few of them. >> thank you for spending your part of the day with us. and it is just about 8:00 if you have not checked the clock lately and we have so grateful for your company, i'm christi paul. >> i'm victor blackwell. good to be with you. and now, on the front lines this morning, north and south korea are going back to the negotiating table, and we are monitoring close to the border there. >> and we are starting details of the man who started an attack on a train, but he was stopped by three americans and a britain. the newspapers are identifying the man as ayouble el khazzani, and they say he is linked to turkey fighters and they are trying to find out if he trained
5:01 am
in syria. what are you finding out about the investigation nic robertson? >> one of the things is was he trained in syria or connecting to a french isis group that is now based in turkey. earlier this year, they tried to convince a young algerian student here to attack a church and that attack was thwarted here by the french police, but is there a isis group operating in turkey, and redirecting people like khazzani to come and attack in france. that is what they are working on and now according to local investiga investigators, was he on the train for terrorism or robbery, but no one is buying that, because the track record from france to belgium and been on the counter terrorism record

here for years, victor. >> and the links, if they can find the links that are accurate, he could be a wealth of information for the investigators there, but talk about the men on the train who prevented what many believe would have been a massacre. >> sure. spencer stone who was most badly injured there of the three young americans, air forcemen, he was the first one to go in there and tackle the attacker on the train. he got his thumb badly, badly cut and almost cut off, we are told, and he was in surgery yesterday in a specialist hand clinic and released later in the day as were his two friends anthony sadler and alek skarlatos and as they came out, there was a round of applause from the people standing on the treat outside and average, if you will french people, but they

are sort of a debt of gratitude here runs right from the street all of the way to the top here, francois hollande, the president, he will meet and bring these young americans into the presidential palace to meet with him monday morning with the prime minister, and the foreign minister and the minister of transport to show you how much people in france believe that these young men are heroes, because they interrupted and stopped what could have been absolute carnage on the train. right now, they are in paris, and we don't know precisely what they are doing, but we can be reasonably believed that they are being well taken care of and having a good timer here. >> i am sure they have not paid for a drink or meal since they have left the police station there. nic, i want to ask you one other element since this investigation developed, but we know that isis

fighters have gone through syria, and what is the significance of the e growing concern of this use of turkey as a base of these isis operatives? >> it is significantly massive and massive. it cannot be understated. initially the people, the assessment is that isis was taking all of the people from europe and the united states as well, and inside of the syria and iraq to grow the territory there, and always the concern that isis would do what al qaeda is which is to turn the fighters around, young men, coming from the western countries to turn them around to go back to attack the countries, and if you will remember, we are talking about a less than a decade ago, young men going to join the al qaeda fight, and what happened when they got to pakistan they could easily go to pick them up, and they said, do not bother with afghanistan, go to attack at your own kcountries, and that i
5:05 am
the root there in britain and the united states, and now the same pattern with isis, and not just taking the people in for the fight in iraq and syria, but in this country, turkey who is completely easy for anyone to get into, isis have people there who are now meeting the recruits saying, don't come the fight in iraq and syria, but be quiet and take a low profile and go back to the your own countries in europe or the united states and perpetrate attacks there, and that is hugely worrying as we are have seen, if it is the case with this guy on the train, victor. >> and we will learn as much as we can, and hopefully more soon from this investigation involving this man ayoub khaz n khazzani. police say a bomber blew up his car in front of a medical clinic in kabul in rush hour, and a convoy carrying the u.s. contractors and afghan citizens was indeed the target and 12

people died in the attack and 66 other people were injured and the taliban is denying are responsibility. let's talk about the developing story that we are following from the korean peninsula. north and south korea are flex ing the muscles. pyongyang are sending more troops to the south, and some of their submarine units have left their bases, and the south is calling back six of their fighter jets for military drills ahead of schedule. so at this moment, we know that the high level officials are e negotiate manage the at toemt preve prevent an all-out war after the two sides traded fire on thursday. cnn military analysts lieutenant mark hertling joining us, and what are you seeing along the

dmz there, general? >> that is the typical doctrine of how they are prepared to the fight. they can launch multiple raids into the south, but i don't believe it is going to happen. the south koreans have all of the military points in provocation, and what bothers me more is the deployment of the submarines. north korea has a 700-ship navy, and it is not modernized, but it is in the submarine ship classes they have a total of 70 submarines and 20 of them is what would consider when you consider what look like a submarine, but the rest of them, the other 50 of them are smaller versions to include the small mini submarines that could wreak all kinds of havoc, and perhaps place people h in the south

korean landing sites, a san diego so all of it is disconcerting actions by an erratic regime, and it is all part of the prove gags. we don't know what is going on there with the talks now. the question is if you are not in the room, are they are trying to solve the current issue more expansive and looking at more things to approach? all of this is under consideration as we watch the talks continue under this erratic north korean leader. >> we want to ask you something that is being reported to cnn that the south korean defense ministry official said that, i'm quoting that the joint forces between south e korea and the u.s. are putting the best responses forward to responding to this, referring to the build up. is there a predetermined goal or job for the u.s. if war breaks out? well, listen, christy, this is t the worst time possible for north korea to do these types of

actions, because as we have been reporting in the last few days the south koreans and the americans and ten other coalitions in south korea are in the middle of the exercise of a event that people are prepared to go to war right now, which is part of the prove gags, so the north korea is watching it, and watching the intelligence, and it is typical and occurs in these kinds of exercises that there is back and forth dialogue, and so, yeah, i wouldn't be that concerned, but the south koreans and the americans and the rest of the al alliance in south korea are very prepared for anything that the north might do. >> but what would the u.s. role be? is there a predetermined role for the u.s.? >> the treaty states that if north korea attacks the south, we would certainly fight
5:10 am
alongside our south korean and the rest of the allied coalitions which is typical, and we have close to 30,000 forces in korea and not just ground, but air, and we provide the 2nd infantry division which is a major force in korea partnering alongside and they interchange personnel and some rock soldiers in the division, and some u.s. soldiers in the republic of korea unit, and so this is something that we practice a lot. those soldiers know that they are always in the middle of the conflict, and this conflict has gone on for over 60 years, so they are prepared to conduct any operations that would confront any aggression of north kree kra if it did come over the border, but the diskconcerting piece is the number of civilians around the demilitarization zone. and seoul has expanded, and it is well within the artillery range of the north, and the

all right. let's start with the story that you saw first on cnn, a meeting that is fueling the speculations about a 2016 run by vice president joe biden. sources say that biden met privately with senator elizabeth warren and this sit-down could be one of the more important consultations before the vice president makes before deciding to run. we have political commentator charles blow with us. good morning.
5:16 am
>> good morning, victor. >> and i want to start with something you tweeted and you put out the story and tweeted, hmm, pinky on lips like dr. evil. i appreciate austin powers and what do you make of this? >> i don't know. everybody on the democratic side wants elizabeth warren's blessing, and she is withholding it, and she says that no democratic candidate has been anointed, and that is an interesting phrase, and is that a dig at hillary or making sure that people know that she has not necessarily lined up behind hillary yet, but biden would need that actually. you need -- everybody on that side needs some sort of outsider enthusiasm, and nobody generates enthusiasm on the left like elizabeth warren, and when you look at the crowds like the ones that bernie sanders is getting, you want that kind of level of
5:17 am
enthusiasm, because what is going to end up happening is that if you get biden in the race with hillary clinton, they will split the establishment support which is better for bernie to win a couple more states if he is competitive in the states. what i think that democrats are worried about is, you know, whether or not sanders, you know, even if you like him, could he even win, because of the way that the map is built with the swing south, and he does not have a lot of minority support, and no way the do the south as it stands right now, but you have the hillary clinton and her issues, you know, kind of the e-mail issues and the scandals, and it reminds you that the clintons have baggage. they are political survivors and no one can take that away from them, but there is always the baggage, and they are always fighting something. >> and there are a lot of people concerned about specifically about the clintons, we know that senator warren met with hillary
5:18 am
clinton in 2014 and it is clear that some of the views, they don't line up neatly. do they line up better when you put biden next to elizabeth warren? >> well, you know, she is still much more liberal than biden could ever claim to be, and her message is much more crystal. what biden is -- there is no way for biden to escape the idea that he was part of the obama admin adminstration, and so if you are going to the support and vote for joe biden, you are specifically supporting and voting for ap extension of the obama administration. there is no way to get around that. hillary can offer some distance, and you know, she was the secretary of state, but that is a non-political role, and in fact, they have completely stayed out of politics when you are the secretary of state, and biden did not have that much distance. >> and the question is also, what is the safe distance politically that vice president biden will have to strike if he
5:19 am
is going to run, because as you said, people will see him as a continuation of the obama administration in some ways. charles blow, we have to wrap it up, because we are up against the clock, but i appreciate the insight. >> my pleasure. >> all right. jim acosta is sitting in for jake tapper in "state of the union" to today and they will talk about ben carson and jim webb at 9:00 a.m. eastern this morning. and this morning, former president jimmy carter is teaching sunday school since talking about his battle with canc cancer. we will take you to his hometown next. ♪ (dad) we lived...
