>> it has taken nine years to get here but finally a frame work to keep iran from building nuclear weapons. iran says it will take specific steps to curtail its nuclear program. they will phase out sanctions against the country. u.s. president barack obama has called saudi arabia and israel to discuss the frame work but his toughest job may be selling the deal in u.s. congress. >> just when iran nuclear talks appear to be going nowhere fast, top diplomats reveal a potential breakthrough. >> after many months of tough principled diplomacy we have achiefed the frame work for that deal and it is a good deal.

coverage. that event left many angry and deeply suspicious of their government's ability to deal with the terror threat from neighboring somalia. after this latest attack, the president admitted the country needs more police officers but insisted that the government is doing everything possible. >> i assure my nation that the government has yurnld taken appropriate deployment to the affected area and fully seized of the situation. >> the government issued this wanted poster and a reward of more than $200,000. al-shabaab's claim of territory has been significantly reduced but it still has the ability to reach across kenya's boarder and inflect great pain. cnn, london. >> those are difficult pictures to look at.

sony is monitoring the latest for us. this is just such a horrific story, especially considering what the people of kenya went through with the mall attack and now this. >> it has been a sad day yesterday for kenya. it was as you say, more like a replay of what happened only worse this time for most people because a lot of these students were hopeful on how the other border towns of kenya and a lot of talk that a lesson was learned and that the security force would be swifter and more empower empowered. that they would be able to respond faster and better and intelligence would be improved.

it is said not safe on friday. a lot of people are disappointed and angry that actions are not being taken but they are doing the best they can but people still expect more. >> what is the reaction there to the comment that the president made about that? are most people standing behind this president? >> mixed reactions. there are those who say they are doing a great job. responding the president tell that the team was in control and most of the officials when they speak, they congratulate the security forces for a good job yesterday.

a lot of people feel that civil rights are constantly being reduced. this is official that had been barred by a court order. they were understood to be taken in due to a corrupt deal so that a president is going against this court order saying they should report immediately so that we can help more personnel. and they feel it's not a fair compromise. there are some who support this. >> something has got to be done. thank you so much.

agreed today, one thing that i would highlight as a possible stumbling block is that the text that was released today of the details of the agreement was released by the u.s. government. it wasn't a u.s. aran joint statement. they might try to weasle out of some of what was agreed today and say that wasn't a joint agreement so that's something to watch for further down the line. >> let's look at what the issues are that they might mess with in the future they are cut from 20,000 to 6,000. and no new building of nuclear facilities. as far as iran is concerned, how that might play back in iran and what are those concessions? what do they mean to the west?

>> they are a big deal. you can enrich uranium. the agreement that was reached today does a very effective job if it's fully implemented of fore closing both path ways to the bomb. including building no new enrichment facilities. and equally significant has been its agreement to completely redesign its plutonium production. pretty intrusive verification provisions. >> significant enough to keep iran from developing a nuclear weapon within the frame work of
