ed confession we all saw. that admission is in question after he apparently had a hard time understanding english in court. all of this as the blame game intensified let's begin with cnns dan simon with the latest. >> gm, alisyn. what a twist. you have the suspect who has been the impetus for a policy discussion is accused of using a federal agents weapon to commit a crime. how he got hold of the weapon is under investigation as he has his first appearance in court. >> not guilty. >> reporter: undocumented immigrant, sanchez, pleaded not guilty at his arraignment tuesday. >> did you shoot kate steinle? >> yes. >> reporter: he shot he shot and killed her last week. his attorney's contend he may not have understood the

reporter's question. >> mr. sanchez is not a student of the law. he has a second grade education. >> reporter: also developing the gun that killed kate belonged to a federal agent. the san francisco chronicle reports the pistol was stolen out of an agents car last june. >> heard a boom boom three times. >> reporter: sanchez was never convicted of a violent crime. he claimed he found the gun wrapped in a t-shirt by a bench and didn't mean to fire it. >> this could be a completely accidental discharge of a firearm. >> reporter: the felon has been deported five times to mexico. >> he was released in general society to make a murder. does that make sense to you? >> reporter: wisconsin senator berated immigration enforcement official as to why sanchez wasn't handed over to authorities.

exclusively to cnn in her first interview for the 2016 race. she attacks her republican rivals and weighs in on the san francisco murder. cnn political correspondent joins us live with the first part of the interview. a wide ranging series of topics. >> reporter: it was. it was significant hillary clinton laid out the battle plan on immigration reform for her 2016 run. what's interesting is the hallmark for the second run for presidency. we have seen her embracing a coalition of voters that propelled president obama into the white house, twice. women, young people the lgbt armies and notably, hispanic americans. she is to the left on immigration reform. yesterday, during this interview, we saw her say, essentially, even though there are a number of views in the republican field on immigration reform everything from supporting a pathway to illegal

immigrants to securing the border hillary clinton plans to lump all republicans together as anti-comprehensive immigration reform. >> donald trump is creating a lot of commotion on the other side. he's a friend of yours, hanover the years, he donated to your senate campaign to the clinton foundation. what is your reaction to his recent comments that some mexican immigrants are rapists and criminals? >> i'm very disappointed in those comments. i feel very bad and very disappointed with him and with the republican party for not responding immediately and saying enough stop it. but they are all in the, you know, in the same general area on immigration. they don't want to provide a path to citizen ship.

they grudgingly welcome or hostile toward immigrants. i'm going to talk about comprehensive immigration reform. i'm going to talk about all the good law-abiding, productive members of the immigrant community that i have met over the course of my life that i would like to see have a path to citizen ship. >> what about jeb bush's approach? it's different than donald trump? >> he doesn't believe in it. they are on a spectrum of hostility, which i think is regrettable in a nation of immigrants like ours all to way to grudging acceptance but refusal to go to pathway to citizenship. i think it's a mistake. we are not going to deport 11 million or 12 million people. we shouldn't be breaking up families. we shouldn't be stopping people from having the opportunity to be fully integrated legally

within our country. it's good for us. it's good economically. it's good for the taxes that will be legally collected. it's good for the children so they can go as far as their hard work and talent will take them. i am 100% behind comprehensive immigration reform that includes a path to citizenship. >> last week an undocumented immigrant who had been deported five times killed a 32-year-old woman, kate steinle. a sanctuary city. when you last ran for president, you supported sanctuary cities. in light of this incident does that change anything about your view on this? >> well what should be done is any city should listen to the department of homeland security which, as i understand it urged them to deport this man, again, after he got out of prison another time. here is a case where we have

deported deported deported he ends back up in our country. i think the city made a mistake. the city made a mistake not to deport someone that the federal government strongly felt should be deported. i have absolutely no support for a city that ignores the strong evidence that should be acted on. however, there are, like if it were a first time traffic, you know citation if it were something minor a misdemeanor, that is different. this man had been deported five times and should have been deported at the request of the federal government. >> what's changed when it comes to your approach with the media. you have doing this interview here today. it's been since you declared a national interview, a visual representation with the rope incident in new hampshire. what's changed? why now? >> nothing's really changed.

i have a different rhythm to my campaign. i'm not running my campaign for the press, i'm running it for voters. i respect the press and what they have to do. i wanted and was determined to have the time i needed to actually meet and listen to people. you know i had not been involved in domestic politics while i was secretary of state. i wanted to get my own feel my own time face-to-face with people and i learned a lot. if i had not been listening in those small groups where people told me about substance abuse and the toll it was taking on families or the struggles just to get paid sick days i would have been concerned about them. i wouldn't have made them as absolute front and center in my campaign. there are a number of other issue that is are like that. so i have always believed that i would spend, you know the first 90 days and it will be 90

days on sunday kind of getting my feel of what was going on in the country, feeling that i understood what people wanted and how they perceived this election so that as i began to roll out my policy i'm doing it in a way that really connects with where people are thinking and what they are expecting. i will be doing more press. i did local press all along the last three months. again, it was interesting to see the questions the local press would be asking me. everything has its own time and i'm on my own rhythm and i feel good about it. >> hillary clinton's campaign is entering a new phase here. this was the first nationally televised interview she did. we expect there will be more as she unveils her policy proposal. it's important to note this new phase starting up as we see

vermont senator, bernie sanders, a self-described socialist in the polls even though hillary clinton is still very much the front-runner. >> key component of all decisions is pressure from the opponent. thank you for bringing us the interview. >> interesting, thanks. >> what did we learn and more important importantly, what did you learn about what hillary clinton can bring you as president of the united states. maggie of the new york times, great to have you with us this morning. it's an interesting paradox here. we have been bashing hillary because she doesn't talk to the media. she does and it's a huge concert, like a springstein concert. what was learned that we can count on? >> springstein without t-shirts and hand waving. there are certain things she talked about before. she talked about the e-mail. i was struck by the interview

and brianna talked about it before how much she talked about immigration. she's using that issue to appeal to hispanics and to grab on to donald trump's comments and paint the entire republican field with it. i was struck by what she said about bush. she's accurate. he has been sort of you know back and forth on this. >> to say he is lumped in with the rest of the gop when hees married to a mexican-american. >> i think it's different than what she said about pathway to citizenship where he's had a hard time articulating his views. jeb bush is going to make the case i am a moderate on immigration reform i am not like the rest. she is aware that could make him strong. >> was she honest about her own decision? >> she has been consistent on most issues of immigration.

what tripped her up was a 2007 debate over eliot spitzer's plan for drivers license. the issue was not her position it was that she waffled in the debate and ended up you know where liberals would want her to be. this is not an issue where she has had a huge problem. you are going to see criticism from her. >> and from jeb bush. let me read to you what jeb bush said after the interview. jeb bush said hillary clinton has once again changed her position on the issue. hillary clinton will say anything to get elected and her flip-flops proves it. you are saying she has not had flip-flops? >> no. but jeb bush has. he has not received the same criticism of scott walker on the issue. but jeb bush got some heat. what he said that was controversial in 2014 was legal immigration was an act of love

on the part of families. that tone is very different than he is taking now. >> do you think the people are served by the hearings of who changes position and who doesn't? isn't there something to be said to evolving? >> if you are talking gay marriage almost everybody is a flip-flopper. if you are talking about immigration, that tends to be thornier. voters tend to believe that a lot of politicians are flip-floppers. that accusation has to relate to something else. in hillary clinton's case there has been an issue about character, about trust that has been building against her. brianna raised that with her. that was a tense moment in the interview. >> basically what hillary clinton said correct me if i'm wrong, she blamed the right wing conspiracy again, by saying it's the republicans that cast her as untrust worthy.

it's this massive republican program to make she and her husband seem otherwise. is that a winning answer? >> it's a winning answer for your base and supporters to say i'm under attack. hillary clinton fared well politically when viewed as a victim. she's not wrong when she says this character attack playbook was used twice on me in new york. this is a blue state, not like running nationally. that is going to be her name answer. that's the only answer you can give. the e-mails, she was defensive answering questions about that. i was struck by it. she still thinks this is an unfair issue. she's very angry about the congressional hearings into this topic, thinks it's gone too far. she had one line where she didn't have to turn over anything. i'm paraphrasing. it's not a great answer considering she was using private e-mail for government

comment on the deposition. >> changing the strategy. thank you very much appreciate it. big news out of greece, they are applying for another bailout from europe. the country is facing a deadline to resolve the debt or face prups and expulsion. this is putting world markets on edge. china is at a seven week low. we are going to have more on the global economic turmoil going on as a result later this hour. president obama briefing senate democrats tuesday night on the ongoing nuclear iran talks. the state department says they have made progress in every area. the new deadline is friday. tomorrow may be a more important day. if a deal is not done then congress' time to view it doubles from 30 to 60 days. >> investigators are trying to figure out how an air force jet collided in midair kill twog

here is what we know. a beautiful young woman shot and killed in san francisco by a man who should not have been in the country. who is responsible? feds? local authorities? if this doesn't get fixed, it will not be presented next time. julie woods is here with us. good to have you back as the

story evolves. our understanding is not. here is the question part fact part policy. fact ice had this guy in custody, served his sentence than transferred him to california for the minor drug offense. why? why didn't ice use the supremacy of law and go ahead with deportation there instead of carrying through a criminal justice process that was irrelevant? >> it was the prison that is had him in custody for criminal immigration charges and drug charges. a great question why they didn't honor the isis detainer placed at that time but instead referred to san francisco for the old drug charge. what i have heard from insiders at ice is the city of san francisco indicated they were going to prosecute the old drug charge ouztherwise no reason to send him to the city.

they need to rethink, should we continue to pass folks on for city warrants if ice detainers are not being honored. >> feel free to push back on this. it doesn't smell right to me. it's always somebody else. ice is in charge. this is what you do why ins was changed so you have plenty of authority over the matters. >> oh i would love that chris. authority is not what i have. >> except that ice and if you go to the bureau prisons, they are going to say ice was aware he was here they could have acted. go to san francisco, the man there in charge of these types of actions say that detainer they know it's meaningless. they need a court order. they were in charge. it seems as though this what we saw is a reflection of ice not getting it done and blaming others. fair criticism? >> i don't think that is a fair criticism. let me say, i think there's plenty of blame to go around here. there's big questions about why

this individual could come into the u.s. stay here during all those times. in this instance however, ice did place a criminal warrant on the individual. he was convicted of deportation, excuse me reentering and served that time. in 2009 ice identified they wanted to have him criminally prosecuted. a reason you bring that first is it's a big deterrent. didn't work with this guy. ice in 2009 put that warrant on the individual and also placed an immigration detainer with the bureau prison in 2011. when he was moved to san francisco, ice knew that san francisco wouldn't just hold him. hey, just pick up the phone. you don't need a court order, pick up the phone -- >> and he says no. it's not how it works. we can't just pick up the phone. we do need a court order.

the reason these sangtctuaries people don't like that name. it's not to protect the undocumented from the law, ice asks for things to be done with individual that is the municipalities wind up getting sued for, losing and paying. this evolved out of ice or ins previously being inefficient with how it dealt with things. isn't that fair? >> no question, ice and the former ins are inefficient. >> it's why the sanctuary city was developed. it's that there was exposure to liability, the law wasn't working well, ice wasn't getting done and they had to find their own way. >> let's be fair. >> yes. >> san francisco had these policies long before there was criticism on the formal detainer. >> why? >> ice evolved and moved. i oom not sure of all the reasons. individuals don't like

immigration enforcement at all. they want to push back on any kind of immigration enforcement. >> where is the proof of that, even in san francisco. you have it in new york and chicago. all these big cities are doing the same thing. >> actually they are not doing the same thing. it's a misnomer they are all the same way. in many cities there are effective work arounds or effective ways to cooperate when talking to a convicted felon. it's not a defined term. many many cities cooperate with ice to some degree. what ice is asking is could the city sit down with ice and come to an agreement that they shouldn't be walking the streets? that's what happens in houston and all over the country. the reason for that is at the end of the day, we have to stop pointing fingers and focus on public safety. i think what's missing is how do we get to public safety? if ice had authority, this

what will happen now? what would you like to see happen to bill cosby. as you know, the statute of limitations is over. what do you think will happen now? >> it's amazing. i didn't know it would be this big. i didn't know there were so many women involved. i don't think any of us knew there were so many women. this is shocking to find out about this current, you know public disclosure. but, now is the time to just deal with the truth. to just come forward, move forward with the truth. and to bring this issue of sexual violence and violence against women of any sort, sexual assault. rape these are issue that is need to come forward with us as we all move forward. we have presidential candidates

troubling news. not only was the man who killed a woman on the san francisco pier here illegally, but he used a federal agents gun to do the killing. the san francisco chronicle reports this and the gun was stolen from the agents car back in june. no word whether the man on the screen stole the weapon. sanchez indicated he killed 32-year-old kate steinle. her first national interview for the 2016 race clinton says she's disappointed in donald trump for his immigration comments and the rest of the gop field for not condemning him. she calls it a pattern of hostility in the republican party for immigrants.

subway parting ways with jared after an fbi raid on his indiana home. the sandwich chain says it may be linked to the arrest of someone who worked for him and faces child abuse charges. >> investigators raided his home yesterday. they seized computers and other electronics two months after the executive director the jared organization. the person who ran the organization was arrested on child pornography chornlgarges. the fib will not say what they are looking for. they are shocked by the raid and it's associated to the former employee. subway and jared agreed to suspend their relationship. jared continues to cooperate with authorities and expect nos

china's economy in turmoil this morning. half of all public traded companies are trying to suffer through the steepest market drop in decades. all this has greece deals with their crisis. what could the global economies mean here at home? bobby is here as the global analysis. let's look at the graphic we built to show this decline. china's markets are in free fall. in june it dropped 30% after a big boom what is going on here in the second largest economy in the world? >> well the economy is slowing. the problem is it's overheated. in this country and most of the western world, get used to the idea stocks are institutional. most investors are institutional

investors. in china, they are small and individual stockholders, that lends to a lot of volatility. until june the stock markets were at a seven-year high. they thought there's a long way to grow yet. they put the shares on the market. things have begun to turn. >> the government is trying to do what it can to stabilizing and other measures. is it enough? >> no. it's not working. this morning within ten minutes of the opening of the stock market nearly 1,000 of companies their prices went below 10%. when that happens, it's an automatic circuit breaker and trading is suspended. only 22% of all the stocks enlisted in china are trading. only 22%. >> what does that do to our economy? >> it doesn't do anything

immediately. the important thing is china restricts it amount of money that foreigners can put into their stock market. it is somewhat insulated. all is not well in the state of china. we have known this for a while. the economy is slowing. there could be a slower but more profound carry on effect. >> all is not well in greece. can we talk about that? formally asking for a bailout. a big meeting in brussels. what then? if greece exits the eurozone they are using the term grexit. what then? >> they are waiting to see if there's a long time solution. the rhetoric does not sound promising. both sides of this argument whether greek leaders or leaders of europe painted themselves into opposite ends of the room. it's hard to see how they will

find a common middle ground. what happens? that's the unknown. it's going off the edge of the cliff. no one is sure how high the cliff is and how far greece has to go. argentina wasn't any part of monetary currency but, sort of common currency. argentina in the early '90s and recovered somewhat. so there may be some hope for greece. there was a lot of pain before that. >> a lot of people are looking at what that means for the health of the european union. let us talk about a big deadline looming. the marathon talks going on between iran and the p5 plus one. does it indicate to you, all the deadlines being pushed. does it indicate they are close or this is a loose -- >> they have been close for a while. there are a few things important things they can't seem to get an agreement on.

what is happening now, the u.s. and the p5 plus one is calling iran's bluff. they are trying to make last minute demands, to see if because we are so tied to deadlines, we'll agree. this is john kerry's way of saying extend it a few days and calling their bluff. there's a deadline of the tenth of july. right now, the p5 plus one. we can keep talking. your economy is hurting because of the sanctions. we want this but you need the sanctions to be lifted. you need this deal to be made. >> realistic to think it is going to get dealt with anytime soon? >> no. >> okay. i love that. that was a simple answer and straight to the point from bobby. great to talk through all these thing that is are going on globally with you. you always make sense of it. bobby, we appreciate it.

shocking details in the shooting death of the san francisco women. the immigrant that shot kate steinle used a federal agents gun. the weapon was stolen last month. >> sanchez is the name of the killer and pleading not guilty in court. it's a contradiction from the video tape statement. let's get to dan simon live from san francisco with the latest. we hear from the man's attorney who has a new rational. what is it? >> reporter: good morning, chris. what an incredible twist this story has taken. you have a suspect who provided a spark for a public policy discussion on federal immigration. himself, allegedly used a federal agents weapon to carry out this crime. what agency this gun is tied to we don't know. it's under investigation. all this happening as the suspect had his first appearance in court. take a look. >> not guilty.

>> reporter: undocumented immigrant, sanchez, pleaded not guilty at his arraignment tuesday? >> did you shoot kate steinle? >> yes. >> reporter: three days ago, he told a reporter he shot and killed her on a popular pier last week. his attorneys say he may not have understood the question. >> mr. sanchez is not a student of the law. he has a second grade education. >> reporter: also developing a source close to the investigation says the gun that killed kate belonged to a federal agent. the san francisco chronicle reports the .40 caliber pistol was stole from an agents car in june. >> boom boom three times. >> reporter: sanchez was never convicted of a violent crime, claimed he found the gun wrapped in a t-shirt near a bench and didn't mean to fire it. >> this could be a completely accidental discharge of a firearm.
