the president's original plan called for whittling down that number by 1,000 by the time he leaves office. now the administration is expected to keep 5,500 troops there by the end of 2016. that is because of the resurging taliban and growing threats from isis and al qaeda. just last month, the taliban overran the city of kunduz. now officials are worried more cities could fall. taliban targeting the city of ghazni. long lines and flight delays for millions of air travelers on wednesday. all caused by a glitch in the homeland security system. u.s. customs and border protection says the program that matches passenger name ws with terror watch list was down. it was down 90 minutes.

to close off certain neighborhoods. let's go live to cnn's erin mclaughlin. is there any interest of abbas is coming out to condemn the lone wolf attacks to try to create some calm here? >> reporter: alison, he has yet to condemn the attacks. in the past, he has made these calls for deescalation. the fact is palestinians and israelis are afraid. people here are on edge. an example of that is an incident that happened on board a train to haifa. a group of soldiers thought they saw something suspicious and called out terrorist on the train. everyone was taken off the train and train searched. they found nothing. it highlights the level of anxiety that people are feeling. the violence continues.

>> good to be home. good morning, welcome into "new day." thursday, october 15th. 6:00 eastern. we do begin with breaking news. this just in. president obama will announce that u.s. troops are remaining in afghanistan longer than planned. for weeks, we've been reporting on the significant advance that the taliban is making on the ground. the situation there is fragile, at best. the life and death concern is what is the mission for u.s. troop. >> for 2015, the president promised to get u.s. troops out of afghanistan. what does this turnaround mean. let's get to joe johns live at the white house with breaking details. what have you learned, joe? >> reporter: well, alisyn, this is an admission that the terror threat remains and is likely not to be diminished that much, by the time president obama leaves office in 2017. he had planned to reduce the force there to as much as just 1,000 military personnel. but apparently, that is not

going to happen. the plan, we're expecting to hear from the white house later today, is that the force in afghanistan, around 9800 military personnel, expected to stay there through 2016. and then in 2017. around the time president obama is leaving office, down to just about half of that. a number of reasons for that including the training and equipping of friendly forces on the ground in afghanistan. nato forces there in that country, as well as simply the threat that we've seen seen more and more of the taliban in afghanistan raising its head, as it were, in that country. that announcement expected to come from the white house, sometime today. this is a big reversal for the white house. but it say tacit admission that the mission is not finished in afghanistan. back to you. >> not
