good morning. i'm john berman. welcome to "early start." >> i'm christine romans. it is 4:00 a.m. in the east. >> we have breaking news. historic vote. the south carolina house passed a bill that orders the removal of the confederate battle flag from the capitol in columbia. the vote was 94-20. governor nikki haley will sign that bill. >> you are ensuring this flag will fly beyond friday. and for the widow of senator pinckney and his two young daughters, that would be adding insult to injury and i will not be a part of it.

>> this debate lasted late late into the night. into the early morning hours. you can see the emotions were high. renewed discussion of the flag sparked by the murder of nine people at the african-american church last month. governor haley is expected to sign the bill into law as soon as this morning. the flag will come down at the capitol as soon as perhaps tomorrow. state police are investigating numerous death threats against south carolina lawmakers that were received during the emotional debate. turmoil around the globe. glitches freezing up the new york stock exchange. the chinese stock market plunging despite the government's struggle to break its fall. now this morning, the chinese stock market trying to recover. then you have greece. greece looking for another bailout. days away from falling out of the euro. all as the fed reserve will

believe it will hurt the u.s. economy. we have live coverage from hong kong and athens. asian stocks rebounding. the shanghai composite dropped another 3% at the open. then turned higher. climbing almost 6%. why? this is a bubble that's popping and the chinese government doing all it can to prop up the markets. trying to stop the bubble from popping. it's not stopping the huge violent swings. european stocks are up. they are up on hopes of agreement in greece's debt crisis. u.s. stock futures are recovering from chaos yesterday. at 11:30 a.m. the new york stock exchange suspended trading. the exchange says it experiencing an internal technical issue. it raises concerns of the system's vulnerable issues.

now, amid all this united airlines had its own glitch. united airlines grounded its entire fleet worldwide. united says it was a failure of equipment. a router that went bad. it disrupted travel all day. those disruption will ripple into this morning. the wall street journal web site with the 504 error message on the home page. none of the glitches appear to be related. all of these breaks in the system happening all at the same time. the dow fell 261 points yesterday. fears about china's market collapse and greece's debt crisis and glitch did not help. >> in china, the market crashed followed by the epic fluctuations causing outright investor panic.

millions in china rushed to get into the market as it shot up. over the last several days, they watched as the market plummeted. >> the government is trying everything it can do to stop that. to stem the tide. so far without much success. i want to bring in cnn's ivan watson in shanghai. ivan stocks for a year in china, stocks were a miracle. going up, up up. finally mom and pop investors started to get in. now it has turned on them and had a dramatic crash. what is happening this morning? >> reporter: it turned on them as a vengeance. losses of more than $3 trillion. that highlights the fact that china is the world's second largest economy. when things happen here, it happening big.

we went from a selloff in the chinese stock markets wednesday with the shanghai exchange plunging 6% to jumping back almost 6% today. you probably have people swinging from despair to euphoria. you have people asking for help and frightened that their savings have been basically and any lated in the losses. it plays a big role in the stock market. it is not like the new york stock exchange. here the government plays a big role. the chinese government announced interest rate cuts. it suspended ipos. it announced around $60 billion in all said of buying up of chinese shares. it imposed restrictions. if you own more than 5% of a

stake in any chinese company, you are not allowed to sell anymore stock for the next six months. these are draconian measures. we have seen moves today. you have roughly half of all companies on the chinese stock exchange have suspended their trading. imagine if that happened in new york. that is not a sign of confidence. we have to watch closely in coming days. can the chinese government with the big measures win back the confidence and support of investors who feel really burned right now and might not necessarily know all of the entryintricacyies of the stock market. >> u.s. investors have been shut out of the market. it is a closed market. the government controls that market. these are chinese investors by and large. >> but millions of them. >> it is a very important market. when you are talking about fear

and contagious. let's turn to greece. worried they will not mick a deal with the creditors. the request for a three-year bailout. >> here in the united states the fed is concerned that the greek crisis could spill into the economy in the u.s. cnn's isa soares has more from athens. good morning, isa. >> reporter: good morning, john. good morning, christine. i know many people probably have deadline fatigue, but this is it. greece has until the end of the day today. midnight in athens today to put through its proposals. proposals that need to be serious and credible. it needs to include spending cuts as well as proposals on its reform pension system. now we know that greece

yesterday put through a request for its third bailout. third bailout in six years, john. we don't know how much they are asking but from the imf, the country needs 50 billion euro for it to survive for the next few years. as well as we know from the greek government they have put up a first time formal request for debt relief. this comes down to the wire. greece has to show it is serious and it wants to stay in the euro and now it's up to the prime minister tspiras. it was made clear to him he is serious about this and put his financial house in order or get out. there was a lot of division from european parliament leaders, but i think he got the message. still, it seems to me he is being confident and some are worried here that perhaps he

won't budge too much. if he doesn't, concern on monday there will be no money at atms and that's the concern. will people have to issue ious? will they have to cut on deposits? they want to avoid that. today, they will be here on the streets. behind me, protesting to show europe they are serious. >> there is growing concern that the prime minister may have pushed things too far. isa soares thanks. this morning, donald trump lashing out one by one. he took aim at hillary clinton. the former secretary of state head told cnn she was disappointed in the description of mexican immigrants. trump talked about her dodging questions about the e-mails.

>> she doesn't want to talk to the press. look she was the worst secretary of state in the history of the united states. >> not one for hyperbole. also the republican chairman, reince priebus voiced concerns that trump is hurting the heart. priebus has been trying to make inroads with the hispanic community. and now the hotel that trump is immigrants working at the hotel. >> reporter: and concerns over trump known for speaking his mind about a range of issues. it is about the construction projects including one going up in washington, d.c. where he has hired a top project management company to oversee the job. questions have been raised about

whether any of the workers on the site are undocumented immigrants. it has become a real issue, especially in light of trump's highly controversial comments about mexican immigrants. in the interview, trump gave an honest answer about employees working on his construction projects in general. admitting he cannot say for certain there are no illegal immigrants on any of the jobs. >> can you guarantee that you don't have illegal or undocumented workers working for you in hotel promise? >> i can't guarantee it? how can anyone? we have 34 million in the country. i used to hear 11. now it is 34 million. i cannot guarantee anything. we work he very hard to make sure everybody is legal as opposed to illegal. >> reporter: there was more controversy surrounding the washington, d.c. hotel that is supposed to open at the end of this year or some time in 2016.

jose andres became the latest trump partner to drop out over trump's comments over immigrants. john and christine. >> joe johns, thank you. trump says he stands by a retweet on his page that took a jab at jeb bush. the retweet said jeb bush has to like mexican illegals because of his wife. >> if my wife were from mexico i think i would have a soft spot for people from mexico. i can understand. >> you think that influences his position? >> i think it could. maybe it should. >> my wife is from mexico. i love her dearly. you can love the mexican culture and love your mexican-american wife and believe you need to control the border. >> the bush control plan is

because of mechanical problems. 1 of the 143 passengers on board recorded sparks from the engine. the engine caught fire. southwest says no one was hurt. the passengers were being put on another plane to boston. >> glad they are all right. this afternoon, family and friends of kate steinle will say good-bye to the woman shot on the san francisco pier. new details on the apparently random killing and the suspect, deported five times, managed to get his hands on a murder weapon. a gun stolen from a law enforcement officer. more from kyung lah in san francisco. >> reporter: john and christine, we are learning more about the weapon and how this began. this started with the break in of the car. the car belonged to a law enforcement officer from the bureau of land management.

inside the vehicle was the government issued handgun. the gun ended up here at the pier. it is not clear who broke into the vehicle. what we know is this suspect, juan francisco lopez-sanchez found it wrapped in a t-shirt he says and then that gun went off. we also heard for the first time since the murders happened from the mayor of san francisco. he says that lopez-sanchez should not have been released. he put the blame squarely on the sheriff. we anticipate the sheriff will hold a news conference to respond to that allegation. >> kyung lah, thank you. baltimore's embattled police chief is out. mayor stephanie rawlings-blake announced it wednesday saying the people deserve better. earlier, a police union report

criticized batts' leadership saying officers received confusing orders. the mayor is responding not to the union report but the dramatic spike in homicides. >> too many continue to die on our streets. including three just last night and one lost earlier today. families are tired of feeling this pain and so am i. recent events placed intense focus on our police leadership distracting many from the focus. the fight against crime. so we need a change. this was not an easy decision but it is one that is in the best interest of the people of baltimore. >> deputy police commissioner kevin davis was named interim

commissioner. a key bill cosby accuser is asking a judge to release all of the testimony from the 2005 lawsuit against the comedian. what else could be in these court documents? that's next.

more bombshell revelations about bill cosby to drop later today. he admitted under oath he gave sedatives to women he wanted to have sex with.

more details from the ten-year-old case could be coming. the accuser from the case wants the full deposition to be released. our jean casarez has more. >> reporter: john and christine, andrea constand who settled in 2006 is asking the court to release the entire transcripts from the case, which would be the entire sworn testimony of bill cosby. this resulted in the confidential settlement agreement for an undisclosed sum and stopped any of the parties from talking about the case. constand an employee at temple university in 2004 alleged sexual assault by cosby after the star gave her three blue pills to relax. constand through her attorney alleged that cosby and his representatives have breached the confidentiality agreement in the last eight months by

responding to recent allegations of molestation by over 25 woman who have come forward. on monday, the exert- sections were released. when you got the kwauquaaludes, was it in your mind you would use them to have sex with him? the answer was yes. did you give them to the women without their knowledge? cosby's attorney told him not to answer the question. the judge agreed. there may be even more answers from cosby if the full document is unsealed. also in the unreleased deposition, the 13 jane does. the potential witnesses in the suit are named. the 9 of the 13 have been contacted. none voiced any objection to release of their name or cosby's answers to questions about them.

if you are in one of those stocks you can't get out. you are watching this helplessly. >> reporter: it's crazy. i think a psychiatrist would describe the markets over the past 36 hours, behavior as positively bipolar. you had the main stock exchange in shanghai plunging 6%. a major selloff on wednesday and leaping almost 6% today. this coming after the markets here have plunged since june 12th. since losing $3 trillion of value. some 30% of the value of the entire shanghai stock exchange since that time. a lot of chinese investors were attracted to this market over the course of the last year when it was the fastest growing market in the world. so you had more than 800,000

people opening stock trading accounts here in china in a single day. they thought this would be easy money. that they double their money very quickly. instead, many people who did not necessarily know the rules of the market and who borrowed heavily to buy shares are now finding that their savings are going up in smoke. could today's jump in the markets, could that be a sign that big efforts by the chinese government stop the crash succeeded? the chinese government announcing plans to buy tens of billions of chinese shares. they usssuspended ipos. they announced they will investigate people what they describe as vicious short selling. the fact of the matter is as you mentioned, at least half of the companies listed in the stock market suspended trading it week. we don't know if the jump we saw

in the market today is a fair reflection of the true value of the stock market which everybody agrees is a bubble and that led to the crash. christine and john. >> so heavily involved in the macinations of the day. fears growing in greece. the greek prime minister request for a three-year bailout with a cool reception from the eurozone officials. john they are literally speaking different languages. the europeans and greeks are on completely different pages here. >> the question is is the greek prime minister on the same page with anyone in the world right now? the fed is worried that the crisis could spill over to the economy here. there has been a panic of buying. a wave of buying as people flocked in the stores in athens.

let's get to the ground there and cnn's isa soares is there. >> reporter: good morning. i heard you say if they were all on the same page. here in europe we heard many talking. saying one thing. that left many scratching their heads and wonder if a deal is possible by sunday. the prime minister tsipras had one thing to say. it was clear for him. he has to put his financial house in order or get out. the president tusk of europe said it is a wake-up call for europe. if they leave the single currency they will have huge repercussions. the ripple effect will be worrying. we have seen bond yields rise because of that. the focus today is all on greece.

a cabinet meeting today where they discuss the proposals. tsipras has the backing of leaders. this is the time for the country to come together. it seems we are getting the signs he is serious about this. he said he will be putting pension reforms through and tax reforms. reforming the pension system. he asked for a three-year bailout. we expect that to be around 50 billion euro. the imf said that is how much money it needed. it would be the third bailout in six years. we also know that greece has put in a formal request for debt relief. we don't know if they will get debt relief or debt restructuring. >> we know when we talk to greek citizens on the ground they say this is a matter of national pride now. they feel they are being humiliated by the europeans. it is sowing the seeds for

discontent. when an economy breaks down, everything breaks down. donald trump, brash as ever hits back on hillary clinton after clinton told cnn said she was very disappointed in the trump description as mexican immigrants as criminals and rapists. trump talked about her dodging e-mails. >> she doesn't want to talk to the press. she was the worst secretary of state in the history of the united states. >> republican leaders are growing more worried that trump's harsh words of immigrants will hurt the 2016 prospects. the chairman reince priebus called trump to complain to him. priebus saying he has quote spent four years trying to make in-roads with the hispanic community. this over a trump hotel project that according to the washington post that project has undocumented immigrants working at the construction site.

at 11:30 a.m. yesterday, new york stock exchange stayed shut for four hours. the exchange says it was internal technical issue. that glitch did not exactly add to consumer confidence. dow fell 261 points yesterday. oregon set to make community college free. if the governor signs the bill oregon would become the second state to offer free community college. tennessee, free community college. a similar program last year passed. earlier this year president obama proposed a plan to make the first two years of community college free. >> interesting. you see bipartisan support. tennessee with a republican governor. oregon democratic. you see it happening in two different states. not an issue of party. >> you have to make higher education available and not have people go into debt to get it.
