declared up an down the east coast with people preparing for the worst. here in washington, the snow is expe expected to hit very soon. it is already forcing a government shutdown, and the the warning from the city's mayor. >> we see this as a major storm. it has life and death implication, and all of the residents of the district of columbia should treat it that way. we need the city's full cooperation, and we need the media's help, too, to send the clear message that we want people to hunker down, and shelter in place, and stay off the roads. >> she say ths that this is a l and-death situation, and you heard it. i want to get out to the middle of it, and polo sandoval is joining us from charlotte, north carolina, where where they are already under a state of emergency, and how is north carolina, and the area where you are getting ready for the emergency? >> well, people are staying

indoors, wolf. as you are looking around me in the heart of the park in charlotte, this is going to provide a preview for what is expected farther in the northeastern region, and this is the same system making its way north no the nation's capital, and that is why the pictures are fair limb pornt. worth mentioning, this is supposed to be a carolina panthers' pep rally held here today, but instead, that has been cancel and really several events of what was supposed to be a very busy weekend here in charlotte also canceled. and also the main message not just here in charlotte, but across the southeast is to stay indoors. we have seen unfortunately four weather-relate weather-related fatalities on the roadways, because they are extremely slick. and the mayor saying that the temperatures are going to continue to drop, and the conditions worse later in day. and so as you are look around in

the parts of town, that is what people are doing, but a couple of blocks from here, the carolina panthers are practicing as the significant championship game is this weekend on sunday. and first, we have to get through this. >> let's hope they do have that game. thank you, polo. the dismal looking skies are leading to mass flight cancellations. as of right now, we have seen nearly 6,000 flights in the united states canceled. the aviation correspondent rene marsh is over at reagan international airport in washington, and rene, how many more flights should be expected to be grounded? >> well, wolf, that number is going the continue to climb. the number you are quoting 6,000 is today and tomorrow, and we could also see some cancellations on sunday. the thing is that they are go g ing to be making the decisions as they continue to see how the storm develops, but what is happening at the airports? well, it is -- there is a lot

less traffic than there was earlier in the morning. take a look. you have a a coupcouple of peope who are the lucky ones to get out on the last few flights that we are seeing leaving here out of reagan national airport, but when you are looking at the board, it is starting to paint the picture of what is going on with the air travel. you want to go to memphis, you can't on american airlines, u because it is canceled. you are starting to' the cancellations fill up on the board here, and people are married to this thing. that is all you will see is people walking up to the boards to see what is the status of their flight, wolf. again, what airlines are doing is that they are pulling the airplanes out of the airports like reagan national, dulles, like ful phil, aphiladelphia, a don't want to have the equipment here when the storm moves in and starts to dump the snow, because it is going to make it really hard to get the operations up n and running again. i got off of the phone with the folks here at reagan national

airport. they are telling me that at 6:00 p.m. tonight, they expect zero activity. so if you have not figured out how to get to your destination, you know, you are pretty much out of luck at this point, wolf. >> if you are still here in d.c. and trying to get someplace else, you are stuck in d.c. for now. >> thank you, renee very much. >> and there are blizzard warnings affecting for new york and philadelphia and baltimore and of course, here in washington, d.c., which covers 30 million people alone. the worst of it could come to the nation's capitol where we could see more than two feet of snow, and maybe two and a half feet of snow by the time it is all said and done. and jennifer gray is out there on the national mall which is closed to the tourists because of the weather. and jennifer, it is not bad now, but it is about to start, and when do we expect the snow to start and how long will it come do down? >> oh, it is game time, wolf. the first snowflake fell 1:00

p.m. on the dot. so we have seen very tiny snowflakes for the last five minutes or so, and finally starting here on the national mall. expect the snow to continue for the next 36 hours at least in this which is nothing. the snow is going to start coming down in buckets, and we are also going to be seeing very, very strong winds. i want to show you something though if i can, wolf, looking behind me, because there are thousands and thousands of people on the national mall, and there is a march scheduled for 1:00 p.m., and these people need to get home as soon as they can. and the national mall has closed to tourists like u you said at noon, and however, there are still thousands of people out here. so, it is a little unsettling to see all of the people. we know what just a little bit of the snow did to the city a few days ago, and we are talking about conditions that are deteriorating at the snap of a finger as we are going forward in time. back to the weather graphics though, because i wanted to show you the forecast. and as you said, wolf, wre e ar going to be seeing 24 to 30 inches around the d.c. area, and

also 18 to 24 inches in philadelphia, and those 30 million people under blizzard warnings as we speak. we are also going to be seeing a lot of icing around the carolinas, and then all of that snow north of there. so let's go forward in time, and time goes out, and we are still going to see a major snow event with the winds, and this blizzard conditions as we go through the overnight tonight and into tomorrow morning in the d.c. area, and then also possibly see the same conditions in the new york city area as well. d.c. is in the bull's eye, and we will see two feet, and possibly three feet across the d.c. area east of 95 and two feet west of 95 is where we will see the higher totals, but with the winds, it is going to be hard to see how much snow has actually fallen, because a lot of the snow is going to be blowing around. some areas will see about a foot, and other areas will see much, much higher amounts, is simply because of the winds.

also talking about the beach erosion as well as the coastal flood i flooding. when you winds at a 60-plus miles per hour pushing all of the water in, and where we are in the midst of a full moon and the tides will run higher than normal automatically and when you add to that the water coming on shore, and the coastal flood ing and the beach erosion is a major concern. we could see the worst flooding that we have seen since sandy on the eastern coastline, wolf. so it is going to be a dire situation for the next 48 hours at least, until we can get the snow to die down and a assess the situation. people in the d.c. area, they need to get home as soon as they can and especially in the next two hours or so, because the conditions will continue to deteriorate out here. you can see the snow picking up a little bit behind me as we speak, wolf. >> jennifer, the problem is that it is not just snow, 2 1/2 feet, let's say, because it is very very heavy snow coming down, and combined with the winds 30, 40, 50 miles per hour, millions of people potentially could lose power in the middle of all of

this, and without electricity and without power stuck in your house. that is going to be a disaster for a lot of people. >> i am so glad that you brought it up, and in is a good point, because it is a very, very wet snow as you said. it is going to be piling on the trees, and the powerlines, and we will see the power outages, and also a major concern of roof collapses. back in the early 1920s where where d.c. saw the biggest snowfall ever, and 100 people were killed when a theater roof collapsed, and so that is a major concern as well. the roof collapses as well as the trees and a lot of beautiful trees in the city, and so that is a concern as well as the powerlines. hopefully people are stocked up, and have all of the precautionary measures in h place, the food, the water, and they are going to be able to make do with a couple of days without power, and that is a big concern, too, wolf. >> and the nick er bknickerbock

the of 1922 is the record so far, and that is the storm that you are referring to, the n knickerbocker theater which collapsed killing all of those people, and that record could potentially be broken over to the next 24 to 36 hours. jennifer, thank you. we will be staying in touch with you. thank you very much. the historic storm anticipated here in washington and baltimore as well, they are under a blizzard warning in baltimore and state of emergency, and what is maryland doing to prepare? the implementation of the emerge i plan, and with us on the phone is robert maloney, the director of emergency management for baltimore office, and thank you for joining us, mr. maloney. and people in baltimore are told already to be sheltering in place, like here in washington, is that correct? >> yes, that is correct. we are trying to get everybody at home to stay home to weather the storm, and we are are trying to get everybody at work who is going to be staying at work. our public transportation system is going to be out of pocket saturday and most of sunday. we want to get everybody where they need to get now. we expect the snowfall to start,

and you nailed it, the winds are what is worrying us. it is a very humbling forecast, and we will have people without power for a long time. we are really going to be counting on the electricity companies all up and down the country to give us a hand to get us back on our feet. >> and what are you going to do for the elderly for example stuck in places without power? >> so, we have a very good preparedness program, and tell people to keep food, water, and blankets and very robust 311 and 911 system, and we will do everything we can to get our people to help people who need resources through the storm. that is why it is so important to tell people to stay indoors, because we don't want to waste our resources on responding to accidents that wouldn't have happened if people were at home. you nknow, weathering it out. >> have you activated the national guard there in baltimore? >> we have. yesterday, we had some

discussions, and we we have a very good relationship with the state partners, and they are going to be sending us the humvees with the citizen soldiers to drive the police and the fire department personnel around. we had two back-to-back storms, and one auz blizzard and was one wasn't in 2010 when we had to go get the dialysis patients and the delivering of food, and secured a ton of four-wheel drive vehicles, and we know we are in it for a long haul, and the snow removal is going to be painful, and do just like everybody else in the east coast, prepare for the worst, and pray for the best, and we are going to do the best we can. and u you know, hopefully some time next week, we will be back to 100% of normal operations. >> what about the homeless in baltimore? how are you going to be dealing

with that problem? >> so, woe have been outreaching in advance and going up to people, and most will go to shelters, and then there's a bunch who, you know, who will not use the shelters until the last resort, and we have been doing everything we can to convince those individuals to go. we have been very successful in those who have gone, and additional mechanisms in place where, you know, we will be able to put people into the hospitals under care, and we know where a lot of the individuals reside. all of the shelters are full. we have opened up additional shelter beds, and we have are planned to do that especially given the power outages, but you right. we have to look out for the vulnerable. this is unprecedented with the wind and the amount of snow in a short period of time. >> yes, it is not just the snow, but a heavy snow with a powerful wind and a lot of people are going to be without heat and w

and also joining us is angela rye. and so, doug, how big is this for the national rereview to come out against two fro frontrunners of the republican party? >> well, we are in the heat of the campaign politics, and so it is two candidates who rat the top, and four candidates below them, bludgeoning each other, and holding them back, and if you have taken the last new hampshirele poll from wmur and take bush, rubio and cruz and kasich, they are combined 34%, a fpd you take that change of the front running, it could be a different game. >> and who do you see in front? >> well, i am not sure, because each poll is showing something different and what strategies are working and not working. >> and the "national review" is

a very established publication in the united states and wrote this scathing editorial critical of donald trump calling him a political opportunist, and donald trump is a menace to political conservativism, and they write that he would take the work of generations and trample it underfoot under the popular adds heedless and crude as the donald himself. that is a respected conservative publication, and your reaction, angela? >> well, several things. this is very clear to me at this point just how fear tfl republican establishment is of donald trump. there was a pushback early on, but this is demonstrating that it is a a viable gop candidate. he very well has a clear pathway to the nomination. so, the fact that conservative writers and the number of conservative writers in the "national review" could come together to do something like that is a huge risk, and of

course, they are no longer a debate partner or sponsor, and i don't know what is going to happen as a result, but it is a huge statement, that they would be willing to take this kind of risk, because what happens if donald trump is the president? they will be shutout and blackballed. >> and were you surprised by this issue of the "national review"? >> i am surprised before the debate, a debate, and they were obviously willing to take the penalty with it, and credit them for doing it. and i wrote something similar from trump, and i got a lot of blowback, because of the twitter feeds, but there are people with the future of the republican party, and the viability if donald trump is the nominee. >> and angela, a lot of the republicans anecdotally said that as much as they don't like donald trump, he is more acceptable to the republican party than ted cruz is. >> and that is also very interesting, ba u you have two guy guys who are not well like by to a party, but they are like, we will pick the poison here sh, a donald trump is more willing to make a deal, and more willing to compromise, and ted cruz they have seen it from the beginning

whether it is green eggs and ham on the senate floor or anything else that he has done to shun the republican leadership in the gop, and within the gop it says a lot. >> and donald trump wrote the book "art of the deal" and he is willing to in effect compromise, but ted cruz is not willing to make those deals, and he, himself, makes that clear. >> and that is why they are both successful, because they are both running to be the most anti-washington, an ted cruz is using the unpopularity in washington to propel the popularity throughout the country, and it is working. >> one of the critics of the magazine says it has 22 conservative voices, and michael medved says that trump's mean spirited voice is giving stereotype s stereotypes to the liberals that have been attacked to the right for so long. your reaction? >> well, part of it seems that donald trump is strong, and like he is willing to make a decision.

>> no, i think that i'm the candidate of real change in people's real lives that will make a difference whether it is on health care or college affordability or the economy where i have laid out specific proposals and how i would pay for them. i feel really good about our campaign in iowa. we have built a grass roots organization. we have tens of thousands of committed people who are not only committed to caucusing for me, but are out knocking on the doors and in sub zero weather, and making phone calls, and doing everything that an enthusiastic and energized campaign need s to do. and so we are going to do all we can between now and february 1st to earn as much support as possible. >> let me ask you about the intelligence communities inspector general who says that the private e-mail on your server contains what he claimed is classified intelligence, and

one of the campaign spokesman says that the inspector general is not acting in good faith. do you believe they are not a acting in good faith, the ig of the intelligence community? >> well, all i can say is this, wolf. i think it is a continuation of an intraagency dispute that is going on, and it is not uncommon in our government when it comes to releasing information as i have requested that mine be released. and it doesn't change the fact that i never sent or received any material marked "classified." i do believe that the leaks which are coming out and being in some way misrepresent iing a mischaracterizing what is going on are troubling, but the basic fact that no material marked as classified was sent or received by me has not been changed. >> are they falsifying the information? >> i hope not. you know, i hope not.

i hope that there is not any information to that effect. i want this to be resolved, and as the state department has said repeatedly, i will repeat, i dead not send or receive any classified material. and this latest example the best ki determine is going to turn on whether or not someone forward ed a new york times article in the public domain. so there are a lot of unanswered questions that i would like to see resolved. >> one final question. do you believe that the american people are e ready to elect a socialist as president of the united states? >> well, let me say this. again, it is up to the voters. i know that a num bber of democrats, and people who i highly respect are concerned and expressing that concern to me, to journalists and others. i'm going to just repeat what i believe which is that i am the best choice to be the next president and commander in chief. that is why i'm working as hard as i can to make my case on

forecasts that we are receiving, and of course, we are ready to upgrade the response further. i have remind ed you all in the past that the storms can move more kwikly or smaller, and smaller or bigger than we have forecasted so we plan for the bigger storm, and earlier storm. at this moment, we believe that we will see snow beginning in earnest after midnight tonight, and again, real accumulation is starting by about 8:00 a.m. when we put that winter emergency into effect. let me thank all of the leaders of the administration here, and the agencies represented, and you will hear from a couple of them in a moment, and others as we take questions. i of course sh, want to thank t police commissioner bill bratton and jimmy o'neal is here -- >> okay. he has just declared at 8:00 a.m. eastern time in new york city what he calls a emergency,

a local weather emergency, and local winter weather emergency which means that unless you have urgent, urgent needs, stay off of the roads no. motor vehicles in new york city. he says all day saturday, and it could continue into sunday starting at 8:00 a.m. tomorrow local winter weather emergency goes into effect in new york city. they are getting ready for the blizzard. all unnecessary traffic on the streets of new york should be avoided by all costs, and he says repeatedly, stay off of the roads. we will monitor the situation in new york city, and here in washington, d.c. in virginia, the governor there terry mcauliff says that he is ready. he has thousands of personnel and hundreds of thousands of tons of salt, and liquid salt as well, and they are positioned around the state and ready to go. nick valencia is joining us from fairfax, virginia, outside of washington, d.c. nick, what are the weather

conditions that they are bracing for there? >> well, the preparations here, wolf, they are already under way. virginia is doing all it can to get ready for the winter storm. it is cold, and hovering around 25 degrees fahrenheit, but it is not the major concern, because it is the major winter snowstorm system that is going to be moving in here in the next couple of hours starting at 4:00 p.m. you can see behind me, the preparations are under way. let's get more on that from steve shannon from vdot, and what are you doing the prepare, steve? >> well, first of all, welcome the snowy, virginia. you are seeing the trucks working on the interstate sys m system. we started the mobilization which started yesterday of applying the pretreated the roads throughout northern virginia. we have been loading up the trucks for the salt and the sand for the subdivisions, and out and prestaging. >> and you have snowplows and heavy machinery.

>> close to 4,100 total of all type of equipment that we use for the storms. >> reporter: and so you know what happened wednesday night, and lot of people are still upset with d.c./metro region that you service, and how is this going to be different than you were wednesday? >> well, ki only speak for virginia, but yes, there are lessons learned on every event. we are well ahead of the storm here. there's not going to be any duplication, and the roads are going to be bad. this is an epic storm. it is huge. but we are ready for it. >> reporter: and i was talking to another spokeswoman from a national weather service who told you to be prepared for 40 inches of snow between now and early sunday, and how do you get ready for that? >> well, you start back in june. we started in june with the training, with the contracts, getting the contracts, and training the contrack track trt training material, and making
