now, first light in indonesia and search teams expected to resume their efforts in the java sea. there was no visibility. it was pitch black so they couldn't take a closer look at the objects they had been searching for. one of them you will remember about 60 feet long. that is about the length of an air bus a-32. also hoping to send an underwater robot down to take a look at the pieces. also some news coming out and about from indonesia's weather agency. icing on the planes agency. it was one theory the weather agency said they were putting

forward. you know one piece of information. but at this point, just a theory along with everything else the investigators have to go on. the condition of the human remains as they are discovered and returned here to the crisis center. this is not a big insurance pay out. this is just meant to cover some of their costs of being away from home missing work and waiting for their loved ones or news of their loved ones behind me in the crisis center. some family members saying it's just too soon. they feel if they accept this payout that it means they are giving up hope that their loved ones will return home. >> david, thank you so much. dooifd teams will resume their search for the fuselage.

former ntsb managing officer, good to see you again. we have got a black box here. it's orange. that's the way they are so they can be spotted in debris. but help us understand how they work and how this is fairly typical to the black box ses. >> it is orange. easy to identify. easy to find visually. you have got a pinger here on the one end. that will be activated as it hits the water you will have information coming from the actual black box telling you where you can locate that. most can often be a fairly large debris field. and you have data that come into this normally when it's operating.

it is going to have data from what the cockpit is saying what the people in the cockpit are saying to one another and to the ground. >> generally they have to be on top of these boxes in order to hear the pingers. the weather has been a big problem. but as we talk about these boxes in association with the tail wing generally, is there a likelihood or possibility that the pinger which is on the outside there could get damaged and perhaps they could never hear it?

what happens to the aircraft. we see that. we see the very unusual accidents where we still recover. usable data from flight data recorders. >> so the hope is they will be located and they will be able to figure out what happened. in the meantime there continues to be discussion about the data streaming capability. many years now. how is it possible? what kinds of things can you legitimately get out of the aircraft so that you will have an idea of not only where the airplane is but realtime evidence that will help you investigate the accident. the spaceship one crash had huge

they are disrespecting pubically if you listen to the words of the commissioner? >> i'm delighted that he put out the memo to his officers. it's time to pay respect for a fallen officer. as i watch the events unfold clearly there are issues between the mayor and the union not other members of the new york police department. what those issues are, i have not heard yet. did not produce the desired results.

either? >> first, i would like to say hello to commissioner brown. he was actually my boss when i first started. i think what's happening here is first of all, anyone who thinks that the nypd is not doing their job is incorrect. for those guys looking to do harm in new york city think again. the nypd is out there. they have not taken their eye all the ball. they are still doing their jobs the way they always do. the mayor when he was running for mayor as a candidate and after becoming mayor, he had the opportunity aside from the somewhat anti-pd rhetoric that he was ranting, he had the opportunity to settle a contract that was abandoned by the previous mayor and he failed to do that. that was another slap in the face. what happened in grand jury that came back with a no true bill.

came out supporting the police and also advocating tla people wanted to protest their right to do so but in a safe and peaceful and lawful way. when people started chanting death to police and what do we want? dead cops when do we wan it? now. the major could have said this is unbelievably disrespectful. >> there is a justification that i'm hearing from you in terms of why the handful of police officers would turn their back today. a much larger number would turn their backs during the serm. and you're saying am i hearing you right that we are really at a point of no return.

self, kind of chastise chastising and making the nypd out to be a racist band of outlaws and up until recently i think, again, he has dug himself a hole. he has been trying to back pedal. and i don't think he has really got on the the point where he has earned the respect. they have basically given him a no confidence vote. they don't have any confidence at this time. he has -- he has not shown them any respect.

>> if this is a situation where there is no confidence in the mayor and the mayor has nod made a greater more concerted effort to reach out to earn the respect of nypd are you seeing any real room for healing here? or is this just a damage relationship that will be forever damaged as long as this mayor is in office? >> i think there is an opportunity for healing. that's the reason i suggest an independent meeting here to sit down and work out the issues that separate the police and mayor. ran on a progressive platform. taking care of some of the issues that have surfaced.

motivation behind you turning your back today when the mayor spoke during detective liu's funeral? >> definitely the police department you know members of law enforcement have said and also community heem upset as well. i think that the mayor have failed with the communication with the mayor's office the ones elected to represent them with police and community matters. so here we are. two officers shot assassinated on the streets of new york city. the communities torn up. he needs to apologize. he is having these meetings at

city hall. >> what are you asking the mayor? who are you hoping? needs to apologize to the police department? apologize for what? >> the police department feels that the mayor turned the back. especially when he made comments about the son that he spoke to the son, to be careful with police. >> what is wrong with that? help me understand that? he was talking about being a father of a biracial young man and talking to him about how he is to stay safe and he shared that with the public and how was that offense snif. >> these are conversations we're all having. i follow that same policy. i will not hesitate and argue with a police officer. this is what is happening. >> you take offense to that? why? >> that should have been another conversation. >> exactly. >> there are other issues

happening with the police department. the police department needs the mayor's support. they need -- the mayor has not supported the police department. there is other issues that are going on with the law enforcement. i can't go into those details. but definitely as a community, there has to be a relationship with the police department. yet until today i sit here and haven't had a meeting with the mayor, with the commissioner as far as the responsibility that we have as elected officials with police community to do the outreach and make that relationship much better. >> when the commissioner said he is requesting that no police officer turn their back on the mayor during the funeral services for detective liu, but there would be no consequences how did you make the decision today that it was appropriate, right shs honorable, respectful to turn your back during this

funeral service? what was the decision? help us understand the decision that you made and what you were thinking about to make that decision and why you believe it was a powerful statement to make? >> once again he failed. he failed certain members of the community as well. i'm very uncomfortable right now. i feel very dissatisfied if ied. there are people being sat at the table that are not elected and not representing the community and precinct. you bring individuals to city hall. you sit then down. they are anti-police, racist. and then you let them take over the meetings at city hall and the people who are representing each burro -- each has a president to represent them within that community. today i sit here and this is a

problem. how do you have that conversation with police and community? >> what convinces you that family members wouldn't interpret the turning to be a disrespectful move for the detective and that instead this message is to be directly conveyed to the mayor? >> i don't think they're being disrespectful. i think they are very sad. they feel certain elected officials that represent within the city have turned their back on them. it's the wrong timing. i wish that things could be different. there is a lot of healing that needs to be done on both sides. the mayor needs to step up and apologize and try to make that respect with community and police bring that back together. >> former commissioner as you hear juan rodriguez, the mayor

needs to apologize and there is a broken relationship between the mayor and nypd. if you were commissioner today what would you advise? what would you do? how do you die jest this information that we just heard? >> the councils that was the commission -- i made it my point to meet with each one of them on a regular basis. number two, the concern about the mayor. that happens quite often. i told them don't get in trouble.

say yes, sir, no sir. i don't see that as being respectful to the police. what i do believe and those issues set to be resolved. but a good relationship. resolved. the issues on the table. it's necessary. ind pend dent mediator. what it needs to be done at this time to move towards and provide the quality services that the new york city police department has always provided to that city.
