targets millions of u.s. government personnel p. why china is being blamed. another death in the mers outbreak in seoul, south korea. we are live to see how the country is responding. embracing for a grim discovery after raising a sunken cruise ship. you're watching cnn newsroom. i'm natalie allen. and we begin with what u.s. officials are calling one of the largest government data breaches in history putting millions of americans at risk. nearly every u.s. government agency has been hit by hackers and they believe china is behind it. as many as 4 million current and former federal employees may have had their personal
12:01 am
information comprised. and millions more may be affected according to investigators. jim sciutto gives us some insight into o how the u.s. handled cyber attacks like this in the past. the u.s. government has tried a number of responses to this. president obama raised it personally face-to-face with the chinese president in his sun oo land summit in california. they tried naming and shaming and bringing criminal charges against particular members of the chinese military for these kinds of breaches and they he have tried put in better defenses in effect for u.s. computer systems. none of it worked. what they are worried about is the possibility of tit for tat. there is talk of owe fnsive operations where you make it clear to china that we can do the same to you. what they don't want to do is start a vicious cycle a. >> to back and forth. it is a real problem as to how you stop this going forward. >> let's check in on what or how

china is responding to these accusations. steven jiang is following that story. he joins us live from honk skong. steven, is there official word from china? >> so far we haven't heard much from beijing officials but the spokesman for the chinese embassy in wab d.c. has indeed issued a statement respond together latest allegations. and the statement he said a quote here chinese laws prohibit cyber crimes of all forms. china has made great efforts to combat cyber attacks in accordance with chinese laws and regulations. cyber attacks conducted across countries are hard to track and therefore the source of the attacks is difficult to identify. jumping to conclusions and making hypothetical accusation is not responsible and counter productive, end quote. now what he said is not new. the chinese government denied such involvement in hacking activities but china saying it

is one of the biggest victims of cyber attacks in the world often pointing fingers at the u.s. they call this baseless, hypocritical and double-standard. at the same time, the chinese o government including secret military has become increasingly open about the strategic importance of cyber warfare. i recently went it a press conference conducted by seen oory military officials and see think griffen the great threats the chinese military faces, the chinese military is speeding up their effort to build up their cyber force to watch out for nationalists. natalie. >> 4 million current, and former employees may have had their information compromise oed. do we know what would be the motivation behind an allege ad

attack like this? >> many experts point out that china has the strong design to gain advantage over the u.s. in any way they can. be p political, social, economic or military. so according to these experts, the easiest way to do this is to steel sensitive information or intellectual property. so despite china's repeated strong denial, these experts say that explains their increasingly wide ranging targets in the u.s. ranging from government agencies like the pentagon, white house, to bit corporations like google and yahoo! as well as media news outlets like the "new york times" and now individual americans, millions of them working for the federal government. natalie? >> we will continue to see what the fallout will be. thank you so much, steven jiang for us following developments for us from hong kong. now breaking news out of malaysia. a strong earthquake hit asia's

the exact cause is under investigation. tbnz said collins made his championship debut in 1999 and retired from international rugby in 2008. he was just 34 years old. now we turn to the bribery and corruption scandal plaguing fifa. the group's president sepp blatter said he is working hard to reform world football's governing body. blatter tweeted a photo of himself thursday after a meeting with the chairman of the audit and compliance committee but he did not comment on thursday's threats from this man, former fifa vice president jack warner to tell everything he knows about corruption in the organization. for more on these developments, let's bring in kier. what do you think of the threats

to mr. wae warner to tell all. >> this is not new. when he ran away from football in 2011 he said he then would unleash a football tsunami, revolutions about fifa and sepp blatter. but he never quite did. and so, the tsunami turned into an avalanche. of course the situation changed now because warner is protesting extradition application from the united states. so maybe this time, if you like, he is starting his plea bargaining. >> since we haven't gotten a tsunami from him even though he said it's coming, what do you think perhaps if he does start to talk, the world may learn from him? >> i think his material would be about the 20 years in which he was head of the regional organization of central and north american football.
12:08 am
he turned it giving news of his presidency into a major player in soccer politics worldwide and obviously he did that by close contact networking connection political and so on all the way up the ladder. so he does have a lot of information in his files. >> what do you think of this latest news about from sepp blatter, tweeting a picture of himself after meeting with committee on compliance. where is this tsunami going? >> basically, when blatter turned in his pending resignation the other day he said he would work on ush issues that needed tidying up before he went. these have been around at least three, four years. it is basically very strange
12:09 am
that he sluddenly thinks that i is within his power that he can suddenly push them through. there are a lot of things that don't really add up. >> finally, quickly, what do you think of how the insiders are reablgting to these investigations? what is fifa looking like, if you can just sum it up in a few word right now. since these, you know, charges were brought forth? >> looking in a state of chaos, basically. no one on the inside quite knows what is coming next. over the past ten days buzz one shock over another and people are really all on tender hooks waiting to see what comes next, whether it is from the justice department investigation, whether it's from political twists and turns inside the european asian confederations.

>> sadly, you will have a lot to investigate and write about for some time. >> this is true. >> thank you so much for your time. we'll look at your stories. u.s. law enforcement officials tell cnn boston terror suspect called his father to say good-bye before his death on tuesday. authorities listening in on the bugged phone lines say the call made them believe he was about to launch an attack on police officers. officials believed rahim was radicalize had by isis but h his family tells cnn they dispute his connection to isis. whether rahim is tied to the group or not there are worries in the u.s. and across the globe that number of isis sympathizers is growing and there are concerns the fbi and other intelligence agencies won't be able to keep up with them. cnn's brian todd has that. >> reporter: boston terror suspect rahim raised in the united states. radicalized by isis according to investigators. killed before he allegedly was

we tie it all together here on cnn world weather, don't we? guys, this is the forecast on friday in paris. semifinals taking place today. the women's finals on saturday. and the money's finals on sunday. so you can see the marked difference in the forecast going forward this weekend. it is because there is a big cold front coming through. and that could put some delays on the start times because i'm expecting heavy rain fall. at least a possibility later today in paris. and even possible oity of stronger wind and hail with the storms. look at temperature difference. we are talking about nearly 10-degree temperature drop. so you can look forward to cooler weather if you're a spectator even just in general enjoying your time in paris. this is exactly what this two people are doing at the moment. sun bathing along the beautiful stretch of paris, to say the least. the reason for hot weather, parked across europe, ushering in warm temperatures but this cold front will put an end to
