera. you are concerned about flooding. this is a real, real problem. >> caller: yes. there's a lot of low areas in the eastern part of north carolina. flooding, making sure we actually can get to the individuals that need help. the other main concern is the highway 12 that goes down the outer banks. that will either have sand on it or be cut in certain places. a lot of times, it's initially getting to people making sure they are safe, that we take care of life and liberty or life and limb, then after the fact, getting them food, water and any life support issues they might need. >> life and limb always paramount, especially on the

fourth of july. not the way you imagined you would be spending fourth of july, i'm sure. we understand this is going to be a multi-pronged effort. you are getting lot of support from folks in the state. emergency management, bulldoz s bulldozers, you are bringing in heavy equipment as well? >> caller: yes. mainly we are using the high water vehicles. the normal military trucks that, you know, the army and the d.o.d. has for other missions. the other thing is we have the state highway patrol. i'm currently in the state emergency response team, which is headed by the north carolina emergency management under the department of public safety. it is a full state response and the national guard is just one of those prongs of the multi-prong that you mentioned. >> a very important prong, indeed. we understand some folks

resisted the evacuation on hatteras island. a lot of folks saying we have been through it before, we are going to weather the storm. what kind of potentially challenging situation does that leave and pose to your personnel? >> caller: it usually -- it happens every storm that individuals choose to stay. the main thing is it gives us the task of we need to go check on them and find them. it increases our mission load. if people follow the evacuation orders from the local governments, it cuts down and we can focus more. already, we are going to help out as many citizens in north carolina and tourists as we can. >> we appreciate that. i know the people and tourists visiting north carolina appreciate it as well. first steps this morning, sun is up, first things you do? >> caller: we are going to get

out, the local, county governments are going to get out and see the assessment damages. when they have exceeded their first responder efforts, they are going to contact the state to get extra support. like i said, we had 100 soldiers out there prepped, ready out in the east ready to go. if they need more, emergency management will request them from us. we also have currently 30 that will be coming on duty to help distribute food and water. we'll make sure there's no cut off of life support. i think it's going to be a lot of getting out, seeing what's happened and what the needs are. >> the men and women of the national guard doing great work today and have been for quite some time. lieutenant colonel tim murphy, we appreciate it. we salute you today on this

fourth of july. >> let's get over to christine romans at the magic wall. you are taking a look at what's closed and canceled and what people are dealing with. >> it's early, it's friday, a holiday weekend and we have a category 2 storm making land fall. clearly, there are going to be challenges. when we look at the road closures, over where you expect we have road closures because of evacuations. the major thoroughfares are still open. we are watching for flood warnings as the day progresses. right now, everything is open. i want to show you flights in the sky. we have the morning rush in the northeast. there are planes that are in the air. the orangish flights are at least five minutes delayed. there are a lot of flight delays here. the morning rush, always very busy time has begun in the northeast. please, please check ahead. when you look at the misery map,

you can see where there are delays. single digit delays right now. in new york city, you have nine delays and one canceled. down here, d.c., you have cancellations there and already up here in boston, you are seeing cancellations. that ripples across the country. that ripples to where the flights are destined to. that has a problem for connections. one other thing i want to talk about here, fireworks. a lot of city managers and emergency managers trying to figure out what they should do tonight for their fourth of july celebrations. boston rescheduled boston pops yesterday. atlantic city, norfolk and virginia beach have canceled or delayed theirs. check with your town to see what they are doing. some locations are going to have their fireworks tonight, but moving the viewing stands or where people are going to be so they are out of the way of standing water. they are going to change traffic patterns. check ahead. remember, check with your flight and where your festivities are.

we're here in kill devil hills, north carolina feeling the effects of arthur. the outer banks overnight. [ inaudible ] wind gusts are very strong. >> oh, you can feel it with her. that was overnight in kill devil hills, north carolina as hurricane arthur was passing over. the powerful wind nearly knocking her over. you could barely hear her. the hurricane will take a day or so to move up the east coast, leaving a mess in its path. let's get over to ivanka brar ra and talk about the path. >> it's going to head up to cape cod in massachusetts. because of the way the coastline in the united states is oriented, it's going to pass through a lot of open water

before the next land mass, which is cape cod. it will be where the tropical storm warnings are. if you were with us last night at 9:00 p.m., it was a category 2 hurricane, a cat 2 with 100-mile-an-hour winds. at 5:00 a.m., it is still a category 2 hurricane with 100-mile-an-hour winds. an impressive eyewall that moved through cape lookout. it's finally on the southern plank of this. conditions will improve over the next couple hours. this heads up to the north and east. look how impressive. still very symmetric system here. it's not weakened at all. the hurricane center maintained it at 100 miles per hour. the instruments on the ground that measure the winds verified it. 80, 90-mile-an-hour wind gusts. here is the track.

friday, 2:00 p.m., we don't have to worry too much. new york, washington, gusty winds and a few showers. the bulk of the weather is going to stay offshore for you. not the case in massachusetts. from the lower cape to providence. that's where the tropical storm warnings are in effect as the storm is going to get close enough to you and the wind field is large enough that extends with the tropical storm force winds. in the next 24 hours, you are going to feel that. look at that trucking to the north and east, then becoming extra tropical as it does so. in the next few hours, still dangerous and dark out, dealing with coastal flooding. then we get into the break and round two for boston and the east along cape cod and nantucket. karen mcginnis is on deck with

welcome back to our special coverage of hurricane arthur. right now, north carolina is one of the places that's really gotten pummeled by the storm. let's get to aaron kelly with wavy. she's there right now. you have been there and seeing how it's looking. we know this is one of the most populated towns in the outer banks. that's why there's a lot of concern and how people are weathering the storm there. what's it been like? >> reporter: well, we got up this morning, early this morning we saw wind gusts 90 miles per hour and more. behind me, the surf is pounding

jeanettes pier. you can see the surf coming in here very strong. earlier this morning, it was hard to walk around here. the sand was driving into some of the buildings here. people were coming out and checking it out. we heard of a power line down in the area. we have seen some flooding in the area. we haven't seen much in the way of damage. the light is starting to come up here. we understand that dare county officials are going to go around this morning and check out the damage. we have heard of some reports of people with hotel rooms seeing leaks in their rooms. so far, we haven't been able to see real damage out here. it's been very windy. then we went through the eye of the storm. the eye of the storm came through her and left us, then the winds came through again. we are still seeing some of those gusts, but not nearly as bad as this morning. >> i'm sure. we also know in the county, in

dare county, there were some mandatory evacuations, some voluntary evacuations. have you seen anybody out? >> reporter: we have seen some people out. you know, hatteras island had mandatory evacuation that is went into effect at 5:00 a.m. yesterday. there were some voluntary evacuations elsewhere, high county. people have been driving around wanting to check this out. they did not have mandatory evacuations. we talked to people boarding up their homes. they were going to the store getting bottled water and getting supplies. they were planning on staying here. it will be interesting to see how they fare. hatteras island was the mandatory evacuation. they closed down the bridge which connects the mainland to hatteras island. they wanted to get as many people as they could out of there. what we have found is that a lot of locals said they would rather stay on the island to be with

their home and watch things rather than be off the island and struggle to get back on. >> that comes with risks. there are a lot of storm veteran that is can live on the outer banks. they have weathered the storms many times and want to stick it out. some people are saying the whole house is shaking. they can feel the windows breaking, the wind and rain pounding against the house. at the height of it, when the wall, the eyewall was coming through, what did it feel like? >> reporter: i mean, you know, i am less than 115 pounds, so trying to walk away from a building was nearly impossible for me. we were staying right behind the building where we are standing now and it was difficult to stand-up. we saw light poles shaking. we saw cars shaking. there were still people coming out here. the ones that did get out who wanted to check out the surf here, they had difficulty.

edition of "new day." it's friday. it's july fourth. everyone. happy fourth of july. it's a wet one for many of you. 6:00 in the east. chris is off today. we'll begin with that breaking news. hurricane arthur making landfall overnight packing dangerous 100-mile-an-hour winds in some places. let's take a look at where arthur is right now. that's where it is. the eye is approaching virginia, the virginia coast at least and the powerful category two storm will continue to make its way up the coast today, hopefully quickly and move in. arthur announces his arrival with torrential rain that really came down in thick sheets. wind that whipped trees in all sorts of directions. the big danger here is obviously large damaging waves, powerful winds and, of course, those dangerous rip currents. we're on the ground right in the path of the storm. we've got you covered on every angle and we'll begin with meteorologist indra petersons
