♪ hello, and welcome to election night in america i'm wolf blitzer in the cnn election center. thanks very much for joining us. the first results from puerto rico's democratic primary and they're coming in right now. so far hillary clinton has an early lead over bernie sanders and you see it there. only 3% of the vote is in 69.3% for hillary clinton and 30.2% for bernie sanders and it's campaigning through california. live pictures coming in from the community event in the city of vallejo in california and we're monitoring that and we'll have live coverage of that coming up while puerto rico offers far less delegates than california and just 60 delegates at stake in puerto rico become more important than a lot of people could have predicted because those 60 delegates are all hillary clinton would need to secure the nomination mathematically if she was to get all of those delegates. that's not easy. bernie sanders is vowing to fight all of the way to the convention floor in philadelphia

in july. tonight, there could potentially have a major impact on the strategy moving forward, if -- if she were to get all 60 of those delegates. let's go to dania alexandrino. you reported people stood in line for an hour and a half if not longer. the polls have been closed now for four hours, only 3% of the vote is in. what are they saying? why are the results coming in as slowly as they are? >> it's a very good question, wolf. the reason why votes are coming in so slowly in their democratic primaries is because we've had local primaries, as well. so obviously the local state commission, voting commission is given priorities to the votes coming in for the local elections because we are waiting to define who the last candidate

for governor is. our resident commissioner pedro pierre luisi was up for that position. that's probably the main reason why the democratic primaries have been coming in so slow. the second reason is today was the first time that puerto rico has been counting votes electronically, however, that was only for local primaries, not for democratic primaries. so democratic primary votes are still being counted manually and that's another one of the reasons why votes are coming in so slow and there are polls and boots all over the island. there are parts of the island in the mountains where getting to them is not that simple so those votes have to get picked up by somebody and be driven back to the island into the main part of the island in san juan. so those are the two main reasons why the votes are coming in so slow, wolf. >> all right. dania alexandrino.

thanks for that. we'll get back to you very soon. right now hillary clinton has the lead, as i said in that political primary and the democratic presidential primary and only 3% of her is in. bernie sanders is vowing to go to the democratic convention in philadelphia in july. i spoke to sanders' campaign adviser in the last hour. listen to this. >> we started out with more than 400 superdelegates declaring for hillary clinton before the iowa caucuses and that being reported and so bernie has had an uphill race the entire time. so, yeah. i'm a superdelegate. we will campaign to eliminate superdelegates going forward, but this year we have to play with the rules as they are and that means we will be asking superdelegates to look at who was the strongest candidate. >> our inside politics anchor john king and we are also joined by nia mallika. henderson and our political

director. walk us through the numbers as we're seeing them right now. >> wolf, you wouldn't normally think the puerto rico primary would be important, but because hillary clinton is knocking on the door it could be important and it looks like she's unlikely to get to the magic number tonight and she'll get closer if the lead holds up and that's significant for a number of reasons and you just heard maybe they're counting local elections first and 69% to 30.4% and we've got a healthy clinton lead. we have to wait and count, but if anything close to this holds up, she'll get 40 or 42 and somewhere in the ballpark of 40 to 60 delegates and what it will do is number one, it gives her another win. 29 wins and number two, it gets her knocking on the door heading in to the last big super tuesday. puerto rico is the only contest for the democrat and we have six big contests on tuesday and the dakotas, new mexico, and the granddaddy of them all, california. some 500 delegates at stake

there. hillary clinton now can believe with certainty inside her campaign. first, i want to take these away and here's where she is right now. 1776 to 1501 so 275 pledge delegate lead coming into tonight. looks like she'll add over 40 and we'll see if the puerto rico results change and if she gets a win she has more there and here's what she's hoping. when you factor this in, 547 superdelegates to 46 for senator sanders and secretary clinton will end the night right up against this line. this is 23 -- 23 without any delegates from puerto rico. if you add 30, 40 or more, she's going to be right up against within 20 or so and maybe even under 20 on knocking on the 2383 and the number you need to clench, and these people don't vote believe the election and just like eight years ago senator obama were enough to clench it, and what does

secretary clinton hope? to be knocking on the door tonight to send an unmistakable signal tonight out of puerto rico that this is soon within her grassp and to have new jersey do it on tuesday night and put it over the top and she's also hoping for wins in new mexico and california, as well. california, the biggest prize, of course, can clinton get the nomination without it? yes, she can. would she like to get california to limit bernie sanders going into the momentum? that's bart of the big strategy. tonight is important because it gives her another win with the diverse electorate and it's going to get her right on the threshold of that magic number. >> a gooda, nal sis. come on over to the table and david, and talia are still with us as well. if she doesn't clinch it tonight she will not have to necessarily wait until california and new mexicoing on the east coast and the polls close there a lot earlier than california. presumably she could go over the top after new jersey closes their polls. >> the polls show it to be a contest that she is heavily favored to win and it's one that

sanders isn't competing in anymore and he really left and went to california and planted his flag there for the last several weeks and that was the prize that they want to leave with the big enchilada of the race, but wolf, you're right. new jersey has 126 delegates at stake. if the polls close a slew of delegates and that could put her over the top before the polls close in california. what they, what the clinton campaign, and i've talked to people in brooklyn at the campaign headquarters with this, what they want to avoid at all costs is to be the superdelegates to be over the top and tomorrow, they don't want a bunch of superdelegates coming out saying it's inesh inevitab inevitable, here i am. that is not how they want to do this and they need to move into a mode of trying to woo the bernie sanders supporters and they know this is a touchy issue for them and they want to bring

everything possible to bring them into the fold and a, b, they've set up a big event on tuesday night in brooklyn at the navy yard there and they planned as they were saying earlier, nia, to mark this historic moment if she does, indeed, do it becoming the first female presidential nominee. >> all of us know it's sort of real estate, location, location, location. this event that's scheduled for tuesday night by the hillary campaign at the brooklyn navy yard and that's going to be an event where she will formally say presumably, it's over. >> she could have been in california and it's not risky and not clear that she'll win there, new jersey and not exactly new york which, of course, is her home state and she comes to brooklyn and we expect a big speech and a big moment to happen on tuesday. the question is what does bernie sanders do? of course, we saw eight years ago, hillary clinton being

magnanimous when she conceded to barack obama and listen, we had separate paths and now we merge. she spoke like a true party person and the big question about bernie sanders is whether or not he has the dna with him and he doesn't because he essentially joined the democratic party and people are looking to send him signals, but as david said they have to be careful and they don't want to alienate bernie sanders and they don't want to alienate his supporters and they have work to do. bernie sanders and his supporters believe this has been a rigged process. that is something that his supporters have said and what is the new narrative of these parties. they want to say new jersey put us over the top and then as we move west they will roll out more superdelegates and she's the presumptive nominee and then they want top win new mexico and

we need to focus on the ieshy here that bernie sanders has decried the democratic establishment and in now what he's going to be saying and what he said in this interview yesterday is forget how the people voted. i want the democratic establishment, the superdelegates to overturn the will of the people and make me the nominee. that's just crazy. and any way you cut it, even if bernie sanders wins california, if you give all of the superdelegates in those states to bernie sanders and all of the superdelegates that hillary clinton will have won, she is still the nominee, so superdelegates are not going to be creating this nominee and there is no rational reason that bernie sanders should be out there. he said it's not up to me, it's up to hillary clinton to figure out what to do with my

important that we have a good voter turnout in new jersey, new mexico, california and north and south dakota. it's very, very important and i believe every american should have an opportunity to cast his or her ballot and let those votes count, but at the end of the day once -- one of the candidates hit 238 3w. that's the pledge delegates and we're also known as superdelegates, but we're unpledged and we can make up our minds, we're governors, elected officials and bernie sanders is a superdelegate is not a family, whenever that number is reached we'll have a presumptive nominee of the democratic party and that's the way the process works. as i said before, wolf, superdelegates, unpledged delegates have never overturned the will of the voters and i

don't believe we'll do it this coming week. >> scotty, as you know, if the democrats can unite and say hillary clinton gets the nomination and she gets the bernie sanders team onboard and recreates the very successful barack obama coalition that got him twice elected president of the united states. that represents a formidable challenge for the man you want to see as president of the united states, donald trump. how does he deal with that? >> i think he deals with it. what the key is bernie sanders supporters and this has gone on longer than anyone expected and bernie had an uphill battle. just because senator sanders decides to get out the race doesn't mean that his followers who are just as passionate in a lot of ways that the reason why bernie has been able to give a challenge is because he's empowered from the people and polls are showing either 20% of them and either way, that helps the republicans and it helps mr.

primary and so far hillary clinton has an early lead over bernie sanders and it is very clear still only 3% of the vote is in. you can see 69.3% for hillary clinton and 30.2% for bernie sanders and we're less than 48 hours away from the last big primary day where it's down to the wire in california. that's the biggest in the super tuesday prizes. that's coming up and let's turn to our senior washington correspondent jeff zelleny and he's with the bernie sanders campaign. jeff, if hillary clinton wins california, how does that change the equation? >> reporter: wolf, if hillary clinton wins california that really pours cold water on bernie sanders' argument that he should take this all of the way to the convention, that he can try and convince superdelegates to come over to his side and that's one of the reasons why he's trying very hard to win

california. today it is a frenzied campaign day. she's making several stops including a coffee shop behind me. i just stepped outside here from inside there and she's answering questions from voters here, from residents here, but bill clinton also campaigning across the state and so many surrogates from celebrities and others, and wolf, they're trying to close strong and win here in california and if they would, that certainly answers at least in some respects bernie sanders' argument that he can take this to the convention, wolf? >> bernie sanders is insisting and he'll keep on fighting including the convention in philadelphia. how realistic is that? anything is possible, but at this point it is really, really unlikely. in fact, bernie sanders concedes he's got an uphill battle and that's because numbers don't lie. hillary clinton has 500 more superdelegates than bernie sanders. about 400 of those

superdelegates got behind him, and win or lose, he wants the five or six weeks between tuesday and the convention to change those superdelegates' minds before they vote on the convention floor in philadelphia and the argument he's going to make is that he's a better general election candidate than hillary clinton. here's what he's going to tell the superdelegates. >> it is very clear that donald trump's negative ratings are enormously high unprecedented for a major party presidential candidate and secretary clinton's negative ratings are also very, very high. i think it is important to give the american people a choice. >> now before he can make that argument he really needs to win in california because if hillary clinton has a big night on tuesday night which is very possible, it's going to make it difficult for bernie sanders.

she could come away tuesday night and theic candidate and s could have more votes with bernie sanders and that could put him in the awkward position of essentially having the argument of superdelegates to overturn the will of the voters and that's going to be a really tough argument for him to make. just this afternoon, he was asked again, does he think there will be a contested convention and he said, absolutely. wolf, as you and i both know after election night things can change very, very quickly. so we'll have to see what happens on tuesday night and where everything stands on wednesday, wolf. >> it will be a big day on tuesday. no doubt about that. all right, thanks, guys, very much. >> hurley results have hillary clinton out right now. it is still early. only three% of the vote is in, and will it come down to super tuesday. more with our panel right after this.

former president bill clinton is out campaigning for his wife in california ahead of super tuesday and it at a stop in los angeles our cameras caught a rather testy exchange he had with a bernie sanders supporter. listen to this. >> i don't want to pick a fight, but if i was him i'd be screaming, too, because if you figure this out they're toast for election day.

be there and that's where we are in this election back and forth and this super pack just formed last week and $32 in seed money, that sort of has the tacit blessing of the campaign for people who want to spend big and their out of the gate message is this attempt of a character takedown on the clinton which is is not unlike what we saw the out of the gate message from the pro-clinton super pac. these super pacs will contribute to the high negatives these two candidates have. >> these are two campaigns and friends of the super pac community who understand each is view negatively by more than six in ten american voters. so the strategy is you don't like me or you don't like the other one more? it will be about character,
