welcome back to our breaking news coverage of malaysia flight 17. the u.n. security council will pete in a emergency session a few hours from now to discuss the incident in ukraine. the secretary general of the united nations is calling for a quote full and trance parent international investigation, unquote, to determine who fired the missile that brought down the plane as we were mentioning earlier, the united states says it believes the plane was brought down. the kiev has released separatists in eastern ukraine discussing who sunk down the plane, thinking perhaps it was a military transport and not an aerialer. anderson cooper has more on what ukraine's president is calling a

25,000 feet in the air or twiefr,000 metres in the air i should say, yes, 25,000 metres in the air about 82,000 feet roughly double a commercial jet. according to jason defense analysts, both the ukrainian and russian militarys have these weapons in their arsenal. cnn's tom foreman has more on this particular missile system. >> if you want to figure out what could have hit this plane, you have to think about the circumstances of the plane at the time. it was about 32, 33,000 feet in the air over ukraine. it was about 30 miles away from the russian border. so you cannot hit this with some shoulder-fired anti-aircraft missile. they're just not strong enough. what you would need is something much more like this. this is the buc anti-missile system it's one of those that is being talked about in this case. it is a four-man unit. it has four ready-to-fire

missiles up on top. it can set up and fire quickly and move away after firing very quickly. those missiles have a tremendous amount of power. let's bring those in here and talk about. that each is 16-feet long. we are showing it small tore make it fit. it will weigh about 1,500 pouvenltdz it has a 150-pound warhead on it, that means 154 pounds of high explosive. it doesn't have to hit the target but get close to it. with electronic guidance systems it can get very slow and do it in a short period of time, 22 seconds from the time it's radar acquires the target to the time a missile like this can be launched. look at the speed. it trfls at a top speed of more than three times the speed of sound. even if it were fired from 30 miles away, it could have hit a plane like this in 40 seconds or less. that means people on board would
