shopping center. cnn joins us now from jakarta with more on the story. give us an update exactly what's .haing right now. >> i the police spokesman i spoke with reporters earlier and he con confirmed that there are four people did. one policeman and three civilians. now it's not clear if these civilians were the attacker es or just happened to be at the area. it's not clear and they could not identify the bodies just yet. but he did say the explosion of several grenades. the police station at an intersection in jakarta. it's right in front of a

starbucks shop and the building where the u.n. offices are. is also in the area. now, the police spokesman also said that there are in pursuit of another attacker who was -- who escaped from the scene and who is probably armed. security forces are after this man now. but as we see here. there's a lot of police in the area. it's very unclear who is behind this attack. and so far, they have no -- they would not say who may be behind it. >> has that been resofled with the apparent suspect. >> there was gun fire exchange at this police station that was attacked. we're hearing also unconfirmed reports of other attacks.

so far in arthis area that was attacked is cordoned off. there's heavy security around here. also you could see the city is on the edge. it's been a while since a major attack, a terrorist attack was lunched in jakarta, the kpl of jakarta. there's been several minor attacks outside, particularly in the provinces of java. where police have been in pursuit of a small group calling themselves the east indian mujah mujah mujahadeen. the police would not say for now who may be behind the attack in jakarta today. john? >> looking at the images we're

seeing from jakarta, it does seem to be a substantial blast. there are some reports who say there's a mass i explosion, which would seem to be at odds with the police explanation here that a number of grenades were used in this attack. i'm wondering is there any way at this point to clarify what's going on here. >> from what i see, it does not look like it was a major blast. the police spokesman said grenades were used in this attack. it was a police outpost there was targeted. so you don't see a lot of damage. it's in front of -- it's right in the middle of the intersection. so none of the buildings around it have been damaged. from what i see. it is not a major blast in terms, i think, of the explosives used at the police said.

>> prior to this attack, events still playing out in indonesia, what was the government's assessment of the threat posed by terrorism of the nation. >> well, many government officials and terror analysts were in agreement that the terror network here in indonesia, the terror network that was responsible for the major bombing in bali and jakarta years ago had weakened. it was quite low. they've been splintered. they have smaller groups who may not be working together or capable of launching a major attack.

we saw a shift here in indonesia after they bombed the resort island of bali. they bombed the hotel and an australian embassy in jakarta. a shift from soft targets to hard targets. smaller terror networks here started targeting police and government of authorities. in reyent years they assassinated policemen, guards. there was an outpost. >> and kathy, just to expand on what these explosions were and

who may be responsible for it, because there have been these reports out there that possibly suicide bombers were involved in this. what more do you know about that at this point? >> we don't know in terms of using grenades and suicide bombings, it's again not clear. i mentioned earlier, it's in pursuit of at least one attacker who was armed with a hire arm. he fled the scene. it's a new mo ddus operandi.

availables will come back here from syria and what they're capable of doing. john? >> okay, kathy, they're on the line from jakarta. police are saying that there were a number of multiple explosions called by grenades. they're all happening downtown jakarta outside a starbucks cafe, a shopping mall. not far from a police station. a heavy exchange of gun fire. police saying at least four people have been killed. one police officer and three civilians. there's a very high probability that those three civilians who are dead were, in fact, the attackers. but that has yesterday to be confirmed at this point. australia is abc, the australian broadcasting corporation reporting that the u.n. building is in lock down at this point in time. and as kathy was telling us, the in indonesia have told her hunt is now on for a fourth suspect who is believed to have fled the

scene and is believed to have been heavily armed. >> indead. that continues to be the situation following as we're being told an individual. this is a situation, of course, we will continue to follow for you. this situation that was reported, heavy gun fire does not appear to be the case right now. but, of course, this is still a very fluid situation in jakarta. kathy also making the important point. there was a sense posed by terrorism that was somewhat low after successes against a number of islamist groups there in the country. but that may be changing. we're, of course, going to follow the situation very closely for you what is playing out in jakarta, indonesia, and we'll bring you more details as they come into us. we're going to shift gears now and look at the state of the financial markets in the asia pacific region because they're having another dismal day.

we saw oil flirting with $30 a barrel. trading wept to $29.76 at its lowest point. there's still a lot of downward pressure on oil. and that's hurting the markets as you can see. also the ongoing concerns about what's been going on in china as far as the strength of the economy there. the currency in china all adds into this caldron of concern. the wall of worry, as they call it. not just asia but globally where the economy is headed. and as a result, where stocks are going. this one they're saying could come sometime to come.

our security asking where we were. they said a bomb had gone off in front of the building. but we were actually in back of it. a bomb went off as we got out of the car. we basically rushed into the building. then a third bomb went off. went up to our office and were in lock down on the tenth floor. then a fourth and a fifth and a fifth and a sixth bomb went off then we heard small arms fire in the street in front of the building. >> and there's an internal note there from the u.n. saying at least one u.n. employee has been injured. >> one of my u.n. colleagues is rushing to find out what happened to see what needs to be done.

>> jeremy, just walk us through what your sense is of the situation in terms of police response, in terms of just, you know, the situation on the ground right now. >> sure. i'm looking out the window right now at a couple of armored personnel carriers and tactical teams which cordoned off the situation where it happened. there's a gunman who's holed up in a small shopping arcade across the shopping mall. so they're keeping the lockdown. so i can see probably about 40 police, tactical or s.w.a.t. team police right now.

there are luxury hotels as well. we know there's a starbucks that appears to be at least maybe targeted in this. it was certainly damaged by the blast. >> that's exactly right. you couldn't get much more central in jakarta if you tried. it's smack dab in the central business area. so you've got major international hotel chains right now. there's a big diplomatic piece. there's a big business community right here. if you wanted to make an impact, wanted to get visibility for what you're trying to do, this is the place to do it. in fact, that's why -- i'm based in bangkok but i've come down to talk to the government about exactly that. we're assisting the government on national terrorism. just happened to be interesting timing.

>> how long ago since you heard gun fire. >> maybe 20, 25 minutes. >> you talked about having some focus on the issue of terrorism and the threats posed. regionally if i understood you correctly. what was your assessment of the threat posed by indonesia at this point in time. >> indonesia has for many years from al qaeda, the groups here, we all know they happened many years ago. more recently they have a number of groups pledge allegiance to isis. they also got at the moment, it's hard to pin down the numbers. but give or take 500 indonesians have gone to syria. so there's a great concern here about returning foreign fighter,

which is one of the things that we'll be talking to the government about is how to deal with the foreign fighters phenomenon here in indonesia but also regionally. we have a similar problem in southern philippines and malaysia. >> please let me know if this is something you can touch on or not. i'm just looking at some reports coming from the region. this one coming from the fairfax news report from australia the morning herald "the age." up to six attackers are believed stoob hiding in the skyline building. that's the site of the starbucks cafe. is that something you can talk more to and also there is another report saying police are saying that this attack is linked to isis, the islamic state. is there anything there which you can confirm for us? >> i can tell you i've heard the same thing. but i can't really say much more detail than that. we'll be talking to the police later today to find out what's really going on. but the point at this moment,

that's all we can say. we understand gunmen, possiy plural, have gone into this area right across from the starbucks. but as you say, this is -- it's isis inspired. not surprising if that's the case. because it can happen. you've got 500 indonesians possibly that have been training in syria. and they've come back with new ideas possibly. >> sorry, just to clarify. when you say you've heard -- have you heard from the police that this could be linked to isis? or just you've heard, this is what people are saying. >> this is what people are saying to us. we do have some internal u.n. security feed, which is telling us that there are possibly gunmen here. in terms of the connection to isis, i think it might be take some time to establish that. but if groups start claiming it credibly, i imagine quickly that's the kind of thing they do, we will know.

>> jeremy is now in lockdown in the u.n. office on the tenth floor of a building. he heard six explosions and a number of gunmen are now holed up in what's known as the skyline building, which is not far from the u.n. office where jeremy is now and not far from the starbucks cafe, which appeared to be possibly the target by a number of attackers. possibly suicide bombers. at this point, that's yet to be confirmed. >> indeed. he said the last time he heard gunfire exchange was some 20, 25 minutes ago. the situation appears at this stage to be relatively calm. the areas are caordoned off. there's a high security presence at the scene. but very much so a fluid situation. >> to say the least.

shown an explosion outside of a coffee shop. police are now pursuing one known attacker who escaped the scene and is believed to be armed. joining us now to talk more about this is cnn intelligence and security analyst bob behr. always nice to have you on especially at a time like this. there's already speculation that this was the work of isis in some way, or at least isis inspired. this has not been confirmed by the authorities, of course, but what do you make of what's playing out in jakarta right now. >> coincidentally, i was talking to some people in jihadi circles today. and they said isis' plan is to sell chaos. this conversation occurred before the attacks. i can't connect them, be uh you simply have to look at the last weeks, the attack, the mall in baghdad as well as istanbul, german tourists. so i think there is a campaign

under way from the islamic state and it certainly has the signature, the islamic state. and jakarta is an obvious place. we're going to have to wait to see what the police there see. but it's starting to look like an islamic state attack. >> let's look at the mechanics of the attack, at least three or four people involved in the attack, three of them believe to be dead. possible suicide bombers. now there are reports that gunmen are holed up in a building not far from where the attacks took place. so this seems obviously a lot more than a lone wolf-style attack. this is something which needed to be planned attacked, carried out .3. >> a lone wolf doesn't quite make a statement. but multiple attacks in places like jakarta will shake that country. as jeremy was saying. a lot of these fighters are getting combat experience in

iraq and syria. and they're coming home and they know what they're doing. and above all, they know how to work explosives. and it's not easy to do to make them all go off. so i think we're seeing more blow fwak from these wars there. >> you said it looks like paris. there's 130 people dead. it appears there's one policeman dead and some of the attackers have been killed. so at this point, is it possible to know how this was different in jakarta to pace. they were on high alert. >> from their perspective, it's a matter of luck, how much damage they do. the indonesian police are very good. there were certainly rumors

about attacks coming. but it's intent of the islamic state to sell chaos which is the most important thing. and how much damage they actually do, you know, depends on the teams. >> looking at the choices of targets here, a coffee shop, police station, looking at an area that has malls, a u.n. building close by. it still begs the questions about security protocols, security measures that were in place and preparedness on the part of the government. >> well, there's not much you can do about a star bucks. you can't really protect those. it's the american brand that are important. assuming this target wasn't just haphazard. and also police stations, going after uniformed people is very important for the islamic state. again, i don't know that this was an islamic state attack but it may very well have been. >> we've been hearing from

rueters, quoting local media reports saying at least 14 mill assistant gunmen may have been involved in the attacks. thatst a lot of gunmen, a lot of people to be involved in an attack like that. it just seems to be one up from paris. >> it is. that's why i say it's like paris. when you get this many people, essentially an army, being able to move silently into a country to be able to handle weapons and explosives, again, this is way beyond lone wolf attack. like the ones we've seen in the united states. >> bob, you mentioned, you said, you know, this number of people moving into a country silently. i mean, surely there must have been something that could have been detected on -- by intelligence, or am i wrong in saying that? >> no, no, i think absolutely. you don't really see this stuff and put it together until after the attack occurs.

they're on a wanted list and there's a lot of ways to get across boarders in that particular world. they understand this. they understand meta data. they understand our weaknesses. that's why they're sending people, they're hiding among the refugees. they understand those are sort of areas that police can't truly monitor very closely. they know where to find our weakness weaknesses. there's more places to get in in europe than the united states, if for no other reason than we have the atlantic ocean. >> bob, the indonesian military and police have a reputation for i guess in the past being quite brutal in their crackdowns. i know that we're just a few

hours into this, but exactly what will play out for the next couple of days. the indonesian authorities and the military and police are concerned. >> they'll start rounding the kwushl suspects up. but you have to remember that indonesia is a sunni country and there's a great sympathy for sunni muslims in iraq and syria. they watch television, they watch what's happening there. they don't agree with the bombing of these places. they may not particularly like the islamic state, but there is a sympathy among a lot of sunni countries for what's happening to the orthodox sunnis. they paint this as an existential conflict -- or apocalypt apocalyptic, if you like. and they're able to recruit people all around the world. >> well, bob, it is great to

policemen entering the building. i also heard at least two low grade explosions on the street. i don't know what that means. we're also seeing some anti-bomb yurnts walking down the main road. we can't see much and it's not moving well, but from what i've heard, they are in pursuit of an armed suspect who was said to have fled into the skyline building. i'm quite familiar with this build, as you mentioned earlier, the cnn bureau was here for many years. there is an entrance, a private -- it's a public entrance that goes through the back of the building. and it goes through the hotel next door. it also exits into a street parallel to the main road. so, you know, it's possible that whoever goes through this entrance may have escaped through the street just beside

it. but from what i'm seeing so far, i think police believe that the armed suspect may still be in this area and that's why we're seeing very heavy security and a lot of armed men in the area. >> kathy, you may not be able to answer this kbe, but let me ask you, do you know whether authorities were able to ev evacuate the building ahead of going in? do you know the situation? >> i cannot confirm that. i know that all of the stores and restaurants and commercial establishments around the area are now closed. and they're in lockdown. we don't see many civilians or any people who are standing around here. i believe that many of them have left the area. i'm not sure that people are still inside the building. or the commercial establishment right behind it. isha? >> kathy, indonesia has been on

something of a high alert in recent weeks. with concerns of possible attacks. with that being said, what was the security posture in the capital. have we seen an increase in security measures? security presence? in upscale areas such as this one attacks to you had? >> there was heighten ed security. there was pursuit on a terror network but that was in sinter. and the focus of the operations were outside of jakarta. but jakarta is actually quite heavily secured. this is as a result of several major attacks here in the past ten years. we know that the embassy back

here in 2004. the marriott hotel was attacked twice. so there's usually heavy security anyway. people -- you have scanners at entrances of hoe tels, commercial establishments and malls. so there's a heightened awareness of a possible attack happening again here. isha? >> and kathy, just very quickly, the situation in the rest of the capital right now, i know you're sort of down at the scene, but what's happening? do you know away from this area right now? because there are reports of there being possibly other blasts being reported, that kind of thing. >> coming down on a motor bike is the fastest way to get to the area. you could feel people were on edge. people were talking about it. people were scared. and i'm sure they are taking extra precautions, you know.
