the reports of a shooting had much to do about nothing. we are live this morning in washington after a tense day yesterday. >> reporter: it was a tense day. the response michaela was huge and quick and underscores how on edge authorities are going into the holiday weekend, treating every threat seriously. thursday morning, it started to unfold as a woman inside the navy yard dialed 911 and reported what she thought was a gunshot. within minutes, the building on lockdown. hundreds of police responded. it boosted a security increase at the capitol and at the white house, pennsylvania avenue quickly shut down. white house tours, at that time canceled. three hours went by as police pain stakingly went floor by floor, room by room at the navy yard to search the building. that ended up to be nothing. the d.c. police said that shows the city is ready going into the holiday weekend. >> we are aware of what you

but it was written and sent before. in the letter he says i'm going to see you on the outside. i made you a promise, i'm going to stick with it. that is a new development. there's changes going on at the prison behind me. we want to show everybody, at this point, 13 employees were put on paid administrative leave. the cells in the prison are now inspected weekly by senior staff and the tunnels are inspected monthly, random checks of cells and the honor block that inmates work their years for has been eliminated. getting more information on those employees put on administrative leave. some were correctional officers not not, some at various levels of security. i spoke to a corrections officer on his way to work today. anonymously, of course he would not give me his name. he said that those that have been placed on administrative

of homeland security under president bush. what are your contacts telling you? >> they are concerns this morning. what we have here is not only a major holiday weekend, a very important holiday for america, we have ramadan going on and isis trying to recruit lone wolves to inspire attacks around the country. i think what we are seeing from the fbi is more on ground immediate, early arrests. definitely heightened surveillance and quick arrests. this is some of the biggest surveillance and a threat management we have seen since close to 9/11. >> you say that's the thing that tipped you off that this was actually serious. this was more than the usual level of threat when you saw the fbi setting up command centers. what does that mean? >> that's exactly right. certainly after 9/11 for every major holiday, law enforcement is always on alert.

terrorists like those holidays. they know they are important to americans. now, with the command centers around the country and certainly with the attacks we have seen overseas it's a sign something more is going on. we have to be extra careful and pay close attention. >> michael, ramadan, that's a holy month. why are we more concerned? >> every terrorist organization including isis comes out with a statement. this is the time they have to earn their glory. last year, the leader of isis in his first sermon from the mosque said exactly that. a few days ago, a few weeks ago, the spokesman of isis came out and said this is the time to get fire. there's nothing out of the ordinary. the problem is one terrorist attack interrupted by isis every month. i mean inspired.

"the new york times" did a ser va on survey on this. it's been 15 years since 9/11. a lot of people meant to keep us safe in new york the fbi and nypd they haven't had a break since 9/11. they are doing it every year. it's not just fourth of july it's christmas, thanksgiving all major american holidays. there's a lot of -- >> fatigue? >> fatigue and wear and tear and a sense of what if we miss this aspect or that aspect. with terrorism, it's the old line the i.r.a. used after they tried to blow up margaret thatcher. you have to be lucky all the time we only have to be lucky once. >> do you see fatigue or new props of trainees coming in and getting prepared? >> there are new trainees coming in and getting prepared. fatigue is a problem for the

public and private sector. those hosting events those that own stadiums and doing security. it's really really important that during this holiday weekend they are on their top game and they have the best security officials and thinking through their emergency response plans. sometimes during holidays even security professionals want to take a holiday. this is not one to miss. they want to be focused and look at every threat. if you see something, say something. dhs has that exactly right. sometimes americans looking and thinking of things prevented some of the biggest attacks we have seen. >> michael, right now it's different this weekend than years past because they are not necessarily looking for the spectacular al qaeda style attack or even the igniting of a sleeper cell. now, they are worried about one guy, one lone wolf somewhere. >> look pressure cooker bombs are a big thing, from the boston

it has been one week since richard matt was shot and killed on the run after escaping an upstate new york prison. we are learning new, amazing details. the buffalo news reports matt sent a letter to his daughter before he broke out, alluding to his escape. should prison officials have known about this letter ahead of time? with us to discuss this morning, ed gavin, the former deputy

warden. thank you for being with us. let me read you a little bit about what the letter said. again, richard matt sent it to his daughter. i always promised you i would see you on the outside. i'm a man of my word. so we read that now. it certainly reads as if he's telegraphing something i'm about to see you on the outside. what are the policies in new york prisons on screening letters going to friends and family on the outside? >> generally, outgoing mail isn't screened. >> outgoing mail is not screened? >> no. unless there's a circumstance where the inmate is involved in a criminal conspiracy. 15 years ago, i was a deputy warden i developed information that an inmate was going to kill his parole officer because she violated him. i reported it to the district

attorney. we got up on the stones and mail. working with inmate informants and people on the street we were able to get a conviction for a conspiracy to commit murder. >> there's no right to privacy. the inmates mail could be screened. >> that's incoming mail. generally, the incoming mail the assigned officer opens the mail and not necessarily read it. you don't read correspondance. if there's money, put it in their commissary. but, generally, without a court order, you don't read inmates mail. wouldn't happen especially in a place like clinton with 3,000 inmates. too many. >> there's too many. >> outgoing mail is not read. >> to see an inmate was sending

a letter like that how does it make you feel? >> it shows he was planning his escape. i would like to know when what was the postmark? >> day before. >> it speaks for itself. >> clinton is going to change their policy how often they do bed checks and how often they check their tunnels. i spoke to a guy that did time. he said the changes, while they are in place and may work for a while, they won't stick. sooner or later, nerinertia is going to set in and things go baa to how they were. >> you have to make the changes and officers have to follow the policy. when they engage in undue unfamiliarity. when the officer brings in contraband they need to be fired. dating myself i'm going back to

1993, i'm working in manhattan, i come out of post see a correction officer with an inmate. the inmate is eating a quarter pounder with cheese french fries and a coke. i suspended him on the spot. he was transferred to another unit. looking back on that now, i think he should have been fired. bringing in a sandwich today is a gun tomorrow. zero tolerance. it's time to look at this seriously. around the nation locally, state and let's make changes. fire these people. >> they say, look this is a way we get snitches and develop relationships on the inside. we are hearing from corrections officers saying look we are looking over our shoulders right now. we can't do the jobs we need to do because we are too nervous about being watched. >> let me be clear. they should not bring in items not provided by the facility for the inmates, period. >> no matter what it is?

security ramping up this fourth of july weekend. the department of homeland security and the fbi alerting authorities across the country to be extra individual lent. a senior member of the homeland security said this is the highest level of concern since 9/11. but, officials say they are not aware of specific threats. richard matt wrote a letter to his daughter saying he would see her on the outside. the buffalo news says matt sent that letter from prison and she received it three days after the pair broke out. there's no indication she knew about theess cape in advance. the border patrol officer fired after matt pointed a gun at him.

campaign they know they need to work it. if he had gone out and given a regular economic policy address, we wouldn't be talking about it. the idea he's giving an interesting speech trying to broaden it for the republicans is a good move. when you talk to policy advisers the reason they joined his campaign which is going to be tough, is because he's willing to take interesting ideas, especially on economic policy and put it in place. >> a lot of democrats saying don't believe him. he's dead right, republicans do need to improve their standing in this community. when a candidate tries, even if you want to go back and say where were you a year or two ago, if it's a legitimate effort give them a chance. >> it sounded legitimate. that was a profound message and he sounded sincere. i'm sure you will analyze all of that this weekend. watch john king break down all the best political news of the week every sunday 8:30 a.m. eastern. see you then john.

i started yelling, shark shark and punching the shark. >> ten shark attacks in two months along the coast of the carolinas. it's causeing concern for the holiday weekend. should beach goers be taking extra precaution? george is director of the florida program, the guy to talk about all of this. first of all, what is up with all these attacks? are the attacks on the rise george are is this nature taking its natural course? >> well michaela it's a bit of both. certainly mother nature is the bottom line on all of this and we need to remember that. but in north carolina we have a larger number in a smaller period of time than we have ever had in that area.

it's definitely an area of concern there. the big picture, we are not under siege. >> what is happening along the coast of the carolinas? >> it's a perfect storm of variables that i think are contributing. we know of some of them and others we don't know, we will call them the x-factors. some we know higher water temperatures plenty of baitfish close to shore, sea turtle nesting season which means the big turtles are going in and out of the water and the big sharks are looking for them. we've got summer and school is out, so lots of people entering the water. we have lots of people lots of sharks lots of food. that's a formula for shark attacks. on the other hand it doesn't explain seven attacks in three weeks in north carolina. there's an x-factor in there, something else going on as well that we are not sure of.

>> what is your gut telling you on the x-factor? >> it could be current changes, it could be upwellings ocean graphic events. as we have more time to study it after the fact hopefully, we'll identify that. >> do you think this is our new reality, george or just for the short term? >> it's our new reality for the short term. in a small way, it's a new reality. the fact of the matter is each year we put more people in the water. that means more shark attacks in the future. it's a matter of odds. of course shark populations which are low right now as a result of over fishing are going to be rising as a result of management efforts. that's going to go up as well. >> education awareness is going to be key this weekend. what can we tell people? you have tips we can pull up on the screen. >> we can stick together in groups. >> okay. >> that's a good strategy.

we can avoid areas where times and areas where sharks are going to be abundant. don't be in the water between dusk and dawn when shark bites occur more often. >> is that when they are feeding? >> that's when they are feeding. it's preferred feeding time and common sense stuff. stick away from fishing piers. people fishing on the beaches, where fish are diving. if there are fish around there are likely sharks. >> leave your bling on the beach. why? >> yeah leave the bling on the beach. rings, necklaces, bracelets, all that reflect light and looks like the light reflecting off scales of fish their primary food items. >> you do not want to be mistaken for a smaller fish. here is a question i'm keeriouscurious ability. what is the statistics 1 in 11

million or something like that? >> it's immensely minute. >> let's say, george if i encounter or someone this weekend happens to be in waist-deep water and a shark comes along, what is the best course of action? should you fight back? ha is the best thing to do? >> obviously, the first thing to do is get out of the water, if you can. >> the best you can. >> if you can't because a shark is approaching you, be aggressive. they respect power. if you can pop them on the nose give them a smack to the nose they oftentimes will veer away. use that time of course to get out of the water. finally, if you are in the mouth of a shark, unfortunately, you are in there, claw at their eyes or gills, they are sensitive areas on a shark. maybe they will get the message. >> i would hope they would. the best thing to do is take the tips you have said. avoid swimming in waist-deep
