a routine traffic stop escalated. and remote carjacking? an alarming vulnerable in many cars revealed as professional hackers take control of critical car systems via the internet. could someone disable your brakes or shut down your vehicles? wolf blitzer is on assignment. i'm brianna keilar, you're in "the situation room." \s. we are following grows concerns about terrorists. president obama prepares this week to visit kenya, a country that's been repeatedly attacked by a ruthless al qaeda affiliate. critical inspection about the president's trip has been exposed, including details of air force one's movements. we're also following the latest political firestorm ignited by donald trump, now under fire for revealing rival lindsey graham's person cell phone number on live national tv. trump doubles down in a new
2:02 pm
interview with cnn's anderson cooper. we'll get reaction from lindsey graham giving us his first interview since the controversy exploded. republican congress mast adam kindsinger is also with us and we have a correspondent with the latest news. we begin with barbara starr and the concern over president obama's trip. what are you hearing? >> president obama may not be headed to the homeland of his fire but right into a hotbed of terrorist threats. al shabaab militants in east africa now posing new worries for president obama's trip to kenya. cnn hayes learneds learned the u.s. has conducted nearly half a dozen secret air strikes against al shabaab forces. intelligence showed an attack against kenyan troops there was imminent.
2:03 pm
by the al qaeda africa affiliate. >> it sends a clear message to al shabaab not to try to attempt anything against the president. >> the u.s. does not believe al shabaab can get anywhere near the president, but there are other reasons to worry. >> what most likely is not an attack against a u.s. government officials like a president, but an attack that happens while the president is there, what al shabaab is likely to do is go for a soft target. >> like the nairobi mall attack in 2013 where 67 were killed. it just reopened. or this april attack when nearly 150 people were killed in an al shabaab assault at carissa university the pentagon trying to confirm if one of their recent drone strikes may have killed the planners of that attack attack. u.s. officials tell cnn in recent days there is growing social media and internet
2:04 pm
chatter among the somali-based militants about the president's visit. they all nose he's one, one analyst tells cnn. a flight bulletin outlining details has been released including when airspace in nairobi would be closed because of the arrival and departure of air force one. but officials are brushing it off. >> but the details of the president's schedule that are critical to keeping him safe are details that have not been disclosed publicly at this point. >> now al shabaab has lost fighters territory and financing in recent years, but still they have managed continuously to increase their number of attacks. that is why there's so much worry about what kenya may be facing as the president arrives. >> barbara starr thank you. i want to dig deeper with peter
2:05 pm
bergen. you heard that bash ra stay there's been losses, but back in april a huge attack. >> shop centers, schools, they have not shown the ability to attack hard targets. secret service wouldn't allow the president to travel to kenya if there was a serious concern the quite within the capacity to -- very large country during his trip to kind of show the flag. >> also we've heard from the president's family in kenya on his father's side. they had of course would love to have him tum to cogelo which is where his father is from. right now it's not on his schedule. >> it's hard for me to make an assessment without knowing the
2:06 pm
details, but here's an example. the president has never visited pakistan despite the fact that they've been asking him for come for a long time. it would by highly implausible that this trip hasn't been carefully thought through. whether shabab can attack during the trip is a separate issue. clearly they have the capacity to do that and probably the inclination. >> the state department says there could be a -- >> i can't imagine why they wouldn't want to take advantage of it. you know they have lost a lot of control in so somalia, they used to control the entire is it country. now that they're losing control they're much more inclined to do the spectacular attacks to show they're relevant. >> peter bergen thank you so much. a new warning about russia saying its nuclear arsenal poses
2:07 pm
an existential threat to the united states just days ago after russian bombers were intercepted off the cost of california and alaska. brian, what are you finding out? >> we're getting new inspection about a confrontation in the skies between u.s. fighter jets and nuclear-capable russian bombers not far from american shores. we had reported on that day two russian tu-95 bombser called the bear, they flew not far away from the california coast. we'll put up our west coast map to show you where it happened. we now understand this was roughly about 40 miles from the coast of central california right about here. on the same day, july 4th two other russian bears flew close to the southern tip of class not far from the a aleutian islands.
2:08 pm
we are also learn of a communication from the russian bomber pilots toward their american counterparts in that incident over california. a spokesperson for the norad tells cnn that one of the russian pilots said over an emergency aircraft channel, quote, good morning, american pilots. we are here to greet you on your fourth of july independence day. was that a threat? the norad official would not go that far, but he did say this incident was, quote, potentially destabilizing, because it was an unannounced approach and because the russian bombers are capable of striking the u.s. with nuclear bombs. brianna, this 'happened on the same day that vladimir putin called him and personally congratulated him on the fourth of july holiday. not so coincidental. >> i wonder though brian, does this highlight putin's mind
2:09 pm
games and aggression. you have him same a congratulatory call but at the same time you also have i think this approach by planes which seems counter to that. >> absolutely it does. putin has been extremely aggressive recently one of the reasons the incoming chairman of the joint chiefs of staff recently called russia the number one security threat to america ahead of isis and north korea. putin has aggressively deploys weapons into ukraine. there's been an escalation of fighting there, and he announced he's adding dozens of new ballistic missiles to the arsenal. there are reports that russia is threatening sweden if they join nato they might be retaliate. a big concern among u.s. officials tonight. >> brian thank you. i want to talk about all of this with adam kin zinger. you just heard that report from our brian todd these russian
2:10 pm
nuclear bombser flying within 340 miles of 9 california coast. what is the proper reaction to this? how would you classify this act? >> it's an act of aggress, but if you have any doubt whether the k08d war is back on these are the kind of maneuvers that show that it is. a reestablishment of an essen kind of cold war principles where is at that time it was all a show of force, but we're seeing this literally on a weekly basis. whether it's the mainland or parts of europe or anywhere else in 2006 i was deployed to kurd i stan and i fresh seeing a russian frog foot aircraft buzzing when we supposedly had good relations, the stepped-up nature goes to prove that have 4r5id mir putin, sometimes the smallest kid in classes the
2:11 pm
biggest bully. that's who he is. >> he heard from general joe dunford, he ser russia is the biggest threat to the u.s. do you agree? >> i really think so. terrorism is a huge threat. the problem with russia is it could take one wrong move s. vladimir putin it decides that he could move and not invoke a nato response whether in fact he would invoke a nato response potential a world war scenario ago flateso is forced to defend its own territory. vladimir putin understands that the russian economy is about one eighth of the american economy, their military is totally incapable compared to the american military but what he's doing is testing our and testing the west's will. that's why it's important for us to stand up now and make it clear we're not going to be
2:12 pm
bullied. i want to ask about this targeted drone strike we saw. killed the leader of mussen al fadli. tell us hoch of a threat it poses? >> it's a significant threat. this is a group that basically is an isis -- not because they want to throw assad or any geopolitical reasons. they are using the mess in syria to basic loy plan strikes against the united states so they're a significant threat to us. i give the president, the administration credit. i think we need to do more but let's celebrate victories where we have them. with us less significant terrorist we have to worry about. >> you think core ason could grow in the way we saw clade grow? >> absolutely. you have multiple jihadist groups. some are focused on destroying
2:13 pm
the government they're hosted in right now. some are kind of medium term and then a group lie korason and al qaeda are focused on long term. given the room to grow and breathe, this is afghanistan pre-9/11. they'll plan and execute. today we heard john boehner saying he's going to do everything possible that's a quote, to kill this deal. i wonder if you think there is enough opposition in congress certainly from republicans, but also from some democrats to get a veto-proof majority to kill the deal. >> i think we're close. this is a bipartisan issue. there's a lot of democrats who have as much concern as some of us on the republican side. if you're a country that's not iran why wouldn't you build 5,000 centrifuges now. every country now has the right in essence because of this deal
2:14 pm
to built 5,000 centrifuges. you look at the precedent, there's a lot of concern that it's -- in fact it's not a partisan issue. congressman kinzinger, thank you so much. >> you bet. i'll be asked senator graham about donald trump and yes, his cell phone. there's nothing more romantic than a spontaneous moment. so why pause to take a pill? and why stop what you're doing to find a bathroom? with cialis for daily use, you don't have to plan around either. it's the only daily tablet approved to treat erectile dysfunction so you can be ready anytime the moment is right. plus cialis treats the frustrating urinary symptoms of bph, like needing to go frequently, day or night. tell your doctor about all your medical conditions and medicines, and ask if your heart is healthy enough for sex.
2:15 pm
do not take cialis if you take nitrates for chest pain as it may cause an unsafe drop in blood pressure. do not drink alcohol in excess. side effects may include headache, upset stomach, delayed backache or muscle ache. to avoid long-term injury, get medical help right away for an erection lasting more than four hours. if you have any sudden decrease or loss in hearing or vision or any symptoms of an allergic reaction stop taking cialis and get medical help right away. why pause the moment? ask your doctor about cialis for daily use. for a free 30-tablet trial go to cialis.com if you have moderate to severe rheumatoid arthritis like me... and you're talking to a rheumatologist about a biologic this is humira. this is humira helping to relieve my pain and protect my joints from further damage. this is humira helping me reach for more.

2:17 pm
iran has violated 20 international agreements and is the leading state sponsor of terrorism.
2:18 pm
it's one of the most jaw dropping moments of the campaign so far.
2:19 pm
with the name-calling escalating between the candidates. trump took it a step farther on live national television revealing graham's personal cell phone number. >> he gave me his number and i found the card. i wrote the number down let's try it -- 202- [ laughter ] [ bleep ]. >> i don't know give it a shot. your local politician you know? he won't fix anything but at least he'll talk with you. senator graham is joining us with a smile on his face for the first interview discussing this latest uproar. first, i want to ask you about this development that the department of justice has announced hate crime charges today against dylann roof the alleged shooter. the attorney general says this is what the doj has to do because south carolina doesn't have a hate crime law.
2:20 pm
why doesn't it? should the state have such a law? >> well one, you don't need a hate crime law here. you can be charged under state law with nine counts of first-degree murder but yeah i don't mind having a hate crime law, but please don't suggest that people in south carolina would not render justice here because we will. i think you have seen from the families of the victims the beth of our state. they handled this better than anybody could have hoped to have handled it. the politician follow the people but please don't suggest for one moment that justice would not be delivered here without the attorney general of the united states. the local prosecutor the local jury the people of south carolina will deliver justice in this case. >> i do want to turn now and talk to but this feud we've been seeing playing out between you and donald trump. anderson cooper sat down with him today, asked him about when he gave out your phone number. here's what he said. >> i get called all these
2:21 pm
horrible grapes by lindsey graham who i don't even know. i didn't start it with lindsey graham. i couldn't care less. he's registered at i think zero in the polls, by rick perry who was in my office a few years ago, i just posted a picture of him shaking my hand looking for money, for support. people say, you know i would call it hypocrite, but they're saying horrible thing, like i don't even know they see people. am i supposed to you know say it's okay for them to saying -- one guy i guess it was lindsey graham called me a jackass, so am i supposed to say it's okay? i'm called a jackass, i have to fight back. this country has to fight back. >> do you think it's presidential to give out a -- >> that's a long story. you have to see the story the way it morphed. he wanted to get on "fox & friends" he called me up then wanted to come in for campaign contributions, and then
2:22 pm
he starts hitting me years later. i happened to have this crazy number and i held it up. >> what do you think, senator? react to that. >> well number one, with all due respect to the donald i don't need his help to get on fox news. he's just making that story up like he makes a lot of stuff up. i talked to him a couple years ago about my china currency legislation, which she supports they create a discount to chinese-made products. that was how we first met and what we talked about. but the idea that i need his help to get on fox news i don't think will withstand scrutiny. but it's not about me and donald. it's about what mr. trumped said about 11 million illegal immigrants that i find offensive and not true. they're not mostly drug dealers. they're not mostly rapists. some are good is what he said. here hard-working decent people
2:23 pm
that come from very corrupt and dangerous places to make a better life. we have a ability and duty to bring order to chaos. when he suggest to do my good friend john mccain was some kind of lesser form of service member baas he was captured and he and others like john really weren't heroes because they wound up being captured that was a like that i could not allow to be unanswered. that's a line i think no american wants any politician to cross. >> it's important to note i think you you and donald trump are very gift he clearly is not, but i want to ask you, we see this recent national poll where he's wiping occupy the rest of the field. you are polling around 1%. so i wonder why do you think
2:24 pm
there are members of the republican party gravitated towards donald trump? >> well some people buy into the idea that you know he's speaking truth when the rest of us you are not and they're from us freighted with a broken immigration system. i get that. and apparently some people agree with him. i don't. i think he's a political car wreck, and people slow down and look at the wreck, but eventually move on. i believe when it comes to winning a national election as a republican donald trump is not the pathway forward. we have a good chance to win as republicans, because president has been a bad president, hillary clinton represents a third term of failed presidency, but if we're talking about the subject matter that mr. trump has brought up we're going to lose, and most people don't want to lose. that's why he will fade over time. >> so you have no dowd doubt
2:25 pm
that he will fade and there's no way he could be the republican nominee nominee? >> there's no way you could win a national election as a republican or any other title. america is a good place. we appreciate john mccain and people like john mccain. and when they asked him, would he know what he went through as a p.o.w.? he said it doesn't matter. well i think it matters a lot. i have a lot of confidence in the republican party and in the american people that donald trump is a political car wreck. we're all looking right now, but we'll move on. but the things he said he will never lead a great nation. >> if you were to see donald trump against hillary clinton, who do you think would be better? >> i think she would win and that would be bad for the country. i think she sold obamacare better than obama did.
2:26 pm
bill and hillary clinton did a better job of selling it. she's is the architect of foreign policy in many ways the best way for us to allow her to win is to continue to talk about donald trump, not her policies and not the bad deal with iran so this will eventually pass. i think the worst possible outcome would be to put something in the ring with hillary clinton that wouldn't have a snowball's chance in hell and that would be mr. trump. >> you put out a video today with a bit of humor, this comes after you tweeting -- probably time to get a new phone. i wonder he might have done you a favor. you're working a flip phone here and you clearly needed a new phone, senator, i must say [ laughter ] >> yes. >> do you think he did do you a favor? did he give you an opportunity here? >> i think what happened is he
2:27 pm
did something most americans wouldn't like and that's to tell the whole world your private phone number. it was my number by the way, so now i have to upgrade my technology. that's a good thing. i need to thank mr. trump for moving me into an advanced telephone. without him, it probably wouldn't have happened. what i'm trying to do in this video is say, don't take yourself too seriously. this is a great country. i think i have a lot to offer the republican party and the country as a whole. this will all work out. i will get a new phone, come on this show and show it to you, and you can call me. >> all right. we'll take you up on that. >> but don't give my number out. >> we won't. thanks senator graham. thank you for joining us. >> thank you. anderson cooper will join us next hour with most from his interview. you can see the entire thing tonight at 8:00 eastern on "a.c. 360." we just heard from the
2:28 pm

[ music plays ] don't settle for u-verse. xfinity is perfect for people who want more entertainment for their money. there are new questioning swirling about the conduct of officers especially after a newly released video showing a texas state trooper threatening for use a stun gun on a driver, tell her i will quote, light you up. the woman sandra bland was arrested after a traffic stop
2:33 pm
and dialed in her cell earlier this months. authorities say she committed suicide. ed lavandera has more. >> reporter: we have a late development here coming from the sheriff here in waller county who confirms when sandra bland was brought into the jail cell here on july sew as shall was being processed, she told jailers she had made a previous attempt at committing suicide. we're told by the sheriff that information was recorded on an intake form and that that form could be released in the next couple hours, but as you might imagine, sandra bland's family who has been saying consistently for several days that they do not believe sandra bland could have committed suicide and they are focused on the video of the dash cam, the arrest of sandra bland, they spoke out just a few hours ago. i want to show you the initial confrontation that led to the intense showdown between sandra bland and the dps trooper here
2:34 pm
in texas. >> mind putting out your cigarette, please. >> i'm in my car. i don't have to put on you my cigarette. >> you can step out now. >> i don't have to step out. >> step out of the car. >> why am i -- no you don't have the right. >> step out of the car. >> you do not have the right to do that. >> i do have the right. step out our i. >> i refuse to talk to you other than to identify myself. i'm getting removed for a failure -- >> step out our i will remove you. i'm giving you a lawful order. get out of car -- >> and i'm calling my. you're going to yank me out of my car? okay. all right. let's do this. >> yeah we're going to. >> don't touch me. >> get out of car. >> don't touch me. i'm not under arrest. >> you are under arrest. >> for what? >> for what?
2:35 pm
>> send another unit. >> get out of the car. get out of car now? >> why am i being apprehend centered you're trying to give me a failure -- why am i being apprehended? >> i'm going to drag you you've here. >> drag my out of my own. >> get out of the car! i will light you up! >> wow, for failure to signal? >> get out of there. >> yeah yeah, let's take this to court. >> sandra bland 'family reacting to the release of that video just a short while ago, speaking from chicago. sandra bland's sister is still dismayed by what she saw there. >> quite frankly i'm disgusted we're even having a discussion about an autopsy, because she was pulled over for something so insignificant, and because of an officer who felt like maybe his ego was bruised, got in the way, not once did he ever say he felt
2:36 pm
threatened. when you tell me you're going to light me up? i feel extremely threatened and concerned, and i'm not going to get out of my car. >> brianna, just to recap the significant development, the sheriff here in waller county saying when sandra bland was brought into the jail she told jailer she had previously attempted to commit suicide, a significant piece of evidence. the family said they have -- they are conducting their own independent autopsy. we thought those results might be released today. we still don't know when and if those results will be released. >> ed lavender ra thank you. i want to get more insight on this case. i'm joined by former fbi assistant director tom fuentes. we have "slate" staff writer here and we are former atf special agent in charge matthew forrest. so let's talk about this. if her death was in fact a
2:37 pm
suicide hoar should it have been prevented if she had alerted these folks in the jail that she had tried to commit suicide somewhat recently? >> most police lockups, if they have somebody even if it's not somebody theically will commit suicide. they have audio and video on the cells to watch -- >> not in this case just outside the cell. >> the fact if they had that report from her that she had committed suicide in previous situation, certainly she should have scrutiny. >> they were checking in on her by intercom but not physically laying eyes on her and observing her. >> apparently. >> i want you to listen to more of this video this is part of an exchange earlier to what we saw between the officer and between sandra bland. >> okay ma'am.
2:38 pm
you okay? >> i'm waiting on you. this is your job. i'm waiting on you. >> you seem very irritated. i am. i wonder why i'm getting a ticket so i move over and you stop me, so yeah i am irritated, but that doesn't stop you from giving me a ticket so -- >> are you done? >> you asked me what's wrong, and i told you. >> okay. gnat thew you hear that what she is explaining is she says the trooper was behind her and that he was sort of speeding up so she was trying to get over to get out of his way. she apparently did not use her blinker, so she's irritated here is the officer reacting to her initially, do you think his behavior was appropriate? >> brianna, this is -- this takes command presence to a whole new level. i don't think that anything that
2:39 pm
happened on this traffic stop was appropriate. i have to tell you i've worked with dps, they're a great outfit but this went far too far far too fast and for all the wrong reasons. >> you call this needless officer aggress. you have a lot of backup here on this panel, but explain that. >> at that point he's giving her the ticket the stop is pretty much over. when he asks her to put our he cigarette, you know she could have done it as a courtesy either way he could have walked away. at no there's absolutely no reason for him to escalate the situation. that's what's striking to me about this entire encounter. at every single point he had to de-escalate the situation, he decided to escalate it. i think the officer is what made this a potential dangerous situation for himself. >> this is supposed to be the end of it, but it kind of
quote
2:40 pm
becomes the beginning. >> whether it didn't need to. she was signing it and if she didn't want to put out her cigarette, it's not illegal to smoke in her car. >> that's a good point. thank you, really appreciate you talking to you. in north korea we aren't talking about kim jong-un, does he perhaps have competition? later a scary look at how your car could be hijacked by remote control.

nothing fits, huh? not surprising... ...with that bloated belly. you got gas. i can see it and i know you feel it. get gas-x. it relieves bloating in minutes. plus that uncomfortable pressure. no wonder it's the #1 gas relief brand.

we're learning more details about a rise seg power behind the throne. this comes as a time when kim can clamping down. >> we're told he's continuing his campaign of purges taking out keep military members. he's relying on two women, his sisters, they may be the only ones close to kim that he can really trust. a seemingly routine tour and photo op for north korea's young dictator reveals a tantalizing clue. as he visited a lock motive complex recently, north korea's government news agency reports his younger sister was with him. she's 27 years old, increasingly seen as a rising star said to be kim's closest adviser.
2:46 pm
she's believed to be taking on key roles in her brother's security agencies gaining huge influence. and that's not all. >> she supposedly now has her finger on the royal economy, where money that is coming directly into the kim family. >> black market cigarettes but legitimate businesses like building statues in africa they say her influence is becoming more like that of their aunt kim jong wui. she had enormous power until he turned on her husband and had him executed in 2013. now it falls to kim jong-un's younger sister to help him navigate. >> she would reach out to and expects to have his back ink
