paying money to cover up? some as yet unrevealed misconduct. 3.5 million dollars and agreed to pay much more than that. and as you can imagine, this is sending shock waves through washington and his home town. >> president of the united states. [ applause ] >> reporter: the former speaker of the house, once second in line to the presidency, now facing federal charges. accused of making false statements to the fbi and trying to hide large financial transactions that the government says was hush money. he agreed to pay 3.5 million dollars to someone only identified as individual "a" after meetings between the two. and meant to conseal hastert's quote prior misconduct. the indictment doesn't say what the misconduct was but did say

individual "a" did know him for a long time. in december of last year the fbi launched an investigation on the payments and whether hastert was trying to avoid currency transaction reporting requirements as well as using the cash to cover up past misconduct. >> if it was a pattern of with drawing around $10,000 from the bank without another explanation. >> hastert told fbi agents that the withdrawals were because he didn't trust the bank system. the government alleges that was a false statement. and he was house speaker from 1999 until he stepped down in 2007. and he was a member of this firm who quickly removed his biography from the website. >> so is there anymore information about who hastert was allegedly paying and why?

>> not a clue. i knew hastert and covered the congress when he was in congress when he was speaker of the house, in fact and speaking to his team in town i've tried to reach them and left messages no response i've talked to former aids no response. people currently on capital hill no response. so this was a real shock tonight here in washington. >> from my reading of this these payments began, i think, in 2010 according to the government after hastert had been meeting with this person. this person he had known for much of this person's life. he knew this person as a child back in his home district where he was a coach and a teacher, correct? >> yes. so it suggests it goes all the way back to the days where he was a wrestling coach and teacher in illinois.

but that's not confirmed because the indictment simply doesn't say what that underlined misconduct was that he was paying money for. >> obviously, jeff the implication is and again, we don't know what the alleged inappropriate behavior was, but there is an elephant in the room here he was a teacher, a wrestling coach, knew this person from the time they were a child in his district where he was a teacher and a coach and is paying this person -- agreed to pay this person upwards of 3 million dollars or 3.5 million dollars in small increments because of past inappropriate behavior. >> this is an indictment full of information. wrestling coach, known his whole life secret arrangements many years later.

but to be fair there's in there that suggests -- or says directly what the misconduct was. it's worth keeping in mind the misconduct is irrelevant to his guilt or innocence in these charges. you can't avoid currency transaction reports and you acan't lie to the fbi regardless of what misconduct you may or may not have committed years ago. >> is it also irrelevant because of statute of limitations. if it was inappropriate sexual misconduct i don't know what other kind of inappropriate conduct it might have been. >> most crimes have statute of limitations that probably expire but we don't know what the misconduct was, so we don't know whether it was even potentially criminal or whether it could be prosecuted. certainly, the fbi would nautd reach out to prosecutors and

decades ago in illinois however, once they knew about what appears to be structuring of transaction and once they asked hastert and he gave frankly, this preposterous answer that he didn't trust the banking system that sets in motion a completely different investigation, which he's in a world of trouble in regardless of what happened between this person he was paying money. >> and the bank was the first to raise questions about the transactions. wungs once the bank approached him, he started doing increments smaller than $10,000, apparently to stay under the radar. this particular admission hits home. today we learn that fbi is asking for help because it now

has more isis sympathizers than its own agents can keep track of and the fbi director is being open about it. and why he has such deep concerns. >> reporter: well anderson there is a heightened state of alert about isis supporters here in this country. we know that law enforcement in new york nypd said they're looking to add more officers to their counterterrorism sector and the lapd is also responding to this call for more help and they're going to do more surveillance more looking around their communities, so they can be eyes and ears for the fbi in case they see any sign that someone might do a loan wolf attack. now, part of the concern stems from what happened in garland, texas, a few weeks ago where you had a couple of isis supporters attack a muhammad cartoon

contest and that really drew everybody's attention because he was already under some surveillance and they lost him for a couple of days and didn't even know he was headed to texas to carry out this asglakttackattack. >> is it something broader? >> it is broad. and the fbi director says - plainly that he can't stop what he can't see. what they're seeing more of, anderson, is that these people are using peer to peer communications and crypted communication and that's something the fbi can't quite get his hands on p. and. and as a result they're going to have do more physical watching of these people. >> and coming up next bracing for another event like the one that ended in gun fire in texas, a drawn muhammad rally, this time outside a phoenix mosque. and people being told to bring

to utilize their second amendment right at this event, just in case the first amendment comes under the much anticipated attack. and what they are encourage people to basically do is bring arms with them in case they come under attack. that has worried a lot of people and of course worried people who come to this mosque because they're planning to do this the day they have family prayers. and basically, they're concerned about their own safety after seeing that particular wordage there on the facebook page. >> so what's the mosque's aim? what is the community center saying about all of this? >> reporter: look we talked to the counsel on american islam relations who is speaking for the two mosques here in phoenix. and they're very concerned and they said they received threats

via letter that had threatened the congregation and they have talked to the fbi about it and we know now that the police are planning on having a presence out here and they want to make sure things go peacefully and there's a lot of concern, not just because of the rally but this has happened before and it did go off peacefully but they're also concerned about other threats and they feel this is just inciting violence. >> joining us now is the man who organized the event and former counterterrorism official philip mud. so you're encouraging hundreds of armed people to garth outside a mosque during a prayer service wearing t shirts that say "f" islam. you yourself has said this is a provocation. i know you've compared it to

"it is parent that ms. cook's actively resists arrest and the police department continue said to be proactive in training its officers. this incident is in no way racially motivated," certainly, she disagrees. >> and also with us the civil rights attorney what do you make of this? the officers said to the blond laidae it doesn't look like a crime is being committed. and the only reason it seemed she was arrested is because she didn't want to give her name but under california law, does she have to? >> absolutely not. when i saw this video, i was outraged of the treatment of this pregnant woman.

they talk about this woman being emotionally charged. but let's talk about the officer. he completely buys the blond woman's story, goes over to the african american woman and immediately starts talking to her, asks for her names and says he'll give her two minutes and 20 seconds later, has her down on the ground. he himself acknowledges no crime was committed and i think it's important to note anderson just a couple weeks before this city of barstow entered into a agreement with two other brothers with a similar situation. they refuse to give their identification they're arrested the charges are dropped and barstow itself acknowledges under california law, rarely does an individual have to give their

identification yet here this happens despite that settlement and the statement by the police officer. >> you don't have a right to resist arrest. she knew she was 8 months pregnant. i'm not saying what the officers did was right but the fact is when a police officer approaches you and places you under arrest you've got to submit to that officer. the fact that -- if she was so worried about her baby why didn't she just put her hands behind her back and go to the police station and file a coma plaint and go through the courts. >> but it is infuriating for somebody to be arrest said for no parent reason. had she said to the police officer why are you arresting me i don't think he could have come up with a reason. >> when you get something like tharkts all that and all they do is have a verbal altercation, look go on your way. i don't know if he has a lot of

experience or not. >> it does seem that there are a million different ways that this could have been deescalated and it almost had to do with the officer's pride of well i've said you have to give me your name even though legally she doesn't and now i'm just going to arrest you because you annoy me. >> and even though she says she's pregnant he never stopped to recognize he he was not only putting her at risk but her unborn baby and the end of the video, when the, let's call him the commanding officer, comes on the scene and the arresting officer starts to give his story, he givers the complete rendition of the blond lady. he never bothers to tell the story of the african american woman who said she did nothing wrong. so he gave the prezmption of arrest to the blond lady.

>> when a person calls the police they respond to the person who called the police. she was the complatant at the time. so they get the story from her. now, they walked over to this woman and tried to get a story from her. i don't know what was going through the police officer's mind in the first place to lock this woman up. >> when you were a cop and skmb didn't want to give you their name what would you do? >> for something like this it's stupid. >> if somebody says they're pregnant is the there some sort of rule about puthting them down on their stomach on the pavement? >> no there isn't. you hope they put their hands behind their back. even if they're pregnant there's no way to control and hopefully they took her down one side or the other side or her back to try protect the child. and she knows she's pregnant and

she's escalating the situation where her baby might also be hurt. you don't do have to agree with the police officer. if it happened to me i'd put my hands behind my back and then deal with the courts after that. >> do you agree that at that point, you go along with the arrest and complain later? >> clearly, you have an obligation once the police approaches you too try to deescalate the situation yourself but the officer was in complete control. she's saying i'm in distress. he's the professional here and his job is to protect and serve. he had an obligation to protect her and he should be disciplined, if not charged p. the judge has thrown tout case. >> that's also very telling. we'll see what happens next. and just ahead, a possible new lead in the natalee holloway

holloway nearly 10 years later is in aruba. it's here that the new witness in the case now lives. and because what he has to say is so remarkable, we wanted to hear it face to face. he said he is something this case has never had, an eye witness, which means, you were the last person to see natalee holloway alive? the problem is he had a job that let's just say was against the law. >> it was the reason i was on the construction site was illegal activity. >> reporter: and doing wrong on the night of may 30th 2005 put him in the right place, he says around 2:00 in the morning. >> i was just about to leave when i hear a young couple approaching the entrance. >> reporter: he says he saw a young man chase a young woman

into the construction site. >> it looked a playful way, like i'm going to get you. >> reporter: he said they disappeared aaround a stair case and then reappeared carrying the young woman slumped over. and what came next that changes everything if he's right. he said he watched from distance as the man appeared to hide the woman's body in a section of the foundation. >> he made an opening and pulled the body ankles inside the crawl space, stayed inside for a minute or something and then came out and closed the gap. >> reporter: he knew he had witnessed something but it wasn't until the news broke about natalee holloway that he put it together. and said he couldn't go public. >> you have to understand that first there is law that could have punished me for things and also the people i work with

they wouldn't be pleased. >> reporter: did you know who the man was? >> no by that time not yet. but the days after and i hear -- yeah so. >> reporter: so years went by. then in 2008 he says that he saw an interview by an undercover dutch journalist while vand rervandersleut said he made up the story that they were together and he says he got angry because he knew ait was a lie and because he has a daughter close to natalee's age. so he reached out from one taurth father to another. >> my initial thought was this is anthser crazy. >> reporter: he admits he blew him off. more years went by.

in 2010 he was convicted of killing a young woman in perue. and finally, he goes to the police and give as sworn statement telling them exactly what he saw and where she can be found found. and finally, two years later, his statement got the attention of a new prosecutor in aruba and of natalee's dad? >> i thought this is a pretty detailed police statement with a lot of facts. >> reporter: so three months ago. nearly 10 years after she disappeared, authorities in aruba, react vaptvated the case. >> have authorities searched the site where this man claims natalee holloway is buried? >> no they haven't. and that's a bone of contention both for the witness who's been struggling to come forward for

dwreer years to convince somebody and for dave holloway who believes this is his best chance of finding his daughter. and everyone thought she was in the water and this man is saying she was on land. it would not only be something for the family it would be huge for the investigation. they could possibly determine how she died and if so, who may have carried it all out. it's a crucial point but no search. as yet, we ask the prosecutor tomorrow why not? >> i look forward to that. it will be on "360s" tomorrow night. up next the killer made off with $40,000. tonight, there are growing questions about the person who actually dropped off the money.

believe he acted alone. and the man who delivered $40,000 to the mansion before it was set on fire. >> reporter: tonight we're learning more about a key witness in the quadruple homicide, the assistance of savvas savopoulos and was working as savopoulos's driver and his last errand for his boss was to drop off $40,000 in cash while the family was held hostage. police say his phone had a number of text messages and phone calls from mr. savopoulos. >> he's going to play a hugely important role in resolving this case. >> reporter: listed as witness 1 in court documents, the assistant allegedly changed the events. telling authorities he lied when

he stated the money was in a manila envelope. they say he texed it in a red bag the morning of the murders. >> is it possible you don't remember putting it in a manila envelope as opposed to a red bag? it's possible but when a few hours ago, you texted a picture of that same bag. >> reporter: according to washington affiliate, the assistant's instagram account shows pictures in fancy cars. he says #porsche hsh turbo, #porsche 911 #work. they say the porsche was stolen and set on fire. and according to police records, they said that the driver of the stolen porsche had short groom well groomed hair.

the only suspect right now had midlength dread locks. and his dna was on a pizza crust found in the home. >> it's almost like a crime novel with an elaborate and complex plot and we're only being given pieces. >> has anybody seen the assistant since this new information emerged? >> reporter: we know from one of his friends that he has been cooperating with police but the friend says he hasn't seen him and it seems he's really gone dark and his father said he didn't want to talk to us. he down his social media accounts after those court documents came out that he alleged allegedly lied. so it seems no one can really find him right now. we reached out but still haven't received a response back. >> randy k has a 360s news
