morning, michaela. millions of americans set to travel this holiday weekend. they will make sure everyone has a safe and secure fourth of july. >> they are reaching out on social media telling people it's the holiday, we ought to kill people. >> reporter: police and fbi on heightened alert as nearly 42 million people will travel this holiday weekend, according to aaa, the most in eight years. this, ahmed social media chatter and calls to strike in the west. >> i don't think they are capable of a large scale attack. certainly an attack that could kill maim or wound hundreds of people. >> reporter: police departments in los angeles, philadelphia boston and atlanta tightening up security measures. >> they are seeking to be creative proactive. the name of the game is to prevent it. >> reporter: at the washington

mall they are preparing for all possibilities. new york city taking the greatest measures in years. hundreds of boaters will be watching the fireworks. spotters will be inside the crowds and 100 mobile cameras will capture the activities on land and in the air. >> there's no credible event to this event in new york city or elsewhere. our operating premise is we are the target in new york city all the time. >> reporter: on thursday within minutes of the first reported shots fired inside washington's naval yard the entire complex was locked down as hundreds of police s.w.a.t. teams and federal investigators swarmed the scene, blocking streets as helicopters hovered overhead. the threat a false alarm, but reveals law enforcement is at the ready this holiday weekend. >> bring your family have a

down. hundreds of police responded. this prompted a boost in security at the capitol and also the white house. pennsylvania avenue shut down. white house tours canceled. three hours went by as police pain stakingly went through the building floor by floor. it turned out to be nothing. the d.c. police chief says this routine showed how prepared the city is going into the holiday weekend. >> we are aware of what's you know the discussion and chatter is around the fourth of july events and the threats. we take those into account. we change our tactics, but never lower our posture. we maintain a high posture. >> this comes at a time when there is increased security at the white house, not related to the terrorist threat. they installed large, steel spikes at the white house to prevent fence jumpers. >> thanks so much. a new report whether or not

prison officials could have been tipped off about the escape plans of the cold-blooded killers. richard matt sent a letter to his daughter before the breakout saying he would see her on the outside. this led police to end up shooting and killing richard matt. jean casarez live outside the clinton facility. good morning, jean. >> reporter: that letter was received by his daughter on june 9th after the escape. but it was written and sent before the escape. a law enforcement source went to the buffalo news. when she got the letter she went to authorities. we want to show important quotes. one is i always promised you i would see you on the outside. i'm a man of my word. we do understand according to the newspaper, she had security during the time her father was

loose. they also talk about that joyce mitchell actually communicated with her while her father was in clinton, telling her how he was and his health issues and cnn was told by the district attorney andrew wiley, there was at least one phone call on the cell phone of the daughter during the time they were loose. that is new information. we are learning information from the u.s. customs and border patrol about what happened when their tactical unit surrounded richard matt one week ago this afternoon. as you remember they flew in on a helicopter after it was alerted there were shots fired in the area. they were doing a ground search they found richard matt. he was laying down. there was a .20 gauge shotgun by his side. we now know when they told him to surrender, he pointed the gun at them. that is why they shot him three times. back to you. >> jean thank you for that. the miss usa pageant has

gentlemen, great to have you here. so this sounds like more than just a general warning because the fbi and department of homeland security say our warning of potential attacks against law enforcement and the military. do you think they have something specific? >> sounds like a general wording to me. we have uncertainty bias. for years, we understood the al qaeda target. we had a 15-round heavyweight battle with them and got some level of understanding about how they operated. this new isis phenomenon this crowd sources where you put out tweets tens of thousands of followers has people in my old job and people at the cia and fbi concerned. you don't have intelligence that can target people in washington and new york. >> they are specifically warning the military and law enforcement? >> they targeted military law enforcement because they are

viewed as legitimate targets other than standard civilians. >> tom, what are your sources telling you? >> this is being a little bit overhyped. the warnings they are getting are the constant you know statements being made by isis to go kill go attack drive people run them over with your car, stab them with your knife, cut their heads off, shoot them. it's a constant drum beat coming out of isis media. there are people all over the world that listen to that on an almost daily basis and somewhere in the world go attack. we saw that last week in three continents. so that's the concern that there's somebody sitting at home listening to that watching that on the internet that will get fired up and go out and do something. this is not an increase in that kind of chatter from isis. certainly, they can't read people's minds. if there is some individual or one or two people out there that

something could happen. >> let me put it this way. something could happen today, tomorrow next week next month, the month after that. we can stay in a state of heightened alert and wait and who knows? but, the problem is that what we consider a major attack is really if one person takes a butcher knife out of his kitchen, goes out and stabs somebody and cuts their head off, it's amajor isis attack. that's the fear we have and the fear we are talking about. because isis keeps putting out these messages and people are following the messages that's the concern. what phil and i talked about is that we are not, you know expecting to see anything along the lines of a 9/11 again because that takes international commanding control, communication, financing, training selection of the %-ppeople. there's so many people involved in something like that that were

33% in the latest iowa poll. that is a big change from may when he was 45 points down in the race. he's made up ground there. he's got $15 million in the bank. that's not bad. >> not only is it not bad, equated to hillary clinton's $45 million in the bank apples to apples that 15 million is equivalent of 30 million of hillarys because he has such a low overhead. there is an authentic, progressive surge that is happening. by the way, it's not just happening, he had to switch venues no multiple states to get bigger and bigger. people on the left are thirsty for someone is going to speak their language they don't have to go with here is your conditioned, hillary clinton. >> there's a genuine progressive movement that sees him as a champion and truth teller.

this is a fascinating character that could be an x-factor. >> scott walker july 13th is when he will enter the race like so many others who waited after they were running for some months. what does he bring and has his brand been tarnished over the last few weeks? six weeks ago, he was flying high. now people are saying hold on. >> his numbers were higher. he was flying high before he announced. if he's going to announce in two weeks, he has lost peak fund raising days when he was leading the pack early before he could capitalize on the high percentage points. look i think his brand is tarnished. there are people who are deeply disappointed by his response to this marriage decision. >> he's calling for a constitutional amendment. >> he is making a play for iowa.

so did richard matt reveal his plans to break out of prison before he emerged from a manhole in up state new york? the buffalo news reports matt sent a letter to his daughter before he broke out, see you on the outside. did prison officials miss another opportunity to uncover this prison break? jeff dumas is with us. he worked at clinton correctional facility. let me read part of the letter. this is to his daughter i always promised you i would see you on the outside. he went on to say, i'm a man of my word. what was the process at clinton correctional? were the letters read or screened? should someone have seen this? >> no, with 3,000 inmates at

that facility alone, not all letters are read. there's a bit of privacy. he could have mailed it to her easily. if she got it and thought there was a legitimate escape attempt or he alluded to it if she would have brought it to the authorities, it would have went to the inspector general's office and they would have conducted a deeper investigation into his mail his phone calls, that kind of thing. >> she didn't get it until he already broke out. at that point, she did alert authorities, but it was too late. you didn't screen everyone's letters. what prisoners would have their letter's screened? >> we are going to go with the high risk inmates, the one that is are high level gang members, escaped in the past from our facilities. the one that is like to traffic

drugs or have been caught in the past. those are going to be screened to a point. again, with the amount of mail coming in there's no way to screen each and every single one. you can't read you cannot possibly read all that material. they will be opened up make sure there's no contraband no drugs, no razor blades. to read every word is impossible. >> it's interesting. he's a vicious killer on the outside. a dismemberer on the outside. on the inside he made it to the honor block. what you are saying is perhaps his behavior is exemplary and gave him the right to write things that may be suspicious to friends and family on the outside. >> correct. you have to understand yeah he is a killer he did dismember a body but we have 3,000 of the same type of individuals there. you know what i mean?

he doesn't stand out because of his crime. we have other individuals that killed ten, 15 people. we have individuals that have dismembered a body and carried around a head in a bowling ball bag for a week. you can't weigh that. he did have good behavior more than six months and he was allowed on the honor block. again, what he writes to family or friends, if it is found by them before the attempt, that would have been great. but, the timing wasn't good for us. >> let's talk about the changes taking place at clinton correctional. some of the new security regulations. weekly cell wall inspections. bed checks at random intervals. tool boxes will be kept in restricted areas. the list goes on. they sound like nice measures. they sound like measure that is should have been in place already. >> especially the tool boxes.

they should have never been in there. if a contractor is going to use a tool use it during the day and take it outside the prison wall. there's no excuse to have it inside. again, that's an administrative decision. on most of the changes, you don't see changes with the liberties of the inmates. new york state came out on wednesday and stated the honor blocks are not eliminated they are just suspended. they have already started to change their verbatim as far as what they are going to do against the liberties that the inmates have. that's very crucial to security. when you give these inmates that much time out of their cells and the environment, it's not good for security. >> what do you think the atmosphere is like for the workers still up there now? i was speaking to a reporter saying there's an atmosphere of fear people taking early retirements.

>> thank you so much. it's an honor to be here today. >> i know this is something that has gotten you fired up. i'm going to read your instagram post in a second. the big news is the pageant has a new home on the reelz channel. let me read to you what the statement is from the ceo. the decision on part of reelz to acquire the rights was based on the belief this special event is an integral part of american tradition. he was on the air talking about the fact he does not agree with what donald trump said. do you think it was the right move to move it to a new broadcast home? >> during this controversy, i must say, my heart did go out with the contestants that are now in louisiana competing for the title of miss usa. these girls have worked hard to earn their titles. they are telecast for just an hour or two, but what they do leading up to that moment is up credible. they do charity work and

volunteer work and stand-up for social causes. they were stuck in the middle of all of this controversy due to one individual's view. i'm glad that they will have that platform to continue the miss usa tradition. >> you are very passionate in the post you posted on instagram. i want to read a little of that. you said when you belittled the people of the country for the sake of a vote or applause, you acted in an unjustly manner. further, you will negate girls and you are robbing them. if i am a rapist by the fact of being mexican, what do these actions speak of you? are you expecting to get a reaction from mr. trump? >> you know not necessarily. the reason why i wrote that and i posted it was not to get a reaction. i think this is something that is bigger than me. i think this is something that i wanted to do to address discrimination and to address the dangerous rhetoric that

donald trump is utilizing. he is running for presidential candidacy. i think it's extremely dangerous to generalize a population and attribute such hateful comments to them. i think it is important, yes, to address international relations and your policies on immigration. that has been done for years. however, people are not going to subscribe to discrimination and hateful comments especially not at the expense of a population of a nation of a culture. >> if you -- let's play with time for a bit. say you were representing colorado right now instead of in 2012 would you -- how would you feel then if donald trump had made these comments? would you speak up? would you participate? >> right. i think it's easy to say that i would act in a certain way or not appear or decide not to

compete in miss usa but, the more i think of it the more important i know it is to voice my opinion. i have always felt this way. i have always felt that it is very dangerous to use hateful comments and proliferate racial comments. i would stand-up and say what i am today. it is important to do so in an educated manner. i don't know why it would be difficult to encourage this kind of public conversation. i would definitely -- >> let me ask you about the future of the pageant. it may have a new broadcast tone. the judges the co-hosts some of the performers backed out. what do you think is pageant is going to look like this year? >> you know, i think this is a critical time to re-evaluate the association that the miss universe association has with donald trump. i think the miss universe
