heads as armed men surrounded them after drifting into iranian waters. the sailors were eventually freed this morning after the iranian officials said they got an apology and promise from the americans that the mistake would not be repeated. the u.s. state department pushing back, and the spokesman john kerby tweeting out specifically, absolutely zero truth to rumors that john kerry apologized to iran over sailors. nothing to apologize for. and of course, the timing is all critical, and all of it happening a few days before iran is set to start receiving billions of dollars in sanctions are relief as part of the nuclear deal that president obama helped to negotiate, and held up as one of the signature diplomatic achievements and join joining us now is barbara starr, our pentagon correspondent, and our international correspondent jim sciutto. and what are we learning about

the sailor's capture and eventual release? >> well, they were held overnight in iran said to be because of navigation issues in the dark. and they were release d in the late morning at 5:00 a.m. washington time. they were brought out to a u.s. navy ship in international waters with two patrol boats, a and then taken on by navy personnel, and so the question is were those boats disabled, and did they drift if they did in fact drift into the iranian water waters, and the navy now debriefing all ten sailors and asking them all of of the questions about what happened, but the answers, wolf, not yet forthcoming to the public. it is clear that someone in the u.s. navy has some idea now of what did happen, but they are not saying. as this debrief of them goes on. as you are looking at this this video of the sailors on their

knees, disarmed and hands behind their heads, this is very disturbing to see, but it is in fact, a fairly typical maritime procedure in those waters, and the u.s. navy does the same thing when it boards small boats of people that are not its a allies, but nonetheless, very difficult to watch and difficult optic. the pentagon insists that the sailors were treated fine by the iranian naval personnel who had them overnight, and they were fed and given water and food and looked after. but there are some significant questions that the people who took them are part of the iran service guard which is the hardliner of the iran military and they were released from the are pressure of the central government which has its eyes on the nuclear agreement, and it does not want anything to come between it, and getting the

money back through that agreement. so a lot of politics involved in the middle of all of the military maneuvers. >> i wonder if the atyatollah homenei had to get involved. and john kerry suggesting that there was no apology from the u.s. what are you hearing, jim? >> well, in terms of the official apology, jim kerby spoke about it, and so did john kerry, that there was no apology, and they demanded swift resolution to it, but there are reports on social media, and images circulating out there that the possibility that the sailors themselves gave some sort of apology to the captors that we made a mistake, and that

we did not intend to be in the waters which is not confirmed by the u.s. defense or the administration officials at this point. the broader messages that you are hearing from the administration across the board that this is a victory for diplomacy and without the channels developed between the u.s. and iran as a result of the nuclear negotiations this could not have been resolved so quickly. here's what john kerry said in a speech at the national defense university on this just a few moments ago. >> and the appreciative for the quick and appropriate response of the iranian authorities. all indications suggest or tell us that our sailors were well taken care of and provided blankets and food and assisted with their return to the fleet earlier today. i think that we can all imagine how a similar situation might is have played out three or four years ago. >> interestingly enough, the u.s. in iran, and at least the foreign minister, and the

secretary of state somewhat on point here. and his counter point tweeting, happ happy to see dialogue and respect, not threats and impetuousness, swiftly resolved the sailors episode. let's learn from in latest example. and certainly, you did not have this channel with the administration of mahmoud ahmadinej ahmadinejad. and that is difficult to digest with the sailors even with the law of the sea in common, but the sailors with the hands behind their heads is imaging standpoint, troubling to see, but were they taken under duress or gunpoint, and these are still questions to be answered. wolf. >> and quickly, barbara, one of the sailors was a woman, right? >> indeed. nine men and one woman, and as we saw the photo, the initial

photo of them inside of a room sitting on a floor, i think that everybody noticed that this woman did have her hair covered and pretty standard. it happened in the past when british naval forces a couple of years ago were taken by the iranians, there was a british female sailor and she, too, had her head covered while in iranian custody. >> thank you, barbara starr and jim sciutto. this morning i sat down with king abdullah ii in "the situation room" and i asked him about his country's relation with iran in light of the ten american sailors. >> as we speak, the ten american sailors have been freed from iranian custody, and brief custody. does jordan trust iran? >> we have relations with iran,

but we obviously see their involvement beyond the borders in yemen and africa, and obviously they are involved in iraq, syria, lebanon, afghanistan. so, we have to contend with their presence beyond their borders. >> as you know, in the coming days, the u.s. and other international partners are going to be lifting sanction, and hundred billion dollars maybe will flow into iran very, very quickly. they can do whatever they want with it. is that a source of concern to jordan? >> it is a concern to a lot of us in the region. and i think that furor in afi d afield, and that is what i said. there is is a linkages between the nuclear deal and how iran performs on the other portfolio s, and so i think that they are going to be held up to how they perform also on those other sectors, and we'll have to see how that happens and where we hold them accountable on what

other potential mischiefs may be found. >> now, we have just now learned that king abdullah, and president obama had a previously unscheduled meeting and joint-based andrews outside of the washington, d.c. and the king had been here for a few days, and met with the vice president, and the secretary of state, and the defense secretary, and no meeting had been scheduled of the president in the last minute development, and the president found some time, and met with king abdullah, and the president heading out the nebraska and louisiana from andrews air force base, and we will have much more of the exclusive interview with king abdullah in the situation room later today, and that going to air at 5:00 p.m. eastern only here on cnn. joining us now is democratic chairwoman debbie wassermann schultz, and also the chairman of the committee, and are you confident? i know that you voted for the

iran nuclear deal, and are you satisfied with the way that it is implemented right now, and $100 billion sanctions releaf should start flowing immediately to iran? >> well, the entire goal of achieving the nuclear agreement with iran was to make sure that we could prevent them from ever attaining a nuclear weapon. part of the agreement requires them to have shipped 98% of the enriched uranium out of the country, and other very specific and important requirements, and dismantling the rocket reactor permanently, and other key elements of the nuclear program to be prevent ed from ever achieving the goals. so once they reached that, and we get to so-called imp implementation day, then they are entitled under the agreement to get access to their fund, but keep in mind, a lot of the funds were already previously obligated. so the amount of resources that are going to be available to them, and particularly, because they have debts that they have to cover are really not going to

be as much as previously thought. you know, an example of the ability for us to quickly e negotiate the release of our sailors yesterday was directly rel related to the fact that we have been working through secretary kerry, and the iranian leadership over the last two years, and without that relationship, i think that this, the result could have been very different and very unfortunate. >> it is not just the $100 billion in sanctions relief, but the $50 billion in sanctions relief, but it is the tens of billions of dollars of additional income they will get, because the trade restrictions against iran are being lifted at the same time. and here's the question. are you concerned that a lot of the billions will go to the revolutionary guard which is obviously responsible for all sorts of activities that the u.s. regards as terrorist act e activities in the region? >> of course.

there is a real concern, because iran is certainly not a good actor in the region, and on the contrary. we don't trust them. that is why swe have the sanctions in place on so many other things that need to be continued to enforce, and iran has to be understanding that they will be watched carefully, and sanctions applied ing a g s aggressively, and we have to hold their feet to the fire. this not a plank check or the free ride by any means, and we have added accountability on iran, and made sure that if they want to join the world stage, they have to be expected to act in a peaceful way, and they will have to earn that trust back which is a long time in coming. >> and let's talk about the race for the white house, and the democratic presidential contest right now, and a new quinnipiac university poll is showing bernie sanders now leading hillary clinton in iowa, 49% to 44%, and another poll from cbs news, and the new york times showing bernie sanders closing the gap with hillary clinton nationally, and down seven points compared to the 20-point

gap last month, and we are seeing both of the candidates stepping up the attacks against each other, and is there a time, and you are the chair of the dnc, to approve more debates between the two candidates? >> our candidates with our debate schedule, and the schedule of the other candidate forums have had a large variety of opportunities to be seen by the voters. you see that from the whether it is secretary clinton or senator sa sanders, to some degree martin o'malley, and their expose sure are through a variety of the opportunities has given them the ability to be successful, and to the attract attention tension, and to build support with the schedule that we have had. i want to point out, wolf, that 58 of the 61 debates in 2008 and 2012 had lower, you know, or as good of viewership as we have had in the debates that we have had now. we have exceeded the viewership by a lot of the debates that we

president obama is taking his message of optimism about america's future on the road. the president now heading to nebraska after delivering his final state of the union address last night. among the highlights, he refuted pessimistic views of the u.s. economy and pointed to the more than 14 million jobs added since he took office. >> the strongest two years of job growth since the 1990s, and unemployment rate cut in half. our auto industry just a had the best year ever. anyone claiming that america's e e conmy is in decline is pedalling fiction. now -- [ applause ] -- what is true, and the reason that a lot of americans feel

with success. as he pointed out the jobs that people are getting and the unemployment rate is down, and praised american innovation, and said that the health care system is the best and the envy of the world basically. so he is really striking at the last year, the optimistic warrior tone. this is a barack obama that reminded me on the campaign trail in 2001 and 2012 and it is as if he is using the state of the union to campaign. >> and the president also open up about his own role in the ugly climate that exists in washington, d.c. >> it is one of the few regrets of my presidency that the rancor and suspicion between the parties is worse and not better. i have no doubt that the presidents with the gifts of lincoln or roosevelt might have better bridged the divide and i

and you will agree as well. >> he was. >> and the speech is highlighting what he hope s s i the legacy and setting the stage he hopes for a democratic president to follow him. how did he do? >> i think that the speech was perfect for what he needed to do, and it was well written and he delivered it with vim and vigor and getting the high marks from americans who watched it and listened to it or watched it online or whatever, and so it is a success for him. and now, how long he gets a little bounce out of this is yet to be seen. it is a crowded calendar in politic, and most eyes are focused on who is going to be the republican nominee, but wolf, this is not the last big speech of president obama. we will have a king daddy of a speech by this president in philadelphia for the democratic convention, and that speech, he may go after donald trump or marco rubio or whoever is the proverbial gop nominee with a little bit more, you know, fisticuffs than he did last

let's get to presidential politics here in the united states. a new poll shows a a two-man race between ted cruz and donald trump in iowa and less than three weeks before the iowa caucuses, and a "des moines register" poll shows that cruz is ahead of trump 44% to 42%, a and that is within the margin of error. and now on the radio, they are quoting that the donald is a little bit rattled, and he went on to say this. >> i think that it may shift in the new rallies to plan "new york, new york" and donald comes from knock, and he embodies the new york values. >> and for his part, trump is beating the birther drum to question whether ted cruz is even eligible to be president of the united states. >> i really don't know. he was born in can dand a citizen of canada until 15 months ago which a lot of people

even to repeat we weren't as angry, a nd to say the nonindictment or the bailout of this officer in the walter scott shooting speaks volumes, and people are angry, and just because they did not protest, does not mean they are not angry, wolf. another thing that is important, and pathway for her is to take on the very group of people that the gop hoped to reach with the autopsy report right after the 2012 elections. they have not been speaking to blacks and browns and gay folks. they have eliminated any ability to outreach to these groups this election cycle with the hateful rhetoric spewed not just by donald trump, but other hints in other mainstream candidates. >> doug, you disagree? >> yes, and not only because nikki haley was upbeat and substantive in the remarks, earlier this week, tim scott, and paul ryan, were also in

columbia, south carolina, leading a forum on poverty, and they are talking about different issues in different ways and getting out of the republican comfort zone, and if i am a republican, which i am, i am looking at nikki haley and paul ryan and tim scott to deliver the message that people need to hear. >> and they are not presidential candidates though. >> and angela, how much trouble is hillary clinton in right now with bernie sanders ahead of her not only in neighboring new hampshire, but iowa as well according to the most recent polls? >> yeah, i think it is a real concern. the one thing that the campaign did early on that was very good is to say, we may be the fro frontrunner, but it does not mean that we are the heir apparent, and lot of of folks were laughing at a, that and of course, she is the frontrunner, and the of course, we are going to win, but she set the stage, and they are not take it lightly at all, and she and chelsea clinton, and bill clinton are take on bernie sanders. >> it is going to be lively on both sides for the race to the

the sailor who made that comment about the apology was speaking under duress and whether he had no choice to say what he did, and we will try to get additional clarifications from the administration, and we will talk about all of this in the meantime. joining us is our cnn military analyst retired colonel rick francona, and military analyst joe rogan, and what about the apology that we heard from the sailor and what does it say to you? >> i think that he said what he needed to say to get the troops out of there. and his first duty is the safety and the welfare of the sailors, and he did what he felt he had to do, and he did not edadmit a wrongdoing, and he said it was a mistake, ap apologize and i don't see anything wrong with that and that is within the training that these officers get. >> and josh, why would the secretary of state say that he did not offer any apology to iran? >> well, the united states government is walking a fine line. they said it is not a hostile

act, and that diplomacy was effective in securing the release of the soldiers, and at the same time as the facts of the case come out, it is more clear that the iranians were intending to provoke us. it is basically a video of somebody in captivity and broadcast with the intention of humiliating the united states and using this as a tool of iranian state propaganda, but the administration doesn't want to make the situation any worse so by saying no official apology and putting it on the soldier under duress they can walk that line carefully. >> and colonel, the defense is secretary ash carter was speaking at fort campbell in kentucky a few moments ago and he said this. >> the ten navy sailors departed iran early this morning, and they are now back safe in u.s. hands. i am very pleased that this is resolved quickly, and i want to take this opportunity to thank

in the state of the union address last night, president obama tried to delay the deep concerns of the american people over isis and other terror groups. >> masses of fighters on the pack of pickup trucks, twisted souls plotting in apartments or garages, they pose an enormous danger on civilians. they have to be stopped. but they do not threaten our national existence. >> we're joined by republican congressman and homeland security chairman committee and the author of a brand-new book that is just coming out this week entitled "failures in imagination, the deadliest threats to our homeland and how to thwart them." we want to talk about the deadliest threats. what was your reaction to the president's remarks on homeland security, the threat of isis last night? >> he never mentioned the word

homeland security. i thought he spent very little time on homeland security in the piece. the clip, as he mentioned, down playing the threat once again. he called it the jv team previously. now pickup trucks, apartments, garages, trying to minimize what we consider to be the number one threat to the homeland. i was quite frankly disappointed by that. i visited with the police chief and sheriff in san bernardino earlier in the day. they were at the state of the union. and the president didn't even recognize them. he didn't even mention san bernardino, chattanooga, the paris attacks. almost as if it didn't happen at all. >> he said it's not an existential threat along the lines of nuclear war and the battle days of the cold war, for example. >> and it's not world war iii. we defeated fascism, communism,

now we have eus slammic extremist. certainly the idea of them getting weapons of mass destruction is a possibility, as i outline in my book. i believe they are a threat to the security of the united states. >> this book of yours, what is the deadly threat right now to the u.s. homeland? >> jihadist group getting ale weapon of mass destruction. i think the active shooter like in paris, that kind of attack, cyber security attack would certainly be very damaging attack on the united states. we point out these threats. what can-can we do to stop it? right now we don't have a strategy to deal with isis to defeat and destroy them. we saw the president down playing the threat. what i do in the book is tell the american people about the threat we really face about the nation. >> is that credible that they could get their hands on a nuclear device? >> we know they have the intent. isis talks about smuggling.

you experience tv. all right. here we go. top of the hour. you're watching cnn. i'm brooke baldwin. we have breaking news about the confrontation at sea. the question is, was there an apology or not? now, united states says no. we are about to play new video just into us here at cnn showing one of these u.s. sailors who was detained apologizing for straying into iran's fiercely monitored territorial waters after he and nine other americans were captured by iran. of course there are a lot of questions, questions about whether he was coerced into that apology or saying it on it of fear.
