and welcome back to cnn's coverage. we continue to follow breaking news of another gruesome i.s.i.s. beheading, this time of a british hostage. u.s. president barack obama is calling the i.s.i.s. murder of another hostage barbaric. and u.k. prime minister, david cameron, is promising to hunt down the people responsible. the latest victim, david haines of scotland. i.s.i.s. released the brutal

execution video on saturday. we're not going to show you. it's too horrific. but the video begins with this warning to british prime minister david cameron. >> your allies of america, which continues to strike the muslims of iraq, will only accelerate your destruction and claim the role of the lap dog, cameron, will only drag you and your people into another bloody and unwinnable war. >> david haines' brother issued a statement on behalf of the family. we want to read it in its entirety. i'm mike haines. i'm brother to david haines. david was like so many of us, just another bloke. born in 1970, to parents who loved us both, our childhood was centered around our family. holidays and caravans and tents, days away as a family, which we

remember fondly. david and i were brought up to know right from wrong, although we might not with the innocence of youth, have always chosen right. david was a good brother, there when i needed him and absent when i didn't. i hope he felt the same way about me. he was in the right mood, the life and soul of the party. on other times, the most stubborn, irritating pain in the ass. he would probably say the same about me. after leaving school, he worked with the royal mail, before joining the royal air force. he married his childhood sweetheart, louise, and had a wee lass, bethany. he was, no doubt, exceptionally proud of bethany. he served with the u.n. in the balkans, helping people in real need. there's many accolades for people in that region that david helped. he helped whoever needed help, regardless of race, creed or religion. during this time, david began to decide that humanitarian work was the field he wanted to work in. david left the royal air force and was employed by scot rail.

as with every job, david enter it with enthusiasm. he met and married his second wife and had a daughter. he was most alive and enthusiastic in his humanitarian roles. his joy for the work he did in syria, for myself and family, the most important element of this whole sad affair. he is loved by his entire family and will be missed terribly. those are the remarks by his brother. david cameron reacted swiftly to the killing of david haines. earlier, the prime minister released this message, via twitter. we quote. the murder of david haines is an act of pure evil. my heart goes out to his family who have shown extraordinary courage and fortitude. we will do everything in our power to hunt down these murderers and make sure they

face justice, however long it takes. i.s.i.s. latest victim was not a warrior. he was an aid worker who helped to rescue refugees from the syria civil war. we have the response to his killing. we go live to london. >> that's right. the family is understandably asking for privacy at this very difficult time. unfortunately, this video came out just hours after they had made a public appeal. even the family hasn't commented, it's clear what their plight has been as they waited for news of david haines. david haines was a father and a husband. but he was also a hostage of i.s.i.s., the islamic state in iraq and syria. captured in march 2013, working at a syrian refugee camp for a

french aid group. haines has more than decade of experience doing aid work, providing logistics to handicap international, and working as an unarmed peacekeeper. he grew up in scotland, proudly wearing a kilt for his wedding. his wife waits with their 4-year-old daughter in croatia where they live. his teenage daughter makes it clear an online how much she misses her father. what makes you life missing happy, my father at home, she answers. david haines has become a pawn in the game of hostages now played by i.s.i.s. this has been a horrific ordeal for the haines family. and unfortunately, it does seem that another british citizen is also being threatened with killing by i.s.i.s. we're waiting for a cabinet meeting later today to see how the british prime minister and government will respond. >> yes. we're waiting for that.

what are we learning, atika, about the similarities of the recent beheadings, as far as what officials can tell from the videos that we see? >> we do know that investigators have been poring over every detail of these videos that have been coming out. what's interesting about these videos is they're clearly propaganda. and they followed the exact same format, which is a speech in previous videos by obama. this time, by cameron. and then, you hear from the victim or the hostage. and then, you hear from the hostage taker. and in this case, of course, it does appear to be the same british militant. it's hard to know without somebody analyzing the video and the audio on this. but it appears to be the same british militant, dressed in the same clothes, carrying the same style of knife, making the same movements. for the last few weeks,

investigators have been trying to identify this who this apparently british militant is. they said they come close to identifying him. and possibly they already have. but they have not made his tidety public at this time. at if they do identify him, what exactly british and the american government will be able to do about it. >> atika schubert for us in london. thank you. we want to get more from former british army chief, lord richard dannon. we thank you so much for talking with us, sir. want to know what you think about this continuing, now, method. these brutal tactics, of beheadings that we're seeing on behalf of i.s.i.s. >> well, it's a despicable tactic to follow. and of course, one has to say one's heart goes out to david haines' family, who must be going through the most terrible experience. my heart just goes out to them.

but trying to keep the big ger picture in mind. this is a terror tactic. this is designed to make governments change their mind and their approach. i'm afraid that would be the wrong thing to do. and what these videos show, and the murder of david haines shows, is that islamic state has got to be stopped. their fighters have to be contained. and that barbaric and evil regime has got to be destroyed. and that's increasingly the wish, not just of those in the west who are appalled by behavior, but increasingly, in the muslim world, where they see the distortion of their religion. and i think president obama, two or three weeks ago, said he had no strategy. but has announced one in the last few days. put together this coalition of interested parties, to equip and

to train the peshmerga, iraqi army, the syria army, to bomb. this is the right kind of approach. getting as many regional countries, regional actors, saudi arabia, jordan, other countries involved. absolutely important. but this islamic state has got to be confronted. has to be defeated. >> let's talk about how they go about that specifically because you have much experience in iraq and afghanistan and those conflicts. but i.s.i.s., this is a different beast. they're certainly showing what they're capable of. at one point, there was thought to be 10,000. now as many as 30,000. and what can be accomplished and how does the coalition go about this with air strikes, without western military on the ground there? >> well, there has to be military on the ground.

the military that's acceptable on the ground, are peshmerga, iraqi army, and maybe forces from muslim and arab countries, who can be supported if necessary, equipped and trained by the west. the big issue in iraq and afghanistan over the last ten years, western military on the ground and do so for the best of the intentions our presence is turned around and becomes more part of the problem. on the ground, we need to see soldiers. we can support them from the air. >> let's talk about, we've seen these i.s.i.s. military pushed back. the militants pushed back from the mosul dam. how hard is it going to be to go into cities where they're already entrenched?

say mosul, for example, where they are entrenched. and living among the population. >> if you like, it's going to the -- but this is where the population has got to play a hand in this. it's still present. i think few people in the really right mind, will enjoy being under the nation, if you like, or domination of a regime like this islamic state. it's very hard-line. very barbaric. there has to be a major political dimension to this. increasing government in baghdad is critical, as far as the iraq is concerned. so, the sunni tribes, to regain citizency, three, four, five years ago, are reengaged. this doesn't happen overnight. all things i talked about this

morning, must happen, if we'll take weeks, months, and maybe years. but we have to get on with it. and we have to get on with it now. the islamic state influence will increase. they're power will grow. we have to set our face to this. and i think president obama, encouraged by others, in wales recently, is right to put this coalition together and really determine to get in and aim to defeat the islamic state people. >> also, let's talk about syria. if i can ask you one more question. will this coalition just move in and do what they must in syria without consulting or talking with the syrian government there? it's a complex situation since they're already at war. >> the situation is changing. think back a year ago, when the

thought was that the assad regime would be using chemical weapons. and the american society did not go along with that course of action at the time. at the time. it was difficult to work up the entity of the opposition to assad's regime. with the islamic state element breaking off, leaving the syrian army, very much as the opposition fighting assad in syria. we're confident about working with them and supporting them. the problem area, where islamic state is more to the western part of syria. the free syrian army, we can support them and almost ignore assad for the time being. >> we thank you so much for your time, general. thank you so much for talking

with us. lord richard dannon, thank you. australian prime minister, tony abbott, says the beheading of david haines says that i.s.i.s. exalts in doing evil. >> we have, within about the last 24 hours, received a specific request from the united states government, to contribute forces to possible military action in iraq. i can further advise that on friday night, i had a conversation with the new prime minister of iraq, who indicated to me that he would very much welcome an australian military contribution to the restoration of order and security inside iraq. so, the national security committee cabinet has met

first british citizen. that has been executed by i.s.i.s. and they presented a further british hostage at the tail end of that video. this, in many respects, expands the issue more than it has. what it does serve to achieve is to unify the u.s. and the u.k., in their actions moving forward. >> will the u.s. and the u.k., is there anything going on to try to prevent something else, some other kind of negotiation with any intermediaries from preventing this from happening, short of paying ransom? >> no. i think what they will be looking for is to establish some links and communications. unlike in a vast majority of even politically presented kidnappings, there will be some kind of financial element behind it. however, with i.s.i.s., what we're finding is, it's probably

unlikely. this is my speculation, not knowing the exact details behind the existing or previous dialogues. it would be perceived they have no other interest than to try to wage that political agenda, behind the hostage videos. >> what do we know about the circumstances regarding these people who have been kidnapped? the victims? where they're being held? >> we know very little. hostages can be kept many miamis away from where negotiators or individuals that are dialoguing on behalf of the hostage-takers will based. you can have a problem in that part of the world, where communications with any intermediary or fixer or

negotiation, may require a number of days before a response can be versed. in terms of their location, i.s.i.s., what they do know is highly professional and structured organization. so, inevitably, the holding of these hostages will be somewhere very secure. and will not be a potential compromise in the events that location gets discovered. that the rest of their group could also be discovered. >> we're going to talk about i.s.i.s. and how they're so well-funded. the amount is staggering, from the amount they do get from taking hostages. we'll talk about that later. we'll get back to you in a few moments. turning to u.s. president obama, who says the country stands shoulder-to-shoulder with the u.k. over the killing of haines. we have reaction from the white house ahead here. as well as details of how the u.s. is battling the continuing threat of i.s.i.s.

i.s.i.s. is calling its latest execution video a message to america. david haines, is the third western captive to be killed by the islamist group in recent

weeks. british prime minister david cameron has vowed to hunt down haines' killers and bring them to justice. u.s. president barack obama said, quote, the united states strongly condemns the barbaric murder of david haines, by the terrorist group isil. our heart gas out to the family of mr. haines and the people of the united kingdom. the united states stands shoulder-to-shoulder with our close friend and ally in grief and resolve. the president also vowed the u.s. will work with the u.k. and a broad coalition to bring haines' killers to justice and destroy the threat of i.s.i.s. the u.s. has been striking i.s.i.s. targets in iraq, since august. with president obama threatening i.s.i.s. in syria, concerns are being raised over the price tag of the military operation. >> reporter: the bill for military operations in iraq

keeps rising. on august 29th the pentagon said the mission is costing $7.5 million a day. a relatively tiny sum, compared to the billions spent in iraq during our last campaign in the country. but what started as an effort to protect american interests in iraq from sunni militants, is now morphing into something much bigger. the u.s. has completed 150 air strikes that started in august. and since the pentagon released the figure, president obama authorized additional military personnel, twice. he opened up the possibility of air strikes outside of iraq. >> we will hunt down terrorists who threaten our country, wherever they are. i will not hesitate to take action against isil in syria and iraq. >> on top of that, the president is hoping for a $500 million request he made in june.

the u.s. is financing its involvement in iraq, through an $85 billion allocation in the pentagon's overseas contingency account. that money had been used for troop drawdown. and the president says he does not need extra authorization from congress. to be sure, scope and strategy of u.s. involvement in iraq today, is very different than "operation encudurining freedom" there were 150,000 troops on the ground that needed housing and logistical support. the cost of that war is $806 billion. that doesn't include interest on the debt to fund the war, or billions more for continued veterans' care. it wasn't expected to cost that much. in october 2003, six months after operations began, the cvo

welcome back to our breaking news coverage. the sunni militant grouch, i.s.i.s., has shown the execution of another westerner. before executing david haines, the executioner warned of more killings if the united states did not stop its air strikes against i.s.i.s. targets in iraq. david haines an aid worker was abducted last march in syria. he was working for the french-based agency. here's more about him. he was 44 years old, working as an aid worker in syria for that group a.c.t.e.d. he was captured in 2013 in a

refugee camp. his home now is croatia. and he is survived by a wife and two daughters. i.s.i.s. plans to take over more territory. here's a map showing the areas controlled by the organization. major iraqi cities, such as mosul and tikrit have fallen to their fighters. the u.s. cia said a few days ago, that i.s.i.s. can muster up to 31,500 militants. that's larger than original estimates of about 10,000 fighters. australia is promising to deploy a military force to consist in the fight. prime minister tony abbott says resources will be sent to the united arab emirates. he condemns the gruesome execution of mr. haines. >> beheading of a british aid worker is further demonstration that this particular terrorist group does not just do evil but exults in doing evil.

>> irbil in northern iraq sits on a precarious border with i.s.i.s.-controlled areas. we go to ana core. you've been on the front lines of this fight. many people of the world tune in every once and a while and see the brutal tactics of i.s.i.s., that we've seen in the latest beheading. but you've seen firsthand, what is going on in that country. and how much progress they've made. >> that's exactly right. we spend time with the kurdish forces, the penitentiashmergape. we heard from president obama. there will be no u.s. combat forces here. there's 1,700 u.s. soldiers that

will act as advisers. they will assist. they will train these forces that will fight directly with i.s.i.s. they won't be in any combat role. there are concerns that, is that enough for the forces on the ground? certainly, that is what they have to work with. they are fighting i.s.i.s. close to us here in irbil. there's fighting going on at mosul dam. there's now been 160 u.s. air strikes, in which the latest were still around mosul dam. take into consideration, mosul dam was seriesed back several weeks ago by the peshmerga. but the fighting continues. this shows the resolve of i.s.i.s. even though they're being pummeled with the u.s. air strikes and obviously, there are those ground battles happening, as well, i.s.i.s. is equipped. they are sophisticated,

well-organized, structured to continue fighting. they're not retreating to the strong hold like mow cuss. that will be one of the operations to take on the towns and villages. mosul, as we know, is a completely different ball game. the reason being, it's iraq's second-largest city. it's been under i.s.i.s. control since june. and going in there, which is a sunni population, they can't do that with the kurds or the iraqi military fighters. it's not all-shia. but that is how it's perceived. that's where the sunni awakening, if you like, is going to have to kick in. obviously, another huge task ahead for the iraqis to mobilize

those communities to turn against i.s.i.s., as they did al qaeda back in 2006, '07 and '08. that is one of the strategies in fighting i.s.i.s. here in iraq. >> right. it's horrible to think about the people, the civilians, that get caught up. it turns to these cities, we saw how brutal it was during the iraq conflict years ago. what is the reaction from the kurdish troops, learning about how big this i.s.i.s. force might be? yes, they've had more weapons to fight i.s.i.s. now, what was 10,000, could be more than 30,000. and how long might they be able to hold out? >> that's right. that's what we were hearing from the cia. they believe the force to be 30,000. in fact, kurdish forces had

anticipated the number to be higher, the number of i.s.i.s. fighters between iraq and syria. so, i don't think those numbers come as a great surprise. are the kurds and iraqis, are they prepared to take on i.s.i.s.? look, there is no other choice. these are the boots on the ground. these are the forces that will be fighting i.s.i.s. they need the arms. they need the weaponry, the ammunition. they need the training and the intelligence-gathering and the leadership of the united states. the two forces have been operating quite separately in their separate battles around the country. but they really need to come under the umbrella of the united states, so they can be much more effective on the battlefield. we know the u.s. air strikes, just critical to what the happening here. irbil, the capital of kurdistan, would have been overrun, if it

wasn't for the u.s. air strikes. they're changing the way that i.s.i.s. operates on the ground. they're not defeating them. i don't think anyone is under any illusion that that is the way to defeat i.s.i.s. it's a coordinated strategy militarily, politically, as well as getting those sunni populations to turn against i.s.i.s. but that is such a complex situation. and also, a very long-term strategy, as well. but on the military front, it is up to the united states, the global coalition, to help the force on the ground, to effectively fight i.s.i.s., to certainly contain them and stop their advance across anymore of the country. >> also interesting to see the regional countries there and what they do to try to also knock down i.s.i.s. we know david cameron is meeting right now with his advisers. and this military operation will be stepping up very soon.

to discuss what foreign governments are doing to get hostages out and whether or not they need to change their tactics, joined by hostage negotiate and surity expert, will geddes, live from london. thank you for joining us. we talked a few moments ago about what negotiating tactics might be used. but i want to focus on european countries that do negotiate and pay ransoms. "the new york times" reporting more than $100 million in the past few years. in 2013, perhaps as much as $66 million. so, i.s.i.s. is getting funded by these ransom payments. we know the u.k. and the u.s. don't pay them. so, the question is, i.s.i.s. is using this very successfully to fund its operations.

>> they are. they've been highly successful. and they have a large number of hostages, from various nations, currently being held. there was an agreement across g-8 countries that all members would not concede to terrorist demands in terms of ransoms against hostages or in the event of kidnappings. the problem that has subsequently evolved, and this is back in terms of the early 2000s, particularly after the wake of iraq and where there were a number of a.q. cells that were kidnapping local contractors. any country that will concede and is publicly known, and there are many deals that are done under the table by certain countries. ideally not, obviously, coming to light. but the problem is, they make it open season for all their nationals in the future, from any groups like i.s.i.s., who will see opportunity. and the problem is, with

resolving these kidnappings, with money, is rearming these individuals to do it again. >> we saw that in somalia with the pirates that started kidnapping people at sea. when the ransoms were paid, that causes more and more kidnappings, until they pushed back. and you saw the ransoms not being paid. >> absolutely. and if we look at i.s.i.s., their war chest at the moment is estimated to be about $2 billion. they have a significant amount of funds. and following on from your correspondent on the previous piece. when you're looking at a force that is in excess of 30,000 members, that $2 billion goes a long way in fortifying and supporting i.s.i.s. now, i.s.i.s., like any other terrorist organization, is going to use kidnapping to resupply that war chest. so, we have to be unified in terms of not agreeing to give in

to their demands and to assist them. >> it will be interesting to see if we see that change with what has transpired now. very few americans are kidnapped. do you think that's because they know that the united states won't pay? >> well, absolutely. yes. i mean, certainly, in terms of u.k. and u.s. nationals. it wasn't exempt them from being kidnapped, if they're operating in hostile environments, like syria, like iraq, from any organized criminal. and kidnapping happens worldwide. and it can be from mexico to afghanist afghanistan. when it comes to a political demand, as we're seeing with i.s.i.s., and it's not a purely financial process, the u.s. and the u.k. and certain other countries have to stand fast to fundamentally say, you're going to achieve nothing by taking hostages, if you're believering it's going to achieve some sway in our political agenda. >> we thank you again for your

other stories we're following right now. authorities in uganda have foiled a terror plot. they've recovered several people and explosives. and are trying to determine if other conspirators may be out there. the u.s. embassy says the somalia-based militant group, al shabaab, was planning the attack. and al shabaab vowed revenge. we talk to sampson natale in kampala. >> kind of explosives they had. it could have been typical of what happened in western kenya last year. and they would -- the other information, i managed to get from other samples, was that they were targeting a crowded area. >> the u.s. embassy did not

more in harm's way. >> that could be a problem. that death toll is likely to go up because we have not seen the worst of it yet for some areas. the flooding runs downstream. this started into the north with incredible rains. this is part of the monsoon. we started the monsoon this year below normal. we stayed like that. all of a sudden, we had a last surge that was just horrific. let's take you to the scene and get to the forecast and show you what's going to be happening here. these are the scenes coming at us here, day in and day out. people, we have not seen dry ground in quite a while here. and some areas are hit worse than others. and the ones that were marooned we're not able to show you because vehicles can't get to them. we have had continuous airlifts of people from rooftops here. as you can see, there are tsunami-like images coming out of pakistan and india, with the river situation.

now, headed down to the south. two rivers, the tributaries of the indies. and all of that water will be pouring all the way down to the arabian sea. as that happens, we're going to continue to see additional flooding as the crest will move down the pike here. these are images of the rivers engorging and heading down. you see the fork, down to the south. and that's where we find the most significant flooding throughout the weekend. this will continue through the weekend, into next week, and probably into next weekend before we can at least begin to see the river levels beginning to get back to normal. this is a major flood event, as the crest advances to the south. the warnings have been issued. they will continue to be on through the remainder of this period. as i mentioned, millions, obviously still in the path of this. likely to be impacted here.

we're hoping that the people that have been warned have been able to do so and have gotten out of the way. some people refusing to do that, as they'd like to protect their property. it's going to be touch and go the next few days. typhoon coming in here in the philippines. this will make landfall tonight, sunday as a typhoon, with 80-mile-per-hour, 85-mile-per-hour winds. it's impacting the archipelago here. an additional 6 to 12 inches is possible. we were raining ahead of it. we'll be raining during it. and after it. as it heads into the south china sea. and yes, eventually, this will threaten hong kong and southeast china, heading into the next couple days. >> ivan, thank you. in north korea, the detained american is going to learn charges against him. that's supposed to hatch in a hearing for matthew miller. miller arrived april 10th as a
