>> in the meantime, trump sparred with jeb bush. the frontrunner of the republican party tells bush who is bilingual to speak english in the u.s. sara murray is following all this live for us in the washington bureau. >> reporter: good morning, makaela. we have a big meeting between donald trump and reince priebus. right after that trump scheduled a press conference at trump tower. the big question of whether we'll finally see trump pledge his loyalty to the republican party. >> unbelievable. >> reporter: by day's end reince priebus could have an answer from donald trump. will he or won't he rule out a third-party bid. >> did you vote for trump? >> i did. >> reporter: in nashville recently, trump, a former democrat, explaining why he prefers to run as a republican. >> that would certainly be the best path to victory. and we're going to make a

decision very soon. and i think a lot of people are going to be very happy. >> reporter: on tuesday the party is circulating a loyalty pledge to the gop contenders. an apparent attempt to neutralize trump's run as an independent which could jeopardize the gop's trying to retake the white house. >> you are not going to make the pledge. >> i will not make the pledge at this time. >> reporter: now the rnc wants it in writing asking trump to sign an agreement stating he will not seek to run as an independent or accept the nomination for president of any other party. if he fails to win the republican nomination in 2016. trump's meeting comes on the heels of his controversial remarks in bright bart news. trump telling "bright bart news" he should set an example by

speaking english in the united states. bush lashed back saying trump was, quote, trying to kill the party. attacking any american who is bilingual. the war of words escalating as trump's unfavorable numbers remain sky high among hispanics. now back to this big meeting today between reince priebus and donald trump, sources are telling cnn that all signs point to trump signing this pledge, ruling out a third-party bid. but as we know, he can't make any promises when it comes to donald trump as he tends to be a little unpredictable. and all signs point to a big news conference today in new york, which is what donald trump gets, a whole lot of cameras. we know he likes that. sara, stick around. i want to bring in washington correspondent jeff zeleny as well. it's clear to me why the republican party wants this pledge and wants everyone to commit to staying in their party and not running as a third-party candidate because of this poll. how would an independent trump run impact the 2016 race? well, hillary clinton if she's the nominee would run away with it.

the republicans almost can't win with trump running as a third party. on the other hand from trump's standpoint, jeff, why not sign this pledge? it's unenforceable. in nine months if he says i want to run as a third-party candidate, what can they do about it? >> reporter: you're absolutely right. it is entirely unenforceable. there's another deadline looming here and one of the reasons donald trump is likely to do this today. it's the south carolina primary. they have their own loyalty pledge. and, of course, that is on september 30th. you have to sign it before then. and the south carolina primary is a must-win, must-stop for any republican presidential candidate. of course, it comes after iowa, new hampshire and then south carolina. so that's one of the reasons he's doing it today. i'm also today it's one of the reasons to get this out of the way before the next debate. as we know, our cnn debate is coming up in two weeks. if he gets this off the table it allows him to move to other issues. john, a couple of the other republican campaigns i've talked

to since the news broke last night say they are a little more worried about this now because they believe it's another sign that donald trump is taking this presidential campaign even more seriously than they thought he was before. so he may be even a bigger threat now here. so this is going to be a fascinating few hours coming up and an interesting afternoon as you said. >> so true. donald trump has a press conference at 2:00 p.m. we have chris christie and carly fiorina on our show and will ask them about this. meanwhile, donald trump gave a somewhat controversial statement to "bright bart" in an interview about jeb bush. they have been sparring verbally. so here's the latest one. he says, i like jeb, he's a nice man. but he should really set the example by speaking english while in the united states. as we know, jeb bush is bilingual and sometimes speaks on the campaign trail in spanish. sara, this is something conservatives have been saying a long time. english should be the official language of the united states. people, when you're in america, you should speak english. but, you know, for candidates it

has not been politically correct to say that until donald trump. how do you think this plays? >> well, i think there are a lot of republican voters who will be happy to hear this coming from donald trump. but i think we have seen that as he rallies support around his immigration policies. but for a republican party to improve its outreach to hispanic voters and women, making comments like this is not particularly helpful. it is all the more ironic to say donald trump will be in a meeting with reince priebus today. and nobody has worked harder to reince priebus to reach out to hispanic voters. many are saying, why are we having this fight about speaking english in america? a number of the candidates agree this should be the official language of the united states, this is not a fight to be picking. >> it is so interesting to me because jeb bush being bilingual is supposed to be one of his strengths. i mean, he speaks spanish whenever he can on the stump.

he did it during his announcement speech. and for donald trump to go right after him in an area supposed to be his strength is fascinating. the bush campaign responded in their own tweet and said, as donald trump tries to kill the party attacking any american who is bilingual, jeb is attracting new conservatives. jeff? >> that's exactly right, but donald trump is appealing to the core base of the party. so a segment of the party, perhaps, it's one in four voters or more than that, think it's absolutely right what he's saying. jeb bush, of course, has a bigger picture in mind. so for a general election audience, his background is biography, the fact he speaks spanish is such a plus. but in this moment, in this republican primary campaign, it is being viewed as a negative for him. but if you watch how this race has been covered by spanish language television, which is a key segment here, it's fascinating. donald trump says he's going to win hispanics but the polls say something differently.

some 80% disapprove of hispanic voters here. so jeb bush is still going to try to take the long road and stay the course here and not be baited into this. but not the kind of conversation that anyone in the republican party wanted to have at this point. >> look at the numbers, you still have an incredibly high unfavorable number. 82% among hispanic voters. sara, we'll talk about the democratic side of the race because joe biden, vice president, continues to play a bit of a cat and house game in terms of whether or not he'll be getting into the race. he was at a community college in florida yesterday and said he was astonished by all the press there that was so interested in community colleges. maybe we have that sound. listen to this from the vice president. >> and by the way, it's amazing how good the school is. look at all the pressure you've attracted. they are interested in community

colleges and it impresses me greatly. and i hope that's what they are going to write about. >> sara, when is he going to decide? >> well, look, they say he's going to make a decision by the end of the summer. so will he or won't he jump in the race? look, you saw joe biden on the stump yesterday and he seems perfectly happy to have that kind of attention, to have the cameras on him. later on he went to a fund-raiser and didn't sound like he gave much away in terms of his attention or intentions because i think he likes the attention. he likes people talking about the potential of joe biden jumping in the race. but as we know, this is a difficult decision to make and a personal decision to make. and i think he realizes he's a relatively short timeframe to turn this over and decide whether to run. >> you called it a cat and mouse game. jeff zeleny has been a cat chasing joe biden to get answers. quickly in ten seconds or left, did it feel like he was running when you were watching him yesterday? >> in that speech it was very vice presidential giving a speech as vice presidents do, but john, behind the scenes

we are live with developments there and more. rosa? >> reporter: that was a waste of resources and emotions. probably more than anything, think about this. just hours before the hoax call came in, there was a very emotional vigil for this lieutenant. and there were dozens of law enforcement officers there. i was there and saw them either holding back tears or wiping tears off their faces. overnight police descending on this cornfield just five miles south of fox lake where lieutenant joe glinowiecz was gunned down. police told by this woman that two men tried to get in her car.

>> she admitted she fabricated the entire story. she fabricated the story looking for attention from a family that she nannies for. she was aware that a police officer was killed in this area and she indicated that's why she chose this area to fabricate her story. >> reporter: she now faces two charges of disorderly conduct further complicating an already difficult investigation with few clues. we are working very hard to restore the peace and calmness in this community once again. >> reporter: the sea of a thousand people attending the vigil wednesday night. a testament to the impact g.i. joe as he's known had on this community for 30 years. >> joe was my best friend, my world, my hero. my world got a little bit smaller with his passing. >> where do you think that she

found her strength to speak in front of several thousand people? >> i could only think that the strength comes from knowing that joe knows that people needed to hear something from her. so that they can find some strength from all of this. nothing makes sense in the world right now. >> reporter: keifer is waking up in bond this morning with her bond set. police here are looking and following through every clue. now to san antonio, texas, where there's pressure to release a second home video showing that fatal police shooting from a different angle. the sheriff says the unreleased video appears to show the suspect had a knife in his hand but she could not say if the knife or a knife was found at the scene. sara sidner is live with more.

>> reporter: the sheriff's department saying the video is troubling because it shows the suspect had both of his hands up when shot and killed by deputies. however, it did appear the suspect had a knife in one of his hands. that video is going to be sent to the texas department of public safety so that they can zoom in and get a closer shot of that actual hand and to get a very slowed down version of the video so you can see every single detail. those details are troubling to the attorney the family has hired. the attorney of gilbert flores killed by deputies who says, why can't they just release the video to the public? >> if you've got a video, you need to send forensics to look at a video to see if there's something in your hand or not in your hand. that's certainly an interesting

scientific concept because we all have eyes, and we should be able to all see it and see that second video. >> reporter: now we did talk to a source who did see the video, see that second video, saying that actually the suspect was acting wildly aggressive toward the police and was basically charging them with a knife at one point. but the ultimate point here is whether or not the officers were in imminent danger when say thought and killed the suspect. john? >> sara, thank you so much. there's a dramatic scene unfolding right now in hungary. a train full of thousands of migrants has just left the station in budapest after refugees forced their way onto this train. this is breaking right now. cnn's senior international correspondent arwa damon is live on that train at this moment. arwa, describe the scene. >> reporter: just take a look at how crowded this station is.

we are 20 to 30 miles outside of budapest. these are families around us right now that all need the war in syria making this horrific journey with their children. they are not entirely 100% sure where this train is going to end up. some people told them it's a town that's on the hungarian very australian border. and they could be going to a camp, they don't know. they got on the train uncertain where they were going but just wanted to cling to small and little hope that maybe it would get them all the way to germany because they just couldn't take it. they couldn't take staying in the budapest train station any more. there is a police presence outside at this location that we're stopped at creating quite a bit of uneasy amongst those who are here. when we first rolled up here and they saw the police force, there was a little bit of panic where they thought they would be forcibly removed from the train. everyone agreed if that were to happen, they would not. it's a very uncertain situation.

and it's quite frightening for the parents. they are telling no one to get off the train, but quite frightening for the parents because if they do try to forcibly remove these people, there's a lot of children among them, especially small, little children. people got on this train because they saw that the station was open. they assumed that maybe they would be going to germany. some of them did receive word that no people would be crossing international borders, but they have to cling to that little hope because they have no other choice but to just try to get out of hungary. >> arwa, you're reporting and live shot there just brings home to us the uncertainty and unease on the train car. we see a lot of men around you. are there also women and children on that train? >> reporter: sure. let me introduce you to some of these families. this little girl, she's 8. and earlier she was reciting the

abc's, to her newfound friend just two-and-a-half years old. she's over here sleeping in her mother's lap. they are from syria. they are from damascus. and her mom has really been struggling to provide a little bit of dignity for her daughter. her most important thing in all of this has been to keep her daughter clean. and now she has her dressed in her favorite little hello kitty clothing. and now we have a family here from syria who also fled the war fair. all of these people who we spoke to throughout the entire journey said they left because they thought that if they left these children back home, they would end up dead there. all of them who are around us right now live on various different front lines that is the war in syria. from different parts, some of them traveling together, a lot of them meeting throughout this entire journey. and some of them making the trip with relatives.

reme who i spoke to earlier, her parents are in turkey but the family could only afford for one person to make this trip, so they chose and had her be the one to go with her uncle to try to give her a chance. >> arwa, we could just never see a more stark illustration of the crisis and what you're showing us. please check back with us over the next two hours to let us know what happens with that train and where it's headed. thank you so much for that report. we also want to show you this look and this heartbreaking image that sparked a major outcry around the world. it's a little syrian migrant boy being cradled in the arms of a turkish police officer after his body washed up on the beach. his family identified him as 3-year-old island who drowned after his boat sank off the coast of turkey along with his brother and mother. the family was reportedly trying to reach canada. >> that's tragic to see. the history in this world and an icon of ships not getting to the port of trade. not getting into countries right

>> that's attorney general loretta lynch speaking out about gun violence in the end. lynch pledging support for police officers and her comments coming as a massive manhunt continues for three men suspected of killing a veteran police lieutenant in illinois. we want to bring in former navy s.e.a.l. and fbi special agent john gillian. thank you for being here. >> glad to be here. >> all we know in the public is there are two white suspects, one black. we know that because the police officer called that in. to us it seems like a needle in a haystack, but you as a law enforcement person see more clues than we do. >> i see some clues and see motives they could be looking at. and i'm sure law enforcement is looking at these things, but when this officer, this veteran officer rolled up on that location, it looked to me from the video there are warehouses and a railroad track. so i think first and foremost, you have to determine why or try to determine why were they there to begin with. >> and at that hour because it

was so early. why would three people be in this warehouse area at 7:52 when the first call comes in. but what do you think is behind that? >> well, that depends. were they just transients moving around and did they overtake this officer and take his gun and shoot him with his own gun? i haven't yet heard the results of that ballistic test. if that's the case, maybe they had warrants or were fleeing because they had drugs on them. it just was an unfortunate circumstance. but if they were there for a reason and armed themselves, it gives a whole new picture that law enforcement can start digging into. and unfortunately when you don't have dna or fingerprints, you have cameras, you have sources and you have motives. and those are the things they have to start digging into. >> and you think if they were there for a reason in this warehouse area at that time, it's because they might be smugglers of some kind? >> could be trafficking guns, could have had a shipment of drugs coming in. at all times of days and all kinds of different people, you would be very surprised who we

end up arresting in the bureau or in law enforcement in general that are trafficking guns and drugs. >> we'll talk about this incident out of san antonio, texas, where two police officers were responding to a domestic officer. we have all seen this video and it looks to our experienced eye that he had his hands up. we slow-mo'd it here and spot shadowed it so you can see it more clearly. you see something different through your law enforcement lens. what do you see? >> i see imminent threat already. >> how? >> because this individual has, what appears to be a knife. going on what the information is that we have that a child was cut, there was a domestic disturbance and that he was wielding a knife, he walks out and switches hands at least once with whatever the object is that he has. and then turns around toward police. what we have to realize is that imminent threat doesn't mean

that this individual is charging a cop. if he has a weapon that's deadly, within 21 feet, i can strike somebody and medical reportly wound them and kill them with a knife. knife attacks -- the statistics are more dangerous than a gunshot. so as that individual comes out of the house, he's an imminent threat holding that weapon. officers can shoot him at any time. >> it's such an interesting perspective because we see his hands going up, which means no longer is a threat to the public. >> we don't know what he has behind the pole. if there's a knife in his hand, he can lunge with that knife. this means imminent threat. do they have the weapon and build the point up to where you die, you could die and an officer could take deadly force at that time. >> always great to get your perspective. thank you.

a manhunt continues at this hour for three suspects want maryland the shooting death of an illinois police officer. his murder and other recent attacks against police have many questioning if law enforcement are being targeted as retaliation for high-profile police-involved shooting deaths. we want to discuss it with charles bloat from the new york times. and karl watson is here. i love to talk to the two of you. a dream come true again. sadly, we have to talk about what we're seeing going on right now. you both -- we haven't had you here since the sheriff in texas, harris county, made the comments

linking the death of one of his deputies there, linking the black lives matter movement to his death. obviously, speaking in a heat of moment, he hasn't backed down. first of all, what are your thoughts on saying that? >> it's incredibly dangerous and reckless. because there is, to my knowledge, no proof whatsoever that this particular shooter was animated by that. this tragedy, that sheriff deputy should not be dead. however, the shooter -- the shooting happens before the clip we keep playing, the day before, he could not possibly have heard that. that possibly could not have influenced him. so what is the evidence of a link? and even when anderson cooper kind of pushed him on that, he says, well, it was just his suspicion that's what happened. >> not really room for suspicion in an investigation. and they often encourage us, the

media, to sort of let the investigation play its part, carlos. >> it points out how risky the situation is and the sheriffs are in. the sheriff was promoted earlier this year. undoubt undou undoubtedly this is sad. >> very much so. >> the other piece of it is the whole conversation about race that has always been difficult despite the fact that we have our first black president. and i think that president obama is increasingly going to get called into this conversation. it was a really interesting piece in "the wall street journal" comparing this president to 1968 when in some ways president obama could be asked to go further back to lbj saying we shall overcome, and in many ways try to move the nation forward on this conversation. and i think president obama may be asked too that because so many people struggle to do it

being turned on the citizens who have given the power, then it eats away at our ability to believe in the system itself. >> let's look at some of the statistics there have been about police deaths. so far this year, if i understand it correctly, 26 police officer deaths already this year. 30 last year. one is too many, let's just say that right out. we all believe that and know that. there are some, carlos, saying this is reaching epidemic proportions. you have the attorney general, loretta lynch, saying no one is safe. how much does the fever pitch and the rhetoric that is around this, do you think, aligns with reality? >> again, you said one is too many. and when you look at the numbers you just pointed out, there's been a slight decrease year over year. even a larger decrease over the last four years, but one is too many. but i think what attorney general lynch said is powerful on multiple levels. she's not just looking at police officers or citizens who have been killed by police, but she obviously pointed out the

consenting adults? why is the government even involved in this? that's a whole other topic. as it stands now, that's the process and that's the process here in kentucky. so how do we reconcile the fact that the kentucky constitution declares marriage to be something different than the u.s. constitution has now declared? there is an impasse, but it could easily be reconciled, if, in fact, we made this a downloadable form. hawaii has been marrying same sex couples probably longer than anyone. and if we were to make this a downloadable form, make it one that could be downloaded and/or picked up in hard copy, filled out, notarized by the appropriate official and brought to the county clerk's office and filed like a lien or mortgage, then you remove the contention. >> but what if kim davis says her religious beliefs don't let her file it? where is the line? >> that's not the issue. >> why not? >> there's no issue with that. there's not a county clerk in

multi-lingual and also think that english is the official language of the united states. >> but do you think it's rude for donald trump? do you think it's a winning strategy for donald trump to say that jeb bush is bilingual and should just speak english? >> you know, donald trump has said many things that i don't agree with and a few that i do agree with. so i think it is fair to say that mr. trump is going to continue to do what mr. trump does, which is say all kinds of things, some of which are shocking and a few that are outrageous and many that people agree with because they are angry and frustrated. >> is it fun for you, maybe fun is the wrong word, but interesting for you to sit back and watch this food fight among the front-runners? or is it uncomfortable to see what is going on in your party? >> well, i think it goes on in every presidential campaign. i remember there were plenty of food fights between hillary clinton and barack obama in 2008. and i suspect we're going to continue to see food fights on both sides. it is a little bit what politics

their jobs. then she negotiated a $40 million golden parachute after she was fired. here's carly fiorina's policy record, an affinity for sending american jobs overseas. what do you say for this under your tenure? >> you are reading the dnc talking points. here's the thing about business unlike politics, in business the results are crystal clear and reported in excruciating detail every 90 days. and i had to stand up to explain the results every 90 days. if i misrepresented them in any way, i was criminally liable. imagine if we held politicians to that standard. so here's the record, here are the facts. i led hp through the worst technology recession in 25 years. and yes, in order to save a company, sadly, we had to cut some jobs. but we saved 80,000 jobs, went on to grow to 160,000s, and now hewlett-packard is 300,000 jobs. meanwhile, some of our competitors literally went out of business and all the jobs

president. >> that's all part of politics, i would imagine. this is too serious an issue to really do that sort of thing, to point a finger. i mean, violence in many of our communities is nothing new. police come into contact with dangerous individuals unfortunately. we have some get injured or killed as a result. finger pointing and things like that don't really get us very far. >> those top level conversations about what actually to do on the ground. where do we start? >> we start by building relationships. we start by removing the criminal element from mr. of these communities. we've got a serious problem with gun violence in our country. we're starting to see escalation of violence in many of our cities after we've seen decades

of decline. it's something to be alarmed about. but it really requires thoughtful discussion to really figure out what's going on and how best to go about addressing it. i think the task force report lays a framework, but it's going to require thoughtful people sitting down, actually having a real discussion getting at the issues if we want to make progress, not just throwing out messages in order to gain attention. >> you and i both know that oftentimes when we start to talk about gun violence it devovlves into the political arena. now do we kind of separate those things? >> it's challenge and difficult, but people have to stay at it. we talk about gun violence and guns and certainly reasonable gun control or legislation that would really help in that regard i think would be useful. but we've got to deal with the
