has. unnerving global markets and confusing people as he walks it back. and potentially alienating women that hillary clinton enabled her husband's infidelity. at the same time, he's scoring new indorsements and naming someone to manage his transition from candidate trump to president trump. and a general election pivot that's making heads spin. >> reporter: he may be the gop nominee, but he's already giving republicans anxiety. >> i know more about debt than practically anybody. >> reporter: telling cnbc, i would borrow, knowing if the economy crashed, you could make a deal. and telling cnn, he would try to back back debt at a discount and

america can always print more money. >> there's never a default. >> suggestions economists say could risk america's credit or lead to massive inflation and he's changing his tune on the minimum wage. after saying they were too high during the primary. >> i would not raise the minimum. >> reporter: now he says he's open to an increase. >> i don't know how people make it on $7.25 an hour. i would like to see an increase of some magnitude, but leave it to the states. >> reporter: trump saying he's willing to negotiate the steep tax cuts he's proposed for the wealthy but insisted -- >> they act like i'm giving a tax increase to the wealthy. i'm not. i said, they may have to pay somewhat more than my proposal. >> reporter: a claim that's

tough to square with trump's own suggestion. >> it reduces or eliminates most of the deductions and loopholes available to special interests and the very rich. in other words, it's going to cost me a fortune. >> reporter: passing today on the chance to echo sarah palin's comments on house speaker, paul ryan. >> i think paul ryan is soon to be cantered, as in erick canter. his political career is over but for a miracle. >> reporter: whether that sentiment extends both ways remains to be seen. they'll meet on capital hill to hash out their differences. >> economists that you've been talking to, what are they saying about trump's comments on fiscal issues? >> they've been baffled and say it's clear that donald trump wants to approach the u.s. government like it's a private sector business but you can't exact lae treat them the same

way and saying essentially they want predictability and you're not getting this in this on issues like the debt, like taxes. so, they're still trying to parse whether he's throwing things out there as he's asking questions or if there's a more solid fiscal plan and he's not being very articulate in how he speaks it. >> joining us, inside politics anchor, john king. and former congressional black caucus executive director, and mary catherine ham, senior writer at the federalist. former mccain campaign economnist and senior trump campaign advisor, barry bennet. a lot of potential problems for donald trump politically and in terms of policy, how do you see where the next couple days go? >> next couple days -- i think the interesting part is every

day we're having a conversation about which donald trump please stand up. he just gave a statement where he said he's happy that london just elected a muslim mayor. and he could probably get an exception to the trump ban. that makes perfect sense. the united states has relations but it seems inconsistent with we have to ban them until we figure it out. i'll leave the economics to doug. but i have covered a lot of presidential elections when you have a republican candidate who says i'll cut taxes but probably negotiate a tax increase and raise the minimum wage and encourage the states do that and seems to be treating the long-term structural debt. i'm dieing to watch the republican party of paul ryan and the platform committee in cleveland figure out how they put that in writing. he won fair and square but that

does not fit with the republican party the last 30 years i've been doing this. >> if he is actually saying he would like the see a higher minimum wage but leave it up to the states. it does seem at odds with what he said during the primary. >> it does seem at odds but there has been a strain of poppialism in his policies. if there were one or two policies that a republican could move to the middle on it would probably be upper income tax cuts and raising wages. there are a lot of people who think those are concessions that a smart republican presidential candidate might make. but to do something on middle class wages, that would be exactly what you would want to do against hillary clinton. and he doesn't have a united republican party. he has conservatives who don't support him. he can't go to the base of the party and say look, i'm going to

make a couple of concessions because he hasn't won the republican party yet. >> when you hear trump talking about just printing more money in order to avoid a default, does that worry you? >> yeah. there are two strikes on that one. printing the money is a recipe. >> for inflation and if they bought treasury bills, it doesn't allow them to maintain their lifestyle and the only way to print the money is to say janet yellen, print the money and buy the debt. >> barry, as a trump supporter, do you see these as inconsistencies? how do you see it? >> i don't think it's that big a deal. i think different states, 725 is good, washington d.c., there's no way. >> it is different than in the

primary -- >> the states obviously have the right to do that and he would support that. >> we've been printing money for a long time, been buying the debt for quite a while. >> so, you don't see his statements as inconsistent? >> no, i think he was just talking about what's going on today. what would happen if our interest rates went up 700 basis points. >> the debt's unsustainable. the question is why did they go up 700 base points? if you don't take care of the underlying problem, and all of these suggestions don't make any economic sense and won't work in those circumstances. >> he's been talking about reducing the debt for the whole campaign. >> sorry, didn't initially he talk about getting rid of the entire debt. am i mistaken on that? >> no.

he said i'm going to cult taxes by 10 trillion and i'm going to increase military spending and get rid of the $19 trillion of national debt. you can't do all three. to the extend there's a common thread, it is the love of trump that goes without saying and also this problem that he is consistently inconsistent from day to day, he is just saying off the acuff that is his gut feeling at this moment. i don't think it's strategy, nuance, and you saw it in this particular interview when the reporter mentioned renegotiating debt, he just took it and ran with it and had extemp rainious thoughts about it. he hasn't had a lot of thoughts about these philosophies in the past. >> i have noticed in interviews with him if an idea is suggested

that maybe he doesn't have a firm handle on, he does kind of grab it. >> that's how it got to punishing women. >> had chris matthews said to him you can punish women or the doctor, i think trump would have gone for the doctor because he would have instinctively known that was the better answer. but it does seem a rekerring thing. >> in one of his books he said something like the day he learned going with a gut instinct was as powerful as a well thought out position was revolutional for his life. and he's winning the republican nomination. but we are in a different phase and going with his gut and instinct on every policy issue -- >> as a clinton supporter, are you reveling in this or does this worry you? >> it actually bothers me. i'm an american first.

a very big deal. >> but in terms of -- >> i think the argument is he's not a conservative, he's a conman. he got 10 million votes, legitimately got 10 million plus votes by saying wages are too high but taxes for the rich need come down. he took positions in the primary for which he gained vote, now he's abandoning them as his business world is going on trial for fraud. you're going to hear democrats like me say he's a conman a fraud, that's how he conducts himself in business and god forbid he gets in the oval office. >> democrats may be rubbing their hands, there's a long time between now and the election and he's shown himself to be a very formidable candidate. >> and to paul's point, conman donald, i like that nickname better than dangerous donald.

the point of all of this is the fact that he can say wages are too high, the fact that you can say $7.25 works in some places, i don't know if you have family members that work on minimum wage, that's not enough. the fact that he would play into some of those emotions, because we really don't know what he truly thinks. the other thing i want to raise to you, anderson, is because donald trump loves the bible and because most often democrats aren't caught quoting it, there's a scripture in james 18, a double minded man is unstable. and all the ways we come up with for him is that he's not consistent. >> i want you to respond. >> every taxpayer pays too much. he was talking about negotiating with congress. that's still less than they're

paying today. this is a distinction without a difference. >> so, you say he's been consistent. >> he said he would have to negotiate with congress on the tax rates. >> you don't believe he's changed position. >> on minimum wage. >> he said the federal government should raise the minimum wage. >> he thinks there should be no federal minimum wage that wages are too high in our economy. >> we all understand that. it doesn't work. in los angeles and washington -- cincinnati and -- >>i ia'll give you a thought. >> you need have wages be higher but do it in the way the market naturally makes it higher, higher productivity and growth. there are places that republicans need to go in

donald trump's not been doing exactly what you call traditional out reach. he's been lighting fires, about whether to punish women or accusing hillary clinton of playing the woman card or most recently accusing her of complisty in her husband's infidelity. she responded today.

but first, this at a campaign appearance on friday. >> nobody in this country and maybe in the history of this country politically was worse than bill clinton with women. he was a disaster. he was a disaster. i mean, there's never been anybody like this. and she was a total enabler. she was go after these women and destroy their lives. she was an unbelievably nasty, mean enabler and what she did to a lot of those women is disgraceful. >> this morning on "new day" chris cuomo asked him about it, trump accused the media of blowing his remarks out of proportion. >> chris, i spoke very little about that compared to other things. you took a small amount of the speech and build it up like it's the biggest thing in the world but it is a big thing.

he was the worst abuser of women. he was impeached, he was impeached and then he lied about it. he said nothing happened with monica lewinsky and then said sorry, folks, it actually did happen and he was impeached for lying. >> all of that can be true, what does it have to do with hillary? >> nobody respects women more than donald trump and i will be better for women by a big factor than hillary clinton, who frankly i don't even think will be good to women. >> that was donald trump this morning. hillary clinton was asked about all of it late today. >> donald trump has really gone after your husband and even you as an enabler for the scandals of the 1990s. is that fair? is there anything to that and do you think it will backfire on him and his campaign? >> i'm going to let him run his

campaign however he chooses. i'm going to run my campaign which is about a positive vision for our country with specific plans that i think will help us solve problems we're facing, knocking down barriers, i am going to continue to reach out to people, listen to people and make the case for the kind of president that i would be. >> secretary clinton, are his claims accurate and if not, do you feel any need to correct the record? >> i have nothing to say about how he's running his campaign. >> a lot of folks, many here in this room lived by it in tabloid headline, here's a closer look now from cnn's tom foreman. >> i did not have sexual relations with that woman. ms. lewinsky. >> reporter: january 1998, bill clinton is furiously and falsely denying a sexual relationship with a white house intern and

one day later, first lady hillary clinton blames not the president but his political foes. >> the great story here for anybody willing to find it and write about it and explain it is this vast right wing conspiracy that has been conspiring against my husband since the day he announced for president. >> reporter: in private conversations later, notes say hillary clinton dismissed li lewinsky as a narcissistic loonin to and she said the affair was consensual and hinted it was spurred booy the politic pressure he faced. it was a lapse, he tried to pull away but it was beyond his control. earlier this year, campaigning at a church, clinton appeared to talk about forgiving her husband. >> it is human nature to say you're not wanted. we know what you've been doing.

we know what you've been up to. you go sleep in the bed you made. >> reporter: but she never overtly and publicly addresses the scandal and in her 2003 book she says she defended the president because she believed him, erupting when he finally confessed, "gull.ing for air, i started crying and yelling at him, what do you mean? what are you saysaying? why did you lie to me? when she says survivors of sexual assault have a right to be believed, her critics summen the names of women who have accused her husband of just that. >> would you say that about kathleen wylie and or paula jones, should we believe them as well? >> i would say that everybody should be believed at first until they are disbelieved based on evidence. [ applause ] >> reporter: it is a heroic

stand for some voters and hypocrisy for others. tom foreman, washington. >> and joining us is trump supporter, joining us by satellite. is it fair for donald trump to bring this up given his own history? i mean, how do you see this playing out? >> he does not have a history of sexual assault, bill clinton does and hillary clinton has a history of dragging their names through the mud. 15.8% of sexual assault victims report the crime because they're afraid of being demonized, not being believed. juanita, they were demonized by her. i'm offended that she did not believe these women, come to their rescue. instead demonized them and has the audacity to send out a tweet on november 15th saying all

victims of sexual assault deserve to be believed unless they're the victims of bill clinton. i'm offended and think women all across the country are going to become aware of it and not going to vote for her based on this. >> i think there are fair points to be made about her inconsistency when it comes to talking about sexual assault victims and there are points to be made about the tenancy of the left to give democratic men a pass if they vote the right way on accusations of this kind. do i think donald trump is the correct person to make these points or that it's effective when he does? he's not the perfect messenger on this and i don't he's going to become that. but he doesn't follow the rules of any regular campaign. if it was a regular republican campaign, i would say it's not advisable. but who knows he may throw her off her game but she looked very

composed. >> are they -- and you know you're not working with the campaign, i asked is she prepared for this? she said she's prepared for whatever comes. >> that old southern saying, how a hit dog haulers. boy, they really react. you just saw hillary. she knows this. as somebody who lived through this with them, the people who pushed those attacks, suffered politically far more than president clinton and far more than his wife, who was an innocent bistander. who impeached him? ken starr who's disappeared to waco, texas or something. they're on the ash heap of political history. it boggles the mind as a strategist, not to mention a friend, i hate seeing them attacked like this. >> but the argument is slightly

>> and during the primaries he brought these things up and at least on occasion he's going to use them going forward. every time this play book has been tried before against bill clinten, it's not worked in the past. will it wuork in the cycle we'r in now? we don't know. trump is an unorthodox candidate. he says john mccain's not a war hero, he says all these things and we say ah-hah. you think it's out of bounds, he thinks it's out of bounds. he's consistently rewritten the rules and proven he's going to do this. >> and i may be wrong, but he brought up a time when hillary clinton suggested sexism on donald trump's part and he's said he has silenced that attack from the clintons. >> there are the three stages of

death by donald. one i can't believe he's saying that, dozens of republican primary candidates saw it happen. they're all gone, he's here. this discussion is real and important but he has done this before in other areas. attacking john mccain, it's not what the election is about. it won't work. tough luck. >> he has only succeeded in that strategy. they're older, white men. >> to the point about there is an issue about what is right and wrong, it would have been very easy -- probably a lot easier for them to shut up about it and i do think there is this issue where bringing it forward to a younger generation of women who don't know the details, it might have just enough impact of giving them theicee feeling they already have about hillary clinton. >> i think the best example is

nominee and trump fired back saying he would block ryan from the convention. ryan said he's the nominee, i'll do whatever he wants with respect to the convention. the agenda for thursday's meetings, try to unify the party. so, trump says he can win even if the party isn't completely unified by reaching out to democrats and independents who was getting some of in the primaries. >> is he right today based on the data? no. i'll get independente ess to vo for me. in our latest cnn poll, 94% of democrats say i'm going to vote for hillary clinton. only 5% say they're going to vote for trump. on election day 2012, 92% said they voted for the president.

7% said they voted for mitt romney. taking into account the margin of error, he's doing about the same. this is about a tie and if you take the margin of error into effect but are there thousands of millions of cross over democrats? this suggested he's at about mitt romney levels and that's frankly not good enough. >> a lot of gop leaders are wrestling what to do, what about voters? >> let's walk through independents as well. donald trump says they're going to come to me, they don't like the clintons. that's one of the reasons for the attacks, 51% for hillary clinton, 40% for donald trump. so, an 11 point lead among independents. compare it to election day where president obama won an electeral college land slide. hillary clinton's doing better than obama. so, he says he'll get democrats,

independents and look at this. right now in our poll, there is some evidence that republicans are drifting, not a lot but some are drifting to hillary clinton. 84% of republicans in our latest poll say they're going to vote for donald trump, 12% say they're going to vote for hillary clinton and that's double the number that voted for president obama in his reelection day in 2012. six months to the election. a lot can change but trump is not doing any better than mitt romney and doing worse than romney in independents and the drift of republicans voting for the democrats. romney had a small taste of it, but that is very significant. >> john, stay with us. ryan, i mean do you think those numbers hold? it's a long time between now and actual election day? >> before paul ryan dropped that bomb, i would have said it's

just natural for republicans who dislike hillary clinton to make their peace with trump's candidacy and rally around him. i think the fact that ryan is holding out and that he sent the message that they can do the same too. i think you're going to have a divided party and you're giving the green light for republican voters not to shoe out on election day. >> how do you see this rift between paul ryan and donald trump working out? >> i think it's fair for paul ryan who's a conservative and for many who don't see trump as an ideal candidate to say you disagree with us on a number of things and maybe you should do work proving to us to get our votes. that seem as fairly reasonable proposition for somebody who's shown himself to be wildly

inconsiste inconsistent. >> that poll was tarken before the end of the primary. but we've already seen in our current poling, major healing is already occurring. >> there will be some coalesci g coalescing. >> doug, do you think trump can -- >> i think he's going to have to unless he fixes that republican number. the reality is we've never elected a republican president without getting 90% of the republicans and trump's been below that for a long time now. if that doesn't happen, he's going to have to find a way to get to the democrats and the independents. i think he's not going to win them on his personality. i think it's going to come down to policies. what are they going to be? and that's what people are waiting for. up next, breaking news, a

there's breaking news, massive tornados hilt oklahoma as we reported at the top of the broadcast. tornado emergencies were in several parts of the state warning of a life threatening situation. the weather service warned of catastrophic damage. our meteorologist joins me from the cnn weather center with the latest. where is it? >> well, we're seeing what are called deskreet cells, but they're all part of a very powerful system that are raking across the south central states. this is what is known as tornado alley and it's not over yet. we still have part of a tornado watch which goes for about another hour or so and another one has been issued for texas, louisiana, and arkansas.

there are about 4 million people that are under the gun for the potential for tornadoic activity. this video is amazing. what we did see were a number of vehicles just kind of racing trords this tornado. it turns out those were the storm chasers looking at what would ordinarily be called a magnificent tornado. they'll get the national weather service folks to survey the damage. we already know about the two fatalities. one in garven county in oklahoma and to the south of that county in johnson county, report of another fatality there. they're estimating between 5 and 10 homes have been damaged or destroyed pch now, a couple of things we look at, the signature as we take a look at the radar, when we see that comma shaped echo on the oklahoma radar, that indicates to us that a tornado has possibly on the ground or has been spotted. strong rotation also associated

with this and if you look at that video very carefully, you can see debris flying up from the bottom of that system as well. this time it looks like some of the cells moving into arkansas. there is video out of garven county. this to the south of paul's valley where about 4:00 this afternoon we start to see this fire up during the afternoon. and we have plenty of debris to show you. now, they will assess the damage across this region. they'll estimate the intensity of this tornado. either an ef 0 or 5. if i had to guess i would say an ef 3 or 4, maybe winds up to 160 miles per hour, anderson. but still the violent weather is not over and we'll continue to un date you even into the next hour. >> incredable to see it so close. meanwhile, the weather is starting to cooperate in a massive fire in canada. nearly 10% of the city of fort
