shoot tag left a 12-year-old boy dead. cnn's alexander shield is following the developments for us. >> reporter: hey, this lawsuit is filed, in the wake of the shooting, the officers say they have been the ones treated unfairly. over the week, family and friends in this cleveland neighborhood mourn the life of 12-year-old tamir rice. many in this community outraged over a police officer's split second decision to fatally shoot rice, who was flashing a pellet gun. the officer says it looks like rice was reaching for a real firearm when they arrived on scene. frustrated community members taking to the streets, demanding police reform. >> not one more family loses their child trot public outcry calm but firm. >> so far, cleveland has been spared the racially charged

violent protests that have been rocking ferguson, missouri, after a grand jury decided not to indict white police officer for killing a black unarmed teen age worry officers say attacked him. now, eight whoefrs officer, one hispanic officer with the cleveland pd filed a federal lawsuit alleging racial discrimination. the officers claim their superiors subject them to harsher discipline than african-american officers when it comes to shootings of african-american civilians. the lawsuit stems from a 2012 car chase, african-americans are killed inside their vehicle by a hail of 137 bullets. later, a grand jury indicted six of the officers involved, including one faszing two counts of manslaughter. cnn reached out to the city and the police after hours. we have not yet heard back from the six officers indicted. as for the oefrgs involved in

th officers involved in the lawsuit are speaking unspecified damages. >> it's an ongoing strugglele for police officers in cleveland. said rick alexander, a deputy chief officer of public safety if de kalb county. it's very good to have you with us, as always. >> good morning, chris. >> let's go through all these headlines, what do you make of this lawsuit when we shoot a black guy it is treated a different way, more leniently. do you ever see anything like that? >>. >> no, i haven't, in 37 years of policing i never heard of. that i think that speaks to where we are in this country in terms of police-community relations. we really got to do something to begin to have not only conversation but really some real die lock so that we can begin to resolve some of this, because this is really getting

out of control as it relates to public safety in this country. >> water your big concern? >> the big concern for me is, i'm glad it's here today, the president and his administration and his cabinet will set down and look around this issue of policing and community relation across this country. as you and i have spoke about before as you well know, ferguson was just a tipping point of this historical events of bad relationships between policing community and it just came to a boil again. even though a lot of given a has been made, we still have a lot of work to do, so i'm grad to hear that the president is taking time out of everything he has to do to address this very important domestic issue this the country. >> do you think he should have gone to missouri sooner the governor of missouri should have been more visible? has there been a vacuum of

leadership? >> right from the beginning, the government should have got out there a whole lot earlier. i think some of the decisions he made earlier, too. >> should the president have gone? >> i don't think the president should go at all. i don't think it's necessary to do so. i think what's occurring right now is we have the attorney general who will be here in atlanta today and also will travel to several other countries, i mean other cities, across this nation to begin the dialogue and start talk about and begin to take some action so we can begin to confront this issue of policing. >> what do you think of the action taken so far, in terms of darren wellson resigning, no pension, no benefits, from the law enforcement perspective, why is that okay, if he was exonerated by the grand jury, why should he have to resign? >> i'm not sure he was made to resign. >> is that an ad mission he did

something wrong? >> what i think it is, it is a healing for that community him dock forward, potential other changes need to be made of that community will help that community, chris, begin to heal and there is no way that darren wilson would be able to stay in that department, quite frankly, without that community continuing to feel weight that it does now. that's the very hurt community they have not had community relationings there. i think he is moving on with the rest of his life. whatever he decides to do is up to him. that was a decision he made. >> whant the rams players holding up their hands? >> very interesting. again, a group of young bhoen have their own thoughts about that holy bit there in ferguson. they made a statement. but here again, it speaks to nationally and internationally,

chris, that concerns that people have about community concerns. that was their statement. >> you know, doctor, it's hard to find a young black man that doesn't feel that cops in his community have been unfair to him at some point. it may sound like a generalization. that's the reality. if terms of their perspective. >> in terms of their perspective. we all have perspectives depending on race and demographic as well, too. this is what we have to fix, address, there are no easy answers. we got to begin to set down and not talk about it. quite frankly, i'm tired of talking about it. we got to come up with some real answer, some real actions that we can put into place to help move this country along, the police got to have community.

kosta karagorge. >> reporter: according to police the 22-year-old's body was found inside a dumpster sunday afternoon, a handgun was also recovered at the scene. >> preliminary investigation is showing that he died from what appears to be a self inflicted gunshot wound. >> according to missing person's report, his mother told police her son had been complaining about confusion, possibly due to a concussion. she says her brother sustained a concussion in december and suffered four or five others in his live. just a half hour before he went missing, the football player texted his mother saying, i am sorry if i am an embarrassment, but these consuggs cushion versus my head all [ bleep ]ed up. they did not competent on the player's medical care saying only we are confident in our medical procedures and policys to return athletes to participation following injuries

truth. >> you think the league and the commissioner covered their butts? >> i think they had to do what they had to do for themselves. >> jenay is obviously sort of choosing her words carefully. she doesn't want to throw roger goodell under the bus. in her ruling, the judge in the appeals basically said the nfl and representatives present at the june meeting in which he claims that ray rice was misleading in his testimony. they didn't take enough notes. they weren't asking if you have questions. they didn't need claire information or ask for clarification on what happened. thankfully, there was a union representative present who did take proper totes. she was able to clarify exactly what happened. so from that and the claims that the league didn't actually see the second elevator video, it seems there has either been incompetence in the investigation or injure a willful ignorance on their part to be able to minimize what

have been witnessing over the course of many, many months, this is ungoverned territory and isis can do essentially what it wants to do in northern iraq and pushing over into syria. the fact that this uranium is not enriched, it would take a very long process, so the short answer is isis does not have a capability to create either a nuclear weapon or a small nuke in some capacity. that's a very extensive process they have to go through. >> appreciate it. the next headline is we will familiar for fighting for kobani, the border town, is it relevant that isis is now attacking from the turkey side of the border? >> well, yes, it is, i think it is important in that what that really demonstrates again is the lack of what i would call integrity that exists among those nations that are in the levant. the fact that turkey has decided not to get involved directly in

this fight a very complicated discussion because it has to do with kurdish fighters that have turkish blood on their hands, they're in that part of the world, in syria, very specifically, turkey doesn't want to do anything that would support the pkk, those kurdish fighters, even though they're fighting against isis, the fact that isis can get across the border where turkey agreed not to get involved should not be surprising. however, turkey is not going to allow that to encroach into their territory. >> they certainly have the largest military capabilities in the region. that's a part of the frustration with them. bottom line, general, what is going on? are we making progress? are they winning? what is going on with the coalition? how is it evolving? >> i think what you see, chris, is a very frustrating state of what a new normal looks like, everyone in our national security arrangement here in the united states has said this is

potentially a generational fight. this has a very long horizon. nobody in this administration would expect to have a conclusion to this fight any time soon. in fact, this will be handed over to president obama's successor. so what we see is a form of containment. it's keeping what is within a certain box, certain immense amount of atrocities will take place within that box and, frankly, that's okay. we don't want it to expand any further, that's very frustrating. >> what seems to be the renewed threat from taliban and afghanistan? it seems the past is the present once again if terms of their capabilities to get close to highly populated areas and, more importantly, that, once again, we see people in the outlying community starting to embrace the taliban because there is no one to protect them from the taliban. >> there is no alternative, frankly, afghanistan, has been

essentially defined by the borders of its neighbors. it doesn't have this deep cultural history as a nation. it does in terms of tribal relationships, those are the pockets throughout the country. so kabul is not unlike las vegas, what happens in kabul, stays in kabul. it doesn't emfate out into the countryside. so the local tribesmen will embrace that which they can and those who are going to provide either the security or what they need in forward exist in the way that they want to exist. so, if terms of any type of central government in trying to control water taking place, again, during this period of transition, the government if kabul has just changed. so the taliban is taking advantage of it. also, it has to do with our ability to share intellijen and to continue to work these intelligence networks that we have put in place over the course of the last decade, how well can the afghans pick up on that and take the lead in that effort? clearly, we are seeing that they can't. attacking the taliban is all

are the language from to the unheard. that i are focused on an issue we have been dealing with a very long time. several years ago, within i was a young student at union theo logical seminary in 1999, an east african immigrant was shot dozens of times by a fork police officers and that got our attention. i went with scores of new yorkers arrested in the wake of. that all of these years later, we are still dealing with this issue. i came across an application for the naacp in the 1940s him they were dealing with this issue of police brutality. this is an issue americans can no longer ignore. dr. king a preacher at the time of the boycott said that the time comes when endurance runs over and the human spirit says i can take it no longer for this issue and for this generation that, time is now. >> you know, people are angry, the african-american community

is angry in ferguson that officer darren wilson was indicted. they want to see him convicted. the fact, he never even went to trial, of course, looting and destroying property isn't the answer, what are you recommending to people who have still so angry today? >> well, that's why we are good we are going to hear tonight from the attorney general. there is still a federal investigation going on. we want to hear more about that. of course. his family the brown family, can pursue civil charges, but i want to put anger and perspective. as a clergy person, i have to tell you anger in the face of injustice is not all right. it is absolutely the right response. that anger has to be channelled into discipline and into a response that can actually change america. so the looting and the destroying of property, we do not support that.

it's somehow undermines your moral authority. but as we look at what's going on in ferguson and across several counties in st. louis, the truth is there is more than one way to loot and steel. we are witnessing in that county and across the country a kind of poverty, capitalism in which municipal government, very, very small, operate on the backs of poor people, through speeding ticket itself and traffic violations and other minor violations that get ramped up into fees and interests. some of those municipalities, as much as 40% of their revenue or more is supported by these times that rest inordinately on the backs of poor people. we are not talking police brutality. we are talking profit and prison and industrial complex. the truth is the land of the free is the prison capital of the world. so we focus sharply on the

shooting of a young man, as important as that is, we really miss the issue. michael brown, like trayvon martin, like jordan davis, is the victim of a deadly cocktail of systemic injustice in which young black men are profiled, warehoused through the largest prison system in the world. they come out as pariahs. and if you can manage to dehumanize someone, turn them into the hope. turn them into a demon, not only can you take their life. you can take their life and have very little to pay as a result of it. that's the issue we have to address. >> it sound like you will be having a very interesting discussion tonight when eric holder arrives. we will look forward to hearing more about that. thank you. >> thank you. >> alisyn, sheer another story that speaks to how flawed the situation is currently to cleveland, where nine police officers, eight white, one hispanic are suing. here is their claim.

there with is growing concern this morning with football and concussion. rehad this discussion before, it is renewed, an ohio football player, the 22-year-old athlete was found dead in a dumpster sunday. apparently a self inflicted gunshot wound ended his life. his mother is telling police her son had been complaining about bouts with confusion after suffering four or five head injuries. i want to talk about it with dante staalworth, he joins me this morning. first of all, i know you join me mourning the loss of a very important man, starting out, a potential career in football. we don't know. first of all, your thoughts upon learning about the 22-year-old's death. >> whenever someone loses a life. it's always a very sad ting, but

especially this young man, he had such a bright future. ohio state was playing really well. he was a fifth year senior so that means he was close to graduating. it's very sad to hear the news and i'm really sorry for his family. i send my deepest condolences. >> i think we all do. we struggle to understand. we are bringing up this conversation with you. when we hear those words like concussion and head injury and confusion, we are usually hearing about slightly older players, guys in the nfl, former play, guys out of the league, not someone in college, is that concerning to you? >> i think any type of brain injuries are always concerning. the brain is a very, very, it's an organ in your body that you can't come back from when you sustained injuries of two

concussion test. it's been taken seriously and the circumstances around the players former and present that will be brought to light. >> here's the question. again, we don't know all of the details about this young man and what led him to take his life. are you feeling that these efforts are enough or do you think more needs to be done from the teams, pop warner all the way up? >> i think initially the nfl is trying to do a good thing with their heads-up program. it's teaching young kids how to tackle, how to reduce injuries and spinal injuries and make injuries and trying to do. you can't really stop concussions in the nfl. can you do, can you take all the protectich pressures from safety gore and protective measures from actual play and ruling that you can try to change and the

communities there about how the police treat them? >> well, that's why we're looking to try to engage both the african-american community and law enforcement community bringing them together so that we can have mutual understanding and have some growth and healing. one of the things we've been focussing on is citizen review board that we started the process on several weeks ago to create an opportunity, an outlet for citizens to give input into law enforcement policies and is roars. it gives opportunity for law enforcement to kind of educate the citizens and let them know as far as how policies and procedures are implemented and why. so creating that mutual understanding between the community i think is key in moving forward. >> good start to be sure. what about more black cops? i remember the last time we spoke, you had 53 on the force. only three were black. you said you had problems getting black recruits who wanted to become cops.

they get stolen by bigger jurisdictions. you have a fix for that as well, i hear. what's the deal? >> so what we're looking to do is instead of going out on graduation day and trying to get african-americans from the police academy, competing with other law enforcement agency, we're going to take it furtherer and go to high schools, community colleges, colleges. we're going to get people who are near completion maybe with their education interested in law enforcement and get them to make that commitment, hire them then and put them through the police academy so we can get young men, african-americans, other men of color to come be a part of our police department starting at lowest level, high school, community college and others. we think this is going to be very helpful. outing them through the academy, there will be a commitment to work for the city of ferguson. >> men and women, and they'll get a scholarship to go through the academy. that's incentive.

>> absolutely. >> now you have to deal with the hard work of putting the community back together. darren wilson resigns. you come out and say we're not paying him severance. when someone resigns, do they get severance? >> it depends on what's negotiated. in this case, officer wilson did not ask for a severance. typically if someone resigns on their own, they're not given a severance package. >> why come out and say we're not giving him severance? what was the point? >> we knew you would ask, someone would ask if he was getting one. that's clearly a question. we preempted up front saying he wasn't. >> if he was exonerated by the grand jury and deciding to step down, is this your way of saying you think he should be punished? >> absolutely not. we're not saying -- not making any judgment on officer wilson. officer wilson did this

obviously for his own safety and safety as he stated in the resignation letter for the resident of the ferguson and fellow law enforcement officers. for the past 110-120 days we've stood by officer wilson on paid administrative leave throughout this process. by no means is the city trying to abandoned our law enforcement officers. officer wilson did this on his own. he felt this was his way of helping the city and law enforcement going forward. so that was his decision. in fact he committed his resignation to the media before he submitted to us. there was no conversation, no ask for a severance package. >> what do you think about the rams players holding hands up in what seems to be a hands up don't shoot gesture? >> i think it's misguided unfortunately. i think we don't -- we try not to have political statements on the field. the nfl doesn't allow them to celebrate like they use to.

are hearing this important case about online threats in social media. tell us more. >> reporter: that's right. this is the high court's first examination of free speech rights and social media. this ground breaking case could decide the limits of what you post online. it centers on this man named anthony posting on his facebook page. initially he was posting messages that were seemingly targeted at his estranged wife. one of the messages said there's one way to love ya, a thousand ways to kill ya. after posting that and a couple other messages, his estranged wife received a court order, protection from abuse order. after that he posted on his facebook page, fold up your protection abuse order and put in your pocket. is it thick enough to stop a bullet? those are a couple of examples. we spoke to his attorney. he says these messages were therapeutic for him, similar to

>> i asked her in general what was your reaction when you saw the video? then i asked her, what did she make of his reaction, obviously essentially the same question. she told me something similar. she said that she asked him why didn't he try to pick her up, why he seemed callus and cold? she asked questions once she saw the video. his explanation was he was terrified, in shock, didn't know what to do. that was -- i think this was a big reason why she never watched the second video. at least that's what she maintained to me. she never saw the second one. seeing the first one was so traumatic for her that she realized seeing the second video was not in her best interest. >> she maintain had the again this morning that she never saw what happened inside the elevator. she intentionally didn't watch that part of the video.

she watched the after math where her body was pulled out by ray. you also asked if they told the commissioner of the nfl, roger goodell, everything. if they shared with him all details. what was their response to that? >> well, based off what she told me, she said they had always known there was a video of this. she knew there the first night. their assumption was that at some point the nfl or ravens that they were all going to see the video. it didn't make any sense for them to go into the commissioner's office and lie. they thought they knew a video existed if not had already seen it. it just didn't make any sense for them to tell them a mistruth, a story or even try to shade the truth and make it not seem as bad. she said ray told the commissioner everything. the only thing that seemed to change for nfl was really video.

people doing their shopping online. the season would last several months. if you looked at black friday contributing last year to growth in sales, it was only about 1% of 3% uptick from the previous year. it's really not a big component in the jump up of retail sales. they're still expected. this is the best economic environment in the financial crisis. consumer sentiment is high. unemployment is down. growth is high. i have no reason to think that a sales by the time we see a christmas aren't going to be better than they were last year. >> all right. we have that aspect, but now we need to know, what do we look for today? if there are deals to be had. >> there are deals. the retailers are going to take advantage of media talking about any way to shop. of course cyber monday we're going to see more deals. >> what does the savvy shopper look for today and smartly find a deal? >> still got good prices on tv. i saw a high definition tv under
