good evening to all of you. i'm erin burnett. we have a special edition of our program here from capitol hill. the president will be giving his state of the union address this evening. we begin with breaking news. we have just learned in this address the president is going to call on congress to authorize the use of force against isis. an unexpected and significant move. we have chilling video from the terror group. isis threatening to behead the men there unless they get $200 million. they have given a deadline of 72 hours from a clock that began ticking at some point today. we have much more on all this breaking news ahead. i want to begin with jim acosta. some of what the president is going to say, we knew. this call to authorize the use of force against isis was a significant and unexpected

thing. >> reporter: physical therapily significant and somewhat unexpected. we did not know he was going to do this in the speech tonight. this is a state of the union experiment. the white house rolled out most of the news ahead of speech. they did that because they believe we're in a new media world. the president will be touching on broad themes of where the country has been and according to the sources familiar with the speech the president will offer a full throw of defense. that means going after terrorism. president will reiterate the u.s. will destroy isis. with the events unfolding in yemen, the white house believes the approach is working. mr. obama will ask them to back him up. he'll ask for a new vote to authorize force. here is a portion of that

speech. he says tonight i call on this congress to show the world that we are united in this mission by passing a resolution to authorize the use of force against isis or isil as they say over here at the white house. we know he'll be making a case during the speech tonight for ending the embargo on cuba. they will threaten to veto any iran sanctions bill. as for domestic policy he's going to call for raising taxes on the rich to give tax breaks and free community college to the middle class. you'll hear more of that later on tonight. >> thanks. with the authorization of force against isis i want to share some video we have just obtained at cnn. this shows the kosher supermarket shooter and his girlfriend his wife outside a jewish institution in paris last summer. we understand that what they

were doing was scoping jewish targets if terrorists attacks. media in france are reporting the french police have arrested five men that they had a cache of explosives. this as the man hunt goes on for the alleged ring leader of the entire paris attack continues. they still do not know who that may be. they're still hunting for him. pamela brown is outfront in paris. you've seen this video. it's extremely important. it's extremely disturbing that they were out targeting potential jewish sights as early as last summer.

>> reporter: it helps them ups how premeditated that attack was. this video shows them outside a jewish institution in paris last summer. sources say the couple was scoping out potential jewish targets months before he stormed a grocery store and took hostages killing four people. authorities charged four men with helping him carry out the attack. >> one of them, his finger print were recovered in a car. >> reporter: 200 police officers

raided 13 property offense a group tied to islamic extremeists extremists. >> to take them and arrest them very soon. to avoid any terrorist attack any further terrorist attack. >> reporter: in belgium a man hunt is under way for one of the suspected ring leaders of an isis directed plot that may have included attempts to murder police officers. authorities believe he may have been in touch with isis leadership from greece. in holland police confiscated laptops from the home of a suspect. >> reporter: back here we expect the paris prosecutor to release details. we expect the french government to release new anti-terrorism measures that it will be taking

as it continues to combat this problem across europe. erin. >> thank you so much. reporting live from paris. two american warships are going to be sent to yemen. the american embassy has been at risk. unknown assailants fired shots. the government is losing control. yemen is a crucial country. nick payton walsh is the only report inside of yemen. president was working with a government that's gotten weaker and weaker and perhaps not even exist, maybe in chaos.

what are you seeing? >> reporter: we're seeing a day in which many don't quite know who they need to bring in. they need to reach out to yemen. we know the presidential administration has been stormed by this rebel militia. they've been very successful in moving across the country putting check points up around. oddly still referring to the president as the president even though the president is in his resident and couldn't get out for a while because there was gunfire on the streets outside.

he country right now. a quiet city behind me now but tomorrow that's a question that has to be answered. sg >> joining me now is lindsey graham. i know you were in the gulf. you just heard the reporting. the president is going to ask for authorization of force against isis. will you vote for that? >> absolutely. i meet with the free syrian commander and representatives of free syrian government. our strategy when it comes to syria is not working. isis isil is stronger than

syrian than they've ever been. i'll vote for it but understand until you neutralize assad's air power, they sell oil and wheat. >> they're telling you that's the way he's getting what the rest of the world is trying to cut him off from. >> he's getting oil from isis and they're getting money and weapons. this strategy is going to fail. it's a moral and militarily understand sound. >> president wants authorization. you said you've give that to him. the american embassy is under threat. this is the home of al qaeda and the arabian peninsula. u.s. embassy is a target. should the u.s. get militarily involved? >> i think we're going to have

to con front isis with a strategy that will stop them and deal with radical islam. there's no mystical area available to root isis out of syria without some american help. not be 100,000. turkey is ready to go on the ground. without a no fly zone everybody you train to go this syria will get killed by assad. when the president wrote a letter saying our air strikes in syria are not directing against assad, that's a fatal flaw. there's going to be a blood letting in the middle east. >> do you think -- when you're giving this are you saying you think this could be done with a

no fly zone enforced by the united states alone or are you saying that u.s. troops will be acquired. >> this is important. you cannot win against isil without a ground component. there is no iraqi army in syria. when we trained this free syrian arm who is willing to fight, if you don't deal with the threat they have from assad they're not just going to fight isis. the go in on the ground and win in syria, you're going to need a regional coalition of armies because it will take years to train up the syrians. we'll have to be part of that. if we don't, they'll lose. the worst possible outcome is to take isil on and lose. >> you said you're going to vote for the president's resolution. he has your vote tonight. you said the president's policies are getting people killed. obviously, that's a very big statement to say.

who has he gotten killed? >> his decision to withdraw from iraq after the military said you need 10,000 to hold the country together allowed iraq and al kwad to come back has allowed isil to become a power in iraq and syria. 200,000 people have been killed in syria because the place collapsed. >> those are the lives you're talking about but you're not talking about american lives? >> the platform in syria and iraq provide the greatest opportunity to suggest that we can ignore syria, iraq and yemen and be safe is ridiculous.

you'll be watching the state of the union more closely than many. you're a possible presidential candidate for 2016 you're considering a bid. when will you make that choice? >> i'll look and see if there's a pathway for it. i'm a conserveative but i believe in immigration reform. i'm a conservative but i'll buck the orthodox. i wish i could tell the american people we don't have to go back into iraq or syria. i can't stress enough the president the strategy is employing is failing. the more people get killed in the mideast, the larger the terrorist get. the only way i know to make america safe is to con front the enemy over there and build up people in the region who will fight. the good for us what the terrorists are selling most

breaking news as we count down to the president's state of the union address. cnn has learned president obama called on congress to authorize the use of force against isis.

this as isis releases a disturbing new video demanding $200 million. they say they have to get it in 72 hours or they will kill the two hostages. this is the first time that group has called for a cash ransom. >> reporter: the video just as chilling as previous ones shows two hostages similarly dressed in orange jump suits kneeling next to an isis militant who makes his demands speaking with his now familiar british accent. this time the militant believed to be a british national wants a ransom. >> $200 million within 72 hour time frame. >> they're very specific. they correspond in a sense to the two hostages. the 200 million dollar number lines up with exactly the prime

minister has promised to fight against the islamic state. >> reporter: to who's the propaganda still further. it's not just about the message but the messenger. >> people aspire to be like him. he has to be in new releases in order to keep inspiring western recruits. >> reporter: isis has now made at least six videos threaten to behead western hostages. >> they had to release a video that showed somebody they were going to behead. they had to have some sort of demand. >> reporter: speaking today, japan's prime minister is not giving in. >> translator: it's an unacceptable act to threaten us in exchange for human lives. i feel angry about it. i strongly urge them to immediately release the hostages without harming them. >> outfront cnn national security commentator mike

rogers. paul i know you've been talking to your sources about this video. obviously, they're coming out with a deadline with a 72-hour deadline. that's something new. they say if that money isn't paid the hostages will die. prime minister of japan is not ruled out. with know that many european countries have paid money to free hostages. will japan pay? >> there will be a huge spotlight and if they pay some money, where is that money going to go? it's going the go towards isis brutalizing the population of syria and iraq and terrorist plots against the west. we saw a major terrorist plot linked back to the isis leadership in syria. there's going to be a lot of spotlight on japan. these ransoms only incentivize groups to pay out more money. >> to the point that paul is

making yes, it gives them money but there were some people held hostage with james foley and french citizens they say they're government paid money. we know that a lot of governments pay money. will japan hold back because the spotlight is on them? >> unfortunately, i hope so. think about the foley case. there wasn't real negotiation going on when foley was a hostage. even though they made the ransom amount i don't believe they were interested in getting the money. they wanted propaganda value of it. i think what you see here by a short deadline the money is clearly tied to the amount of money japan has offered for humanitarian assistance. i think clearly they're looking for a propaganda tool here. remember they've got plenty of money. some estimates over a billion dollars in precious metal cash

reserves. they're selling oil at about a million dollars a day. money isn't their problem but the pr value is a huge boon to them. >> japan has given $200 million in humanitarian said to fight isis which is probably where they got that number. people hear him. the voice is recognizable. british born militant. seems to appear in every one of these videos that we have seen with the beheadings of the americans. it's kind of amazing that he's still out there making these videos doing this when the west says they know who he is and are onto him. >> that's right. that's the propaganda message in itself from isis that this operative who may be the most wanted man in world for these brutal beheadings that he's being involved and put out these threats this broad daylight in

syria. despite the fact there's u.s. and other war planes launching air strikes that shows that isis has a lot of self-confidence and can operate with some impunity. >> mike the u.s. says they're reviewing how the united states handles hostage situations. it's unclear what that means. isis has an american a 26-year-old woman in syria. should the u.s. consider paying ransom because the u.s. traded five senior taliban from guantanamo. the u.s. does do trades and all kinds of deals to get hostages back. >> i would be very kashs against providing any ransom payment.

they made all of their money from ransoms, kidnappings. that got more ransom. we know that about a third of the hostages are french and french has been known to pay ransoms. i think it's a terrible idea. even the taliban five trade, we saw clearly afterward there were conversations between taliban and al qaeda and others saying maybe now is the time to get more western hostages. we know they'll negotiate. i think you put a price on people's head when you do this. it's awful and as hard as this is the best way to do this is have a plan of attack to disrupt their ability to recruit. >> thanks to both of you. we're learning new details about

welcome back to a special edition of outfront. we're looking at live pictures of the white house where president obama is preparing to make his way to capitol hill to deliver his sixth state of the union address. in about 90 minutes he will present his agenda. i want to bring in dana bash who joins me live from inside the capitol. members of congress will be going there after the president's address to speak with reporters. now, dana we've gotten some news here. the president with st significant announcement that he's going to call on congress to vote for a resolution authorizing the use of force against isis. what's the reaction so far? >> reporter: this is one of the least controversial things that the president will talk about tonight. maybe it sounds ironic but at a bipartisan basis, we have heard members of congress in both chambers saying that they believe that it's necessary for the president to come to congress and ask for this use of

force authorization. this has been in the works. the drums have been beating for months and months. i think it's going to be maybe a bipartisan sense of relief that the president is coming and asking for this. if he didn't republicans who now are in control of congress would do it for him. >> right. lindsey graham just told me without question absolutely he's got his vote for it. given the republican control of congress does the president have any chance of passing some of the other things. he wants an increase in capital gains tax that will pay for tax cuts for the middle class. does that have a canhance? >> reporter: in a word no. the white house knows the way he's proposing to pay for some of these new benefits for the middle class is no chance of passing. it's the way things work here is he lays out his, his puts the

stake in the ground of where his philosophical position is on dealing with these economic policies and that is to raise taxes on the wealthier americans. he's going to propose to do that in a series of ways. on the republican side even though you've seen many supporters of things like expanding the income tax credit and other issues that the president is going to call for, they definitely are not going to support doing so and paying for it by raising taxes. you're definitely going to see a lot of republicans sitting on their hands. the big question is after the big speech after he's done whether or not they can roll up their sleeves and get to work on what the president and republicans say that they really want to do need to do which is overall the tax code. that's the big question. >> it would be nice if they could. obviously not going to happen. thanks very much for dana.

good to have you with us chairman. i want to get your reaction to the president calling for this resolution to authorize force against isis on the night when the french are arresting more people. lindsey graham says he's got his vote. does that mean this is something that will sail through? >> i think it will be embraced across both parties in congress. it's a recognition that we're in a wartime situation against this terror threat. i think the president has been well within his authority that he's used up to now. it's a signal bringing congress in is making sure the full weight of america's power will be brought to bear to them. >> the attacks we have seen in europe things have changed. the house voted on the president's plan to train moderate syrian rebels. 40% of democrats opposed that at

the time. that tide has changed? >> this is a more broad based threat. this is the next generation of threat that we have to deal with. the president has to have the full authority and the full compliment and all the tools available to him and authorization for congress will provide that. >> tonight he's going to talk about some domestic things. state of the union is a night of dreams, in a sense. the president wants to talk big and lay out his promises. our tom foreman looked back at some of the ones kept and broken. one of the ones is guns. congress hadn't been able to pass legislation. the president said he will go it alone if needs to. >> i think the president is continuing to do as much as he can within the boundaries of his authority. in the last state of the union he talked about the phone and the pen. he's pushed the envelope.

we have an atf director that's been confirmed the really big stuff to try to make progress on gun safety and keeping guns out of people's hands really have to be done by the united states congress. more people being killed and just an unacceptable stiff arm from the republicans who simply don't understand that this is something -- >> to your point, i know this is an issue that's personal for you. you're close friends with gabby giffords. that's a person who stands for this issue more than anyone. there's been 34 major school shootings since sandy hook. 26 people were killed in that attack. when people hear that they say can't he do anything by executive order. that forces congress to talk about it. right now they're not going to talk about it. >> they're not. that's why gabby's organization

is working from the grass roots and really pushing for victories in in the states which they have been achieving. i think the president had really more authority and boundaries that he can use. in this area being able to actually keep guns without congress going along out of hands of people who shouldn't have them is tougher. i want to change the characterization of what you said of promises made and broken. the republicans have had every opportunity through president obama's willingness to sit down and work together. i'm a glass is half full person. let's be optimistic. what tonight will be about is whether we're going to take the prosperity that we've achieved. we help them the middle class and create more opportunities. make higher education universal and free. make sure that people don't have to choose between taking care of

the president is getting ready to address congress and the nation shortly as we're learning a little more about what he'll say tonight specifically on tax breaks for the middle class and a big tax hike for wealthy americans. i want to welcome back jim acosta. he's on the north lawn with more of what the president will say. he's been calling on congress to

back him up on the war on isis. it sounds like that's a no brainer. he's going to get that. what he has to say about the economy, not so much. this is an aggressive, big call he's going to make. >> reporter: that's right. this will not be a bipartisan moment when the president lays out these specifics. this is all a part of his theme of middle class economics. he's going to be talking tonight about how he feels that the nation's tax structure is weighed too heavily in favor of the rich. he wants to plansbalance that out. republicans have been tearing into it and saying it's dead on arrival. the president wants to provide tax breaks to middle class americans and pay for that by raising taxes on the wealthy. raising the capital gains tax to where it was under ronald reagan. they want to get rid of the trust fund loophole that they feel benefits wealthier

americans. we know that house republicans are starting to tear into some of the economic proposals for the president that he's going to be be laylaying out tonight. people declaring dee inging dedugss on their 529 plan. this goes to the president's theme and to the to bring about an economy that works for the middle class. wages are not going up. that's job one this white house says for the president in terms of dealing with this economy. we have an excerpt from the president's speech that he'll be giving. we'll put that up on screen. he's expected to say the verdict is clear, middle class economics works. expanding opportunity works and these policies will continue to work as long as politics don't get in the way. it's interesting, erin i was talking to a senior white house spokesman about this and they know this fight is coming. while they say republicans have

supported some of these items in the past they say if republicans want to have a debate giving tax breaks to the wealthy at the expense of middle class americans, the white house says they're willing to have that fight. they know that there's a fight coming. >> there certainly is a fight coming on that front. thanks very much. one thing the president will say on this issue, he's also going to say this. this is the president. he'll say it's now up to us to choose who we want to be over the next 15 years and for decades to come. will we accept an economy are where only a few of us do spectacularly well or will we commit ourselves to an economy that generates rising income and a chance for everyone who makes the effort. it's those that are doing well that are the target of one of his proposals. capital gains is the tax you

make if you sell a stock stock, home real estate. the wealthiest americans pay 23.8%. under the president's proposal that's up to 28%. that's an increase of 18% in your tax rate. it's pretty big. this is targeting wealthier americans. couples with incomes above half a million dollars a year. obviously, i know you both disagree on this. give me the logic of why he would do this now. he has a big tax increase on the wealthiest americans in 2012. that was significant. why come back again when he knows he can't win it? >> i don't know that he knows he can't win it. a lot of democrats are telling me we should have done this after he was reelected. that's a fair point. why do you rob banks, because that's where the money is. first off he's got politics on his side. he's got the american people on his side. this is a popular proposal.

if the republicans were smart they would cut a deal water it done and negate that issue. they won't do that. they'll blow it up. that will give the democrats and i hope my friend, hillary clinton something to run on 2016. >> i got something to ask each of you. >> it means hillary clinton will be paying a lot more taxes. >> she will. >> she's not as flat broke as she pretends to be. >> a lot of people do not understand why the capital gains tax is not already at the ordinary income rate. they say why that just doesn't seem fair. that seems to give the president some ground with the public. >> this is all about class warfare. rich versus poor. is that what america is about? the republicans are saying we want equal opportunity for all. we want the water to rise and for all the boats the float up

higher. this just feels like it's target on the backs of the rich. it takes a lot of work for a lot of people to make that money. there is trickle down economics when it comes to the rich and what it means for other people. i don't think it is unfair the way that you've posed it. i think this is the same rhetoric from obama of being about class warfare. i think it is a non-starter. i'm glad he's choosing issues like isis and trade where he'll have some bipartisan support. i think he's choosing some of these issues because he's giving red meat to his base. the democrat base that was so disillusioned and they're coming back home. >> it was on the wealthy. the whole argument then was give it back to the middle class. that's going to create prosperity. he's sighing that didn't work that time but i promise it will. >> that sound bite that jim

acosta said it's working but we need to do more. i think that's a reasonable position to take. all the republicans said this is a direct quote, phil graham. this is a one-way ticket to recession. it wasn't. we created jobs and slightly higher taxes. >> we have a big country to run. look at that money. >> do we need more money in washington? >> no. that's why he wants it to the middle class. democrats can run on this. they can govern on this. this is good economics. >> is it the way to run an economy? >> yes. >> that isn't generally the way you necessarily get to prosperity. you want to get through wages going up and not just through a one time tax credit. >> here is what happened in the '90s. if you target people in the

middle class, what happens? they have more money to spend. it's a consumer driven economy. if we help those consumers, it's even better for the rich. the greatest wealthiest family in mesh is the walton family. they got rich off of walmart dh ch which is middle class and poor people when they have money to spend. >> this is what's wrong with this debate. we're talking about rich versus poor. that's not why i left nicaragua in 1980. this kind of rhetoric is so bothersome to you. >> i'm sorry it's bothersome. >> divisive. >> more millionaires and billionaires were created in the clinton economy than the reagan. >> that was because of this one time incredible thing. i'm not saying you don't give him credit for it. we're calling it the internet.

>> we had the internet under bush. >> you know that president obama is not known for working with the republicans and not even the democrats in congress. you know they're not going to get in the weeds and this has no chance. this is red meat for the base. this is rhetoric that makes the progressive base of the democrat party happy. >> what would be better for the republicans than to do -- if you say president obama doesn't like to work with the republicans, maybe it's true. why don't they challenge him? robert draper wrote a book about this. the night the president was inaugurated. the president said we're going to oppose everything he proposes before he even proposed anything. this has been massive resistance. >> i think they should challenge him and focus on issues where they can work together. >> we've

will deliver 2015 state of the union address. his vision his wish list as he finishes his presidency. the president will talk about raising tax on the wealthy and cutting them for others and addressing the terror attacks in europe. the republican majority said the president's idea at least on taxes will go nowhere but the president's popularity with the american public is on the rise in a big way. john king is out front tonight with the new fronts. there's some good news for the president in that. >> reporter: it is good political news erin especially if you think where the president

was in last year campaign. let's look at the new numbers. 50 approval rating in the washington post poll. 44% disapprove. this is the nbc wall street journal poll taken a few days after abc. 46%, 48%, not quite as good for the president but remember last year's campaign when he was a drag on the democratic party he was at 22%, 44%, the president is moving p as he prepares to give this big speech. let's look at the president over time. remember this is year seven state of the union address in 2009. he start in the '60s. we've seen the steady drop peaks and valleys. last year this is why he was a drag in the valley. he was down in the low to mid 40s. in the election the president moving up to 47. again, abc showing him right around 50. so where's that fit in the context of history? seventh year state of the union address, ronald reagan was at 49. bill clinton, a whopping 63%. iraq and katrina taking a toll george w. bush down at 33%. again, president obama flirting with 50% in the pugh numbers here.

why does that matter? republicans will say, we just won the election, mr. president. no to your tax increase on the rich. if these numbers can sustain or build them could help him down the road when he enters into negotiations with the republicans. that is the big question erin. better numbers for the president tonight. will this help sustain him or slip back? trust me everybody in washington will keep an eye on this. >> i'm sure they will. thank you to john king and back with ana navarro and paul. >> it's been a while. when you saw john he's been in a narrow van hovering around 40% for a year and a half and seems to have broken through after he got shellacked or whipped, whatever you call the land sliep. >> americans love an underdog. they beat him down and bring him back up. >> it's two things. in the polling game strong leader cares about me.

those two help define a presidency. a lot of democrats thought obama had gone soft or given up. he's fighting and fighting for the middle class. he moves both dynamics up. when you're at 50 and you're in your sixth or seventh year entering, not bad. >> i feel like i'm watching that movie when stella got her groove back. this really feels like barack obama got his groove back. his pep is back in the step. i think a lot of it is because he's fighting. timing is everything in politics and in life and so fortunately for republicans, it happened post-election. un unfortunate for democrats. i think in a way, he's been liberated by losing those elections. he had a very close senate for example, he'd have to worry about protecting democrats. at this point, you know, he's lost. he lost everything he had to lose in congress. what he's got to defend at this point is his legacy. he's going to do it not by compromising with congress. he's going to do it by embracing

the confrontation with congress and doing what he's going to do. >> to that point, executive borders. immigration. he gave the giant bird to republicans. i'm sorry paul something like you'd say. that's what he did. he went out to executive orders and the american public is embracing that and liking that he's doing that. the question is, can it actually work for him? when you still have people thinking the country going in the wrong direction. you think if they're flaking their president, it wouldn't be saying that. >> if the economy keeps improving, the right direction will improve. the president fundamentally improved by the economy as well. people like he took action. he waited for years to congress to act and then took action on immigration. they like him opening up to cuba. i didn't see that coming. >> someone does not agree with you on that. >> the american people do. they want to see the action.
