statements that clu secretary clinton has made. >> and if you were secretary clinton how would you not be a third term obama? >> well, there is a lot that i would like to do to build on the successes of president obama, but also as i am laying out to go beyond. >> president obama and i have d ideologically have had no disagreement, none. i mean zero. >> in addition to the nra and the health insurance companies, and the drug companies, and the iranians -- lau [ laughter ] -- probably the republicans. [ applause ] >> i don't think that my chief en smi the republican party. this is a matter of making things work. >> and then the issue of trust, judgment and hillary clinton's time as secretary of state. >> after the the election, he asked me to become secretary of state. he valued my judgment, and i spent a lot of time with him --

correspondents jeff zeleny. and now, based on the little comments, it would seem to me, he is increasingly inclined to challenge hillary clinton. >> no doubt about it. we have seen what this campaign is going to be looking like, and if he decides to run, the sitting vice president running against the former secretary of state. they have run against each other in 2008, but of course, everything is so different now. and the president picked him the to be the vice president. so i think that joe biden is having fun of this, and the whole town may be on pins and needles, and certainly the media folks are, but joe biden is having a good time, and he is knowing what he is exactly doing there, and he was watching the debate and wants to point out that he is a different candidate. and everyone is saying that if they are talking to biden, they are left with the impression that he is running. but there is a caveat, because he has inch ed before and not pulled the trigger so we have to

be a wait-and-see for a couple more days. >> we will see what he decides, but increasingly and based on the reporting that you are doing, and the other reporters are doing, but ut seems that he is increasingly inclineded to throw the hat in the ring. >> it does. >> and s.e., we have a lot of poll numbers, but this nbc news/"wall street journal" poll with the prospect of a biden candidacy and among the democrats do, you prefer him not to run, 31%, and to run, 30%, and no opinion, 30%, and what about those numbers? >> well, joe biden has to compete for voters who have either gotten to the hillary camp or the bernie camp, and small percentage of the undec e undecid undecideds, and that is why he is staking the ground, running against hillary clinton primarily and marry to barack obama, and be an electable alternative without the baggage

and you heard the alternative from earlier that he is talking about what he has done from vice president, and one of the things that he said that he has done is to help to veto or empower president obama's cabinet. so i mean, he is really trying to make the case that he wasn't just sort of in an irrelevant figure as vice president while hillary clinton was venturing overseas. he was useful and important and and sort of in it to get hillary clinton supporters and want to, but can't get there. >> and look, he has not announced yet, angela, and so he is an outsider, but he comes in third behind hillary clinton and senator bernie sanders, and he would have a monumental task if he decides to run. >> yes, and one of the more telling figures that we have not talked about much is the voters in the democratic primary who are under 50 still feel fairly unsatisfied with the current

sla slate. so there is an opening there, and the fact that half of the super delegates in congress have not endorsed clinton or bernie sanders, there is an opening there, and the fact that there is nobody speaking to the blue collar workers and the millennials overall, there is an opening there, and the fact that people of color are hoping for another kind of president obama-like figure, and another historic person to represent that agenda speaks volumes as well, and so there is an opening, and like i say, he is taking jabs at what may be the platform and testing it out. >> and the assumption is that he is going to run, and the assumption is when does he make that announcement? we listened today at the very closely listening to the event at george washington university honoring former vice president walter mondate, and he said that he did want to go ahead to give the order to capture and kill osama bin laden, regardless of earlier comments that he was

reluctant. this is what he said today. >> only two people were definitive and were absolutely, leon panetta said go and bob gates who has already publicly said this said don't go. others were 59-41 and some ended up saying go, but it was a close call. i joked and i said, you all sound like 17 larry summers on the economy, on one hand and on the other hand, and he said, joe, what would you do? there is a third option that i didn't think that we should do, and i said, well, i think that we should make one more pass with another uav to see if it is h him. and the reason i did that is that i didn't want to take a position to go if that was not where he was going to go. so as soon as we walked out of the room and walked upstairs, i told him my opinion, that i thought that he should go, but to follow his own instinct.

>> and why is this coming up all of the sudden today? >> because he has decided to talk about it, and he did not have to go into that lengthy of an answer, and if you unpack that, a, so much in there that he, a, had the final word with the president, and when i went upstairs to the president, and made it clear that he is the fir first among equals, and he did not mention someone else in the room hillary clinton, and she has talked abouted a written that she is so supported it, an either a, he is not being completely honestly, and b, he did not want to bring her comments in, and so that is important that he changed bit atouch saying that he did not really support the second fly around and he was worried about the raid, and he was wanted some more information. >> and hold on, because we will get back to the race of white house, but i want to go to jerusalem right now, because the prime minister benjamin

netanyahu is meeting with secretary-general of the u.n. ban ki-moon, and they are talking about the attacks on israel. >> israel vigorously protects the holy sites, and we keep the status quo. the palestinians by contrast are the ones who violate the status quo. palestinians have brought explosives into the mosques, and that is a violation of the status quo, and they tried violently to prevent the jews and the christians from visiting the temple mount which is another violation of the status quo, and mr. secretary, they worked to convince unsco to deny the jewish people's historic connection to the western wall, and these are the real threats to the status quo. i believe it is time to tell the truth about the causes of palestinian terrorism. it is not the settlements. it is not the peace process. it is the desire to destroy the state of israel, pure and

simple. president abbas has been fanning the flames. he said on september 16th, a few days ago that he welcomes quote every drop of blood spilled in jerusalem. that sis a quote. president abbas has not condemned a single one of the 30 terrorist attacks on israelis ov over to the last month. and he continues to glory fi the terrorists as heroes. ma in the face of this terrorism, israel is acting as the way any dem k democracy would to protect the citizens, and we are not, i repeat, not using excessive support. if the international community wants to end the bloodshed and the violence, i believe it must affirm israel's status quo on the temple mount, and it must support israel's right to self-defense and hold president abbas accountable for the

dropping out as a democratic presidential nominee, but he is leaving open the third party or independent nomination. >> that is what he said. he said that i am not going away and he is going to be keeping the options open, and gauging a desire from people on sort of across the political spectrum to see if they want him to launch a third party bid. and jim webb was always, wolf, as you nknow, a long shot candidate, and even in the way that he launched the campaign on july 2nd, and he did it with a blog post, and right before a long holiday weekend and not a lot of people were paying attention and he did not do it with much fanfare, and politically when you look at whe where he stands on the policies, he is pretty independent on one hand he brought in anti-iraq war issue to the table which contrasted him to hillary clint clinton, and then in the fallout of the charleston shooting about the confederate flag, he expressed support for keeping it

up. he is also comfortable, and wants to talk about the income inequality, but he struggles on the issue of black lives matter. so he is someone with a myriad of issues that are not in line with the democratic party, and he is also expressing a lot of frustration when it comes to the support that he has gotten from the party or a as he would say it, wolf, not gotten. >> and end arelessly complained about the time that he got in the last democratic presidential debate, and so jim webb is out, and we are waiting to see if joe biden is in. we are getting more information on that by the minute. and now, we turn to the republicans after the cnn republican debate, last month, carly fiorina surged in the polls, but now that bump has fizzled, and she could be in trouble with her campaign. so we will have a whole lot more campaign numbers when we come back. hauled a bunch of steel. kept the supermarket shelves stocked.

new numbers out today show donald trump and ben carson dominating the race for the presidential nomination. the new poll shows trump at 27% and ben carson at 22%, and today, alisyn camerota asked him about the prospect of a trump/carson ticket. >> well, i can tell you that stranger things have happened, but it is too early to think about it. it is interesting, but so many people have suggested it, because we seem to be doing awfullile with. >> let's bring in our political chief dana bash, and what do they say about the overall republican field given the strong domination by the two candidates. >> it is interesting that the republican voters are happy with

the field, and they have a lot the choose from, but look at the numbers when asked about whether they are enthusiastic or extremely enthusiastic and 68% of the republicans say they are very enthuse yiastic and 58% of democrats, and so that is good news for republicans overall, because you need enthusiasm to get people to actually go to the poll polls. and then satisfaction, 75% of republican voters are satisfied with the republican field. so that is a pretty good sign when it comes to, you know, the desire the go out to do it. but one thing that i want to mention in addition to this when talk talking about candidacies of trump and carson, they have good enthusiasm. and 30% of trump's supporters are very enthusiastic and to contrast, 3% of jeb bush's supporters and people who are his voters are enthusiastic about him. >> and carly fiorina's numbers in the cnn poll are not good right now? >> shockingly bad considering

where we were in a month ago, and in one month she has fallen 11 points, and if you look at the numbers, she is down to 4%, 4%, and last month she was at 15%. again, if you look inside of the poll, it is kind of not great news across the board. women, and she is the only republican female candidate, and down 11 points with women, and 18 points with men, and 15 points with independents, and so she has taken a hit among all of the republican voters in the poll. >> stay with us, dana. i want to bring back our political commentator s.e. cup, and angela rye, the former executive director of the congressional black caucus. and s.e., how worried are the establishment republicans and you speak to them all of the time that donald trump and ben carson might be the party nominee? >> worried. worried. it is that they keep reminding themselves that while 25% is seems to be trump's ceiling right now, the good news is that

75% of the republican voters are choosing someone else. it is damaging when you combine both trump and carson's approval, because then you are really only talking about 50% of the party that is not with one of those two people, but everyone is expecting at am soi -- at some point for this implosion to come, and if you don't implode over the calling out the heroin of a -- heroinism of a p.o. p.o.w., and you don't call into action some of the words, but donald trump and ben car sson a going to be unelectable if they don't call in new voters over the next few months.

the new cnn/orc poll offered grim news for many candidates of the 15 major republican candidates still in the race, nine of them are polling at less than 10%, and governor jindal from louisiana is polling less than 1%, and he has a new book out this week entitled "american will." you will see the book jacket there, and governor, thank you for joining us. >> wolf, thank you for having me. >> and congratulations on the book and i will talk about it in a little while. let's talk politic, because you a politician. the national polls are pretty bleak among the republicans, and in all of the cnn/orc polls, you

have never nationally done better than 2%, so what is goinging on? why has the campaign not generated major excitement among republicans nationwide? >> wolf, we have been very focused on the early states, and we have great poll news in iowa and the new polls are moving up, and in fifth place, and tied for fifth place in iowa, and look, we are focused on where the voter vote first. our no, ma'am mees have always won iowa and new hampshire, and the whole race will will change, and nationally, folks have gone up and down, and scott walker up and down, and rubio up and down, and carly up and down, and we are steadily increasing the support in iowa and 50 kocounti and early state strategy, and on the ground, what we are hearing is that the voters are tired of republicans doing one thing and doing another when they are elected. that are tired of the sur rinder caucus, and they want result,

and i am a proven conservative, and running up the polls there in iowa. >> i have a latest poll that shows that trump and dr. ben carson are way above at 24% to 19%, and you tied for fifth place with only 6% in iowa. that is a major struggle that you have right there going against the ben carson and donald trump and not only one and two in iowa and new hampshire and south carolina and all of the other states, but one and two clear ly ly by a lot nationwide, and how do you break through? >> well, wolf, if it of all, you have 2/3 and 90% of the voters say they have not made up their minds yet and looking at the candidates. look, donald trump is going to fade, he is not a conservative and he is an eco maniac, and he wants government the pay for everybody's health care, and so he is not conservative. his numbers are already starting to fall in iowa, and everybody talks about u cutting the

spending, but i a i am the only one to do it, and the only state to cut planned parenthood to get them out of medicaid and we are fighting them in court, and the most pro life state in six years in a row, and one of the toughest fighters, and many of the candidates are talking a good game, but it is paying off in iowa, and it is easier to make outrageous statements and get national attention, but we are doing the work on the ground. >> and let's talk about the money, because 15 of the republican candidates have spent more than you have, and according to the latest numbers on the screen there, you have raised $574,000, but spent $832,000. that is according to the campaign finance report released last thursday. so how much longer can you go on, if you are spending more than you are raising? >> we are in this to win it, wolf. we will be here through the entire contest, but the reality

is low overhead, and no debt, and unlike the candidates that have dropped out, we don't have any problem, and continuing to raise money, and we are in this to win it, and we are building a movement in iowa and seeing it in not only the response, but look, folks tell us all of the time it is easier for the republicans to get the red meat applause lines, and we are a do-er and not a talker. we have more than rhetoric. of the first-term senator who needed on the job training, that is not what the voters are looking for, but a proven conservative reformer. >> and next week, cnbc is going to have a two-tier debate, and if you are in the two-tiers, will you participate? >> at one point they thought about doing that, and we would encourage them to do that and if they did that, we would be in the main debate, and this is more sense, and instead of ignoring the voters. the establishment would love to

clear the field and know it is messy, but democracy is messy and let e's let the voters deci. and this in louisiana, we go hunting where the ducks r and the first votes are in iowa, and so we are going there and let the criteria fit there. >> and if the presidential thing does not work out, would you consider running for the senate in louisiana as there could be an open seat there, as you know? >> no, i am interested in serving the country by being president, and we are on track to do that. all of us thought that it was a marathon and wolf, i'm the only one with a real plan to get rid of obamacare and not replace it with a entitlement program and real plans on education, and energy and defense and my tack tax plan, everybody should pay a little bit while we lower the rates across the board and we are in it to win it. >> and you are the one who said that the republican party needs to stop being the stupid party.

are you still believing that the republican party today is the stupid party? >> well, we are making progress and i meant that not only saying dumb thing, but we have to be the party of ideas and solutions. i challenge them that they should come up with their own idea ideas and why are we the only ones with a real plan to get rid of obamacare. jeb has offered a plan, but it is creating a government to have an obligation to pay for everybody's health care, and cruz and rubio and paul and others, why don't they make real progress? we need to be the party of school choice and a lower and flatter tax code and the replacement of getting rid of all of obamacare, and how do we slink government and balance the budget without raising taxes? folks are frustrated with the administration, and i believe we will win this election and hillary is gift wrapping it for us, but we can't be after a against things, but for thing,

and as a candidate, i have put out some detailed policies. >> i know that you have to rup, but quickly, you say that you are still deciding whether to be in the next republican debate if they put you in the second tier, lower level if you will will, but isn't it better to be in the second tier debate than to be invisible that night? >> well, wolf, we have not made the decision, and they have the opportunity to do the right thing, and opportunity to look at the early state polls, and i'm sure that you guys at cnn would love to have me there otherwise and we could do some counter programming here, but they have the right time to do the right thing to look at the early states and that is where the nominees are picked and these voters have kicked the tires, and let's go to where we do the three-hour town halls and stay until the last question is asked, and that is who is going the be deciding the nominee, and not the donors or the establishment. >> thank you, governor bobby jindal for joining us? thank you, wolf. >> the new book by the way is

we we have breaking news and the pentagon here in washington has announced that the united states and russia have reach ed the agreement on rules for flying in syrian aur space, and very sensitive agreement indeed, and let's bring in the national chief security correspondent, jim s jim sciutto, and you know they have u.s. jet fighters flying over syria and russian jet fighters flying over syria, and

there could be a close call or blunder. >> and they have been working on it for week, and there is finally an agreement as syrian air space has been picked up. they have a m.o.u., a memo of understanding. and it is professional airships which is something that the u.s. pilots have asked the russian pilots to communicate on certain frequencies, and also establishing a communication line on the ground, and multiple levels to avoid them coming into conflict. one thing they made clear, it is not an intelligence agreement, and they are noting a ing agree themselves, you bomb this place or i will bomb this place, but it is to avoid collisions in the air. >> yes. >> and barbara starr is there in the briefing, and she asked whether the u.s. can trust russia to honhonor this agreeme and this is what was said. >> >> while the russians were

agreeing, they flew within 1,500 feet of u.s. fighter jets over syria, and so if they are -- if they want to have flight safety and yet flying within 500 feet of u.s. aircraft, what makes you believe that you can >> well, barbara, i think you just highlighted why we need this kind of agreement in place. our air crews continue to fly in a professional fashion and this agreement now, this understanding obligate. s the russians to do the same and we again, call on them to to abide by the protocols that they have now agreed to. and what you just described would not reflect the professional airmanship that this understanding now calls for. >> that's the pentagon spokesman. obviously, it's a very sensitive issue. you heard barbara ask if they can trust the russians. they have to work out the details to make sure they don't

go into a fighter jet. >> there have been worries and precedence not just in the skies over syria but elsewhere. you have had close encounters over europe over the alaskan coast and coming to the east coast of the u.s., which the u.s. believes is intentional. we have seen these numbers rise dramatically in the last year or so when you had conflicts. you have this agreement, you hope that both sides abide by it. there have been some dangerous precedence. it's something we'll only know as we see it play out. >> the skies will be busy because you have the russian planes and other allied planes coming in. they fly over there if they see something suspicious to undermine potentially their security. they are going to be busy over there. thank you very much, jim skoou toe. pop. of all people you wouldn't expect the heads of the cia and homeland security's e-mails to be hacked. cnn found out why they did it. people don't have to think about

the very disturbing issue of the hacking of the cia director's personal e-mail was just raised at the white house press briefing. here's what the press secretary said just a few moments ago. >> this underscores the importance of government officials, as it sounds like director brenna did, using their official e-mail address for official government work. but it does highlight the risk that all of us face when it comes to the security of even our private e-mail. >> we're also hearing from two of the people who broke into the personal e-mails of the cia director and the homeland security secretary jeh johnson. they were supported by israel and the self-proclaimed hackers

explained their agenda in an exclusive phone interview with cnn. lori sea gull is joining us live from london. tell us more about the motivation behind this hacking. >> it was very interest iing. i was able to go through twitter and get them to finally call. they disguised their voice so they sound different, but they spoke further about that motivation. take a listen. >> can you give us any indication of your background? how old you are? >> yeah, i'm 22 years old. i smoke pot. >> so you think you might have hacked the director of the cia while you were high? are you sophisticated hackers?

>> do you guys worry about retribution? >> you plan to leak more information. any specific target? >> the white house people. they are losers. >> now, wolf, sources confirmed that both accounts were hack ed. we cant independently verify the leaked documents. i will say that. right before i came on air, i was in contact with one of the hackers on twitter. he said he has not been contacted by the fed's and also said he has plans to release more private information about the cia director. >> since these self-proclaumed hackers are speaking to you and other members of the news media, i assume it could be not that difficult for the u.s. government to try to track them down, right? >> i said that to a security guy

today. they said they must be able to find them. they are talking to everyone and posting these leaks. hackers are getting more sophisticated about hiding their ip addresses and even when they called me they disguised their voices. that being said, they said they weren't that sophisticated of hackers. i have a feeling they will be traceable. even when they spoke to me, what they said was we're going to. keep doing this it until we get raided. >> the voices were distorted by them, not by cnn, right? >> yeah, they took a lot of care. it was very duflt to actually get them on the phone. when i finally did, i was shocked when i heard the voice manipulation, but i understand that's a how a lot of folks will communicate. they do it it through a voice modulator to protect their identity. i can imagine they have a lot at stake. this was very embarrassing to the cia, wolf. >> yeah, the department of homeland security and the cia have now referred all of this
