on in chattanooga, tennessee. one officer is down and at least one person has been injured and we do not know at this hour where that shooter is who pulled up in a silver mustang and started shooting indiscriminately at a reservist center there in chattanooga, tennessee. let me hand it over to my colleague wolf blitzer with more of the breaking news. this is cnn breaking news. >> hello, we're following breaking news. i'm wolf blitzer reporting from washington. we want to welcome our viewers in the united states and around the world. there's breaking news in the state of tennessee. where at least one officer is down after a shooting near a u.s. military reserve center in chattanooga. a local store owner telling cnn that just before 11:00 this morning, she saw a man with a high-powered rifle fire multiple shots from a silver mustang. the gunman apparently targeting a shopping center with multiple military recruiting offices. the city's mayor tweeting out

earlier and i'm quoting him now, horrific incident in our community. we will release details as they are confirmed. prayers to all those affected. let's get the very latest. alexandria field has the latest. >> good afternoon, wolf. we know these shots first rang out around 10:50 this morning and the investigation is on now along with the hunt for the gunman or the gunmen as the case may be. what we do know from the navy is that shots were fired at a reserve center this morning and also investigating reports of shots fired at another navy building. it was the mayor who confirmed that an officer was down this morning and it was also the mayor that was tweeting that there was a horrific incident. there is a huge law enforcement presence that will be responding to the scenes of these reported shootings. you have witnesses who are trying to help investigators right now to try to piece together what they know and what they saw. you have the reports, wolf as you pointed out, that some saw a shooter. a man shooting from a car with

some kind of high-powered rifle. these are all elements that police will take into account as they try to identify exactly how many shootings may have taken place and where these shootings may have been and who was responsible. a number of buildings in the area are responding by going into lockdowns. reports of a lockdown at community college and at a hospital and also at a mall while investigators try to contain the situation. wolf? >> the shooter or shooters i just want to reiterate, alexandria that shooter or shooters still at large, right? >> absolutely. that's why you have all these buildings taking these protective measures. so many people responding in different locations that they have to lock down the different facilities whether it's a college campus or hospital because, wolf as you know in these situations this is where you see the responders coming in and making the sweeps of these buildings and making sure that they have cleared any spaces that are vulnerable at this point. they have tao apprehend whoever is behind this. also of course law enforcement

officers relying on witnesses to give them any information on what they saw when shots rang out around 10:50 this morning. >> i want you to stand by. a little while agoewe heard from chattanooga mayor, andy berke, and he said this. listen. >> we have an officer down. we had somebody out there shooting at our army reserve center. this is one of the this is a very very terrible situation and we need to go figure out how we can handle it. >> let's get some more on what is going on. tennessee state senator bowe watson is on the phone for us. senator, thank you very much for joining us. what can you tell us? what is going on over there? >> our local law enforcement is responding as they should to this situation, wolf. an ongoing situation. i think any real comments will be premature. you've pretty much detailed the facts of what most of us know. i will tell you that i have and i'm sure my colleague has been

in touch with our state law enforcement people and they will be providing whatever resources the city of chattanooga needs during this terrible. >> does that mean that police officer has been shot or killed or injured. do you not have any specifics on that senator? >> i do not have the specifics on that. i do know wolf you know we're citizen legislatures in tennessee and i work at one of the park ridge medical center and they are on high alert and we are not on lock down. the facility up the road where the officer was transported. they are on lockdown which is standard operating procedure for them. all the local businesses and all the local government agencies are responding appropriately with lockdown or high-alert procedures and all of us have gotten very used to these kinds of activities through the

various drills that we do ever since 9/11. >> do you know senator, whether it was one shooter or multiple shooters? >> i don't think we know those details yet. under lockdown scenarios or high-alert scenarios, you make no assumptions. you simply plan for the worst and hope for the best. >> tell us about this navy reserve center on amnicola highway. >> it is mostly training. right up against the tennessee river. there is actually a river park community park right next to it. it is every day when people drive into chattanooga if they come in on amnicola highway. not a popular area. mostly commercial industrial businesses in that area of chattanooga. >> if the mayor, andy berke

tweets horrific incident in our community, we will release details as they are confirmed. prayers to all those affected. it sounds as if this is potentially, and i hope i'm wrong, it sounds much more serious than just one individual as bad as that is. one individual down right? >> well mayor berke and i were colleagues when he served in the tennessee senate and i'm sure he has listening to local law enforcement and not only chattanooga police department and sheriff department and other s.w.a.t-type agencies. i think out of an abundance of caution, the mayor would have made a statement that brings everyone on high alert. and it is appropriate for the current situation. >> you know this community well senator. what is your advice to the folks out there and near this area? >> be diligent. get out of the way and allow law enforcement to do their job. we are very blessed in this

city. we have a great chattanooga police department and we have a great county sheriff department. these people are well trained. since 9/11 those of us in the government particularly have become very familiar with various drills on how to respond to these kind of situations and everything i'm hearing and i'm told has demonstrated that not only are the health care facil facilityies and the government facilityies and all of our citizens are responding particularly first responders. technically a great place. this is an unfortunate incident. but, again, i would encourage all of our citizens to pay attention and be careful about listening too much without it having been confirmed by either local government or local law enforcement and remain vigilant and on high alert until we're given the all-clear. >> one last question before i let you go senator, i know you have to run. as far as you know any threats or any warnings or any

eye witness who was very near the shooter. she described what she saw. >> gina you are in the area. you heard this all play out. but i want you to know exactly what do you know what are you hearing right now? >> i was at work. just doing my normal duties to get the store open and i heard really loud noises and i couldn't even recognize it was shots until i came out of the kitchen and looked out of our window and i'd seen the guy in his car. a high-power rifle and it wasn't simultaneous simultaneously but it was pow, pow, pow. he was just firing shots over here right next door to us and to the air force, navy and marines office. and i mean, i don't even know how many shots he fired but if was was a lot. people down the street said they reloaded. he could have reloaded several times. >> gina you saw this --

>> he pulled out real quick. they said he didn't have a tag on his car or anything. and he headed. he pulled out of our parking lot and went towards he didn't know what direction. >> so gina just to back up just one second. so you saw this shooter? you saw him. you saw the gun and you saw him in his silver mustang, you say. >> i was standing right here and could have been only ten feet away from him in his car where he was parked. i was right here at the restaurant looking through the window. >> did you see, you saw the shooting. was anyone shot do you know? >> i'd seen a guy, i believe he got shottic in the back of the leg by us. everybody is fine other than that. but, yeah as far as any fatalities over here everybody is okay. everybody local over here and the offices ran in and making sure everybody was okay. and i guess that's when we

didn't see the emt or anything come until after the fact and got him. >> when did this happen? you said you were opening up the store? when did this happen? >> this was about 10:50. >> so it just happened. and what is happening right now? i'm sure are police on the scene? >> right now we have several police officers out here. you know it's been closed off. it's a crime scene investigation now. they have all their cups everywhere where all the rounds and everything was. they've got the news people out here and it's just a lot of commotion going on and everybody is making sure family members and things are all right. >> you see the shots in that window over there. what was going on. this is a u.s. navy reserve center in chattanooga, tennessee. a shooter there. maybe multiple shooters we don't know. but at least one shooter going through with a silver mustang and firing his weapon at this u.s. navy reserve center. i want to go to our pentagon correspondent barbara starr at the pentagon. you've been speaking with

representatives from the u.s. navy. what are they telling you, barbara? >> well actually wolf we're talking to some defense officials who are familiar with the situation on the ground. as you would expect in these types of shooting incidents, a lot of conflicting information in those first reports. right now one defense official tells me there are no confirmed reports that any military personnel were thankfully no one wounded, injured or killed in this incident. that is the initial report they are getting. another official tells us they're aware of the reports of the silver car that eyewitnesses are talking about, but that in fact, they believe law enforcement may be looking for a black bmw at this point. what they do know is that at 10:50 this morning east coast time, someone, an unidentified male drove up to this center in chattanooga. this is an area where there are a number of military offices

recruiting reserve and some other support functions essentially co-located very close together. this person drove up in an automobile got out, started firing into the navy recruiting station and then very quickly got back into their car and fled. so that is where it stands right now with local law enforcement, obviously, looking for this person. we are told in the navy recruiting office at the time of the incident there were three navy personnel and, also apparently a young person applying to join the military. all of those people are safe we are told. none of them were injured. the military personnel in the area have now been moved to other offices. the department of homeland security has been notified about this. and a number of government agencies right now, as we speak, are treating information about what they know about this incident. so if it holds at this point,

no military personnel wounded or killed in this incident that indeed would be very good news. but, of course we're following this every moment because, as we all know in so many of these incidents, the first reports often prove to be something else down the road. >> they certainly do because some eyewitnesses said a silver ford mustang convertible was involved but you're hearing from your sources it may have been what a black bmw involved? >> a black bmw. what we don't know could an eyewinceeye witness potentially have seen something else. could there be some reason that law enforcement now may be looking for a black bmw? this is all very much still to be determined. and because this happened although it happened at a military facility it happened by all accounts in what essentially is chattanooga. so civilian law enforcement clearly would take the lead on

this investigation. military officials, homeland security officials will be offering any coordination any help any assistance. they will be looking back through all of their records to see if there were any threats against this facility. if there were any suspicious perpetrators in the area. people they may have had some indication were out to cause trouble. they'll all be looking back through all of their records to see what information they can get. what they can all share. it will be an enter agency effort but at this point the indications are the chattanooga police department would take the lead on this working with military and federal law enforcement, wolf. >> we can see at least a dozen, if not more gunshots at that window there. we're showing our viewers the left part of the screen. the residue of this shooting that occurred at this u.s. navy recruit center in chattanooga, tennessee. barbara, i know you're collecting more information from

to make a statement shortly. the mayor andy berke expected to update us. once again, you saw active shooter situation over. that tweet coming in from chattanooga police. the chattanooga police department. we also have some new eyewitness sound that we just got over as far as what happened. listen to this. >> i just pulled off trying not, i know he saw me and i didn't want to get hit. i pulled off and then i tried to go around back where i saw people escaping from the back of the building to see if she would be coming out through the back. >> what was the scene like? >> it was a regular day. i mean he just pulled up and dwrid didn't think anything of it. he lifted up his arms like this with a big, black gun and it was one shot and then it was just endless shots. one after another. just unloading.

>> what was the scene like inside your salon? >> just crazy. once we realized what was going on. call 911 and get to the back of the building. that's the only thing we thought of and right now we're just thanking god that we're safe and that all of us are safe. we're just thankful right now. >> just the whole scene is pretty much chaotic at this point. what would you like to tell other people that are here and kind of just witnessing. there is the manager at the salon said he saw a bhanman with a gunshot wound. >> we heard there was a person with a gunshot wound to the leg, but we did see the ambulance here earlier and everything. but we did not see him. i didn't see him personally. >> how scary was it for you guys? >> just scary. it was scary. but, like i said we're just thankful, we're just thankful for our hope and our faith and our trust in jesus that we're okay and that everyone in the complex is okay.

we know nothing about the shooter's condition and if police are saying the situation is over they have detained the gunman or the gunmen who may have been involved in this. again, we do not know the shooter's condition at this point where or how police may have located this person. we don't know anything about the police officer's condition because you will recall earlier this morning, wolf the chattanooga mayor tweeted that an officer was down, but did not give any details about that officer's condition. we are awaiting word on that part of the story. obviously, very important part of this story. here is what we know officially on the record. we know that the navy has said that there was this shooting of course, at the reserve center this morning. the shots ringing out around 10:50 and they also said they were investigating the reports of the second shooting at another navy building. we have learned a lot from wisz witnesses this morning. some of them describing a man in a droptop car and a silver car

and also learned from law enforcement officers who said they were looking for a black car, not a silver car as those initial reports had come out. we are expecting this press conference in which police will hopefully put together parts of the timeline identify the specific locations. at this point the only confirmed injury we have heard is this word that an officer is down and, of course wolf everyone hoping that this press conference will confirm that it is just one person who was wounded in any way. hoping of course for the best for that officer. there was a big response to this this morning as this situation developed, wolf. we know that hospitals went into lock down and community colleges and a university and even a mall. so, with word now that this situation has come to an end, of course you can imagine that people are just beginning to feel that they can begin to come out and begin to hopefully learn what has gone on in chattanooga this morning. >> very serious situation, indeed but according to chat chattanooga police the active shooter situation is over but we're standing by for details. live coverage of that news

conference from the mayor of chattanooga, once it begins. i want to go to pamela brown, who is monitoring the federal government's response to this. the fbi is involved. i take it the atf is involved. pamela what are you learning? >> absolutely. wolf we know the fbi from the knoxville office as well as the atlanta office and the atf. even though we're getting word that the active shooter situation has come to an end, according to authorities, according to that tweet, the investigation, wolf, is far from over. what typically happens here is that there are evidence response teams on the ground right now trying to gather as much information as possible to piece together what happened here. who was the shooter or shooters. what was the motive? and try to piece, put the pieces of the puzzle together. we know also s.w.a.t teams are on the scene and victim witness specialists normally respond, as well talking to anyone who may have seen this. usually in these types of

situations when it's very chaotic and very fluid witnesses really provide the best evidence, especially initially. it will be interesting to see what we will hear from the chattanooga police there, which is the lead agency on this investigation. wolf? >> pamela stand by. joining us on the phone is marilyn hutchinson a witness who heard the actual shooting. tell us what you saw and what you heard. >> well my friend and i were sitting outside the building on a break and we heard just in quick succession seven to 15 shots. just pop, pop, pop. very fast. we looked at each other and said that's gunfire. well the next instant there were squad cars coming from everywhere and for about 15 to 20 minutes there was a barrage of fire once the police officers and everyone got here. and then of course they came across and they put all of the buildings in lockdown. so there was a lot of gunfire

going on for quite a while. >> because we saw all those gunshots in those doors and those windows. you take a look. i counted at least a dozen or 15 maybe more and i could own imagine what occurred after all those shots were fired. did you see a silver mustang or black bmw? what did you see? >> because of the demographics of the area it would have been very difficult for anyone to see anything because of the way that the land lies. okay. you have a very heavy tree line and the naval reserve is back behind that tree line. so it would have had to be someone within the park that would see anything. i mean no one other than that could really see. and it's a very busy area with the park. we have a lot of people going in and a lot of tourists going in. i mean really anybody on this side could do would hear the

succession of gunfire. >> were you alone, marilyn, when you heard those gunshots? you must have been terrified. >> my friend and i were outside. i wasn't really terrified. you just can't believe that something like that is happening and then you know when the police arrived and you heard the heavy gunfire, then you knew there was something, something was really going on bad. and, of course you know since then you know we've had the homeland security is here atf is here and the state police are here. you name it. and they are here and we are still on lockdown. >> as far as you know marilyn. >> and if i understand it -- >> go ahead, finish your thought. >> as i understand it as i understand it there were at least four military personnel that were wounded plus one city police officer. >> really? >> a lot more complicated than people believe.

let's get back to the breaking news. ium rf wolf blitzer in washington. we want to welcome our viewers in the united states and around the world. police say there is no longer an active shooter situation in chattanooga, tennessee. we're standing by. we're waiting for more details. earlier the u.s. navy confirmed a shooting incident at a navy recruiting center and the navy said it was also investigating a second shooting at another navy building about five miles away in chattanooga. the mayor there, andy berke, told the reporters that one officer is down. his word down in connection with the shooting. no word on the office's condition but we are hearing no reports of any deaths among u.s. military personnel. we're expecting to hear and we're standing by for a press conference. a statement from chattanooga police. also we're standing by to hear from the mayor, andy berke,

momentarily. that's coming in right away. so as we get more information, we do know know fortunately, this tweet that was just released from chattanooga police that the shooting incident seems to be over. but what exactly happened and how many injured and who the shooter or shooters were are clearly still unclear. active shooter situation you see is over. details forthcoming. matthew fogg is here with us. he's a former chief deputy u.s. marshal. former member of the special operation force. you see those gunshots and those doors over there at that navy u.s. navy facility. >> someone knew exactly what they wanted to do and they were using a high-powered automatic weapon that they could get a lot of rounds off at one time. they meant to hurt a lot of people. someone thought this thing through and actively went in and was actively attempting to do some harm to the military people. >> both of the targets were u.s.

military targets. >> that's right. the concern was it two different people or a conspiracy of people working together to do something to the military? i'm sure the fbi and all the investigative agencies are looking at that right now. >> if you take a look at that matthew. we show our viewers the pictures of the gunshots on that door. this was the incident that occurred on lee highway. u.s. navy incident. take a look i counted at least 12 or 15 shots there. you can imagine the damage the death, the injuries that could have occurred. >> that's right. when i see that i see an automatic weapon. >> how can you tell that is an automappen weapon? >> the sequence of the rounds and how they're fired and looks like they are fired in a raupd secession. it could be semi automatic. but it looks like what an automatic weapon would do. so many holes in a particular area. they fired some rounds and then they stopped and that's what it sounds like. >> one of the eyewitnesses

simply said that the individual drove up got out of the car and then went back in the car and took out a weapon and started firing. and you heard pop, pop, pop. you heard a lot of gunshots. >> that's bright. someone knew they canvassed the area and knew what they wanted to do. they looked around to see if any police were there and went and got that weapon and pulled it out and started firing. >> evan perez, our justice reporter is working this story. we know that the federal government is now involved. these are u.s. navy u.s. military facilities evan that were targeted. tell us what you're learning. >> that immediately makes it a federal crime that we're dealing with right here. that's why the fbi and the atf are at the scene. but, for now, local authorities are working the scene but we expect at some point this will become a federal crime scene handled by the fbi and the atf as they try to figure out who this shooter is where the

weapon came from and right now we're told as you mentioned just a minute ago, that the navy is describing two separate scenes. so that's part of the confusion here. hopefully we're going to get some more clarification when this press conference gets under way there in chattanooga. right now what we know is the resources being sent. we have crime scene technicians and have evidence teams that are heading up there. not far from atlanta, obviously. it's very easy for them to get there and they will be trying to figure out exactly who this person was and what the motivation of this shooting was, wolf. >> because two separate shooting incidents about five miles apart we're told both directed at u.s. military facilities. the u.s. naval recruiting facility and navy center there and one, some eyewitnesses says the shooter was driving a silver mustang convertible. other eyewitnesses said they saw a black bmw. that would suggest to me there

may be more than one shooter. have you heard anything like that? >> we haven't heard, wolf whether or not there is more than one shooter. we're told what the chattanooga police have now tweeted, which is that the situation is now over. which indicates that they believe the shooter or shooters is dead. and, so at this point, we only know of one, really because of the eyewitness reports, another confusion of the scene. which happens all the time, obviously, in these types of incidents. we are waiting for some more clarification from the local authorities. wolf, it bears to remind everyone that this has been a summer in which a lot of threats against these military facilities. against police. so that's what is also in the mind of ofederal officials as they respond to this scene. what are we dealing with here? is there somebody who simply had a beef with the military or perhaps was rejected or something like that or something that turns into terrorism? we don't know yet, obviously.

but that's obviously, what they're approaching. that's the point of view they're approaching this with. >> as you know evan, correct me if i'm wrong. a few weeks ago the u.s. military did go on a higher state of alert at all u.s. military facilities domestically as well as internationally. >> that's right. the military increased its readiness, particularly some facilities that felt there were some particular threats directed at those facilities increased their security levels. but we do know it is a threat that is being seen around the country and even overseas. u.s. military facilities in the uk for instance over the fourth of july took some extra precautions. so because there are these threats that are being broadcast and they're encouraging people who might be like-minded to attack u.s. military facilities especially in light of all the military activities in the middle east right now. >> all right. evan stand by. everyone stand by. we're going to continue to follow the breaking news.

chattanooga police tweeting a liltal allittle while ago active shooting is over. two separate shooting incidents both targeting u.s. military facilities in the chattanooga area. let's go to cnn's alexandria field. she's been getting the information on what's going on. for our viewers in the u.s. and around the world update us on what happened. >> we're waiting right now to hear what happened to the shooter. wae know we know the active shooting is over and how the shooters may have been detained or taken in.

what we know from officials is that there were two separate shooting locations. the shots ringing out around 10:50 this morning in chattanooga, tennessee. we know shots fired at a navy reserve center and also at a military recruiting center. according to our barbara starr, she has her sources that the shooter got out of the car and walked up to the recruiting center where a shooter began firing shots. three navy personnel and a recruit were inside but according to barbara starr and her sources, no military personnel were injured. this all came to light this morning as it was unfolding when the mayor of chattanooga tweeted that there had been a horrific incident and he also said that officer was down in regard to the shooting situation. there is no word yet on this office's condition. we are waiting for that word when this press conference begins in just a short while. but there was an immediate response as this unfolded over a period of several hours this morning, wolf. a number of different locations taking every precaution possible. hospitals, a university, a

community college and even a mall all going into lockdown after it was declared over by officials in that tweet just a while ago, wolf. >> presumably the mayor, as well will take place in 10 minutes, 15 minutes from now right at the top of the hour. alexandra alexandra, thanks. i want to bring in eva lewis, right now a spokeswoman for the chattanooga community state college. is your facility still on lockdown? >> we are still on lockdown. >> why are you still on lockdown if the chattanooga police say this incident has been resolved it's over? >> well i have to rely on my police department here on campus and they are in active communication with the city police. so until we hear from them that everything is clear, then we remain on lockdown. >> so chattanooga police have not told your campus police yet that all clear, go ahead, tell the students they can go out and about. >> that's correct.

and i just confirmed that by text message. so we are still on lockdown. >> so, what does that mean lockdown as far as your campus is concerned? >> well that means that everyone is staying in the buildings and the doors are locked and our police personnel are monitoring . police personnel are monitoring the situation and making sure that everything is secure and safe. as far as i know the street in front of us the amnicola highway is still blocked off. so no one can come to or leave the campus. >> that's what is going on right now. hopefully this incident has been resolved. the chattanooga police said a while ago the situation was over. so hopefully you'll get that word all clear and the students can go back to class. eva, thank you for your time. good luck to you and everyone in chattanooga.

just be sure 100% before i let people go. it does say, again, there's a lot of things we don't know if there were two shooters. when the police say everything is all clear, what does that mean? >> evan perez, you're getting new information from your sources right now. it's still a little muddy what is going on obviously. we don't know. >> that's right. we still don't know. we have no reason to believe there's a second shooter. there's been confusing eyewitness reports that we've received there. so far, we don't believe that there's a second shooter. that shooter is the one that is dead according to the local authorities and federal authorities working with them. as you and i were just talking about, wolf this summer has been a time of a lot of warnings about threats to military facilities around the country. and so that's part of the thinking of federal law enforcement as they approach the scene. they are trying to figure out

who this shooter is and what the motivation is. and so that is what is obviously one of the first things that they are looking at is whether or not this was something that was related to any past threats that have been made to either this facility -- it's not clear whether they received any specific threats or this is connected to the threats that we've been reporting on all summer in the united states. wolf? >> obviously this is an important development. we've just been told evan that president obama himself has been briefed by what is going on by his national security aides. we should be getting, within the next few moments, a live update from the mayor himself. as soon as we get that information we'll know what is going on whether or not it has been completely resolved, whether the lockdown in the area can be lifted. matthew fogg is still with me

former u.s. marshal service. it's one of the situations that you don't want to speculate about motive but we do know that the two targets in this specific case involve the united states military which raises a lot of suspicions. could be a crazy guy who hates the u.s. military or it could be something sin terister. >> that's correct. when you talk about the military it sounds like they had a motive. when you talk about maximum terror effect with all of the stuff going on with the military isis overseas threats, the concerns raising the threat level, if someone wanted to have maximum impact on the military and scared by it that's what they would do go to the military and do what this terrorist did. >> we don't know who this individual is or what the motive is if there was a conspiracy or anything like that. we'll get a lot more information at the top of the hour. we'll stay on top of this story.
