if that is in fact the case it would be just a troubling, troubling situation, especially for the individuals who work at that site. i was there in 2013 when police responded to shots fired in that area. and it was quite traumatic. so for this to be happening or the possibility of this happening just two years later, truly troubling. we do know as you see on your screen there, we're getting word that the washington navy yard is on lockdown. but this is all very fluid. this is all very new. it's all coming into us as we speak to you. so as we get more of course we'll speak to you. but again the headline according to our affiliates police responding to a possible active shooter situation at the washington navy yard. >> we're seeing some file footage there of 2013. renee you were there. we know now it was a military

contractor killing 12 people. so many people injured in that incident. we don't know what the scenario is here. this seems to be a situation that is developing rapidly. obviously you recall that day with horror i'm sure because you were there on the ground seeing the aftermath of all that. this is very close to that same building, do we know? >> reporter: we don't have specifics on exactly where on the grounds this may have happened. the only information that we have is that there is a report of an active shooter at the navy yard. it is in that general vicinity. and you know going back to 2013, i remember speaking to someone who actually witnessed the shooting and he explained such graphic details. so i know in speaking to many of those people that it was quite traumatic. you know, you show up for work one day not expecting this sort of situation only to see something like that unfold before your very eyes.

we again don't have any details as far as possible injuries. but we are hearing that law enforcement are making their way or they are on scene after this report of shots fired there at the d.c. navy yard. >> thank you so much. and keep on that. let us know if there's any other developments. we'll be watching it with you. in the meantime we do have other stories to report. there is a shake-up at the clinton correctional facility. it brings in a new warden. we're also learning more from the captured killer david sweat. he claims it was not he and matt his cohort but joyce mitchell who actually wanted to kill her husband in this plot. let's bring in jean casarez she's live outside the prison in dannemora new york. what do we know jean? >> reporter: so much is happening. the body of richard matt is

being transported to buffalo, new york. his family has decided to claim the body. all this while authorities and law enforcement are seeing if they can actually believe what david sweat is saying. and so many changes in the prison behind me. those changes were instituted the day after richard matt and david sweat escaped. this morning a major shake-up behind these prison walls. clinton county correctional assigning a new superintendent along with new rules, including weekly cell wall inspections, random bed checks and new gates placed inside the tunnels inmates richard matt and david sweat used in their brazen escape. meanwhile sweat continued talking to police wednesday. the convicted murderer claiming it was mitchell's idea for the duo to kill her husband lyle after escaping from prison. mitchell's attorney says she denies that allegation. sweat also telling investgators

he had no sexual contact with mitchell, claiming it was matt instead who had the sexual relationship with the prison employee. he and matt found a sledge hammer in the underground passage way, possibly left behind by a construction worker. and they used that tool to break down a brick wall. once on the run sweat told investigators he and matt initially got along. but he grew frustrated matt was physically out of shape. then matt became drinking. sweat says he became so upset they plitsplit up. in the final days sweat pushed ahead getting closer to canada after hearing matt was killed. the former funlt erer fugitive now rekoving from two gunshot wounds to his abdomen. inmates are often shackled in their hospital beds. >> how confident do we feel this

patient is not going to escape from the hospital? i feel very confident. >> reporter: and about those tunnels not only will there be electronic gates now installed but also photographs are being taken on a monthly basis of those tunnels to see if there are any new security risks. we have a new shark attack to report in north carolina which has beach goers on high alert. the victim is now the 7th in the state to be attacked in just the last few weeks. what is behind the sudden rise? and could this scare beachgoers to stay out of the holiday weekend sun? >> reporter: you know authorities tell me the 67-year-old was alert and talking to first responders even though he suffered severe puncture wounds in the area between his hip and his knee. and he also had several bites on his leg. that attack happened in the

outer banks. and it's the 7th to be reported off the coast of north carolina so far this year. the victims of some of the other attacks include a 13-year-old girl and a 16-year-old boy. each of them lost an arm in separate attacks some 90 minutes apart in an area south of here on june 14th. bites have been reported in south carolina and in florida. some experts say that warmer water and drought conditions could be contributing factors. but another big factor is that more people are heading out into the water. and the greater number of people you have in the water the greater the likelihood somebody could run into a shark and have an encounter. it's a busy holiday weekend. we're already seeing people showing up here at wrightsville beach. the best thing people can do if they decide to head out into the walt water is be aware of their surroundings. >> it's such a strange thing to

have to be aware of sharks when you're swimming in waist deep water but it's the new reality. terrorism officials are launching unprecedented efforts to keep americans safe on the july 4th holiday from coast to coast. officials say there is a greater risk of attacks because of isis's growing presence online. >> it's really concerning. security is being boosted across the country because there is skrn among law enforcement this 4th of july compared to years past. not only is isis more aggressive with its social media use, but also it's becoming harder and harder to detect attacks before they happen. the fact that there has been near simultaneous attacks globally. all of this combined has police departments nationwide taking steps to ensure people are safe on this 4 th of july. here's what john miller had to say about that. >> they are following the isis

call. and the isis call as well as that of other terrorist groups has been to use what you have on hand. that means if you can make a bomb you're a bomber. but if you can't, use a gun. if you can't find a gun, use a knife. and if you can't find a knife, use a car. >> reporter: in response police departments like nypd are using more radiation detection devices bomb sniffing dogs closed circuit cameras and monitoring social media as well. just to put this in perspective, so far in year there have been 49 isis related arrests and there are likely more to come. we do have breaking news we want to get to right now. police responding to reports of an active shooter at the washington naval yard. that is the site where 2 years ago 12 people were killed in a mass shooting there. the navy is on lock down. the navy says no incident can be

confirmed as of yet but they also say more to follow. you're looking at live pictures right now of the huge police presence at the navy. jeff what are you seeing? >> reporter: good morning, john. i'm about two blocks or so from the navy yard in the southeast corner of washington. you're right. there is a massive police presence as you can see. some workers in the navy yard told me they were trying to go to work about 20 minutes or so ago and were told they could not enter. unclear if there is an active shooter. that's not been skonconfirmed by police on the scene. but the memories of the 2013 shooting here so vivid in employees' minds. there's heavy fire and ambulance presence, which is a little bit surprising considering there's not much other activity here.

but there is air support overhead. at this hour unclear what is going on inside. but lock down inside the navy yard. scores of people outside sort of watching what the situation is. >> people being told to shelter in place inside the navy yard there. and remember again, two years ago there was that mass shooting there, 12 people killed by someone who turned out to be a contractor after that there were new security measures implemented. remind us what is the navy yard. who works there? what kind of personnel would be present on a regular thursday like this? >> reporter: just to give you sort of a sense of place here, it is in the southeast corner of washington, about a mile or so from the u.s. capital, from capitol hill. but the navy yard is where a lot

of naval employees work. that's where some intelligence activity happens and just other sort of functions of the u.s. navy. this is not the pentagon. this is the navy yard which is a sprawling facility in the southeastç corner of washington. but you're right, those memories of that 2013 shooting with that contractor who was able to enter the building there and we have no idea if it's a similar situation or not. several things have changed since that happened of course in twirtd. 2013. the workers we've been able to speak to so far hearsay they're certainly on edge with that so fresh in their mind. but again we are not sure if it's a similar situation. police quite frankly aren't saying. they're trying to determine exactly what is going on the anything inside. >> looking at the scene outside, we can see swarms of police officers, some look like they're in some form of riot gear.

you had encountered some workers at the navy yard that weren't able to get in. do you have any sense of how many people are inside the navy yard at this point? >> reporter: it's unclear. it's a shift type situation. some people were coming off of their shifts this morning and some were going into work. as really hundreds of workers are coming off the washington metro system on what would be a normal walk to work they are not being allowed in. but we do not know how many workers are inside. but one person i just talked to a few moments ago said this is a 24-hour facility. this is not a normal 9:00 to 5:00 building here. police are clearing some onlookers and media away from this area. we, again, are about three blocks away from the navy yard. and we are being told that we

need to move back a little bit farther here. again no sense of what is going on inside. >> all right. we're going to ask you to stay there and keep working the scene for us. we want to turn to tom fuentes who's one of our experts who can talk about the situation here as best he can with the limited information that's available to all of us. tom, we know that the u.s. navy st is officially tweeting they are on lock down. no information can be confirmed as of yet. that's not a lot to work with but what can with surmise from this? >> i'm sure they're very concerned that somebody came in brought a weapon in and is engaged in shooting other people at the facility. problem with these things is that's very difficult to get accurate information very early. sometimes even if it's a real shooting you'll see a lot of

people start running and witnesses think they can't tell the runners from the actual person that did the shooting. that happened in the navy yard, as you recall. the police were looking for several people that were sited. turned out to only be one shooter. this is very early in terms of trying to get accurate information of whether there's been a shooting how many shooters, what the situation is. >> what complicated things that time in 2013 when a military contractor killed 12 injuring dozens, was the fact that he had an active id and was allowed to be on that base legally. that further complicated that. obviously with the security that is around here there's generally a very large presence of military security naval security here. the response would be very rapid would it not? >> well yes. you would think so. but the problem is that you know they can't do all the searches that they would need to do to make sure it's 100 safe

inside. you know, the people come in. if they have a valid id, whether they're a contractor or navy personnel, they're going to be allowed in generally without their vehicles being searched unless there's some other reason to arouse suspicion on the part of the security guards at the gate. but that's the problem here. and most of our military bases in many cases are like small cities. if they can't to institute that kind of vehicle search they'll have people backed up for ten miles trying to get to work in the morning. >> obviously that's an inconvenience. but there's concern about safety on our military and may value bases around the u.s. tom, we're going to ask you to stand by. >> i want to bring in our own jim sciutto. we know you've just spoken to some folks at the navy jim. can you tell us what the update is? >> reporter: i spoke with the u.s. navy. they confirmed that the navy yard is on lockdown. that there are orders to shelter

in place. they still have not confirm add shooter. they're waiting to do so. but they're taking every precaution in the meantime. you're aware of the level of security right now at u.s. bases around the country in light of threats in isis the july 4th weekend coming up. all bases are at security level bravo, which is two down from the top but still very serious. it means nothing specific but there is a heightened eded level of security. that's meant that everyone has to check their id before going on bases, that more vehicles are being checked. this is something that the secretary was just commenting on yesterday at the pentagon. i was there for a briefing. he said this heightened threat from lone wolves in the u.s. is something they take very seriously. there's no perceived or reported link to terrorism in this case but just describing the level of

concern and awareness and vigilance that they have right now for any sort of threats. they have not confirm added a shooter. >> we know back in 2013 when people were killed it was in building 197. has the navy given you any indication of what area they're focused on at this hour? >> reporter: no they haven't. it's not clear that they know yet. they put the whole navy yard on lockdown. i was there in 2013. i remember the scene, remember speaking to people who responded and people who were involved. it was just a horrible shooting and it showed in a short time how much damage someone can do. so the combination of the current threat just across the u.s. at all military installations plus that history two years ago puts them at a very high level of alert and

vigilance. and it's something that a number of military sfishlofficials in recent days have expressed. >> we're looking at live pictures of a huge police presence around the navy right now in washington, d.c. just to bring people back up to speed, there are reports of an active shooter at the navy yard. the navy says these are not confirmed. they have not confirmed the eded the existence of an active shooter as of yet. more to follow. pamela brown, our justice correspondent joins us right now. you've been working your sources in washington. what are they saying? >> what i can tell you right now is so far nothing has been found. there isn't a confirmation that a shooting has actually occurred. people have been tweeting that calls were made that someone was

seen with a gun. active shooter protocol has been activated. they're going room to room trying to see if there's any validity to this. we know park police have responded as well, fbi, atf on the scene. this is something they're going to take seriously for a lot of reasons and also because of history there. two years ago 12 people were killed in a shooting there. as soon as you hear there could be an active shooter situation at the navy yard specially with all the threats around the 4th of july authorities are taking this very seriously. we're at the stage right now whether it's fluid. there hasn't been an actual confirmed shooting but we are waiting to see what the situation is given the fact this was called in. >> jim are you still with us? >> reporter: i am. >> what security measures have

changed there at the navy yard since 2013? >> reporter: really about -- u.s. installations across the country. this was imposed in the middle of may. so even before the higher alert as we approach the july 4th holiday and that's what they call describing earlier threat level bravo. and then there's delta. delta means there's an attack underway. i'm not aware they've called den eded delta for the navy yard right now. but many of the things they're doing fall under that. and that is shelter in place.

and the kind of police response we've had and that you're seeing out there on those live pictures. >> i want to turn to tom fuentes again. no confirmation tom, has been made of an active shooter. there is a report of an active shooter. there is a possibility that this could have been a hoax. how do law enforcement weed through that, tom? because we know there have been hoaxes called in bomb threats, other threats to both military bases in d.c. even to airlines. how do they wade through the truth from the fiction? >> reporter: well the problem is just like with the airline hoaxes, they have to treat it as if it's the real thing. that's why you see the police swat teams, ambulances arriving. and it may completely be a hoax. first they'll go by who called it in. if it's an anonymous call from a public phone somewhere or a different way that can't be

traced back that might be a clue that it's fictitious rather than if it's coming off a phone line in the navy yard there calling it in. so that's first of all a clue. academy and second of all when they check the premises and find nothing nothing to indicate that it's real at some point they'll get the idea. in the meantime they have to treat it as real. and all of the response that's required. >> is it also another clue to us that they haven't said anything? they're being very tight lipped about the investigation now. there's not much being said other than the fact that the navy has announced they are on lockdown. they're asking people on base to shelter in place. >> reporter: they can't say what they can't be aware of. that's the problem is that they don't know the facts. as you've seen in so many of these cases, what the initial information is turns out to be

false. the last time at the navy yard witnesses said they saw two shooters leaving the seen. and it turned out the actual shooter was already dead at the scene. when shots get fired no matter where it's at -- we saw this with the d.c. sniper -- when shots are fired people flee. and lots of times witnesses describe them as being the shooter when they're just normal citizens or employees trying to get away from the shots. >> with the threat level somewhat enhanced and the security level at that military base ahead of the 4th of jul,y, as you mentioned all of the threats have to be taken very seriously. but there's a certain element out there looking to take advantage and cause undue fear. >> reporter: that's true. if somebody phoned this in and it's a false threat that's what they see.

they're sitting at home laughing watching television watching everything scramble like a little kid pulling the fire a alarm in a school. it's unfortunate that we have people in our society from little kids all the way up to deranged adults that pull these kind of pranks, if it's a prank. it's too early to know one way or the other. usually the first information out is false. >> that's the part we've known in our coverage of breaking news these stories are so fluid and they change minute by minute and advance. we want to take caution with that and only report what we know. right now we know the naval yard is on lockdown. there is a gigantic police and fire presence there. tom, obviously this is going to be one of those situations they want to be extra careful given the history of september 16th 2013 when a military contractor

killed 12 people injuring over a dozen more. extra scrutiny will be paid here today will it not? >> reporter: it will. especially with the lockdown it's already in place as far as today is concerned. as i mentioned the difficulty for military bases is the kind of security that would be very strict in terms of searching every car that comes in would then make it almost impossible for them to have a normal workday and do business. it would take hours to get the employees through the gate in the first place. that's why they rely on checking ids ands and looking for anything else that might be out of place or suspicious. if you're looking for a contractor who has badging credentials to get on base and they do it's going to be very difficult to get it in advance. >> the washington navy yard is on lockdown at this moment people inside being told to shelter in place. our reporters say police were

called for a report with a man with a gun in the facility. the navy says they are investigating. but as of now they cannot confirm those reports. it's possible they can't confirm them because they're frankly not true. but as you see right now a huge police presence huge law enforcement presence. jeff is nearby on the scene. what are you seeing? >> reporter: you can see just a couple blocks behind me here on m street in washington southeast that's the navy yard behind me in the distance there. you're right a massive police presence of metropolitan police department as well as park police and other agencies. we still do not know what's going on inside if anything. but there is a shelter in place, a lockdown inside. this is happening as scores of morning workers were preparing to come here to work. and they have effectively been stopped here on the sidewalk. something is happening and we're not able to get any closer than

this right now. workers remind us this is a 24-hour facility. this happened at least an hour ago at this point. so we've not gotten much more new information at this point. there is no threat outside, john. people are standing just a couple blocks away. so whatever is going on seems to be secure inside. the first call came in around 7:40 a.m. it's about 45 or 50 minutes ago. you can just see how large the police presence got very very quickly there. again, we're seeing police. we're seeing firefighter ers outside. any sense on who is inside right now spearheading this investigation? >> reporter: no sense of who is doing that. we're trying to get a better sense of that by talking so tom commanders here on the scene. there is a police presence. there is a security presence. this is a military installation

so there is high security especially in light of what happened in 2013 here that shooting that is just so fresh in the mind of everyone here. i can tell you, john out of the camera view here you can see there are ambulances and other police that seem to be sort of staging waiting if they are needed, if anything is needed here. a bit of -- i would say not a panic out here at all. there's just a bit of confusion as to what is going on inside. and we're trying to get a better sense of that right now. >> jeff i know you've had a chance to talk to some people who were supposed to be reporting to work at the navy yard this morning but were told not to go into the building because of this possible active shooter scene. did you hear any reports of gunshots heard? >> reporter: no i did not. i've been on the scene for about 30 minutes or so and talking to several workers who were trying

to get in and they did not have a sense of if there were gunshots. i have not talked to any witnesses if you will who have seen that. the people on the outside were in fact trying to get to work. you know, the beginning of a weekend a long weekend holiday here. that of course is on their mind. but there seems to be a bit of a briefing going on here just not too far from me. so i may dip out of this and go check in on that. >> go work those sources, work that scene. >> we want to bring in congressman on the homeland security committee. he joins us now from laredo texas. you're just getting reports of what is going on at the navy yard. what are your hearing? >> the u.s. capital police sent a notice that there are reports of an active shooter. that's actually my neighborhood where i live in washington, d.c.

so again let them investigate. we don't know if it's for sure or not. but again since it happened just a couple years ago i can understand what we had to make sure that we take all precautions. but it's unfortunately the new era that we live in. we see situations like this. we've got to prevent as much as we can. it's those type of situations we've been seeing lately. >> we're looking at a massive response as far as the eye can see down the street that we're looking at there are police cars, there are ambulances. is this the kind of response that would be called if there was just a phone call in with a threat? or does this tell you that because the navy yard is on lockdown and there's a shelter in place directive, that they did hear something more? >> well you know i don't think just a simple phone call is going to get that unless they have a little bit more than

that. again i'd rather this this type of response than just say, oh, somebody's crying wolf and we don't react. that just shows that our men and women are reacting to situations that again, might be false. it might not be true. but again, i'd rather have them react the way they're reaktding ingreacting just in case. >> we're getting word that pennsylvania avenue and lafayette park are now closed to tourists. jim acosta is telling us he's seen stepped up security around the white house at this time. you have to imagine that is standard operatng procedure when there is a security threat being investigated in the washington, d.c. area right now. all we know right now is there is a threat being investigated reports of shooting in the navy yard. the navy right now asserting there are no confirmed reports of a shooting as of now, but they are investigating. congressmen i wonder if you

could talk about what lessons have been learned since the sloot shooting there two years ago. a dozen people were killed on that scene where we're looking at live pictures right now. the issue then was security clearance contractors who were let on the ground there without being screened as thoroughly as they should be. >> certainly we've seen that it's not only the folks, the terrorists, the folks that might commit these type of situations but sometimes even folks that we have cleared and maybe not properly vetted and continuously vetted on this. or sometimes there might be a mental illness. but this just shows you that when somebody wants to cause harm all they have to do is just make it right one time just get through one time. for law enforcement or for the folks that have to security it they have to be right 100% of the time. it's a harder job, but that shows you the good work that our

men and women are doing. that shows you also the difficulty that they have. and this shows you also the role that our citizens play by the they see something suspicious they have to report it. and we all have to be part of you know, this type of vigilance to make sure that we provide the eyes and ears if we see something. >> we're looking at that vigilance right now on the streets. a huge police presence reporting to -- responding to reports of an active shooter at the naval yard. the navy says those reports as of now unconfirmed. >> we want to turn to somebody who was right inside when all this wednesday down. we have lieutenant commander scott williams with us right now. what went on? what did you hear? what happened? >> well actually it was like any other morning. a colleague of mine jordan rogers came over just to talk to

me. and about that time we just heard someone yell get out of the building stay away from the cafeteria. and because he and i had both been here in september of 2013 when the first shooting went down we took shelter right in our boss's office actually and pretty much blockaded ourselves in there. and that was the last we heard of anything. unlike last time you know we didn't hear any gunshots or the anything like that. >> you did not hear gunshots but you heard someone shout out to stay away from the cafeteria? was there a rush a hustle a struggle? did you see anything visually that pointed to trouble? >> no. we didn't see any struggling or anything like that. we heard someone scream get out of the building stay away from the cafeteria and we saw everyone running for the kpitds

or -- exits or adjoining offices. we weren't near an exit so we just sheltered in the offense. and that was the last we saw. there was no struggle or anything like that just everyone running to get to an exit. >> was there any mention of a weapon? >> no not from what we could hear. there was no mention of a gunshot near the cafeteria or anything like that no mention of anything like that. just get out of the building stay away from the cafeteria and that's when we took shelter. >> what happened then? did law enforcement respond immediately? >> absolutely. i thought the response from law enforcement was great. i mean obviously within minutes we saw police cars driving up. we could see outside the window police cars driving up. and then we were out of the building within half an hour of when we took shelter, you know so the police response, i thought, from the first time --

i thought the police response was great. they got us out of there and they got us out of there safe. >> so they escorted you out of the building. did they have guns drawn? set the stage for us there. >> they were definitely in a defensive posture where they had their weapons drown and they were making us identify ourselves in the rooms and stuff like that. and you know so they were -- there definitely was something going on but nothing that we could see. we were staying low to the ground as they were escorting us out with their hands up. there was definitely something going on. they were definitely in a defensive posture in case something was going to happen. >> you were there in 2013. correct me if i'm wrong, is this the same building that shooting happened in building 197? >> yes, it is. yes, it is unfortunately. >> what is happening there right

now? >> when i look behind me pretty much a mirror image of what it was back in 2013. it's almost identical. and brings back a lot of painful memories. it's kind of hard. >> i can imagine that is sir. i think so many of us are sort of struggling with the fact this is the same building it's the navy yard it's an active shooter potentially on the navy yard premises there. have you noticed there has been a lot of change since that happened in 2013 in procedures and protocols surrounding security? >> absolutely. we were doing drills now, active shooter drills. and i will say that based on the police response it's obvious that they've been practicing coordination between the different agencies and that they really knew what they were doing. i mean they had great communication and you can definitely tell that things have changed since the last shooting.

>> lieutenant commander scott williams telling us that he and other colleagues heard someone say, stay away get out of the cafeteria get out of the building, but not saying they heard gunshots or saw a gun. he is now in a safe place while law enforcement investigates what went on here. >> pamela brown, you have some new information to share. >> so we're learning a little bit more about what initially elicited this response. apparently there was a phone call placed to 911. someone said there was a shooting on the second floor of the building on the navy yard. law enforcement were made aware and the active shooter protocol was immediately activated. this is a place we've seen an active shooter situation before so police didn't want to take any risks here. they have searched the building here. so far we're being told nothing has been found and no one has been shot.

>> building 197. >> we believe building 197 where the previous shooting happened. so building 197. and we know they have gone through that building going room to room. so far, though they have not found anything. no one has been shot. but i can just tell you given the history of the navy yard given the fact that we're right around the 4th of july holiday, the threat level is significantly high. authorities don't want to take any chances here. they want to bring out everything they can to ensure that it's a safe situation. the scene obviously as we see hasn't been cleared yet. it's still an active situation as far as them searching, going room to room. right now we're being told nothing has been found and this apparently began with a phone call placed to 911. >> was that person able to ascertain if that phone call came from on the base? >> we're not sure yet. it's difficult to immediately know where the phone call was coming from. we saw that with bomb threated

called in recently against airplanes and the white house press briefing room. authorities didn't know where that phone call was coming from. again, they determined that was a hoax. we haven't been able to determine that in this case because authorities aren't ready to come to any sort of conclusion as they try to figure out why that phone call was made. so far no one has been shot nothing has been found. >> you're looking at the enormous police response. unconfirmed report of an active shooter. they've found no sign yet of an active shooter, no sign of injuries, no signs of shots fired right now. but enormous police presence around the washington navy yard right now. and the response st being felt beyond the navy yard all over the city of washington. i want to go to jim acosta. precautions are being taken right where you are right now. >> reporter: that's right.

pennsylvania avenue which is a pedestrian plaza right in front of the white house and lafayette park they've both been shut down right now as a precautionary measure. this is standard when something like this happens, this incident that's under investigation over at the navy yard. from what we understand from talking to the law enforcement official, there is nothing to be worried about over here at the white house. they're not investigating something over here. but as a standard precautionary measure they have shut this area down to traffic. walking behind me those are white house officials, hard pass holders as we call them here at the white house, people who have press passes and so forth can get into this area. but tourists cannot get into this area. as you know with the july 4th holiday coming up this weekend, this is a very big tourist destination. yellow tape on both 17th street and 15th street these are the

we are following breaks news for you. this is the scene outside the u.s. navy yard. as you can see, a massive police presence, because at about 7:40 this morning according to the "washington post" a 911 call came in saying there was a shooter inside the navy yard. at that point the active shooter protocol went into place at the u.s. navy yard though there was no confirmation. still they have security measures. what they did was tell everyone to be on lockdown and shelter in place. what the 911 call claimed was that this was a shooter on the second floor. our justice correspondent have told us there have been many buildings there searched including 197. that was significant because

that was the scene otf the shooting there that turned out to be a massacre back in 2013. reportedly all those builds have been searched and nothing has been found. they are not clearing the scene yet. there are still police inside and they are still searching. we want to bring in right now an eyewitness. his name is jordan rogers. jordan, can you hear us? jordan, tell us where you are this morning and what happened. >> i was on the second floor this morning talking with my colleague lieutenant commander williams. we had just gotten back from travel. and 7:40 someone came up on the floor yelling to get out of the build building, stay away from the cafeteria. unfortunately this is not the first time we've gone through this. scott and i ran to the nearest office, locked ourselves in. after about a half hour police

came and got us. it was pretty much the same thing as happened a couple years ago. i think the response has been a lot better so far. >> jordan, we have a picture right now of your evacuating with your colleagues there. you have your hands up. what were you told when you were leaving the building? >> i think it's pretty standard protocol to keep your hands up don't make any sudden movements, stay close to the person in front of you. in any situation, they're not sure who it is that might be around. and you just follow directions of the police and law enforcement around us. >> when you say it was 7:30 or 7:40 and someone was yelling to you stay away from the cafeteria, you know take cover, who was yelling that? >> i'm not sure who she was. it was a woman i assume that's in our office or at least on our floor. but i didn't get a chance to see her. i started running.

>> you heard that woman from the woman. did you hear any gunshots? >> no i did not not. >> you didn't hear gunshots throughout this entire all while you were sheltering in place for 30 minutes either? >> no no. we didn't hear any gunshots. >> you said unfortunately you've lived through this before and you mean what happened in 2013. what was the situation that day? >> the situation that day was pretty similar to today and how everybody reacted. you know unfortunately, i was on the third floor pretty near where a lot of the action went down. i spent a couple more hours in the office with my coworkers once again locked in a room. the evacuation was the same. it just took a while longer. i think the training obviously shows that everyone's been going through since then. didn't take us that long to get

out of the building this time. >> what a traumatic deja vu for you to have to live through again. what has changed in terms of security that you have to go through? >> i think the command has done a much better job as far as you know the level of security that's on the base. i think that the -- all the civilian and military workers are much better trained. everyone is of course more vigilant. nobody wants something like this to happen again. i think probably a lot of people were able to run for the exits. and those that weren't, had offices that they were able to go and lock themselves into. >> is it your impression that all of the workers like yourself, civilian and otherwise that they are now out of the navy yard at this hour? >> it's a big building with a lot of office spaces.

i think there are definitely some people that are still inside. i know a couple of my friends that i've chatted with since this morning told me that they're still in their rooms waiting to get out. >> is that right? what are they telling you? >> they're not really saying much either. i don't think there's much to hear. i haven't heard anything about shots fired or anything like that. they're just waiting to get out. >> how many people work do you know inside the u.s. navy yard on any given morning? >> the navy yard itself i'm not sure. i know in building 197 it's probably a few thousand. >> jordan this is how scary for you,just watching again you having to evacuate. what have been told now that you're outside? who is coordinating and telling all of you who have been evacuated what to do now? >> we have local coordination from our program manager, our

captain. he's been e-mailing everybody making sure that everybody's outside and safe or at least accounted for whether they're at home or not. we have a general e-mail system that gives us warnings whether we should shelter in place, whether it's okay to not do that anymore. and we haven't really gotten any specific information as to what the issue has been on the yard. >> and last jordan when you were told to shelter in place, around when you were doing that for half an hour what was going through your head this morning? >> i mean it was a similar feeling to last time kind of a not again sort of thing. we tried to make ourselves as prepared as possible, barricaded the door look for anything we could use as a weapon in case someone tried to come in. we found a hammer and a screwdriver. think about what you would do if someone were to actually come into your office which is not a good thought. but unfortunately we were forced

floor. they have found in evidence of a shooting. no one has been shot that they've found thus far. what we know is this all started with a 911 call this morning. someone called and said there was a shooting on the second floor of building 197, which is the same building where the shooting happened a couple of years ago where 12 people were shot and killed. so immediately the mpd, park police, fbi, atf, all of these different law enforcement agencies converged on the area. they have taken this very seriously. evan perez is on the ground here. he says those same people are telling him that they didn't hear any gunshots this time around, which i think is a piece of the puzzle here. >> it is. we've spoken to a few witnesses there. no one we've spoken to says

they've heard shots fired or seen a weapon. pamela, stand by for one second. jeff what are you seeing right now? >> reporter: just about the same. i mean you can still see a massive police presence. it's not really grown over the last hour or so but it certainly has not diminished either. they are still inside focusing on what happened. the witnesses we are talking to no one i've spoken to or evan perez has spoken to have heard reports of shots fired inside. that's not to say is there weren't, but no one has seen it here. one of the workers i talked to said this is such a large facility they are perhaps going room by room by room sort of door to door to door to figure out what's going on inside. they may have located the person who actually called 911. one report is saying they know
