terrorists. we're covering all angles with our guests including ben rhodes along with our correspondents and experts. let's begin with our justice reporter evan perez. evan what are you finding out about these extraordinary counter-terror precautions under way in new york city. >> well wolf this fourth of july weekend, police are promising tighter security and more surveillance. new york city is expecting big crowds to watch the fireworks and the independence day celebrations but police there say they'll be keeping close tabs on surveillance cameras around the city and they'll be monitoring social media accounts of suspected isis supporters in the past terrorists have posted clues. the concern, wolf is someone among the hundreds of isis supporters in the u.s. will heed calls to carry out an attack as the group has asked. john mill the nypd deputy commissioner told reports today the city is setting up the most expensive security plan in

years. >> this may be potentially the most complex counter-terrorism overlay for this event ever. again, that is not driven by any information or particular threat as much as is driven by the unfolding world events. i think you saw a couple days ago we had what happened to be three coordinated attacks overseas in france kuwait and in tunisia. so given the world situation, we wanted to put those layers of protection behind the regular patrol piece. >> and wolf critics -- there's some critics out there questioning whether law enforcement is overstating the threat because terror warnings are common ahead of major holidays but law enforcement officials say they're taking this threat seriously s they want the public to celebrate, but by making these warnings public, they're hoping people will be nor vigilant. >> jeh johnson on his own, he

initiates this concern last friday in a statement, james comey, the fbi director they send out a directive to state, local law enforcement, just watch what's going on. john miller he's a serious guy in new york city worried about counter-terrorism. he is saying this is the most complex situation? >> that's right. what they're watching for is the -- some of the -- these isis supporters south there who they are not exactly sure who they are, you know they know a bunch of them that they're watching. the people who they don't know about is what they're concerned about, wolf. you know they know of a specific plot they can stop that. what they're clear about is they don't know of any specific plot per se that's en route. you know what they don't know is what worries them. >> i know john miller and james comey, they would not be putting out these things of statements if they weren't personally concerned. >> certainly more serious than

any past years. >> it's clearly keeping them up at nights. while sympathizer are growing, the pentagon says the strategy to fight terrorist forces is moving forward. let's go to our chief national security correspondent jim scuitto, working this part of the story over at the pentagon. you were there for the important briefing today. tell our viewers, jim, what you heard. >> i tell you, wolf. defense secretary ashton carter martin dempsey saying for instance today, the first 500 sunni tribesmen have been trained by u.s. forces in western iraq 8500 iraqi security forces for the 2,000 iraqi counter-terror forces despite the woeful action on the other side of the border fewer than 100 rebels trained there, and at the same time following some losses on the ground in iraq.

training sites or lily pads planned for around the country. coupled with more than 10,000 iraqi security forces th the pentagon announced it has trained, ashton carter defended the strategy. >> what evidence dove that the train and edwip is working in iraq or syria, and do you have alternative plans in place to take back territory rather than just hold ground while you're waiting for it? >> the important thing there is that the only way to have a lasting defeat of isil is to have someone who can govern and secure territory once isil is defeated. that has to be a local force on the ground. >> reporter: still, in syria,

the administration's $500 million program to training 3 to 5,000 rebels per year over three years to date has only trade fewer than 100 rebelses. and in many of the signature battles in iraq only stalemate. ramadi under isis control for six weeks, with no immediate ground action by iraqi force toss re-claim it. home to a key oil refinery, still contested. now, with isis carrying out bolder and deadlier attacks abroad in tunisia, in egypt, and kuwait. joint chiefs chairman martin dempsey acknowledged the fight now extends well beyond iraq and syria. >> are there plans in place or under consideration to expand coalition military action beyond iraq and syria to respond to those threats? >> we're trying to build the framework to address this problem trans-regionally and in an enduring way so actually their defeat lasts.

>> reporter: at home isis poses its own threat to among others u.s. forces. on alert now for attacks during the july 4th holiday weekend. >> absolutely we're concerned about it. >> reporter: well the defense secretary commenting as well on the 200 major policy moves under way by the administration. on cuba the defense secretary saying there is in his words no anticipation no plan to close the guantanamo bay military base there, also the site of the gitmo detention facility. on iran the defense secretary saying in his words that there continued to be military tools to carry out military action against iran if those negotiations to end the nuclear program fail. wolf? >> getting back to the heightened security alert at military bases throughout the united states. when the chairman of the joint chiefs says he's concerned and the secretary of defense says he's concerned, what specific

steps, any visible steps? if you go to a military base around the united states will we see going into in july 4th holiday weekend? >> the fact is wolf many of these steps have been in place at bases around the country, things like they're checking the license plates and i.d.s of everybody coming in things that they had done before but they're doing it more so now. they have more eyes on the entrances to these bases than they have in the past and it's something that they -- you know they in effect don't ratchet down by any means, as you approach another day. the fact is the military has been on such a heightened level. different to rise beyond that. >> jim scuitto, thanks very much. we're also following dramatic new development involving the united states and cuba with an exchange of her between the president and raul castro they formally reestablished diplomatic ties both now poised to reopen

embassies after more than half a century. elise lab botott is here with more. >> it's hard to underestimate the enormity of this moment after 54 years, the animosity dating back to president eisenhower president obama now a change in policy in december the u.s. and cuba have had touch negotiations about what this new relationship would look like. today's move is really one of the tenets of president obama's foreign policy that he campaigned on, to engage with u.s. enemies, and it reflects the fact that the embargo against cuba the decades-long boycott not working. it wasn't changing the nature of the castro regime. the president said today, it was time for a change. >> time to get america's part of our leadership is the capacity to change.

give us some perspective. all of a sudden we're hearing the second tear of homeland security the fbi director people at the pentagon john miller in new york city is in charge of counter-terrorism, they're raising alarm bells. how worried should our viewers be right now? >> well wolf the fact of the matter is whenever we head into a major holiday like july 4th we always take additional security precautions. we want to make sure our agencies are ready for whatever contingencies there might be. this is not related to a specific plot or threat. the fact of the matter is in addition i think to that focus on security we see different types of attacks, and we want to be ready. we've seen them again, try to engage in these acts of violence

obviously viewers get nervous, they wonder fireworks, barbecue should they go to the parade? or just hunger down. you say? >> slewly people. i've been here for several years where we've had very specific threat information, very specific plots we need to do disrupt, including in new york city where we've had to work with local law enforcement to appear hen al qaeda-afterated terrorists. the situation here is taking extra precautions. you have the combination of the holidays and an organization isil that is seeming to inspire violence but i think we have great confidence in our community to deal with this threat. yes, we do, too. is eye sid capable -- or are you worried about these lone individuals inspine birr social

media to go out and commit an act against a soft target. >> i think certainly we are -- and they ma -- as we've seen in different parts of the world, the fact of the matter is you see much more complex and sophisticated plotting that we've been able to work to disrupt over the years. here i think the threat does emanate from individuals who may be inspired. isil does have aspirations to launch attacks, but i think we'll we've seen a focus. >> nothing like again what we have seen in the past where you had very structured terrorist

organization. that worked over a long period of time to try to establish cells in different parts of the western world. what you see with isil is them drawing foreign fighters to iraq and syria principally, and other areas in the middle east where they're focused. with respect to the western world, we've seen them try to inspire people to carry out these acts of environments. prudent measures better to be safe than sorry. stand by ben. we have a lot more to discuss, much more with president obama's deputy national security adviser, when we come back. there's nothing more romantic than a spontaneous moment.

breaking now, historic new chapter in the relationship between the united states and cuba the leaders of both countries announcing plans to reestablish ties and reopen embassies in each other's capital. president obama and raul castro exchanged letters agreeing to formally resume diplomatic relation after 54 years. we're back with ben rhodes who played a very critical behind the scenes role in facilitating this new chapter in the u.s./cuba relationship. briefly tell our viewers what you did, ben. >> well wolf starting in the spring of 2013 we initiated a series of secret negotiations with cuba. many, many dozens of hours

sitting down with the cubans focusing first on the issue of prisoners, and getting the release of alan gross, in exchangeee cubans they were interested in but to broughting that how we could move on a past to normalization. we saw the release of a number of political prisoners, and that led as to the president's announcement with the vatican's support. >> and that is what is clearly happening right now. you still need congressional approval to end the trade embargo, to get a u.s. ambassador confirmed, to get funding. you have the votes in the senate and the house? >> well first of all, we can open an embassy. we will open an embassy. we notice congress but it does not take action by congress which will allow our diplomats to engage the cuban people more broadly. with respect to the embargo, two years ago nobody could have imagined we would be standing

here today talking about a u.s. flag going up over an embassy in havana. i think the ground is changing underneath us. the american people know the embargo doesn't work. the cuban people reject it so i am confident over time we can chip away at that embargo so more americans can travel to cuba and more american businesses can do business in cuba. >> i know john kerr are plans to be in cuba when the u.s. embassy is reopened later in july. does president obama want to visit cuba while he's still? office? >> well wolf i think it's something he would be interested in doing. we'll want to make sure the conditions are right. we want to see this is moving and progressing. the opening of the embassy will be a power 68 moment. the pope coming to cuba and then to the united states in the fall will be dramatic and important, but we'll assess whether or not the conditions are progressing

in cuba and the relationship and see whether it makes something for the president to go. i'm sure he would be interested. >> is it still the president's hope to shut down the military prison at guantanamo bay before he leaves office? >> absolutely, wolf we are very committed to closing gitmo. consistent with our national security requirements. even after we close that prison there's a separate question again of the facility. we have not discussed shutting down the naval base. the cuban government of course objects to it. we've made clear we'll have differences going forward, as we do in all relationships i'm sure they'll be raising that with us going forward as well. let's talk about this fight against isis and iraq and syria, the u.s. effort to train moderate sir -- apparently that

is not going very well fewer than 100 have actually completed training. others who have completed training have simply abandoned their effort. what's going on? >> there is a number of things going on. first of all we've had an ongoing relationship where we've provided different types of assistance. this specific training program, we want to make sure we are vetting the people we are training so again they're people who share our commitment to a future of syria that rejects isil. i think it's important we be judicious in who we train. let's not forget we have provided support including air dropping of weapons to the syrian kurds who have been fighting against isil in the north. they have had great success. they have pushed isil back. so there are many different partners were seeking to train, equip and support inside the syria. again there'sic a mixed set of results as to how different groups have performed on the battlefield, and have circumstancele through the training presume, but we'll stay

committed, they can work in coordinate with our airpower they can push isil back. the secretary of state is in vienna right now, the iranians will they have to agree to everything you agreed at lusanne in order to reach an agreement? >> yes. there's a lot of speculation about our position. we had a framework there, the president has been clear about his bottom lines. there must be the necessary inspections and transparency to verify that agreement. if we can't reach those bottom lines, there won't be a deal. if we can, that would be good for our security and the security of the world. >> ben rhodes the deputy national security adviser to the president, thanks for joining us. >> thanks wolf. >> and congratulations, i know you worked hard on the opening of diplomatic relations.

and encrypting their messages, so much more difficult for the fbi or others to monitor what's going on. you've heard that as well. >> when they put all the messages out that -- >> that's a public message. >> that's kind of a public message, but then when somebody wants to go to syria, they can get on various applications and communicate in an encrypted manner. the bin laden time of attacks, intergnarl communications international financing, a lot of logistics involved in that and overseeing it and involved in that. bin laden couldn't run those anymore by couriers but these kinds of attack with people at home going to jihadi web sites, there's no control. they don't have to communicate back. all they have to do is order a hunting knife and cut somebody's head off. >> if they do want to

communicate communicate. some of them piece have encrypted techniques. >> we called it back in the business when i was at the agency going black. that is, the ability to do point-to-point encryption between a terrorist in syria and somebody in washington or new york is increasing because the terrorists are obviously reading stuff, like the snowden revelations, but the over-the-counter stuff they can get, it's available to anybody who wants to use the internet is pretty darn good. it's very difficult to follow. some have already sited it's a propaganda win even if nothing happens, because we're talking about it and u.s. officials are raising concerns. >> of course it is if terrorism is terrorizing people then it's succeeding. even the threat of terror if people cancel their vacation which they should not do. they should go about doing their normal business that's a form of victory. >> the fact that it's ocurb during the holy monday of ramadan, if isis says to these young people go out and do it now, you'll be more doubly rewarded in heaven if you go

consumer. this all got started when senator richard blumenthal wrote a her to the department of justice asking them to look into this. of course the concern you have four major airlines controlling more than 80% of the market. so a little uneasyness among some lawmakers, thinking they taking advantage of that. >> what are the airlines saying? have they responded? >> so far we heard back from united as well as american. they do acknowledged they received this letter from the department of justice, and they say they are looking forward to working with them as they move forward with the investigation. you're lookingty statement from united there. still waiting to hear back from a few others. >> so it is possible that passengers here in the united states are paying more than they should be paying because of these allegations? >> that's exactly what they're looking into. that's the possibility here. you're talking about four major airlines that saved prices on

spoke with donald trump a while ago. don, what did he tell you? >> we talked about a lot, wolf everything from macy's dropping him, or him dropping macy's because he send out a press release say he dropped we talked about china and trade. it was a far reaching far ranging interview. we talked about his opponents, jeb bush chris christie but the interesting thing i think that is on most people's minds is the thing that stirred up all this controversy, that's his comments on mexicans and comments on race and immigration. here's what he said about, what he believes are studies, legitimate studies about what he says rapists coming across the border and criminals. here is his reaction. >> well if you look at the statistics of people i didn't say about -- i say the illegal immigrants i said you look at the statistics on rape on crime, on everything coming in

illegally into this country, they're mind-boggling. if you go to fusion you will see a story about 80% of the women coming in you have to take a look at these stories. you know who owns fusion univision. it was in huffington post. i said let me get articles. i heard horrible things. i do a lot of talking with people on the border patrols. i talk to them. don, all you have to do is go to fusion and peck upick up the stories on rape. it is unbelievable when you look at what is going on. all i am doing is telling the truth. >> i have read "the washington post," i read the fusion i read the huffington post. and that's about women being raped, it's not about criminals coming across the border entering the country. >> somebody is doing the raping don, you know. some body is doing it you think it is women being raped. who's doing the raping? >> uh-huh. >> who's doing the raping? how can you say such a thing?

>> he is not backing away from his comments. as a matter of fact doubling down. he truly believes wolf on this particular issue though i tried to make point out there is a distinction in the reporting that the women coming across that's the price for them to -- according to the, those news organizations reporting, that's the price of them coming into this country, not necessarily criminal that are coming into america. >> don, hold on for a moment. i want gloria to weigh in. cnn polls, other polls, he is clearly in second place not only nationally among republicans, but in new hampshire, and iowa as well. so what does that say about the republicans? >> i think the republicans have a big problem on their hand right now. this is kind of the political nightmare the republican national committee wanted to avoid. you have got donald trump now in the sandbox throwing sand at other candidates. like jeb bush and others. once you start throwing that sand others are going to throw it back.

and a lot of candidates now i think are thinking about that. we heard george pataki today take on donald trump. because he disagrees with him on what he called his divisive remarks on immigration, but also because donald trump is suck all the oxygen out of the room. if you are at 2% 1% or losing ground like walker and rubio, i think you start using donald trump as a foil and you start punching back. particularly when you are part of a party that won 27% of the hispanic vote last time around and this is not a way to get hispanic voters back. >> hey, wolf can i respond to something gloria said. >> yeah. >> gloria i asked him. leaders of your party seem to think you are anner to you are a problem. no i have the support of leaders of my party. i am in touch with them all the time. they send me notes. they like i'm in the race. i don't know if that is the reality. that's what he is saying. he talked about other candidates that you talked about.
