or go to lifelock.com/ll4. ♪ we'd like to welcome our viewers in the u.s. and around the world. this is "new day sunday," and there is a lot going on in the world. >> my goodness, is there ever. i hate to have to tell you this. i know some of you are just stirring this morning but waking up to another horrifying execution by isis. you just feel for this family and what they must be going through. >> yeah, the world is responding. through shock, outrage as well. here's what we know. this brutal militant group has released video purportedly showing the execution of british aid worker david haines. he's 44 years old, father of two

girls, gone to syria to help war refugees when he was taken captive. we're not showing the video of his killing, of course. it is just too gruesome to show on television. you can see haines here, he's kneeling as his masked killer stands in ex-to hnext to him. before he takes haines' life, he threatens britain with even more bloodshed. >> your evil allies of america which continues to strike the muslims of iraq and most recently bomb the haditha dam will only excaccelerate your destruction. david cameron, it will only drag you and your people into another bloody and unwinnable war. >> the executioner also threatened to kill another captive. isis claims it's abducted british aid worker allen henning. president obama has released a statement saying quote, the united states strongly condemns the barbaric murder of david haines. we will work with the united

kingdom and a broad coalition of nations from the region and around the world to bring the perpetrators of this outrageous act to justice. >> david haines is the third hostage to be killed by isis. they also beheaded american journalist steven sotloff and james foley. cnn military analyst lieutenant colonel rick francona is in new york with us. >> and terrorism and security expert peter noyman and atika shubert. ati atika, to you first. wondering how david cameron is responding to the execution. we understand he had an emergency session with the cobra committee? >> that's right, the cobra is the emergency cabinet meeting that he has with his security and intelligence chiefs. we are expecting a statement to come in any minute now. so we'll bring that to you as soon as we get it. but we do have as well a tweet put out by david cameron. as soon as this videotape was

revealed, in it he said, quote, this is a despicable and appalling murder of an innocent aid worker. it's an act of pure evil. my heart goes out to the family of david haines who has stroen extraordinary courage and fortitude throughout this ordeal. we will do everything in our power to hunt down these murderers. how far long it takes. now, the family of haines as can you imagine is going through a traumatic time right now. and they've been holding this information for about a year. not much was known about david haines because they didn't want to make his hostage taking public for fear of the worst. and now that appears to have happened. >> reporter: the islamic state in iraq and syria. captured in march 2013, working at a steerian refugee camp for french aid group.

his wife waits with their 4-year-old daughter and croatia where they live. his teenage daughter from his first marriage makes it clear online how much she misses her father by answering just three questions. what's missing in your life that would make you very happy? my dad being at home, she answers. as his family waited, david haines had become a pawn now played by isis. now, understandably the family wants privacy, but they did put out a brief statement that his joy and anticipation is for the family >> all right. i'll get back you to. thank you so much for joining us with the latest on that. now the british government released a statement on behalf of david haines' family.

>> it gives us insight into the life he has lived. it was written by his brother mike. we do want to read that for you now. >> it begins, my name is mike haines. i'm the brother to david haines who was recently killed in cold blood. >> he was parents to parents who loved us both. o holiday was senltdered around family. days away as a family we'll fondly remember. david and i were brought up to know right from wrong although we may not have with the innocence of youth always rows choez enright. >> david was a good brother, there when i needed him and absent when i didn't. i hope he feltd the same way about me. he was in the right mood the life and soul of the party and on other time the most stubborn, irritating pain in the ass he would probably say the same about me.

work he went to do for syria is for myself and the family the most important element of this whole sad affair. he was and is loved by all his family and will be missed terribly." and we certainly send out our thoughts and prayers to that family and those children, especially the 4-year-old who will never really know her naernlg in t father. word of this execution came just three days after president obama unveiled his plan to isis. and john kerr ji touring the region to rally support for the u.s. mission. >> all right. joining us now, director of the international center for the study of radicalization. and cnn military analyst rick francona. good to have both of you with us this morning. peter, i wament nt to start wit. your reaction to this latest video and a developing pattern. >> absolutely. it seems to be the same, the exact same choreography, the

same background, the same killer and the same kind of message that is being sent now not to president obama but to prime minister cameron and as the video says, the allies of america. i think the video has two audiences. it is the partitions in the west who are, you know, they're trying to deter them from becoming more involved in this conflict. but it is also directed at an internal audience, wanna be foreign fighters in western countries, trying to motivate them to come down there. thoeg them it is one of them who is part of this and that they are needed down there. so that is really problematic development. >> i heard you say that isis releases these videos and has this tactic as a rekracruiting l s there any thaefdz it evidence working as such? >> we've seen the numbers in isis swell over the past several months. it began as success breeds

success. after they took moe mosul, we s the numbers swell to 30,000. a lot is recruitment. as peter said this is an infectivinfec effective recruiting tool in the west. they want the muslims to come join the fight. >> peter, is this what we're going to see for the duration of the war depending on which department you ask in the obama administration if it's a war. the u.s. hits a dam. they execute or behead one person. they hit a weapons cache, another person. is this going to be a a tit for tat for weeks on end? >> you can say it works for them. at relatively low cost to them, they can have major impact. they don't have to bring down two towers in new york anymore

in order to cap turt worture th attention. all stle to do is take a hostage and head him. they capture the world's attention. and they're energizing their base. the important thing up is until the fall of mosul this was a conflict between sunnis and shiites in syria. now it is a conflict between the west and what they consider to be islam. that is certainly energizing a lot of jihadists around the world who are more interested in fighting america than they were interested in fighting shiites in iraq or syria.cofrancona, sp energizing, they're going to send war paeplanes to support t coalition. prime minister cameron is meeting with his intelligence people. do you think a coalition is being formed more -- in a more solid way now that we have seen the third beheading and they

paraded a poor fourth man out threatening him? >> i do. i had an interesting e-mail last night from one of my intelligence field colleagues. she said it looks like isis is helping us build a coalition. acts like this, although they are great recruiting tool, tend to galvanize people in the west. it becomes a very interesting time when british are having this debate over what their role in the coalition is going to be. they said we're going to participate but you're not going see british aircraft operating against syria. david cameron said we have not decided that. i'm sure the decisions on going in that cobra meeting are revolving around what the british are going to do about this. isis may have pushed the british more into the coalition rather than out of the coalition. >> all right. peter noyman and rick francona, thank you for joining us. >> appreciate it. >> reminder, the prime minister

appears to show the beheading of british aide worker david haines. he was abducted last year near a syrian refugee camp and had only been at the camp ten days. he's the third westerner to be killed by isis in recent weeks. british prime minister david cameron calls the execution an act of pure evil. american detainee matthew miller has been sentenced to six years of hard labor in north korea. just received these images out of that country. these are images from the interview with will rippley some time ago. a north korean supreme court today found miller guilty of committing acts hostile to the country. he was arrested in april after he tore up his visa seek ago sigh sigh lum. >> hillary clin is in iowa today. clinton's expected to headline the steak fry hosted by the long time state senator tom harkin.

we're covering this weekend, police are still trying to track down the shooter, a person who ambushed two state troopers in pennsylvania. one officer is dead. another is in critical condition. >> nick valencia has been following this for us. under five! >> reporter: 911 audio from pike county in eastern pennsylvania. after two pennsylvania state troopers are ambushed just outside of police barracks in blooming grove. >> this attack was an ambush. our troopers were leaving the barracks and were shot without warning. and really had no chance to defend themselves. >> reporter: one trooper, corporal brian dixon, was killed in the friday night attack. another trooper, alex douglas,

is hospitalized in stable but critical condition. >> it's a cowardly attack. it's an attack upon all of us in society. and the people of pennsylvania. >> reporter: this morning, a manhunt is under way for the person or persons involved in the attack. it's not just pennsylvania officers involved in the search. hundreds of officers from multiple agencies including new york and new jersey are involved in the hunt. on the ground, and in the air. >> we do not believe any particular person is specifically at risk. this attack was directed specifically at law enforcement. >> reporter: so far, no arrests have been made but police say they are interviewing hundreds of people. there's a $20,000 reward. >> we're looking for the cooperation of the public, whether it's money that would motivate you or just outrage at this terrible act. because i can tell you, the pennsylvania state police and law enforcement in general will not rest until this individual is apprehended. >> our nick valencia is with us now. police have been searching the wooded area around there.

how are the local people reacting? >> they're scared. this is a township of about 5,000 people. it's not an area that tends to get this kind of attention n fact, in the local newspaper, they said a gallery of the town and every saturday night and that crowd was noticeably thinner. could it be because the weather and people were quoted saying stl a cop killer on the loose. we're expected to get more information about 10:00 a.m. eastern today from police officially. we'll see if they uncovered anything more in the last 24 hours. >> thank you so much. >> so ray rice, he may be out of the nfl indefinitely while facing a domestic bus scandal. it did not stop the controversial running back from checking out a football game at his former high school. whether hugs, boos, handshakes, see how fans reacted when he walked out on the field with his wife.

lives of steve sotlov and james foley. isis threatens the life of yet another captive, this time british aide worker allen henning. we're expecting a statement from prime minister cameron shortly. we'll bring that to you as soon as we get it. >> in the meantime, the australian government says it is preparing to deploy aircraft including warplanes to the u.s.-led coalition battling isis. >> president obama laid out his plan to send more u.s. military advisors to iraq and possibly expand u.s. air strikes into syria. >> anna, thank you for being with us. what are iraqis saying about the president's plan? >> certainly they welcomed the news of president obama expanding the air strikes here in iraq. he mentioned that there would be a strategic campaign or systematic campaign which really

means there will be an expansion and an kaescalation of the usa r usair -- u.s. air strikes. they're focused on the mosul dam area. you remember, that was seized by the penitentiaople, it's the to villages where the fighting is extremely intense. we understand that they are now within 17 kilometers of the it is yif mosul. that is the closest point. they won't be making a push on the it the it is yif mo city of mosul. they're trying to get the people liberated. that is the current plan. >> you mentioned those two recent air strikes at the mosul

dam. the count is up to 160, somewhere around that now. any indication that these are infectively weakening isis? >> i think they're definitely containing isis. they're stopping the advance. we saw that, you know, rapid push across the country over the last several months. they were able to do that in the large convoys, these armed vehicles. and really were able to drive through the cities and townships occupying now one-third of iraq. those air strikes have been under way for five weeks and have really stopped them from further taking any more ground. they have managed to contain them, stop them and look, it also provides that critical cover for the ground forces, the iraqis as well as tpeshmerga.

certainly not defeating isis but stopping any further advance. >> all right. anna corn in iraq, there thank you so much. joining us now from london to discuss the western campaign to stop isis, will get tis. and to john gohel, director for the asia pacific foundation. thank you for joining us, gentlemen. i want to start with you, sir john. we just heard from anna corn that air strikes are effectively containing isis. as we discuss a move into syria, these rebel forces will have to be trained and armed. that will take some time. is there that -- does the world have that good fortune? does it have the benefit of time to train these rebels? >> well, training is, of course, a very important security sector reform has been done in iraq. it has been done in afghanistan. but then you also need the political will on the ground. you need the new iraqi

government to be able to work together with all the different factions that operate in iraq, the sunnis, shias, getting them onboard and we have to remember that we're entering a third iraq war. this time, syria is being brought into the mix. it means whatever cooperation takes place, you need to get the syrian army involved as well. they've been taking a lot of hits from the assad regime and isis. this is a very complicated exercise. those soldiers on the ground need air support continuously. at some point there may have to be ground troops from western countries like the u.s. i don't think iraqi and the forces can deal with it on their own. >> will, you know, we were thinking about this, 30,000 isis estimated fighters. for those in the u.s. that,

wouldn't fill up wrigley stadium. we think about the power that u.s. and australia has. they're sending some backup and resource as well. why is it so hard to take these -- to break isis up? why is it so hard to keep them from getting some of these -- from taking some of these hostages, keeping them for a year and a half and then releasing the horied videos that they're releasing now. >> i think something that we've become increasingly aware of is that isis, a very sophisticated, well structured and professional terrorist organization. they are considerably more if, you like he could heesive in terms of plans in, terms of their operations and strategy then say we've seen historically with al qaeda. it operated on a far more cellular base nis smais in smal.

they can evidently move hostages in a very professional way, ie, not necessarily within their strong hold. it's probably highly unlikely that hostages are being held there. as we know from the disclosure of the previous special forces operation to rescue the hostages, that by the time they arrive there, the hostages hadn't been moved. so they're a very mobile elements. there also have been incredibly careful and clever in some respects in ensuring they're not concentrating all assets in one particular area. we know they've gained a considerable expansive territory. and they will be no doubt strategically moving their pieces aacross the street board to make sure that they can't be taken out by any intelligence led drone strikes or special forces missions too easily. >> i want to ask you about the coalition that secretary kerry is traveling the world trying to

gather. he said it would not be appropriate for iran in many respects to be part of this effort. considering that larger muslim world is overwhelmingly sunni, but iran has this -- the lions share of muslims in iran are shiite, they have a direct interest based on geography and based on that sectarian divide to be involved. it defines that iran would not play some role. is it that they wouldn't play a public role. do you think iran should be involved? >> iran very much is playing a role. the force which is part of the special forces has been operating inside iraq aiding those iraqi armies. of course, it's a careful balancing act for john kerry because pz torn to get the sunni arabountries onboard, saudi

about the need to go into syria with air strikes. there have been 160 u.sair strikes in iraq so far. three quaertz of americans say there should be air strikes. what is the fruit of those strikes? how has this affected isis? >> they're very infect ieffecti. before the air strikes, isis controlled one-third of this country. they still maintain that territory. they haven't been able to go any further. obviously, the air strikes, you know, taking out the enemy positions, those armored vehicles as they make the convoys across the plains and deserts in northern and western iraq. the artillery. it's hurting them. it's having real impact. obviously, they are also working with the kurdish forces and the iraqi forces. they're trying that vital cover to allow the ground forces to then take the fight to isis.

but certainly when president obama announced he's going to step up the air strikes here in iraq, that was welcomed news to iraqis because there is a feeling that they need to step up the campaign here to really hurt isis, to cripple them because of the ground forces aren't going to do it on their own. >> we know the britains said they tried to rescue a citizen from isis. what do we know about that attempt? is there a good gauge of how many british hostage there's may be? >> there could certainly be more british hostages. we don't know for certain that number. we know that isis holds about 20 hostages. we know that from former militants that have actually come back from syria. we don't know how many of them are british. we know there are a number of other european hostages and possibly women being held. but in terms of the rescue operation of what could happen, we're not sure yet. we know that britain said a

particular verbage? >> well, the prime minister fully understand that's we're not going defight isis from the air alone. and, of course, president obama's made it clear that we need to get the iraqis to do more. but, of course, syrian moderates and then we're struggling right now as secretary kerry is all over the middle east in riyadh and cairo trying to recruit those boots on the ground that are going to do this particular job. but at the end of the day, if we don't have reliable ground forces to augment the air effort, it's going to be a long slog trying to resolve this conflict. and, of course, just the other day the white house made it very clear, we are at war with isis. at war, you have to bring all the elements of power to bear, not just diplomatic. we've got to have military people on the ground to do this. and, you know, it's not looking good at this point. i think mr. cameron's statement

moderate forces, why are we hearing from the leaders that they likely will not or in some cases absolutely will not send in their troops? it seems like they would have to. >> it's difficult situation, victor. look at what's going on in syria where, you know, free syrian army is collaborating with some of the radical groups. so vetting out a moderate force that we can arm and then depend on is going to be incredibly difficult. what we will probably see over time, our special operating forces in small groups that will be operating eventually in syrisyri syria. they have to. this is where all the fighting is coming from. if we don't have people on the field in raaqa going after isis, i don't know how we're going to sort out and defend the innocence that are there clearly. and then at the same time, destroy the infrastructure of

possibility of air strikes in syria they may be more imminent at this point? >> what i will tell you is that as we were communicating with the white house and immediate aftermath of this latest act last night the white house was very tight lipped referring us to the uk. shortly before 9:00 p.m. last night, the president did put out a statement condemning the latest act. he says the united states stands shoulder to shoulder tonight with our close friend and ally in grief and resolve. we'll work with the united kingdom in a broad coalition of nations from the region and the world to bring the perpetrators of this outrageous act to justice and to degrade and destroy the threat to the people of our countries, region and the world. one other point i want to make, we just heard british prime minister david cameron speak there. at the top of his remarks, he was talking about the fact that it was an isis person who was behind the shooting at the

brussels museum. he made the point that isis militants have threatened attacks all across europe. that is something different than what we have heard from president obama. the obama administration has been very clear that they have not detected any direct threats in the united states or potential acts of terrorism here. but that was a stronger statement from david cameron than we've been hearing from president obama on that point. >> i want to go back to anna corn there in irbill. during the spring and summer there were sunni groups fighting alongside isis. that is how in many ways they drummed up this huge number that we heard. do we know if that is continuing at the same rate or if some of the groups because they're not interested in simply counterfeit islam he can state they're now separating? >> no, victor, they're still working together. we have to remember it's the isis-controlled towns and cities that are sunni populations.

they haven't necessarily invited isis militants in but they welcomed them. the reason being is that they see isis to be better than the iraqi military. it is perceived that they are filled with shia, militia backed by eye ron, the former government andal maliki persecuted alienated the sunni population. so an actual fact, they see the iraqis to be more of an enemy than isis. it is a general stereotype because obviously not all sunnis feel this way. there is definitely a sense of alienation that why should we fight isis like we did back in 2006, 2007 and 2008 when asked by the united states to rise up against al qaeda in iraq. they did that. they did that very effectively. and later on, these sons of iraq

were disbanded. they felt like they were double-crossed. and that is where this alienation has taken place. there really was a vacuum within this country which has made for futile ground which isis has gone and exploited. hence they now control a third of this country. they have the support of locals which is why it's going to be extremely difficult to get into those major cities that are sunni controlled. if you send in shia troops if, you send in kurdish troops into mosul, there will be a bloodbath, a sectarian bloodbath. they cannot do that. that's why the new iraqi prime minister talked about this national coalition of forces, national guard is the term he uses, of sunni forces to go in and help liberate these towns and cities. as we know, this is a long term strategy. trust needs to be rebuilt. otherwise, there is just going to be no progress whatsoever.
