south carolina today. in hours, the confederate battle flag coming down from where it is flown in defiance. where will the flag go? a museum. >> the battle doesn't end in south carolina. petitions are spreading across the nation and the battle is ratcheting up in the halls of congress. we begin live in columbia. good morning. >> reporter: good morning, michaela. the governor signed this bill into law by the lawmakers who helped make it a reality. also present, the families of those nine victims killed in the massacre in charleston 23 days ago. each family will receive a pen used during the signing of the ceremony. the governor made remarks before signing the bill. listen to what she had to say about this historic moment. >> this is a story about action. this is a story about the history of south carolina and how the action of nine

individuals laid out this long chain of events that forever showed the state of south carolina what love and forgiveness looks like. >> reporter: now the governor will not be making any remarks during the flag removing ceremony. the flag is still flying behind me. it has a few hours left before it is removed. this morning's ceremony is not expected to take a long time. we are told the flag will be removed by the director of south carolina's public safety and taken to a museum a few blocks from here. chris? >> the ceremony is one thing, but is it really about the debate right now? is south carolina the end of this? doesn't seem so. the debate is going on on the hill. leaders were forced to put a funding bill on hold to keep them on display. let's pick up that part of the situation with athena jones live in washington. what is happening right now?

>> reporter: well good morning, chris. that was an embarrassing moment for republicans on capitol hill having to pull that bill over and amendment to allow confederate flags to fly nationally. it created a split screen image of republicans in south carolina leading, helping lead the effort to remove the confederate flag. the republicans on capitol hill seem to be going in the opposite direction. the house leadership had to pull the bill. you are seeing another contentious moment democrats loudly protesting when the republicans decided to table or delay a move to remove the confederate flag image. that speaks to the mississippi flag. there was a lot of anger and emotion about all the issues on the house floor yesterday. let's play what new york congressman had to say in that emotional moment.

>> had this confederate battle flag prevailed in war 150 years ago, i would not be standing here today as a member of the united states congress. i would be here as a slave. >> that's just one of the emotional moments we saw pretty much all day on the house floor and afterwards. john boehner said he wants to see a conversation among adults about what to do with the confederate symbols. they are saying look what needs to be discussed. >> one of the congressmen is going to join us here on "new day" this morning. thank you for that. a call for terror attacks by the u.s. this is the fbi announces it foiled several isis plots aimed at killing americans on the fourth of july. how safe are we if they are saying dozens of people

influenced by isis has gone dark. jim is here from washington. tell us what we need to know. >> reporter: good morning. the fbi saying they foiled several plots in the weeks leading up to the plots, including plots timed up to the holiday weekend and they made ten isis-related arrests, some of them tied to the holiday. here is a problem in terms of preventing these attacks. more and more isis sympathizers communicating with recruiters in iraq and syria by incrypted messaging which they cannot monitor. here is the fbi director on the hill earlier this week. >> this is not your grandfather's al qaeda. this is a group of people using social media to reach thousands and thousands of followers, find the ones who might be interested in committing acts of violence

and moving them to an encrypted messaging app. our job is to look at a hay stack the size of this country for needles that are increasingly visible to us because of end-to-end encryption. >> beyond isis it has a new leader replacing the leader killed by a u.s. drone strike. the first thing he says in his first video is to encourage its supporters to attack the united states when ever they can. when i speak to officials, they say isis will most likely carry out an attack here in the u.s. they are the ones that try to put bombs on airplanes, two big threats today. that threat i'm told very high chris. >> jim, important distinction. thank you for the reporting, appreciate it as always. we want to talk about the trump effect. and also a growing number of his gop rivals. why? here is why. take a listen to what he said to

wasn't much oxygen to begin with. the best way to get attention for a lot of these republican presidential candidates is to start piling on him, to start saying he needs to be quiet and shut up. the reality is he is a factor in this race. like it or not, a lot of republican party elders do not like it. it's probably not all that good for the long term health of the party here. it looks like he's not going anywhere. i mean he's talked a lot about running for president before. now he's finally doing it. it looks like he's having a good time. >> chris, you talk about the effect and what's going on within the party. i know the gop we have been talking about is struggling to make itself more appealing to an array of voters. i understand you spoke to hispanic leadership and they were sort of in turmoil of how they were going to undo the damage he's done? >> you know republicans and conservative groups spent millions of dollars making inroads or attempting to with

latinos around the country particularly in electoral states like colorado new mexico and nevada. they see trump's comments really setting them back. it's not so much about the policy in this case because donald trump was asked a couple weeks ago what to do about immigrants living in the united states who are here illegally. he said give them a path. they should be able to succeed. it's not about the policy but how you talk about the issues. mr. trump is disparaging. these conservative groups doing outreach to latinos is taking down a lot of efforts they worked so hard for over the past few years. >> a growing sentiment that donald trump is the price they are paying for not having carved out their own position and not enough out there on this issue. let's turn to the people who are the top of the race.

bush and clinton and we had them in the same place. >> not bad, bush and clinton. >> kind of. we had former president clinton and bush 43 together. we got some interesting sound from former president bush about his brother in the race. let's take a listen. >> the relationship really is a warm relationship. a lot of it had been my case for how he treated my father in the post presidency. he is gracious. that meant a lot to me. some of the worst years of my life was watching my dad be criticized. i'm confident my brother will be as well. it's more painful when a loved one gets criticized than when you do. >> you have him explaining the continuing friendship with former president clinton even though their family is in opposition to each other. how do you think that plays?

>> it's going to be awkward. if hillary clinton happens to win the nomination and jeb bush happens to win the republican nomination which is likely given the history of both parties. we are not sure yet, of course. it is going to be awkward. there's been a friendship that formed. they have gone from odd fellas to old chums. the reason i was in dallas i was at an event with both former presidents. they were genuinely liking one another. they haven't got to the point of what happens when bill clinton thooz campaign against jeb bish. former president bush said look i'm not going to be a surrogate to my brother, i'm not going to campaign. he's going to stay on the sidelines. >> there was a bit of a light moment from last night. i think they were relating to one another as grandparents. it was a nice moment between the two former presidents. >> last night, my granddaughter, 9 1/2 months old for the first

time he said oh there's your grand dad and she pointed at me. that was worth more than anything anybody said or done for me or paid to me than anything else. everything you said about it is true. >> yeah. last night my granddaughter spoke to me in mandarin. [ laughter ] >> oh a little one up manship. it shows how different things are. what is your reaction chris? >> you know for presidents and for past presidents they have a bond. this spans generations. presidents go through so much that no one who has -- people who have not been in the oval office they have no idea what they have gone through. there's a small club of people that understand what you are saying. we have seen the presidents get along. even people who fought bitterly

south carolina prepares to remove the confederate flag. lawmakers are preparing to move all confederacy in the house chamber including the state flag of mississippi. joining me is democratic congressman from mississippi. he filed the house resolution. thank you for joining us this morning. >> thank you for having me. >> i want to play a soundbyte from former president, bill clinton, who spoke quite passionately about the flag. le's listen. >> i almost cried when i saw that picture of the south carolina legislature yesterday with the republicans and the democrats and african-americans and the white people embracing each other making that vote and seeing the decisive speech made by a woman who is a direct descendent of jefferson davis. don't tell me that we can't get together across the lines that divide. we have to keep working at it.

>> working on it it happened. members of congress were debating the house floor. there was a lot of debate yesterday, very passionate votes on both sides. what is your message to the members of congress that are still hanging on to the merits of the confederate flag in their opinion? >> i think, given the events of charleston and what we have seen breaking in south carolina now, this is our moment here in washington to make a statement, to say those symbols of racism bigotry, they have no place in the halls of congress. what you see the democrats doing is putting the idea forward that we can do better as a country. and the best thing we can do is put those relics of the past in museums museums. to put them in a public place --

>> you don't feel there's room for debate do you? you feel it should just be done? >> we have debated this since the civil war, to be honest with you. my state has more african-americans in it than whites. we fought a war over it and my state lost. so what it's time for us to do is look at this confederate battle flag as a symbol of that division put it in a museum and move forward, speaker pelosi made a wonderful effort with a resolution which was an expanded tribute to resolution that i offered two weeks ago to do the same thing. we fought our republican leadership got it. but obviously, in the dead of night, they figured that you

know we still have to fight for the assembles because that's who we are. they demonstrated by an overwhelming support to support the flag. >> it's interesting to see beyond capitol hill that this issue and beyond south carolina this issue is spreading nationwide. there are hundreds of thousands of people that signed pe additions on change.org and moveon.org. it's interesting because you look at what's going on in your own state. there's talk about the confederate flag within the mississippi flag and that's something you want changed. in fact i understand you don't fly that flag in your office. are you seeing a change within your state and within the lawmakers there? >> well there's movement. there's two republican senators from my state that said we need to change the flag. the speaker of the mississippi house has indicated we need to change it also. we have cities and counties that decided that we are not going to

laughed them off, the truth is mr. mud, if that's your name we were a step from death. what did they uncover and how did we stop them. >> what they are talking about is the growing temple of operations against people inspired by isis social media. i don't think he's talking specifically about whether someone was directing something. he's talking about the number of people picked up in the weeks and months before. if they had not picked them up the likelihood one would have done something on july 4th. a challenge we see with isis the fbi director correctly contrasted isis to al qaeda is the isis guys are more unpredictable. they are not focused on major events or developing plots. there are hundreds thousands of people following isis in this country. compared to when i found the terrorist target this business has gotten fuzzier. >> that's interesting.

you are saying the speed which they communicate and motivate forces earlier intervention by authorities. so you make a stop catch your guy, but don't have him for as big a crime? >> that's right. if you look at a couple cases in the past couple months you see isis suspects charged with lying to an officer. it's called 1001 violation. the reason that happens is the time between when someone begins to be radicalized by isis and the time they might take action is very small. if you are traditionally running an operation like that you want to let it run, figure out where the money is coming from who is radicalizing them. in this world of isis you don't have the time to watch the operation develop because the individual is radicalized so quickly. therefore, you don't always have the time or luxury to build a full counterterrorism case. >> they wind up going to jail for not too long they are young and dumb.

there's still a threat. let me ask you, why do you think this time is being compressed? why is it taking to slong? >> there's a couple reasons why. when you look at the al qaeda generation terrorists they were committed to trying to do another 9/11. they thought, based on their interest in recruiting more people bringing in more money, they couldn't set the bar lower than 9/11. they are trying to prevent attacks on the new york subway. the way they are operating flipped terrorism on their head. we are not going to operate in secret. if we are communicating with hundreds of thousands of people via twitter, if 1% gets through, that's fine. if they commit small acts minor acts with a weapon that's good enough for us. if you look at a lot of cases, these people are young, 17 18 19 years old. i did a few stupid things when i was that age, i'm sure you did,

knowing you, chris, a lot of stupid things at that age. they get radicalized quickly. we tend to think they are different. they are not different. they are stupid kids and get radicalized quickly. >> something you made a point of in the past this surveillance and what we do and don't do is a peng lum. you saw it swing the other day. now the director is giving fuel. he says going dark is real. encrypted communications the lack of private companies wants to give us information is hurting us. what is the next stage in this debate? what is going to be the hard question to face? >> boy, this is a simple story. i fear it is going to end up in tragedy. if you are following a target or a terrorist the first way to follow them in addition to putting people on the street which is very inefficient, look at e-mail phone traffic. in the age of the internet now, in 2015 as the director said

those people that you want to follow can get over the counter encryption stuff that is good. grow to the internet provider and ask them we want a window into the activity of the people on the internet. the internet service providers today are saying no we are not going to give you that window. here is what is going to happen chris. until there's an event where the fbi says a lot of americans lost their lives because we couldn't read e-mail traffic, i think this is going to remain a theoretical conversation and the service provider is going to say, we don't want to give you that stuff. our primary responsibility is keeping secure and protecting the rights of people who use our services over the internet. this is theoretical today. at some point, it will be practical and we'll have a tough conversation about whether the fbi gets a window into your e-mails. >> thank you for the perspective. he believes macromay is going to make a comeback as a hobby in

the initial boston globe story. thank you for talking to us. we want to publicize it as much as we can. you have covered stories like this. why do you think this one is grabbing so many by the heart? >> i think it's the beautiful composite of the little girl assembled. they say they believe it's a real true-to-life rendering about what this girl looked like in life and, i think, people are drawn in by that image. they are upset by the circumstances under which she was found dead. and they want to help solve this mystery. >> it's almost as though we couldn't help her before but we can help now, right? it's just exploded on social media. i found it on my facebook feeds and instagram. it is really resinated with people. why do you think social media played such a big part this time? >> i think it's what you just

spoke to that people have the ability to do something, to help investigators solve this mystery. they can do something by sharing the image on facebook retweeting it on twitter or whatever form of social media they prefer. that is given the image a lot of exposure. still, investigators are not at a point where they can say who this little girl is. they are really hoping that someone related to her will come forward and give them information and emphasized they can do so anonymously. >> one of the things they have done is yesterday, they updated this picture of him. again, comeposite image. they added the earrings. you think earrings don't change the child's look. tell us why it's significant.

>> it opens up another avenue for people to think about. do you remember a little girl whose ears you might have pierced at one of those places in the mall or elsewhere. it gives a true to life image of her that may trigger a memory. it's like releasing the images of the leggings she was wearing and also the blanket she was found wrapped in. people the investigators are trying to give information that they think will generate tips about finding this girl's identity. >> they don't believe she had been dead a long time correct? >> that's right. they haven't been able to say exactly how long they believe she was dead but they believe it was just a short period of time. when she was found, it was a body it wasn't skeletonized remains or a very decomposed body. >> that way, the memories could

be fresh, why they are showing the clothing the blanket and updating the earrings. you live in boston. you are from and live near the area deer island where the body of this little one was found. tell us about the area it was a jogger or somebody walking a dog that encountered her body? >> yeah, a woman was walking her dog on the shore of deer island. her dog was drawn to this trash bag and going around the trash bag. this woman approached her dog to see what was interesting the dog so much. that's when she found this gruesome discovery. deer island is part of the boston islands, it connects to the town of winthrop in massachusetts. it's home to a waste water treatment plant. the periphery of the island is a network of trails paved and

1960s. in a few hours, all of that will change. the governor signed the bill into law, surrounded by the very lawmakers who helped make this a reality. she had next to her some of the families of the nine victims of the charleston massacre those people who died some 23 days ago. each family will receive one of the pen's the governor used to sign the bill into law. the governor spoke about the victims right before she signed the bill and spoke about this historic moment. here is what she had to say. >> this is a story about action. this is a story about the history of south carolina and how the action of nine individuals laid out this long chain of events that forever showed the state of south carolina what love and forgiveness looks like. >> reporter: the governor is not expected to make any remarks during today's flag removing ceremony.
