worker who were held by isis. isis sent them a private message, authenticated by u.s. intelligence confirming kayla mueller is dead. >> the message included a photo of her wrapped in a burial shroud. >> reporter: kayla mueller's parents received word of her death in a message from isis that included photos confirming her death. what is not known is how she died. late today, her aunt remembered a caring courageous young woman. >> her calling was to help those suffering, whether in her hometown of prescott or on the other side of the world. she's done more in her incredible 26 years than many people can ever imagine doing in their lifetime. >> reporter: while in captivity, she sent a letter to her parents that reads, in part if you could say i have suffered it all throughout this experience it

is only in knowing how much suffering i have put you all through. i will never ask you to forgive me, as i do not deserve forgiveness. she worked with humanitarian groups in india, israel and the palestinian territories. and by 2013 she was already in turkey helping syrian refugees. she posted this in 2011. >> i reject the brutality and killing that the syrian authorities are committing against the syrian people. >> reporter: on august 3rd 2013 she entered syria, traveling with a young man believed to be a syrian and described as colleague, boyfriend or fiance. he went there to fix the internet connection at a hospital. kayla apparently joined him on a trip to a war zone off-limits to americans. the two stayed overnight. but the next day, returning to turkey both were grabbed on the road. mueller's family didn't hear from isis for nine months. in may 2014 their first

message, proof that mueller was alive. two months later, a ransom demand, about $7 million or kayla would be killed. that deadline passed with no further word. in the letter to her parents, mueller talks about how isis treated her. please know that i'm in a safe location, unharmed and healthy. put on weight in fact. i have been treated with the utmost respect and kindness. isis claims mueller was killed in this building by a jordanian air strike. but today, a white house spokesman placed the blame for her death squarely on isis. >> this is the organization that was holding her against her will. that means they are responsible for her safety and well-being and they are therefore responsible for her death. >> reporter: we know the president has spoken by phone with mueller's parents. he sent his condolences and commended kayla's selfless work and pledged to relentlessly pursue those who had a hand in her death. priority one is to bring her body back home so this

community, her family can have closure and kayla can rest surrounded by those who love her. >> and there is so much anger here in the united states about kayla mueller's death. u.s. president barack obama has vowed to bring the terrorist responsible for mueller's death to justice. >> after her death was confirmed, mr. obama told buzz feed about a risky operation he ordered to try to free the aid workers, the other isis hostages. >> my immediate reaction is heartbreak. i have been in touch with kayla's family. she was an outstanding young woman, had a great spirit. i think that spirit will live on. the more people who learn about her, the more they appreciate her and how it stands in contrast with the barbaric organization that held her

captive. but i don't think it's accurate to say that the united states government has. done everything that we could. we devoted enormous resources and always devoted enormous resources to frame captives or hostages anywhere in the world. and i deployed an entire operation at significant risk to rescue to the only her, but the other individuals that had been held and probably missed them by a day or two, precisely because we have that commitment. the one thing that we have held to is a policy of not paying ransoms with an organization like isil. and the reason is once we start doing that not only are we financing their slaughter of innocent people, and strengthening the organization
10:06 pm
but we're making americans even greater targets for future kidnappings. >> as barack obama mentioned, problems are getting worse. u.s. intelligence officials say that isis may be looking to capture more western hostages and they could be planning operations in lebanon and in turkey as well. >> this comes amid growing concerns about the number of foreign fighters joining the terror group. jim sciutto has the details. john cantley is one of the last western hostages held by the terror group. james the others dead while in isis' hands. now new concerns they may try to abduct foreigners outside of syria. >> it would be easy to go up to these refugee areas, target a

werner whether journalist or aid worker and try to conduct a kidnapping within the area of those refugee catches andmps and just pull them back into syria. >> reporter: while warplanes continue to strike the syrian president said he would not stand in the coalition's way. in an exclusive interview, assad hinted at limited cooperation, saying his country receives information about u.s. operations over syria via third parties, such as iraq. >> that's through a third party, more than one party. sometimes they convey the message, general message. but there's nothing tactical. >> so they don't tell you we're going to be bombing raqqa at 10:00 this evening, keep out of the way. >> we knew about the campaign before it started, but we didn't know about the details. >> reporter: the pentagon denied any communication. >> let me try to be real clear

here. they're not communicating or coordinating our military operations with the assad regime. we're not doing it directly and we're not doing it indirectly. >> reporter: a senior u.s. intelligence official tells cnn that the number of foreign fighters in iraq and syria is now more than 20,000. up from 16,000 in november. despite efforts by neighboring countries to stem the flow of militants. a new isis manual tells potential recruits how to evade detection when crossing the border. avoid looking nervous, rapid breathing, cold sweats and lack of eye contact can be detected by trained security officials. and there may be guards on the long syrian-turkish border. look around. if the coast is clear, run as fast as they can into syria. jim sciutto, cnn, washington. u.s. lawmakers are preparing for what could be the first war vote in congress in about 13

years. they'll soon hear details of president barack obama's request for authorization to use military force against isis. even though american warplanes have been targeting the militants since august under authorizations past after 9/11. the new measure would be limited to three years and focus solely on combatting isis. it lawmakers are already expressing concern over what role u.s. ground troops will play. let's turn now to breaking news we've been following in the united states. the nbc television network has suspended one of the most influential news anchors in the united states for six months without any pay. and considering he makes about $12 million a year -- >> more like $10, but close. >> the news comes after brian williams admitted exaggerating a
10:10 pm
story about an ire war mission he was on in 2003. >> in a statement, nbc universal's ceo says williams' actions are inexcusable, but he deserves a second chance. the weekend anchor lester holt will fill in for williams during the suspension. but the big question can brian williams come back from all of that? we're joined now from los angeles. matthew, thank you very much for being with us. that is the question six months is a long time to be out of the public eye. do you expect brian williams to come back six months from now? >> that's the big question everyone is asking. i do think he will be back. i don't know it will be such a face of the network role but i do think he will be back. these days six months is a long time but it's a long time for people to forget. laura logan was suspended by cbs for a faulty report and she's
10:11 pm
back on that network. i think brian williams does have a chance but there are those that believe this six-month period is to allow them to negotiate a proper exit and have a replacement there for him. >> let's take the other side of the weekend, brian williams didn't kill anybody or go on the air and deliberately lie, i guess. he embellished a story. a little closer to the action than he really was. in the grand scheme of things is this really a hanging offense? >> the only currency that networks have is their credibility, as you know. once that credibility question comes into play and people don't trust you, what's your value? so at this point, they're saying does brian williams have any credibility left? and if he doesn't, how can they make him the face of nbc news? >> why have none of his peers come to his defense in >> that's a good question. some people have said nice
10:12 pm
things and have said you know, he deserves a second chance or they want him to rehabilitate himself. i know bill o'reilly has come to his support, megyn kelly and brit hume on fox news said they want to see him survive this. but there hasn't been an outpouring of support at nbc universal that. speaks to the level of embarrassment it's caused the network. >> and one big problem for nbc news is they don't have a replacement. they're going to park him here for six months and if they can get somebody else to sit in the chair maybe he's gone. maybe he's an insurance policy in case lester holt doesn't work out. >> we've heard everything from savannah guthrie, perhaps jon stewart might be interested in moving over to do real moves from fake news. all options are on the table at this point. but i don't know that they have a plan. i think they're just starting to figure out what they might do if they don't bring him back.
10:13 pm
keep in mind this investigation is still ongoing. they could find other embellishments in this investigation that could basically mean the end for him. >> if you look at nbc news gosh just a few years ago, they were riding high the crown jewels in the nbc network. they've taken some hits and they could have done without this. >> if you look at every one of nbc new's franchises from the "today" showy lost its crown to "good morning america," cnbc now they have to worry about "nightly new ss." >> matthew, we appreciate you being with us giving us perspective on what's going on over at nbc. >> as a network anchor the only credibility you have -- the only currency you have is your credibility. if you lose that --

>> i just wonder if there wasn't the all-out attack which is going 424-7 would it have been that big a deal? and jon stewart announcing he will leave "the daily show." he's hosted the show for more than 15 years. stewart talked about his decision to step down just a few hours ago on tuesday's show. >> it's been an absolute privilege. it's been the honor of my professional life and i thank you for watching it for hate watching it. whatever reason you were tuning in for, it -- you get in this business with the idea that maybe you have a point of view and something to express and to

no word on when stewart will sign off, but it could happen as soon as this summer. u.s. president barack obama phoned vladamir putin on tuesday to address the violence in eastern ukraine. he urged the russian president to seize the opportunity for peace. the call came just hours ahead of planned peace talks between mr. putin and the leaders of ukraine, france germany, as well. preliminary talks in belarus have already begun. let's get straight to a story we've been following all tay today. a tragic story. a u.s. official says it was a photo of american aid worker kayla mueller in a burial shroud that convinced them that the isis captive had, indeed been killed. the news left her family and friends just devastated. >> and they're now remembering her as a free spirit. >> kayla has touched the heart of the world.

the world grieves with us. the world mourns with us. the world wants to be more like kayla, and if that is her legacy and the foot print that she leaves on the world, then that is a wonderful thing. >> i do know that we're all living in a better world because of her. so i'm going to end on a quote that reminds me of her. peace is not something you wish for, it's something you make. it's something you do. it's something you are. and it's something you give away. >> impossible not to be moved by that. but as mueller is mourned at home condolences and tributes are pouring in from across the country.
10:36 pm
>> for more now, here's pamela brown. >> reporter: the family of 26-year-old american hostage kayla mueller said today they have received confirmation that their daughter is dead. u.s. officials say kayla's isis captors sent the family a private message, including pictures that were used to verify her death. >> they're taking a look at the actual evidence that's been supplied and they're comparing that with intelligence that they've got and clearly with the factors they're looking at they feel like kayla is in fact deceased. they're stopping short of saying isis murdered her, but one way or another, isis is responsible. >> reporter: the information does not clarify how and when mueller died though isis claims she was killed in a jordanian air strikes last friday. at the time, it offered no proof other than these images. today, the white house made it
10:37 pm
clear isis is ultimately responsible for her death. >> the information that we have is that there is no evidence of civilians in the target area prior to the coalition strike taking place. and that certainly would call into question the claims made by isil. >> reporter: she was helping syrian refugees on the turkish board, but what brought her to aleppo remains a mystery. the mueller family today released a letter kayla wrote in the spring of 2014 while in captivity, saying "if you could say that i suffered it all throughout this whole experience it is only in knowing how much suffering i have put you all through. please know i'm unarmed and healthy, put on weight in fact. i've been treated with the utmost respect and kindness. she signed the letter all my everything, kale la. >> the letter was written under duress and at the same time i wouldn't be surprised if a lot
10:38 pm
of that was true. my guess is that she was such an incredible strong spiritual, respectful person that she actually caused them to treat her the same way that she treated them. >> reporter: pamela brown, cnn, washington. >> another story we're following out of the middle east israeli prime minister netanyahu says he has a pro-found disagreement with the u.s. on nuclear talks with iran. the speech is controversial, because a top republican leader issued the invitation without the knowledge of the white house. >> i'm going to the united states not because i seek a confrontation with the president, but because i must fulfill my obligation to speak up on a matter that affect it is very survival of my country. >> netanyahu says congress might
10:39 pm
have a role in the nuclear deal. some lawmakers favor imposing more sanctions on iran a move president obama opposes. police in sydney australia have arrested two men for planning terror attacks for incidents overseas. anna coren joins us live now from the capital. what do we know about this alleged plot? >> reporter: we know that police raided this home in fairfield yesterday, just after 4:00 p.m. and arrested these two men, age 24 and 25 charging them with terrorism. police believe that an imminent attack was about to take place. they seized a machete, a hunting
10:40 pm
knife, an isis flag, as well as a video recording. let's now take a listen to what deputy police commissioner catherine burn had to say. >> we believe that attack was going to occur yesterday. one of the items that will be introduced into evidence is a video. and in that video, we will allege that one of the men end camed that an attack was going to be carried out. >> reporter: the deputy commissioner talked about this violent act. she's asked whether a public beheading had been planned. she wouldn't be drawn into that. of course, that is the fear. there were numerous terror raids conducted in australia last year. and two months ago, there was that sydney siege, which a crazed gunman who sympathized with isis took 18 hostages. two of those hostages died.
10:41 pm
but the terror attack obviously placing australia very much on high alert as the threat is very real. >> do we know with relation to these two men who were just arrested were they allegedly inspired by isis or instructed by isis? >> reporter: we don't have that information at the moment. what we do know however, is they were not known to police. that is what is extremely alarming here. police receiving a tip-off from a member of the public which is what caused them to raid that home in sydney. the prime minister here speaking about it earlier, saying that he's concerned that things are going to get worse before they get better. john? >> anna, thank you. switching gears now. still to come on cnn, they come

months without pay from nbc. that's after he admitted embellishing a story about an iraq mission he was on in 2003. >> you have that, and then now jon stewart saying he is quitting "the daily show" later on this year. here's what he had to say about his decision to step down just a few hours ago. >> i'm not going to be here and try and sum up what this place has meant to me over the years, but i couldn't do that and we have plenty of time and i have a myriad of people to thank. i'm not going anywhere tomorrow. but this show doesn't deserve an even slightly restless host and neither do you. >> now brian williams suspended
10:46 pm
without pay for six months. has anything like this ever happened? >> there is no precedent for this and many people don't believe williams will ever come back now that he'll be going away for such a long period of time. this is a severe suspension but i'm not sure nbc had any other choice. they had to impose some harsh penalty, given the tall tales williams had been telling about an iraq war mission in 2003 and then hurricane katrina and the aftermath of that storm. so nbc had to do something, and perhaps the only other choice was to remove him entirely. i'm told his name will be removed from the program while lester holt fills in. and you have to wonder if he will return or not. >> can he come back after six months as if nothing happened
