stricken airliner make a fatal mistake in their desperate effort to save the plane and its passengers? i'm wolf blitzer. you are're in "the situation room." let's get to the breaking news. the united states now rushing to investigate a shocking claim by isis that a young american woman has been killed in a jordanian air strike on isis targets in syria. the humanitarian worker kayla mueller was taken hostage 18 months ago and held for ransom. but the terror group offers no evidence of her death beyond a photo of a collapsed building. jordan claims the isis claim is a p.r. stunt aimed at hurting the coalition. the claim by isis comes as jordan steps up its massive air assault on isis targets launched in retaliation for the gruesome murder of a captured jordanian pilot. our correspondents and analysts are all standing by along with the top jordanian government spokesman. let's begin with brian todd.

he is here in "the situation room" with the very latest. brian? >> at this hour we have no definitive proof of isis' claim that a jordanian air strike killed american kayla mueller. at this hour while jordanian, american and other intelligence agencies are scrambling to investigate this claim, the timing of the announcement is fueling a lot of skepticism. a picture of a collapsed building. the only image offered by isis to illustrate its disturbing claim. the group says a jordanian air strike on this building in the syrian city of roqqa killed 26-year-old kayla mueller, an american woman it had held hostage for a year and a half. isis does not show mueller, offers no proof of its claim. u.s. officials tell cnn they can't corroborate it. jordan's interior minister calls it a low p.r. stunt. there are strong reasons for skepticism that she died from a jordanian bomb. >> coalition air strikes go on every day.

how are they supposed to ascertain a jordanian plane actually dropped the bomb that destroyed this building? >> reporter: another doubt, the claim that mueller was alive in the building and no one else was hurt. >> i'm extremely skeptical. this is a multi-story building. other buildings have been flattened and she was the only person killed in this supposed air strike? the fact there were no guards or passersby, nobody who was even injured except for her suggests that it doesn't pass the smell test. >> reporter: why would isis make the claim now? it comes just three days after isis released a shocking video showing its militants burning a jordanian pilot to death. and just hours after jordan responded to that with a series of stepped-up air strikes against isis. if isis had already killed kayla mueller, this claim is a way to avoid the kind of backlash isis has gotten for burning the pilot. >> if she was actually killed by the organization prior to this current announcement it's very convenient for the organization because they could get rid of an inconvenient hostage and they

could have driven a wedge between the jordanians and americans. >> reporter: a ploy which analysts say likely won't work. >> even if somehow it was a jordanian aircraft that injured a western hostage or killed a western hostage, it wasn't jordan's fault. jordan was trying to help in a campaign to defeat one of the most brutal and ruthless organizations on the planet. >> reporter: another problem presented by kayla mueller for isis analysts say because she's a woman they would not have wanted to publicize killing her. they wouldn't have wanted to put that on videotape like they did with male hostages. if she is deed or even if she's not, analysts say it appears isis is running out of hostages to use as propaganda or bargaining chips. at least prominent hostages. they may only have one western hostage left. that is of course, as you know the british journalist. >> we are also getting word that isis had demanded a ransom in exchange for the release of kayla mueller? >> reporter: that's right. a source close to her family

told nic robertson that last summer isis sent a note to mueller's family saying they had grown tired of waiting. they were demanding five million euros, close to $6 million, by august 13th of last year. that apparently was a date that isis set for her execution. according to that source close to her family who spoke to nic. the question is did they execute her then did they execute her later, did this jordanian air strike possibly kill her? we may not know this for a long time. this is fueling a lot of speculation tonight and it's all very disturbing. >> she had been taken hostage a year earlier before that on august 4th 2013. brian, thanks very much. let's go to our pentagon correspondent, barbara starr. she is getting more information. does the pentagon believe she was killed in that jordanian air strike? >> reporter: well the fact is nobody knows tonight what her fate is. u.s. officials across washington from the white house to the pentagon to the state department to the cia all looking at the

same information and unable to corroborate this isis claim, because of all the reasons brian todd just laid out of course so they are going to look through every piece of intelligence. is there any chatter out there, is there any intercepted communication, any social media posting, any interaction with trusted operatives on the ground anything that can possibly corroborate this anything that can possibly say what has happened to this young woman. >> you are also learning new information about a failed attempt to rescue her, right? >> reporter: well we are learning more information about something cnn reported several months ago. last year there was a rescue attempt by u.s. special forces. they went in to roqqa by helicopter and went to a site where they thought that the late journalist james foley, also killed by isis and several other hostages were located. we had reported all of that but what we now know when they got there, the evidence that they found that the hostages had been

there but had been moved. the evidence included they saw writings on the cell walls and they collected some dna samples, some hair samples. our sources are not able to corroborate that one of those hair samples was kayla mueller's. the "washington post" reporting that it is. let me wrap up tonight by saying we know here at cnn her family must be in terrible emotional stress watching all of this news coverage looking for answers and right now tonight, they are just simply getting no definitive answers. >> hoping desperately she may still be alive despite this isis claim she was killed in this alleged jordanian air strike. barbara, thanks very much. let's get some more now. joining us is jordan's minister of state government spokesman. sir, thank you very much for joining us. as you know isis is claiming that one of your jordanian air strikes in roqqa over this area

shown, isis, as you know the only thing they have shown is a destroyed building. i'm just trying to figure out, was this one of the buildings that your pilots destroyed earlier today in that air strike over roqqa? >> no i think what we targeted is storage of ammunition and training camps for terrorists who have been trained there, and not buildings. again, it's just for them if they show a destroyed building doesn't mean it's all that what they are saying is true. once again, what they have done with us with our pilot, proves to us clearly that these people are lying about these things and trying to use it for their own political propaganda. >> do you believe this young american woman may still be alive? >> nobody can actually speak for that. it's almost impossible to say this. what we know about this

stunt. we are back with the jordanian government spokesman joining us from amman, the jordanian capital. a quick question on the jordanian air strike over roqqa where isis militants claimed this jordanian air strike killed this young american woman. was that strictly a jordanian air strike or was it a coalition u.s./jordanian air strike a collaboration, if you will? >> i think it was a collaboration. we flew dozens of our f-16s and i think this was in coordination and collaboration with other coalition members, including the united states. >> how does it make you feel minister that the isis militants, they first go ahead and brutally kill your pilot and now they claim you killed through your air strike this young american woman? >> you know wolf we think this is part of their way to delude

public opinion and mislead public opinion. i think people are becoming increasingly aware of their games and tricks. what we are saying now is that the war in da'esh before the murder of our pilot is completely different than the war after the murder of our pilot. we understand their games better we understand how cruel they are and how they can use and lie about facts in order to dissuade and in order to delude public opinion. we don't feel at all that what they are saying is making any effect on public opinion and we should continue to try to make sure that societies and people around the world understand that evil nature of this organization and how they use events and how

they lie in order to affect public opinion and even make fractions even within the coalition members. >> so what will jordan do now? >> for us actually we said that this is not going to be pass without punishment. we will bring justice to da'esh. justice will be served. we will make sure that those who committed this atrocity against our pilot will pay for it. we are determined and united more than ever in order to continue with this effort. we strongly believe that other countries in the region and around the world should shoulder and support jordan in its efforts to fight terrorism and everybody at this point of history should understand that terrorism is cross-national by definition so everybody should come together in order to fight this evil and to make sure that it is defeated.

u.s./jordanian alliance? as we all know it is very very close. if in fact it was a jordanian bomb that killed this american woman as isis is claiming and they are showing no evidence to back up their claim. >> not at all. i think all countries, especially jordan and the united states understand that there need to be unity and there need to be strength in the coalition. we all understand that da'esh might be using innocent civilians as human shields. we know that their stories are highly discredited and we are suspicious about it. that's why i think very very strongly that coalition members will stick together in this fight against this terrorist organization with a declared target and objective of defeating it eventually. >> when you met earlier today in amman with king abdullah give us a little flavor. how angry is he right now?

>> he is angry, actually, and he understands that the jordanian people are very angry about what happened to their pilot. he understands fully given his strategic and military background that terrorism is a cross-national threat and he would like the whole world to continue to understand that and regional actors as well. he was on the one hand angry about what happened and he continued to tell and direct his organizations and commanders to take action against this terrorist organization. on the other hand he is happy with the national unity this country is actually enjoying now and the national unity around our armed forces. in addition to that he continued to emphasize the need that we continue the same determination and strong tone that we will not blink in front of this terrorist organization because this is a just war that

united states is investigating an isis claim that a female american hostage, 26-year-old kayla mueller of prescott arizona has been killed in a jordanian air strike. this comes just as the obama administration unveils its strategy for protecting the nation from global enemies. jordan flatly denies that its air strike killed this young woman. let's go to our white house correspondent, michelle kosinski. what are they saying over there? >> reporter: the white house expresses deep concern, saying there is still no credible evidence to support these isis claims but that the intelligence community is working on it and reiterating that the u.s. has been using every available resource to try to free kayla mueller. at the same time we see the white house spell out the president's national security strategy looking forward but defending decisions that have been made. isis claiming a jordanian air strike killed an american hostage. against this brutal backdrop the white house today lays out

long-term conflicts, maximizing diplomacy and in what sounds like a hit back at critics, not overreacting. >> yes, there is a lot going on. still, while the dangers we face may be more numerous and varied they are not of the existential nature we confronted during world war ii or during the cold war. we cannot afford to be buffeted by alarmism. >> reporter: as early as next week the president will ask congress for more tailored authority to go after isis. the challenge, trying to gain bipartisan support for what could be a three-year plan targeting isis in both iraq and syria. but will the president leave open any possibility, leeway for using american ground troops as some in congress would like if necessary? so far, he has repeatedly said not an option. national security advisor susan rice talked today about this ongoing process of review in how the u.s. government deals with

and communicates with families of hostages. this came up in the prior cases of james foley and that's what prompted this review. she emphasized the u.s. doesn't make concessions to terrorists or pay ransoms. >> thanks very much michelle. let's bring in our cnn national security commentator mike rogers the former chairman of the house intelligence committee. our law enforcement analyst, tom fuentes, our terrorism analyst paul cruickshank and justice reporter evan peres. evan you are getting new information. what are you learning? >> everybody in the government from the cia, from the fbi, everybody has been looking at the same information. they are not ready to make conclusions yet because there is no intelligence indicating what has happened. what they are ready to do is make some educated guesses. based on previous information, previous behavior by isis the way they killed this jordanian pilot weeks before we found out

they had actually killed him, this is leading them to conclude perhaps that this hostage was also killed perhaps some time ago and now they are finding a way to provide cover for this some cover story to explain why they killed a woman which as you know is forbidden in islamic teaching. >> i think that's a fair point. let me ask mike rogers what his analysis is. what do you think about that, mr. chairman? >> highly unlikely that that bombing of that particular building took the life of that young woman. you know the intelligence cooperation between the jordanians and americans on these bombing runs is at a very senior level. it is minute by minute. they are combining intelligence that they know to make sure they are getting the right targets so none of the story fits. the isil story that she was in this building by herself, none of that comports with exactly what we know how they have handled prisoners in the past. i think it is as i said highly

unlikely. the unfortunate part is given the story the way they concocted it does not bode well for the health and safety and really if this hostage is still alive. >> sounds like isis made up the whole thing. tom fuentes, you are a trained forensic expert over at the fbi. you have looked at the still pictures the still photos that isis released of this building where they claim that jordan attacked that building dropped a bomb there and killed this young american woman. when you look at the rubble you look at the damage tell our viewers why you are skeptical of the isis assertions. >> i went to many sites of building bombings bombs from the air or bombs from the ground and that building if it was bombed yesterday, it would still be smoking. usually the smoldering and smoke coming out of a bombed building will last for days, sometimes even weeks. so this picture, that might have been bombed in an air strike but that air strike was not a recent air strike. >> yeah. it looks really suspicious because there is no smoke coming up. if that bombing occurred this

morning, it would last for several days at least some sort of smoke, right? >> exactly right. >> that's why you're suspicious of that. mr. chairman congressman, you agree with that analysis, right? >> absolutely beyond the shadow of a doubt. again, they are not hitting targets, if there were any ounce of intelligence there would be a hostage anywhere near one of these bombing runs i'm not sure i made that clear before they wouldn't go there. there clearly wasn't that intelligence leading up to it. again, when you go through the story as tom pointed out about the smoldering of the building the fact they would never allow a hostage by themselves in a building no other militants killed none of that adds up to a true story. >> i suspect all of you are right. paul cruickshank, you have been monitoring some of the jihadi web sites. what are you seeing and hearing as far as the fate of this young american woman is concerned? >> well the initial claim was put out by the roqqa media center earlier today and then

another isis linked media group repeated the claim just a few hours ago. i have been in touch with flashpoint partners an american organization tracking this isis social media. there is a real buzz around isis social media, now they are making sort of mockery of the jordanians and are obviously delighted by this news. this does seem to be an official isis communication. whether it's true or not is of course a very different story indeed. >> they have not shown this woman's body have they paul? >> they have not shown any evidence whatsoever that she was in the rubble of this building. >> your analysis paul i want to go around and ask everyone what is your analysis? do you believe she's alive or dead? >> i don't think there's too much hope right now given the fact that this does appear to be an official isis communique for

her to be alive again would be problematic. i think unfortunately the prospects are very very dim indeed. but of course there is always hope. there has to be hope for the family. >> mike rogers, what do you think? >> i think there is not much hope but i also agree you have to have -- save a little bit. maybe they didn't go as far as to kill the woman but odds at this point are against her. >> i suspect you're right. evan what are your sources tell you? >> the assessment is she most likely was killed some time ago and they concocted this story just for their own propaganda. >> tom? >> one aspect of that is just like the jordanian pilot, you never saw him when all the negotiations were being talked about with the japanese hostages he was never shown. you find out later he's been dead for a month. i think in this case if she was killed previously and they might have done it and filmed it in a horrific manner now they can't even use it because they said she died in the building

air strike. >> mike rogers there was a $6 million ransom isis was asking five million euro for this young woman. do you remember off the top of your head when the last proof of life that she was still alive happened to have been delivered to the united states? >> well i do remember there was discussion, some of that is still classified but they were moving hostages and they had a grouping of certain hostages and there was some good intelligence along the way, and i think it's been publicly discussed about the raid that took place in syria. that was based on information they had that there was this group of hostages. i would argue that was probably the nearest thing to proof of life they have had about her in some time. i will say that that $6 million does say that they were actually interested in or at least making believe they were interested in an exchange. that is in a range where there

and it's pretty startling. >> new data tonight, hard data from the plane's recorders paint a picture of just how fast disaster unraveled for the crippled turboprop plane. we are talking seconds after takeoff. one of the most dangerous portions of flight. but now that we know what happened, the question tonight is why. newly downloaded data from transasia flight 235's recorders reveal problems started almost immediately after takeoff. 37 seconds into the flight alarms sound. engine two is having a problem. but it appears the pilots reduced power to engine one, the only engine working. it eventually shuts off. by now, engine two has failed. for 1:06 there's nothing powering the plane. five stall alarms sound. then an emergency call from the cockpit. >> mayday mayday. engine flameout. >> reporter: speed alerts warn

the plane is going too slow. the crew tries to restart the engine but it's too late. nearly two minutes after the first warning alarm, the plane crashes into a river. >> once they shut the left engine down when that wasn't the engine with the problem, the flight was doomed because they just didn't have enough altitude and time to really restart. >> reporter: the aircraft could have flown on just one engine. the question now is whether pilot error contributed to the crash. pilots have switched off the wrong engine before. >> this happens more than people might realize. i mean i know of at least 15 crashes killing 185 people where the pilots shut off the wrong engine. >> reporter: investigators are still trying to determine if pilots of transasia flight 235 shut off the engine mistakenly or if it was due to a mechanical issue. the mother of one of the pilots defended her son's actions. >> translator: my son's life was exchanged for the lives of many

others. this is worthwhile. even though my heart is broken i am proud to have such a son. what he did was the right thing. >> reporter: more than 30 people died and more than a dozen survived. the search for missing bodies continues. so-called engine outdrills are very common pilots practice them in training over and over again. the key is to identify which engine is the problem. now, the airline, transasia, they have called for all the pilots to be retested before flying again but even though pilot error is on the table, as one possible cause, many analysts who watch this video, they are calling these pilots heroes in that they saved hundreds possibly thousands of lives by avoiding those buildings. wolf? >> that's a good point. thanks very much. we will get some serious analysis now on what is going on with us in "the situation room," the former commercial airline pilot and aviation consultant

airways crash investigation. newly revealed data from the flight recorders show one engine had a problem. the pilots may -- repeat may have shut down the other engine and left the plane gliding for more than a minute. our experts are here with us in "the situation room." myles, you have taken a look at this that perhaps the pilot may have turned off the wrong engine. what do you make of this? >> it wouldn't be unprecedented for that to happen. a lot of it is identifying what's going on. these things happen very quickly. pilots are trained to do this but can make mistakes. there's no time for error in these situations. one thing i think we should look at -- two things. the captain was concerned about something to do with the left engine before he took off. was he predisposed to think he had a problem with the left engine? there were three pilots on board. we're told the person in the right seat the first officer, was of captain rank. you had three kap capcaptains in the

cockpit. the way they operated the plane who was in charge will be an interesting thing to ascertain when we listen to the voice recordings. >> how do you know the pilot was concerned before takeoff? >> these are just reports we have heard. he had indicated this. these are reports that we have gotten from the region. i'm not -- not verified by me. >> that's the problematic one, on the left side? >> the left side was the one they turned off it was the good one. so he was going on -- >> he was worried about the good engine. >> when something went wrong, he had that in the back of his mind perhaps. i'm offering this as a supposition, that maybe there was something wrong. he was spring loaded to take care of it. >> talk about the interior of the cockpit. how easy would it have been for the pilot in this plane to accidentally shut off the wrong engine? >> well surprising though it may sound, it's extraordinarily easy to actually shtut down the

wrong enengine. it's not like you have the right-hand engines on the right-hand and for the left on the left side. they are down the middle. before you do anything pilots are trained to -- the first thing is you sit on your hands. you identify what the engine is which engine is gone. the other pilot confirms it. he confirms that he has his hand on the correct thrust to shut that engine down. the other pilot confirms it. i can tell you that it is a very very easy thing to do to shut down the wrong one. they did it in 199, flight 92 where they had a right ngen failure but they shut down the left-hand one. they ended up with no power and crashed. unfortunately, a number of people died. it is time that the cockpit ergonomics are altered so this cannot happen. because at the moment it's a very easy thing to do.

>> it sounds like that. peter, there are reports the pilot was found in the cockpit with his hand still on the control. what does that say to you? >> only that they had no time to do anything else other than try and fly this plane. it was a split second decision. as miles said they probably shut down the wrong engine and they were in a world of hurt. >> they will retrain the pilots now. at least stand down all the specific at airplane snzs? >> they will give them a written test. that's insufficient. they need to put the pilots into simulators and train them in this sort of unusual situation and others. they need to give these pilots the skills so that when something happens, they respond correctly immediately. >> miles, you agree? >> i do. i think there's one point we want to come away with here. i have said this before. cameras in the cockpit. this would help us understand what happened in this situation. there's been resistance in the

targets in syria in retaliation for the brutal murder of its captured pilot. tonight there's no proof to back up isis' claims at all. a key member of the u.s. senate intelligence and foreign relations committee, he is standing by to tell us what he is learning. we have our correspondents an analysts in the united states and around the world. they are working this breaking story. first, let's get the latest. let's go to the pentagon. barbara starr is standing by. barbara? >> reporter: good evening. for months the u.s. has been trying to trail what has happened to this young woman. last summer there was a rescue attempt, as you know inside syria. they were going after several host anls trying to get them out of isis' clutches. they thought that the now deceases journalist james foley was there. they thought other hostages might be there as well. when u.s. special forces got to the site when they dropped in from their helicopters, they found evidence the hostages had been there.

they found writings on the cell walls. they found hair samples. "the washington post" reporting one of the hair samples was kayla mueller. but the hostages had been moved. now today, new signs that this young woman could have possibly perished. the isis claim, kayla mueller, a 26-year-old american aid worker died in a jordanian air strike on this building. immediate skepticism. isis claims mueller was killed by a second round of air strike biz jordanian f-16s. >> very convenient from their point of view that she would be alone in this building without any other guards who are all supposedly out at friday prayers when this happened to hit the house. they are saying that it was from a jordanian aircraft. how could they know that it was a jordanian aircraft rather than another aircraft?

what are you hearing over there? >> reporter: wolf usa mentioned, officials are very skeptical about this isis claim. it's for a number of reasons and really based on the jordanian experience experience. they say they were involved in these hostage negotiations to try and release their pilot. and it ended up with isis trying to negotiate. they had already killed the hostage. so the jordanians say, we have heard this from many officials today, why trust this claim from isis? also, for the jordanians they feel that over past few weeks, what isis has been trying to do is create rifts here in jordan try and turn the population on the government during the hostage negotiations. they feel that this is what's happening again. but this time that isis is trying to create these rifts within the coalition. ultimately really trying to embarrass jordan at a time that

of waiting after demanding $6 million, by august 13 the deadline set for her execution. today a spokesperson for the mueller family releasing new information about kayla's desire to serve. >> i am in solidarity with the syrian people. >> 26-year-old kayla mueller's passion for helping people is what ultimately brought her to the turkish syria border several years ago. in 2011 she took part in this video declaring her support for the refugees. she is seen in this youtube video addressing senator john mccain. the humanitarian aide worker volunteered with the support to life organization in turkey where she helped people living in refugee camps. in 2013 she was credited by her hometown newspaper with reuniting a 6-year-old boy with his family. she told the newspaper, this story is not rare in syria. adding for as long as i live will not let the suffering be normal. will not let this be something we just accept.

in high school she volunteered with the save darfur organization. she won a number of awards and was recognized as a young leader. she told the newspaper in 2007 i love cultures and language and learning about people's cultures. after graduating from northern arizona university in 2009 she lived and worked with humanitarian aide groups in august 2013 mueller was kidnapped in aleppo where she was learning a doctors without borders hospital. >> what isis has been doing is collecting foreigners for hostages as we see have seen in the last six months. they have been executing people who are tan again shall to the conflict. >> after the beheadings of three american hostages mueller would be the last known american hostage held by isis. the family spokesperson says in may of 2014 first made contact to the family confirming kayla's captivity and providing proof of

life that is isis. there have been communications from her captors. the family hoped to keep her situation quiet. >> the family did authorize the news media to release her name. show pictures of her. a sad story. pamela brown, thanks very much. obama administration officials are being very careful about what they say about this new claim by isis out of concern for kayla mueller's family and because of the possible consequences for the war on terror. jim sciutto has been traveling overseas earlier with the secretary of state john kerry. what are you hearing about this? if this is the final american hostage being held by isis could that change the overall u.s. calculus right now? >> reporter: the u.s. military the state department all assets of the u.s. government have been following this case extremely closely. in particular trying to locate

her, keeping open the possibility of a rescue as you know attempted but failed in the past. that said, if this does bear out to be true it doesn't mean a substantial change at all really in the u.s. strategy there. they will still continue to target isis aggressively certainly in iraq but also in syria going forward. not a dramatic or substantial change expected in the coalition plans for strikes against isis. >> how much concern is there about isis and a potentially -- maybe they will change their strategy and go after other targets, for example, in europe? >> reporter: there is a great concern. we saw that bear out just the kind of attack that is of great concern in the paris attacks at "charlie hebdo." it's that thing that u.s. intelligence european intelligence are concerned about whether planned directly by isis or isis returning fighters and perhaps attempt to go the u.s. or people inspired by isis lone

wolves that thing. i will tell you, in addition to that yes, there has been concern about isis expanding beyond their borders to take hostages. particularly in areas neighboring syria, into lebanon, into turkey that possibility. we haven't seen that yet. but that doesn't mean that there is not concern about that wolf. and it is something that u.s. and its partner intelligence agencies will follow as best they can. >> jim, we know there's a war going on in the middle east right now, in iraq and in syria. you are in ukraine. there's a war for all practical purposes going on there as well. what's the latest? >> reporter: you know it's exactly right. i was reading the kiev post. the front page blasted with the word war. they have pictures of the falling ukrainian soldiers and filling the pages, there is a war going on here. talks in moscow between the french president, the german chancellor and putin ended with

no agreement to end this war. they do say on sunday they will attempt to release some sort of joint statement to resurrect the peace agreement they signed last september, which has been grossly violated since then. i will tell you, wolf listening to u.s. diplomats describe the russian proposal in advance of the talks as frankly delusional it's hard to see how they would circle that square or square that circle between the russian position and ukrainian position. but they are making an attempt. we will watch what that document says sunday. >> we will see when angela merkel is here in washington for meetings with president obama. we will stay in close touch with you. let's bring in a member of the senate intelligence committee and foreign relations committee. senator, thanks very much for joining us. let's talk about 26-year-old kayla mueller. i assume you have been briefed. what can you share with our viewers about her fate?

>> well i think pretty much what you have reported already. and that is there is great skepticism. certainly, our hearts and prayers go out to the family. but having said that their claim, the claim that's made is made by people who are murderers, rapists, robbers. they burn people alive. there's no reason to believe that they have any credibility whatsoever that this isn't just propaganda to try to stop what's going to be a real barrage on them. they have made the jordanians very very angry. the statement that was made earlier, i'm hearing now, which i haven't heard up until the last six months with arab nations saying this is our war. yes, west we want your help. but this is our war. >> jordan is stepping up in the aftermath of the brutal killing of their pilot. it's awful to think about it.

is it the working assumption right now that kayla mueller may have been killed by isis a while ago, but they only announced that she was dead today for propaganda purposes alleging a jordanianuror danordanian air strike killed her? >> you know i wouldn't say that that's a working assumption. i would say we don't know. even if they produce, heaven forbid, her deceased that doesn't tell you anything about what happened, when it happened or anything else. obviously, the intelligence community is sifting through what they can go through to try to make some confirmations. you can't -- you can't go by anything -- you can't use anything that they say to make this decision. >> do you know when the -- when i -- >> you can't go by anything isis says. >> you don't believe a word they say for good reasons. when was last time if you know they actually provided proof of life that kayla mueller was alive? >> you know wolf it has been

some time since i've seen that. i wouldn't want to say at this point, without being sure about that. it has been a while. >> we heard from tom fuentes, the still photos of the building that was bombed that isis claims was bombed by jordan and that kayla mueller was inside and killed supposedly by jordanian air strikes. no smoldering no smoke, even though that would have been going on for days. as a result he and other analysts are saying this was phony. these were destroyed buildings and isis put them up there to make this allegation. i suspect you agree with that analysis. >> well i do. i think underscoring all this is how could she have been killed without any isis people being killed? that doesn't make sense that somehow they were all out of the building. that doesn't make sense. the identification of the aircraft that did it the jordanians are not the only ones that are running in there.

it could be any one of a number of countries that ran a sorety that in there at the time. >> i assume the u.s. military u.s. intelligence community, the entire national security open apparatus is going through collection means to try to determine the fate of this young woman, right? >> yes and they have been. i think the report that had you earlier was that there was a lot of focus on this is correct. i can tell you though that there's a lot going on as far as what's going to happen in the immediate future. there's a lot of talk going on about that right now. there has been for some time. but over the last few weeks, things have started to come to a head. i think next week you will see some -- you will see congress involved in this. >> i want to pick up that thought. hold that thought for a moment senator. we have a lot more to discuss. we will take a quick break. we will resume. breaking news coverage right after this.

we're back with senator james riche. a claim that a young american hostage was killed by a jordanian air strike. lots of skepticism. no confirmation at all. most people believe isis is simply lying. you mentioned, senator, that you expect next week new action by the obama administration to deal with this war on terror, this war against isis. what are you driving at? >> well you know wolf myself and a lot of others have been very critical of the administration because we haven't seen a strategy a real objective strategy for dealing with this. the the administration has heard

this. they are hearing from the allies who think that we as the united states need to do something about this. nobody wants to do this. having said that every once in a while you wind up in a position where you have to do something. we all know that isis has had aspirations the desire to hit the homeland and to hit europe. we have reason to believe today that it is moving beyond aspiration and we're going to have to do something. the administration has been talking with congress. that's a good thing, because in the past as you know that hasn't worked as well as it should have. >> what i'm hearing, correct me if i'm wrong, senator, alarming that you are getting information that isis may be plotting attacks here in the united states? is that what you are suggesting? >> well wolf probably as far as i want to go is that we all know that it has been aspirational. we have reason to believe it is moving beyond aspirational. as a result of that we're going to have do something as much as we don't want to do something.

we're probably going to have to. obviously, there's a huge debate in congress about the boots on the ground aspect of this. i'm one of those -- you have heard me say it before -- you don't really need the boots on the ground as much as you did in conventional wars as did you in the past. the arab nations are talking providing boots on the ground. they have said that before. we will see if they step up. isis has really misjudged the reaction of the rest of the arab world. they are angry. they are becoming scared. i have heard in the past we have always heard when we sat down and talked with the arab leaders. they would say, well i hope you can do something about it. they move beyond that. the word is no longer you. the word they use now is we. they also use the term as you heard me say before that this is our war, although they certainly want our assistance.

>> i'm hearing that certainly from jordan which is a close friend and ally of the united states. what other arab countries are stepping up to the plate right now? >> well you are hearing it from the entire region over the last week myself and other members of congress have met with the head -- obviously, i was with the king of jordan last week and also with heads of state from qatar, from saudi arabia from other -- the uae. the arab states in the region are concerned. they are worried. >> so they are getting ready to step up. do you anticipate a significant acceleration by the united states a major shift in strategy in the coming days by the united states as a result of not only what the arab allies are doing but as a result of what has happened? >> i do. the strategy as i said we have been very critical of. the administration now is

vetting some possible strategies. i think trying to get members of congress on board. once that happens, i think if the president comes to congress obviously, if he asks for a authorization, congress is going to have to wrestle with that. i think at the end of the day does give them the authorization. what that looks like we will see in the coming days. the coming days and coming weeks. once that happens, i think the president will be in a much much better position to go to our allies in the region and co-less them to go and do what has to be done. >> what i have heard -- correct me if i'm wrong. you are on the inside. you know this better than i do. i heard the white house is now finalizing language for a new resolution authorizing the u.s. military to use force in this war against isis and other

terrorist organizations. i assume you would support that language that legislation if it comes before you? >> wolf it's going to depend on the exact language. but there have been detailed discussions along the line that you have just suggested in very recent days. and i suspect you will be reporting on this in-depth next week. >> i suspect you are right. certainly that's what -- that's what we have been hearing for days that the administration even though the president has said he doesn't think he legally requires new authorization to use military force, he would like a bipartisan voice, bipartisan level of support from the house and senate authorizing the use of military force. what i hear you saying if he gets it then we can see a stepped up u.s. military action against isis? >> i think that's a fair statement. i wouldn't say it exactly that way. i think that's a good general characterization of what's going

on. i think the administration has learned the hard way that when you are talking about using military force, it really needs bipartisanship and it really needs the first branch of government being heavily involved as well as the second branch of government. they need to come together on this. we're all americans. this is not a partisan issue. this is an american -- this is an american issue that we need to work together on. >> because a lot of the military experts say, certainly air power alone will degrade isis. but to destroy isis the u.s. jordanian, uae, qatar, saudi arabia all those countries you mentioned, to do that you need ground troops. certainly, the iraqi military has proven they are not up to it. kurds, while they are ferocious fighters courageous they need help. the free syrian army that doesn't seem to be going anywhere. is there in the works, senator, a ground invasion if you will

being planned right now to go ahead and destroy isis? >> probably planned is too advanced a word. it is certainly being discussed. but as i said most members of congress are reluctant to sign on to a full-scale putting boots on the ground in this fight. having said that the other arab nations are talking much more boldly than they have in the past about actually putting boots on the ground there going along with what you said before. air power is great. air power can do a lot of powerful things. but a lot of times, to get completely cleaned up you will need boots on the ground. >> certainly, when i spoke to jordan's foreign minister last night, he made it clear that jordan is ready for all of these options, including jordanian combat troops if necessary. but what they also want

obviously, is a coalition. they don't want to go in alone. they want others to be involved. certainly, the united states. i assume the u.s. would be there in a supportive role right? >> clearly, a supportive role. you are absolutely right, the jordanians are clamping at the bit. the isis really miscalculated with what they did with that pilot. the king reported that his country has really really come together as a result of what happened. the pilot, as you reported was a member of a very large tribal group that is quite powerful in jordan. those people are very very unhappy. >> jordan does have a good military, good intelligence service. they are very courageous fighters right? >> that and most importantly, they have been a strong reliable ally of the united states. >> senator, thanks very much for joining us. >> thank you, wolf. thank you for having me. >> thank you.

terrorists are lying. we just heard here in "the situation room", senator james risch, saying that isis is in his words moving beyond its aspirations to actually go ahead and attack the u.s. homeland. let's get more. joining us are peter bergen our military analyst, general mark hurtling tom fuentes and justice reporter evan perez. those were strong words. he says they are moving beyond aspiration, we're going to have to do something. we have reason to believe it is moving beyond aspirational. those are strong words. what do you think he's driving at? >> well what we know in the public record is that 20 americans have joined or attempts to join isis or al qaeda in syria. that's a different number than what you see in europe where we have seen hundreds. one particular country like france. i'm skeptical about that claim.

yes, we have seen americans who have been in touch with isis. >> what you have heard, evan? this is a significant statement by this senator, senator rich that they obviously had aspirations to go after the u.s. homeland but now it's moving beyond aspiration. >> you know this is something ask about every have i law enforcement officials. hear don't isis any cells actively are doing anything like that. they believe touchtalking, you know with people here who are who want to join isis who want carry out attacks and who are byisis' message.

the idea of something has gone to that hasn't. they have looking for the signs of funding and any kindlike, for example what shabob had. and they haven't found that. >> there's to doubt -- guys are out there look what happened. >> to that point, nothing has changed. that thread has been out there. they are standing orders to people around the world that somebodyize with them or want to support them to go kill somebody with a knife, with a gun, with a hatchet, run them over with a car. that's all still there. it has been there. that's not a new development. but the logistical support, everything that would go with trying to set an attack in motion from isis stronghold of syria or iraq to send it here to do the attack that they have not picked up. i haven't heard of anything coming up on that. >> maybe senator risch has more information than we have. he's a member of the intelligence committee. we will see what will happen.

general, you heard him say that as early as next week there may be a more robust u.s. military strategy emerging now that countries like jordan some of the other friendly arab countries are stepping up to the plate, they are ready not only to launch air strikes but maybe deploy ground troops to not only degrade but destroy isis. the u.s. may be ramping up its own involvement. what do you make of what you heard from senator risch? >> i think the president stated very succinctly that when the commanders on the ground they all say we think we're prepared to perhaps suggest additional advisers we might do that. i don't know if we have reached that point yet. the question would be advising who and where. so i think we are certainly preparing for potential offensive operations with iraq and poe length in syria. but i also think there's going to be very close coordination

result of the jordanian attack. >> peter, you have been stud dging this group for a long time. is that a good analysis? >> i'm sure whether the hostage is alive or not. a group that will burn somebody alive clearly has no problem about lying. i think there's no reason to believe this claim on any level. >> you don't believe them at all? >> the similarity is that they did not parade out the pilot during all of the negotiation over the two japanese hostages because he had been dead. so she's not been paraded out either. they haven't talked about her, shown her. suddenly, you know, they are claiming she's killed in the building. that to me indicates that they would have been using her all along if she was still available to be used. >> as you know there's one theory out there that the u.s. had launched a rescue operation for some of the other american hostages in this area that was bombed today by the jordanian

f-16s, but it was a failed rescue operation. they did see dna, hair samples that they suspect, according to some reports, may have belonged to this 26-year-old woman. the theory is after this failed rescue operation, isis may have gone ahead and just simply killed some of these americans. what do you make of that reported theory that's out there? >> well i think when we -- when special operations forces launched attack last summer there was huge potential that they saw more than one hostage being held together in the same place. i believe that that shows isis' lack of understanding of how special operations work. they were probably huddling them all together. thinking they were safe in syria. once that first strike came in they realized man, they can come after us anywhere. we need to separate these folks. i think that's probably what occurred. as to whether or not that's when they made some decisions on what to do with the hostages it's conjecture. >> i want you to stand by. everybody stand by because we're

getting new information coming into the situation room. a middle east security source telling cnn, isis in roqqa, has been developing plans since at least the middle of the last year to kidnap more western and international host anls in neighboring countries, including lebanon and jordan with then a view of bringing them back to syria. peter bergen this is alarming new information that we're just learning. they don't have enough hostages that are available inside syria or iraq. so they may go into lebanon or jordan find an american or european kidnap that person and bring him or her back into isis areas, whether in syria or iraq. >> i would add to that list turkey. robin wright was in southeast earn turkey and was advised along with other reporters by the fbi that there was a serious risk of being taken hostage for

american journalists in southeastern turkey. by the way, this is how often journalists get taken. their drivers turn out to be people interested in money who are ideologically aligned. this happened in afghanistan with taliban kidnaps of aide workers and journalists. >> what that says to me -- you have been involved in -- you are a law enforcement guy and have worked all over the world. what it says to me is if you are an american it may not necessarily be that safety go to turkey or lebanon or jordan because someone could kidnap you and ship you off to isis. >> that's true. those threats have been out there. the warnings have gone out to people to take care. state department has put out warnings to u.s. citizens traveling in the region and throughout the world. threats in each country, each region. that has been a standing threat out there to be aware of that possibility. that's often done by the
