i am christy paul. new video of a surveillance that took down a plan to plot the military base. we know more of the arrest that lead to john t booker junior. we're learning that booker also known as hue ham mad has been charged with attempts to use a wmd and atemptss to damage property and attempting to support isis. >> what have you learned this morning? >> reporter: a 20-year-old man drk john t booker enlisted last year, but the army cancelled before he showed up for basic tra

training. booker goes after hue ham mad. he wanted to carry out friday's attacks for isis. two fbi agents helped to ork strakt and booker was interviewed last year and one of them read i will be leaving for forever, so good-bye. the fbi says that he told agents that he wanted to carry out inside attacks like ft. hood. >> thank you so much. john booker is one of the americans trying to join isis in the last few months. listen to what the u.s. attorney had to say about this. >> once gain this reminds thaus we have to remain vigilante.

people that join the army just every year. you can not monitor that, but you do expect the kind of tips to come in. remember this individual had only inlist in the army. he had not reported to basic training. he was scheduled for late this year. none of this could have come in until he was tested or got to his first training unit. some of the things are disturbing and the background of this individual is interesting because he was part of junior rotc in high school. his father was a veteran, so all of these things are disturbing and none of these would have been pulled to understand this kind of person had these mental capabilities. >> what i do not understand is why allow the suspects to get to the gate with the fake bomb. would not the plans and plot

it's good to have you here with us. >> thank you for having me. >> we know that you're cosponsoring the bill that would require all police officers in your state to wear body ka veras. do you think this incident would have been different had one been employed in this situation? i do. when we look across the country at departments that have employed the use of body camera techniques and devices, citizen complaints are down, and generally the feeling is that people tend to behave better when they're on video. so i think that the evidence is there, and we need to move swiftly in this state particularly in the aftermath of this horrific tragic accident to take the devices on behalf of

the officers and make the necessary and needed form in the system. >> you know some people will say definitely this could help in certain instances as you could mention. it does have less instances of force and complaints against the police, but we had jim the president of the police foundation saying that the you issue is the relationship between the police and community. can you help us understand what the relationship has been between skplis the community of north charleston? >> well i happen to agree with jim. quit frankly last year i authored a provisement in the state budget that will fund 115 body cameras. those cameras were in route before the shooting of mr. scott. in addition it went beyond body cameras. we're putting about $200,000 in

the city's hands to create programs to work and foster a development and a relationship with the community members. so programs are very very important. there used to be a time that police officers were required to live in the neighborhoods in which they at that patrolled. so therefore if they came in con about with a member, they would likely know the persons and there's a better line of community. we have to get back to those days. we're working with officials to do that. >> we know that black lives matter. the group is there protesting and making their voices heard about this very instance. i have not heard a direct case of maybe you have with racism

being a part of this. we're looking at an unarmed black man being shot by a white police officer. do you believe or can you help us understand the dynamics in the community like are there any complaints for the police department and racial tension there? >> i can say this. i cannot speak as to why the police officer shot mr. scott. i don't want to speculate about that. i can say this race is a real issue. the community is outraged because this is yet another shooting of an unarmed african american male in the state of south carolina. specifically in north charleston we have had incidence over the last decade. so people are oult rage and the spirits broken and the hopes crippled.

there's so much at stake and community after community is saying that it happens so much. we don't know if it correlates with mental disease among officers or race. we don't really know what is going on out there. in my opinion there's no excuse for that. you mentioned in 2001 that there's no accounting for all of the nations as you said 17,000 police departments. it does not exist. it is really expensive to collect that data. you say this it falls on congress to make something happen here. >> absolutely. the only reason that we're not getting the reports and local departments -- congress can do this frankly. the justice department could do this if they really wanted to. if they were to say look you already local departments -- they have to present all kinds of data about the numb over f homicides and the domestic

enforcement and i am certain that law enforcement wants that trust to the community. when you have the release of the dash cam videos and have discussions about body cameras and see in south carolina what they're doing now and the executive order and north charleston has everyone getting them. i think that everyone is on the best behavior. why not release it to the public to let them know what occurred. we do not have to rely on witness one, two, three, four. we can see it with our eyes. now move that to the prosecution and there's the concern that you want to preserve evidence. there's a time and place according to the prosecutor to have the information released. that's in the court of law. however, i do not think that it hepders the prosecution or the defense to let the community know prior to trying the case what occurred. >> hey tom, i want to go to this case that we're talking about in cotton wood because the reporter

now the jury is still out in the aaron hernandez murder trial. after four days of deliberations, the panel hasn't decided whether the former new england patriot is guilty of shooting odin lloyd to death. a lot of people expected a quick verdict here. what does it say about the prosecution? did the state prove its case? cnn legal analyst in boston joining us. what do you make of no word on a verdict? >> what it says to me is that there probably is a juror if not

several of them that are a holdout on this case. you see it fairly often where you have a complicated circumstantial case. there's 400 pieces of evidence. there's 130 witnesses. they had nine weeks of testimony, christi, in this case. also, it is circumstantial. and the laws in massachusetts are a little convoluted. you have seen the jurors come back, christi, and ask for instructions. lots of times when they're doing that, it's so that they can go back and say to the folks that are holding out or undecided, see, see, this is what the judge said. of course, this is just speculation. we'll have to wait. >> what do you think, based on everything we know about this case would be the one piece of evidence that they would be going back and forth about most? >> oh, gosh. you know, i think they're probably talking a lot about motive. and the defense hammered it home. and they threw a kind of curveball at the end because it was during closing arguments, christi, that they said for the first time that hernandez was

actually at the scene. and so for the entire case, the momentum building toward it was proving that he actually was there. and so now the big, dark hole in this case is, well, what motive would he have to kill a guy when he has a $40 million contract, a brand new, you know, baby basically. he seems to be at the top of his life and this is his future brother-in-law. but there's one twist that i would love to tell you about that i think maybe could help them convict him. >> okay. well, you have to tell it now because i can't -- >> okay. so here it is. if you're literally just there and if you witness it, why wouldn't you go to the police? >> right. >> you have every single thing to lose. you have a $40 million contract. you're an nfl player. you don't have a criminal record, for crying out loud. if you just witnessed it, you weren't involved, this is your future brother-in-law, why on earth would you stay silent, christi? that, to me, is an argument that i'm hoping one of the jurors is making behind closed doors. >> we shall see.

>> good morning, victor. like any other organization, the military must stay diligent in terms of how they evaluate, how they evaluate their existing personnel and bring on new personal. anyone who tries to join the army, any branches of the service, there is a crime or credit, background check that takes place. in this individual's case that's exactly what happened. under all other requirements for enlistment in the service, he met the criterion. the individual criterion. they then did the background check and had a flag. they said we have to stop this. there is, in fact, an issue. then they turn it over to law enforcement. routinely, primarily within military organizations, those are made up of very tight folks that learn, grow, train, exist, prepare for future missions together. so, you're on top of each other all the time. so the very first defense, if you will, in terms of

identifying a potential rogue like this is those around him. and that's called good leadership. that's what's really essential here. >> those around him because, as we understand from an earlier segment -- we had a conversation with general hertling, there is no direct monitoring of social media for the hundred thousand plus enlisted men and women. you have to rely on one another. how does that affect morale of soldiers? >> i don't think there's an issue at all. nobody in the military feels like there is an omnipresent breath on the back of your neck of somebody checking up on you in terms of what you are trying to achieve that might be nefarious. my point is that these unit s coalesce. mark hertling is absolutely correct. unless there is some legal authority that allows you to

mentioned. so, they build a mound of evidence before they even approach you. now, to be clear, you have fbi agents assigned. you're working with the united states attorneys' office. they have matters well in control. for example, here, the indication that no one was in any real danger. obviously, they would have stopped it. from a defense perspective point, generally by the time you and your client walk into that federal courtroom, they have a mountain of evidence against your client, which is very difficult to overcome. >> not only that, but they were alerted to him by facebook posts. one where he said "i'll soon be leaving you forever. so, good-bye. i'm going to wage jihad in hopes that i die." what defense does this guy have? >> exactly, christi. then there was a posting that said i'm scared. not because i'm scared of dying but because i'm eager to meet my maker. in instances like this, where you have mountains of evidence, it's very difficult to overcome. you know, many might say that although some mental issues or
