10:00 am
valencia we appreciate it. thank you for being here on this friday. i believe ashleigh is back on monday. brianna keilar takes it from here. have a great weekend. hi there, i'm brianna keilar in for wolf blitzer. we start with breaking news on the manhunt? in upstate new york as local, state and federal officials are literally beating the bushes trying to find those two convicted killers who broke out of prison one week ago. today we're learning more about this woman -- joyce mitchell. she worked at the prison and she became close with those two escaped inmates. now law enforcement sources tell cnn she provided by them with hacksaw blades, with glasses that had spotlights on them and with drill bits. meanwhile, the serge goes on one day after bloodhounds got a strike and grabbed the scent of these men near a gas station not far from the prison. schools at this point are
10:01 am
closed. residents are being told to watch out. >> i'm nervous but i know that there's enough people around that they'll keep us safe. >> they're just butchers. i hope they catch them soon and they put them in body bags. >> these two men are ruthless nasty killers. just look at their records. they will do anything to achieve their freedom because they're both in for a long time and they've got a history of doing horrid things to people. bottom line is they could be anywhere. >> that was vermont's governor. his state has stepped patrols up as well on lakes as well as on remote campsites. i want to go live to upstate new york for more on this search. we have cnn national correspondent jason carroll there in west plattsburg. jason, give us the latest from where you stand. do they think these two escapes inmates are still together or might they have branched off and gone separate ways? >> the latest information that we're having brianna, is that
10:02 am
the belief is that the two are still together that richard matt and david sweat are on the run together and, in fact just recently in terms of more information about what you were talking about that those bloodhounds picking up on that scent near that gas station, that gas station located just about a mile or so from where the prison is located, that is the maple fields gas station and in all likelihood these two guys there are looking for supplies looking for food maybe in the dumpster trying to find whatever they can. they're going to be looking at the security cameras there to see if there are any leads that they can get from those security cameras. dog sniffers also picked up the scent in the area where we are as well. we talked a little bit about that yesterday. investigators are still focussed in on that particular section, a perimeter has been set up. they're narrowing in on that perimeter as well. we talked about the things that were found there, including wrappers that seemed to match the description of wrappers used
10:03 am
at the prison commissary as well. i want to bring in to get a little bit more information about the search i want to bring in plattsburg chief of police desmond rassico. i know we were talking about the resources you have out here. just bring us up to date in terms of what you have going on now in terms of the search. >> well as things have been going since the start, there's a tremendous amount of resources surrounding the area. you can't look in any direction without seeing either a corrections officer or a police officer. so that's really helpful, obviously. the search is -- different zones are contained and so right now -- >> so you're setting up different zones? >> the whole area is broken up into different zones. it has to be tracked and we have to make sure we're searching areas and researching areas. so that's really important. the new york state police i have to tell you, i'm a member of the community, i have friends and family contacting us all time. we're going to catch these guys.
10:04 am
>> i know you've got got some confidence there. tell me -- i know you're limited in terms of what you can discuss -- but can you tell me about the area they were focused on yesterday? >> i can't get into details about the investigation or the search. i know our team is set up as a response team so we're on standby standby. yesterday we were at the corner of 374 and trudeau road which is what we're on right now. there's a lot of information on social media. we're sitting in our police cars we have radios on. there's a massive information. >> can you give us any sort of perspective in terms of why the police officer is that these two may still be together. >> well, the canine, the hound dogs and people working those things have the most direct
10:05 am
information as being channelled through incident command center so right now there have been some hits with these dogs in different areas and, again, you know, there's so many sightings, sounds being heard, people see movement all of those things being checked out. but, again, we're checking things rechecking things and rechecking things just to be thorough. >> i know you're also asking the public to be vigilant to be on the lookout for anything that might be suspicious but you are also talking about misinformation that seems to be out there as well. >> there's a tremendous amount of information on facebook and text messaging back and forth from the community. we certainly need the community to be hypervigilant and report what they see but we caution there's a lot of information people are sending to their friends and family saying people are spotted, people are running heard this heard that. sometimes it can cause more alarm for your friends and family.
10:06 am
really at this point let the professional news agencies handle the information. when these people are apprehended, which we hope will be soon you'll know right away. >> i was talking to one law enforcement source who says these two were operating on the fly. their original plan didn't come through, plan "a," they are now on plan "b" which maybe explaines why they went by the maple fields gas station looking for supplies foods, things such as that nature. no sightings of them since what we've heard from this past weekend. anything at all you can tell us about their movement. >> not really. >> do you believe they're still the area? >> again, you have to operate under the assumption that they are. there's a couple different components here. one is a tactical component, maintaining perimeters searching very very thick heavily forested areas. garages, old abandoned vehicles.
10:07 am
just a tremendous amount of growth in there, too. several years back there was a significant ice storm up here and this area that put a lot of trees and brush down. that's all -- it's very thick. and the other side, the new york state police and the federal agencies and local agencies working to do the criminal investigation, trying to follow up on leads. so there are two different things happening at one time and, of course, there's a lot of information sharing back and forth. the hard part you know really is that the men and women stationed on these perimeters standing in the rain trying to stay vigilant they're exposed to the elements, the bugs. >> and they might be as well. i know it's a drain on resources. i want to ask one more question. any information that they might be armed? >> well, they're both convicted
10:08 am
killers so i would make the assumption that anything is possible. i would certainly for our offices and the people in the area let the professionals interact. if you see something, contact law enforcement, don't approach these people they're desperate, they're dangerous. they're convicted -- one's a convicted cop killer and the other one committed multiple murders. >> very good. chief racicot, thank you very much. i know there are a lot of resources out here. thanks again, chief. again, brianna, you heard from the chief, everyone out here doing everything they can to try to find these men but once again also calling on the public to be vigilant to always be on the lookout to report anything suspicious that might be seen out there. brianna? >> the and he sounded confident that they may catch these guys soon. we will see. jason carroll there for us in west plattsburgh, thank you for the report. the escape has turned life
10:09 am
upside down for those in and around dannemora, new york. many residents are afraid to leave their homes. they're scared to go to work. schools there are closed. let's talk to jonathan parks, joining us on the line from dannemora, the superintendent of the central school district. jonathan these schools that have been closed are they going to remain that way until the killers are caught? >> we're operating on a day by day basis. we're briefed by new york state police every evening and based on the information they provide me we get together and make a decision regarding whether school is going to be in session the next day. >> okay, so you're doing it day by day. but what is the criteria? . is it based on where there are hits from dogs? >> mainly the criteria is the location and the -- i guess
10:10 am
magnitude of the search in this area. our issue with the school district is a, we have students who live in and/or very near that search area that we can't get to as well as a number of the roads around here are closed so we can't run our complete bus routes to get to other student this is that are near the area. so that -- and i guess the third factor is that this search is expanding on a daily basis more and more law enforcement personnel are coming in everyday. for them to have to deal with school buses traveling around the roads and, of course they get searched at every checkpoint and what not is not -- is not going to help the process. so for the last two days we've decide the prudent thing is to -- >> keep the schools closed? >> and get out of their way, let them do what they need to do. >> what do you do moving
10:11 am
forward? i think of small children and the fact that parents must be having discussions with them and they must be awfully scared. what will you do if they are or aren't caught? this is a scary situation with these kids? >> i had a conversation with one of my administrators. when we get back to a normal routine of our school day, that impact is still there. and with young children we have a great relationship with the law enforcement community around here and we will probably make a plan to bring them in to help us to have discussions with the children about what they think, what did they see and what did it mean when they saw those men standing next to the road with guns? what were they there for?
10:12 am
you and i when we see a large number of law enforcement personnel in one area, we think "okay, i feel better i'm safe." and there's a lot of that going around. a child might not process the that information the same way, a man standing around with a gun in a black uniform may cause them some concern and they would worry about that. so getting some information out to them after the fact is -- here's what we were here for. here's what our law enforcement personnel were doing for us in the community and utilizing them to help us deliver that message i think will go a long way to help them get back to a normal routine. >> we sure do hope it gets back to normal soon and we appreciate you being with us jonathan parks, the superintendent there of saranac central district school. up next new details on the female prison worker who may have helped the inmates escape. we'll tell you about the hacksaw blade -- that's right, the hacksaw blade -- she provided to
10:13 am
these escapees. and a key vote could come in the next hour -- why are so many democrats abandoning the president on one of his most important economic priorities?
10:14 am
10:15 am
10:16 am
back now to our top story, the search for two escaped killers in upstate new york. investigators continue to speak to joyce mitchell she's the woman that authorities believe was supposed to be the get away driver. alexandra field is outside of the prison in dannemora, new york. fascinating developments very troubling developments. what are authorities telling us that mitchell provided by to these escaped inmates.
10:17 am
>> brianna, what she's being accused of is pretty brazen. law enforcement sources are saying joyce mitchell the woman who worked in the tailor shop in this maximum security prison provided by tools to convicted killers. we're talking about hacksaw blades drill bits even glasses with lights on them. these men have been on the run for six days now, brianna, and since basically the beginning here joyce mitchell has been at the center of this investigation and that's because her interactions with these two inmates raised eyebrows. in fact there was a previous investigation after reports of some kind of improper relationship with one of the two men. the clinton county district attorney says that no evidence ever was found that would sport r or confirm whether or not a relationship did exist but as a result of that investigation we know david sweat was removed from his post at the tailor shot where she worked. authorities have also talked about her ties to richard matt saying her cell phone was used
10:18 am
to connect with some of matt's contacts his associates. she has been speaking to investigators. she told them that matt made her feel special, brianna. >> very interesting. it makes you wonder why at this point -- we don't know she's been charged, right? if you look at these facts here you would imagine that investigators are figuring that she was complicit in this escape. but they're not really taking action against her, right? >> she has not been charged, according to the clinton county district attorney. she is working closely with investigators. in fact we're told she has gone in to answer questions almost every single day and yet even given some of the accusations and allegations, she seems to have not retained an attorney. it's important to investigators right now that they continue to work closely with this woman. she may have as good an idea of the fugitives' plan as anyone but the district attorney has also said it is his intention to
10:19 am
file some charges at the end of this investigation and, brianna, frankly, we're talking about serious charges, potentially felony charges. there's a possibility she could be charged with promoting prison contraband or even accessory to escape. >> all right, alexandra field for us there outside of the prison in dannemora, thanks for your report. still to come president obama is trying to rally democrats to vote for his trade bill by meeting with them on the hill. will his effort, though, pay off? why pause a spontaneous moment to take a pill? or stop to find a bathroom? cialis for daily use, is approved to treat both erectile dysfunction and the urinary symptoms of bph, like needing to go frequently, day or night. tell your doctor about all your medical conditions and medicines, and ask if your heart is healthy enough for sex.

10:23 am
president obama. he went to capitol hill to do some last-minute arm-twisting on this trying to get democrats to support a bill that would give him what's called fast track trade authority. this is a bill that is supported in the house largely by establishment republicans and it faces some strong opposition on both ends of the spectrum by most democrats and then by conservative republicans. in effect, what this would do is it would allow president obama to negotiate trade deals and it would give congress just an up or down yes or no vote. joining me from capitol hill we have cnn national correspondent sun lynner is fad di and we have michelle kosinski watching for us all. at the other end of pennsylvania there. i want to start with you sun lynn? we've wrapped up debate so what's ahead? >> well, the vote right now is very uncertain. very fluid. both sides, democrats, republicans, even the president himself admitting that they

don't know which way this vote will go. but certainly there was a huge blow to the bill when just moments ago house minority leader nancy pelosi announced -- and this was secret up to then she announced she will be against the first bill taa, trade assistance authority, and likely moving to slow down the trade promotion authority. so this is a huge blow to one of the president's goals. so a lot of confusion on capitol hill. president obama huddled for a half hour with house democrats who have been in opposition to him. they have been -- his appearance on capitol hill does little to sway many members. we heard from multiple members leaving that this morning that they weren't swayed by president obama. he made an emotional appeal to

them saying let's vote this straight don't vote on this first bill taa, in order to derail another bill the taa will be the first vote we see, brianna, that house vote here. but at this time it's very uncertain which way it goes. a lot of people on capitol hill holding their breath. brianna? >> so this vote we're watching right now, this is on the fast-track authority? >> this vote here is the taa, that's the worker assistance authority. this is i should say, a vote many democrats have been in support of in the past and that's something president obama reminded a lot of the democrats saying this is something your party has been in support of warning them if they don't pass this through they wouldn't have another opportunity to vote for it before this aid to workers who have been displaced by trade before it expires by the end of the year. these two issues are linked. it's a complicated politics but many democrats will not vote for taa in order to derail the
10:26 am
larger trade bill, and that vote will be coming up after this one. but important to remember, this this first bill fails, they won't even go to the next bill. >> they won't even go to the next one. but this is for retraining workers who would lose their jobs because of foreign trade, something democrats have supported. i want to go to the white house now, let's talk to michelle kosinski. it's interesting, michelle the stakes here are so high for the president. strange bedfellows here. he's looking for support from republicans but it strikes me it's interesting what he said as he came back to the white house when he was asked if he got the support he needed he said "i don't think you ever nail anything down around here. it's always moving." so this is going to be a squeaker if we even see this next vote right? >> definitely. the white house hasn't even really wanted to say how they feel about how things are going because early this morning we got word from some on the hill some democrats, saying they didn't think this was going to pass. but you ask the white house and their take is "well, that's coming from people opposed. you don't know how it will go."
10:27 am
then there was a scramble, a last-minute decision for the president to go to the -- go to capitol hill himself talk to democrats himself, causing some in his party to say, well this is late where was he before? still the white house saying it's not because this is in such jeopardy. it's just something he's going to do. and i think what was more striking was after that 20-minute meeting, hearing from some of his fellow democrat congressman defazio saying he tried to guilt people and impugn their integrity "i was insulted." another congressman saying the president spoke passionately and eloquently and it's clear he cares about the american worker. but this congressman said he's just wrong on this trade bill. so the bottom line here is is it going to be good for american workers or bad for american

tom, you have authorities, they think the men are still together. why would they be able to tell? what is making them believe they haven't gone their separate ways? >> i think they're guessing. the reason for it would be they might need each other for survival still. that they're still in the escape mode. if they're in the area. if the ride didn't show up if the plan went awry as soon as they came out of the manhole maybe they still need each other for now. so yes, they're the type of personalities that would turn on each other in a heart beat and kill each other without a problem but not that they don't need each other. >> you can imagine two people are getting tired, they might need a lookout or something like that? >> it might be. we're saying that because of the dogs and other information, other spottings that they have to be right in that area. but there's other possibility wes haven't talked about. one is maybe she was supposed to pick them up. she was there ride. she was their contact. but maybe she was supposed to pick them up sunday night and they snuck out monday night, made phone calls to have

be complicit in their escape. she hasn't been charged yet but do you think ultimately she will be or is all of this to try to get a lesser charge? >> well both. i think she is trying to get a lesser charge. they're trying to encourage her to have the opportunity to get a lesser charge by cooperating and getting all the help. at a certain point, she's going to have told them about as much as she can about what she thought they might do. as i said, there's a possibility they weren't maybe truthful with her and had other plans that didn't include her. we don't think they were going to traipse off to mexico or somewhere with her as their date. they were using her as far as she was use to feel them and at whatever point she was no longer useful either kill her or discard her by the wayside. >> great inside. tom fuentes, thanks so much. >> you're welcome. up next from round table discussions to the first big rally of her campaign we will preview the next phase of hillary clinton's run for the white house and we'll have a political panel here weighing in.

let's talk about -- and jake tapper is the new host of "state of the union" beginning this sunday he's here as well with us. explain to us what has happened. >> reporter: well first we saw the defeat of the worker aid bill. that was tied to the trade promotion authority. all week we've heard from house leadership that if tfa failed they would not give president obama what he's been wanting on trade. 202 members voted against it including a significant amount of democrats. we just heard from kevin mccarthy on the floor that they would move to. it a lot of things up in the air. we learned that there was going to be an effort on the part of the republicans to try to revive this bill restructure and go
10:52 am
back to the drawing board. right now we are not clear how they maneuvered their way in there. they will hold a vote on the president's trade authority today. >> okay. two bills that were key and this one basically said if workers lose their jobs as a result of foreign trade, then they are going to get job training. it's a way to sort of assuage the trade bill. the sticking point is the president's fast-track authority, allowing him to negotiate this trade agreement and then congress just has to say yes or no to it. you're saying that now republicans are saying they are going back to the drawing board, trying to figure this out and at some point we'll expect another vote but it's very unclear, right? >> it's very unclear and emblematic of the week that capitol hill has gone through, especially in the last few days
10:53 am
intense lobbying effort and really showing how things are changing by the moment. we saw a significant amount of democrats vote against the bill many of them were advised to vote against the taa because they wanted to sabotage this trade bill. a lot of democrats don't want to go along with the white house on this even after hearing from president obama this morning, they don't think it would be good for their constituents. we saw democrats coming out saying they don't believe this is the right thing to do but we're seeing potentially republicans trying to force this to a vote this afternoon. >> jake this is not good for president obama. >> it's not good and comes on the heels of a similar episode with the nsa powers remember when that expired. president obama is a lame duck. he's in the last two years of his administration of his final term. and you see the limitations of his appeals to even the democrats in his caucus voting
10:54 am
against something that they support, worker retraining because that will help them kill something that they do not support, which is fast-track authority for this trade bill. a lot of democrats out there, i just have to say, based on principle, they think this bill is bad. they think that nafta is bad. they were told things in the '90s by the clinton administration about nafta that did not turn out to be true. and when you see the elizabeth warren wing the progressive wing of the party, it's not a surprise that this would be a heavy lift. what is a surprise is that president obama did such little apparent lobbying and big effort to get something passed that he saw as a legacy item. >> it was a legacy item. this has been -- you know we covered the white house together and you would go on these trips with him to so many asian countries. he's been trying to have this pivot to asia away from the mid-east region and he's really wanted to beef up the u.s. economy by doing that. so this is something that he's put in so much time to not just
10:55 am
his visit to the hill. it makes you wonder if the visit to the hill today, was this just a hail mary? did he really have a shot here? >> look everybody who covers this has known this bill was going to be in trouble with democrats defecting specifically because of democrats defecting. we should point out, there were enough votes to get the whole thing over but when it came to sabotaging the bill it was democrats pushing it and ultimately i find it somewhat mysterious that the obama white house was this surprised, apparently that this was going to be such a heavy lift that you see president obama last night going to the congressional baseball game this morning going to the democratic caucus meeting, making his case. and it's late and this is not -- this bill is not failing because he doesn't have great relationships with democrats on capitol hill. but it didn't help. >> yeah it didn't help. jake tapper i'm very much looking forward to sunday. >> thank you. >> when you anchor "state of the

top of the hour you're watching cnn. breaking news on this friday. i'm brooke baldwin. we have breaking news as far as that manhunt goes looking for those two escapees in upstate new york. first, we have to go to washington because the house is voting on a bill that has been important to the president. he's backed this and went to capitol hill in this last-minute push trying to get members of his own party, democrats here to support this bill to give him the fast-track trade authority. the bill supported in the house largely by establishment republicans face a strong opposition by the democrats and conservative republicans. in effect it would allow the president to negotiate trade
