10:03 am
violence? >> well, it is ongoing dialogue for those who share a passion with the president who have a sense to make it harder for those with bad intention to get their hands on guns. this is obviously important work that the administration is quite focused on and the administration has worked closely with the outside groups to amplify the call of people across the country so that people of congress can be responsive to chose public priorities. unfortunately, it has not had the intended effect, and in fact, we saw just yesterday that republicans stood up once again with the nra and in the face of common sense to vote down a a measure that would close the loophole and background check, and currently individuals can purchase firearms over the internet, and at a gun show without going through the background check.
10:04 am
this is not make any sense if we are actually committed to make it harder for individuals that are are criminals, that are the subject of a court order or have men al tall prob lernlgs documented mental problems, and we should not make it so easy for them to get a gun. we can do that without undermining the basic rights of law abiding americans, but once again, the republicans blocked that effort. the republicans also blocked the evident to make it illegal for people who are on the no-fly list from buying a gun. again, it is a simple question. why are on earth do we think it is a good idea for somebody a that the government thinks is too dangerous to board a plane be allowed the buy a gun? it does not make any sense, but once again, the republicans blocked legislation that the would make it legal. so we have obviously got some additional work to do. >> thanks. >> all right.

10:06 am
and fbi if what happened today is going to impact their investigation. >> but you are not prepared to say at this point if the white house is concerned at a all about this? >> well, as far as any impact of the investigation, i refer you the the investigators. >> how worried should americans be just to take a step back a second about the risk of copycats and self-radicalized people in the country? and the president mentioned it yesterday, it is important for the people to be vigilant. i think that people can be vigilant knowing that the united states government and particularly going back to 9/11 has been intent on securing the homeland and the american peo e people. a & the aftermath of 9/11 so much was learned about what the government can do to better orient the country to keep people safe. in the years since, a number of steps have been taken to do
10:07 am
exact exactly that. one thing that happened in the aftermath of 9/11, we have more effectively fused the law enforcement, the military and the intelligence capabilities to make sure that when information was coming in it is properly shared with the relevant authorities and action taken to secure the homeland. the other thing that we knew was that important for us to do is to strengthen the coordination between federal law enforcement, military and intelligence a authorities and local law enforcement. these first responders are on the front line of keeping the communities across the country safe. we have strengthened those relationship, and you know, there are hundreds of millions of dollars a year as provided by the federal government to local communities all across the country to make those communities safer and more resilient and safer at preventing these types of actions from taking place. a lot of the effort as we discussed at some length yesterday has been invested in
10:08 am
cou countering extremism, and we have a robust effort online to counter the radical messages that we are seeing from the extremist organizations around the world. we have acknowledged that while we have made progress in countering the message, there is a lot more to be done to make the efforts more effective, and that is a top priority, and in a variety of ways, we have seen the important results of this work. that can be quantified by the aggressive efforts of law enforcement to arrest people who have stated in the intention to travel to syria alongside isil fighters. and we have seen first responders act effectively to save lives and to respond to terrible incidents that occurred. a good example is boston. that is the place where where we saw the first responders work quickly to save the lives of people who are badly injured in that attack, and over the course
10:09 am
of the few days, bring to justice those who were responsible for carrying out the at tack, and the response that we saw from the citizens of boston was absolutely inspiring. this appeal to the notion of being boston strong, and that just days after this terrible attack was carried out at the finish line at the boston marathon, tens of thousands of bostoni bostonians turned out at a baseball park, fenway park, to attend a ball game. that is the spirit that americans have shown in the face of this threat, and while the u.s. government is vigilant in doing what is necessary, and all that is necessary and all that is possible to protect the american people that the american people can continue on with their lives with the sense of the confidence about the future. april. >> and josh, i wanted to ask along that the line that you referred to roberta, in the midst of the efforts to try to

10:11 am
p public with paris and the intent to find people in paris and in this country, and what happened in california? >> well, again, i don't want to talk about the situation in california, because there is an ongoing investigation the determine exactly what transpired and what motivated those individuals to take the terrible indefensible violent action that they took. let me just say in general that the president and the national security officials have talked about how challenging it is to disrupt particularly lone wolf attacks. and that is -- that is work that has drawn the intense focus of law enforcement both at the state and the federal level. and this is obviously, something that the intelligence community is focused on as well. and, but, if you are taking a look at the track record, and in
10:12 am
particular, the important work done by the fbi and the department of jus the tis, they are, their record of disrupt aring these kinds of plans before they are carried out is good. and it should give the american people confidence in the capabilities that we have, and in the resources that are used to confront this threat. all right. joe? >> there's a lot of information on the record, travel from saudi to the united states, and one of these individuals from pakistan, and there is an amassing of the weapons that we know about, bombs. are we at the point where the administration is ready to if not concede, become concerned about the possibility of a major intelligence failure on these
10:13 am
individual s individuals in the last case? >>el w joe, it is far too early to reach that kind of conclus n conclusion, and we are still learning exactly what was motivating these individuals, what steps they took to carry out this terrible act of violence. so, i think that before we pake any grand pronouncements along those line, it is important for the investigators to learn more about what exactly happened. >> is it time for the president to perhaps change the guidance to americans that we are going to be confident to defend ourselves in the holiday season given what is happening here? >> joe, the american people can be confident that the u.s. government, the law enforcement profession professionals and the intelligence professionals, and military officials are taking very serious the responsibilities that i have, and that they are keen --
10:14 am
responsibilities they have, and that they have a keen responsible to take care of the interest interests of this country at home and around the world. >> and what can you tell us about anything of the vetting process of tashfeen malik, the wife, and it seems that she was vetted by the government to some extent before she traveled here? >> well, joe, this is one of the things that is part of the investigation to learn exactly the circumstances of some of the international travel that we saw from one of the individuals who is an american citizen, and also to learn more about the circumstances that the other shooter entered the united states. so this is the subject of the ongoing investigation. >> is there significant difference of someone coming through a k-1 fiance visa as opposed to somebody coming in from say a refugee from syria?
10:15 am
>> well, that is a good question, and what you have heard us saying in the last few weeks is that refugees seeking to be resettled in the united states are subjected to the most rigorous, intensive screening of anyone who attempts to enter the united states. that process can take typically between 18 and 24 months. it includes in-person interviews, the collection of biographical and buy yo metric information and the vetting of the individuals running through a variety of the database, and including those that are maintained by the el intelligence community, and military and law enforcement, and the standards for individuals who enter on the visa that you described is not as strict. there is still information collected about the circumstances and this person's entry, and so there is more to be learned on that. >> and the last question, given
10:16 am
the fact that this is a woman, and on the west coast involved in the situation, what is the implication for migration policy now? we know that in the case of the refugees coming from syria, women, and children, were given preference over young men of mi military age for example, and does the u united states need to look into whether women should be held to a stricter standard coming from certain countries due to the fact of what we have just seen? >> well, joe, i think that, we pa as part of the information used from this investigation is to adjust the security posture to keep the country safe. again, it is a question that the investigators are going to be considering, and the homeland security professionals will have to evaluate as well.
10:17 am
they, like all of us, are trying to follow the admonition not the jump to conclusions. but obviously, this is something they will carefully consider. okay. gardner? >> are it is slightly off top the i-- slightly off topic, but do you believe that paul ryan is going to have more authority to get the omnibus passed? all right. we are going to break away from the white house press conference as he was offer iing some poins of where the president stands after the san bernardino attacks. and there is late breaking investigation news that authorities have uncovered a link between that female killer and her allegiance to eisis.

10:19 am

that, you know, in the united states this is the biggest threat which is the people who are for better, for lack of a better word diy terrorists. they have the drirection from te social media and the isis propaganda, and that is our biggest problem, and not what you are seeing in paris of someone taking instructions from se syria and belgium, and organizing a cell. this is our version of the isis threat. >> and the big question now, jim, and this is what they are focusing in on the investigation right now were these two individuals the husband and the wife acting only as husband and wife or others directly involved in this terror operation? >> they don't have evidence at this point of others involved and they are looking at foreign contact, and evan is the first to report that there were communications now discovered between farook, and others, and
