we can not be at odds with each other. we need each other in order to survive. today hopefully will be a new beginning for all of us. >> i expect we will hear those words or something like them at the ceremony today. cedrick, thank you for your time, as always. i'm going to turn the mike over to wolf blitzer who is going to continue our coverage right now. >> hello, i'm wolf blitzer. it is noon in dallas, 1:00 p.m. here in washington or whenever you are watching from around the worl. thanks very much for joining us. up first, a nation on edge. a city in mourning. this hour, the city of dallas honors five police officers shot and killed in that ambush attack last week. president obama will speak at the interfaith memorial service. the president also meets in private with the families of the

officers who died. you are look at live pictures from the memorial service. those five police officers were gunned down by a sniper during a demonstration over the deaths of two african-american men killed by police. protesters held more demonstrations overnight in atlanta. they blocked traffic near an upscale shopping mall before marching to the governor's mansion. 16 people were arrested. the families of the two men killed by police are finalizing p plans. fi philando castile spoke at a news conference. >> he didn't deserve to die like that. you guys want to ask questions. i have one question myself. in what country that being honest and telling the truth will get you killed. you answer that one for me.

it is not just this family's loss. it is a loss for all humanity. that philando castile was gunned down the way he was gunned down. >> the attorney and former tv judge, glenda hatchet, who says the family does plan to file a lawsuit. she gave no details. before dallas, it was oral. before orlando, san bernardino, charleston, new town. today marks the 11th time president obama has visited a city here in the united states devastated by a mass shooting. our national correspondent is suzanne malveaux joining us on the phone over at the dallas memorial along with our correspondent, ed lavendera. what will the president say to dallas and the nation? p. >> reporter: well, wolf, air force one has touched down momentarily here in dallas with the president, the first lady and a bipartisan group aboard air force one to pay tribute to

these fallen police officers. what we are told is that he is going to strike a tone, a balance of calling for racial and it lonl cal coming together. he is going to talk about the fact that this is a nation that is not as far apart as we believe. we are not as divided as we believe despite the fact that so many people feel that way. the president has a real task of balancing the call for social justice. also, talking about the good work, the amazing work that these police officers and the community do throughout the country. they are hurting. they need a voice, a voice that can unify not only this community here in dallas but those around the country. we understand too that the president might use the word p hate crime. his spokesperson, josh earnest, saying aboard air force one,

that it certainly fits the definition. this was somebody motivated by hate and based on racial hatred. that is going to be something interesting to listen for. we are told he really is going to fall to the better angels that there is a call for this country to come together. i had a chance to talk to one of the senators, texas senator john cornyn about what he is expecting from the president, what his community need from the president at this time. here is what he told me. here is what he shared moments ago. >> i think if we fall back into our warring camps on things like gun control or whatever it may be, to advance political agenda that isn't going to be solved by anything we do here, i think that would be a mistake. that's why i am eager to hear the president do what he does very well. that is talk about national reconciliation as we come together and have an important conversation about the role of

race in our society and how some people just don't feel like law enforcement is there for them. we need to complaining that. the only way we can do that is through that kind of national conversation. >> wolf, also aboard a force one, a bipartisan group from texas. representatives johnson and house minority leader, nancy pelosi. aboard that plane, texas senator ted cruz. this is a group that they certainly hope by the look and image and optics that they can present a united front to the country and president george w. bush and his wife, laura bush, the president will be making comments calling for this country to come together. wolf in. >> we will have extensive live coverage of this interfaith coverage. suzanne, stand by. ed, i understand some streets are finally reopening for the first time since the shooting. is this a sign that the investigation at least around that downtown area is over with

p the communi and the community is coming back to a little bit of a sense of normalcy? >> reporter: i think that investigative work that's been done on the ground in the streets of downtown dallas is zeroing in on this specific community college building where the end of the standoff took place. that's allowing the rest of the streets there around that particular building to start opening up. there have been several blocks around it that have been shut down. whether or not that's a sign of things getting back to normal, this is one of the situations where that day will be marking this city's history for decades. >> what's the latest on the investigation? >> we've learned a couple of interesting things. cnn has spoken with a gentleman who didnspoke with us on p the condition that we did not reveal

who he was but who sold micah johnson the ak-47 assault type rival for $600. he tells us he has been told by federal law enforcement officials that the sale was legal. this happened through a facebook firearms group. through great pains, the guy is very worried that his gun that he sold to him was the weapon used in this attack. case. not xleclear if that's th- ed lavandera, thanks. this is where this interfaith memorial service will take place. several choirs from various churches in the dallas area who are already performing right now. he extensive coverage coming up.

right now, republican senator ted cruz is aboard air force one with president obama, which just landed in dallas for this memorial service only moments ago. later, the president will be joined by his predecessor, george w. bush. they will both speak at the service and meet with families of the fallen officers as well. i want to bring in republican congressman, pete sessions. his district includes parts of dallas. how important is it that both parties, at least today or in the coming days, come together to show support for the communities affected by these shootings? >> wolf, if is very important. that's why one of the tasks that lies before us is to take the immediate concessions.

he spoke clearly from members about some of the needs that he saw from what was learned, a lesson learned. we are attempting to get one of those parts passed in law that matches a senate peaiece. the urban police departments need urban active shooter training. they do not have the most up to date ability to train, to coordinate, to isolate and look at gunfire where it may be coming. we need to look at dallas perhaps as, although i don't want to say it would ever happen again shall as consideration to what happened, to relook at it about how dallas might have more quickly and without officers losing their lives taken care of this active shooter. this is very important. i anticipate that tomorrow night we will pass this bill on the floor of the house of representatives, get it to the president. it comes directly from the police chief. his request from dallas, texas.

>> i am sure you were torn. you wanted to go to dallas for this memorial but decided to stay and deal with house business. is that right? >> in fact, as you know, i'm chairman of the house rules committee. we are handling an enormous amount of work, not only on monday but also today and we will during the week to handle the piece of legislation that must get to the floor. people in dallas know that i go back every weekend. i was back last weekend and not only with the community and officers but also had the important briefing about the lessons that should be learned. i'm bringing that to washington sunday night. we intend to get that done. "the dallas morning news" wrote an open letter to president barack obama asking for action. any said, still potent and lingering racism is at the root of the clash between white police and black americans that

have royaled relations to cities across america. it was the very thing that had drawn protesters to the streets thur. these grievances are real and they must be addressed. do you want to react to that editorial? >> i don't want to correct them at all but i would say that what the dallas police department was doing was we believe was directly in line with correct, not only procedures but the things a community police department should be doing. the sad part is that the dallas police department was one of the finest group of officers in the country and finest department led by an african-american leader, police chief, who was doing the right thing and bad things happened. once again, it is a reminder to all of us that there are still people outside the channels of trying to make your community safe. there is a lesson here also. that is that things that happened in other cities and are broadcast around the country have a significant emotional

impact on people. so our language, the word that we use and the way that we use them we've got to be careful. dallas was not only correct in what they were doing but afterward they were looking for their community to heal themselves. the community leaders gathered with the religious leaders and got together with the african-american community and said we must stand together. >> congressman, thank you very much for joining us. >> wolf, thank you. >> once again, we are looking at live pictures coming in from the morton h. myronson symphony center. this is where this will take

place. the president of the united states is on the ground. former president, george w. bush, will be speaking as well. the murders of the five police officers, the deaths of two more african-american men at the hand of police, those tragedies have put the spot light on racial tensions in the united states. we will be listening to see who president obama addresses those sensitive issues in dallas. >> let's get some perspective from our guests. nia, how much of a balancing act will this be for the president? >> it's a tricky balance. we have seen the president where he is the consoler and chief talking to america in the wake of some tragedy, whether it was after the tucson, arizona,

shooting involving gabby giffords or more recently last year after the deaths of those nine african americans in the charleston church. here he has to address this tragedy. five officers shot because of their race. a lot of complaints for african-americans. they have been unfairly targeted by police officers in their different communities. this is a president who can draw from the bible. he often does that. he draws from the scriptures. he has often the cadence of a baptist preacher. i'm sure he will draw on that here. it is a very tricky speech that he has to give today. it has to be sombre and reflective. >> what's it like getting ready for this interfaith memorial service? >> it has really been incredible

to see the community coming together and people that don't always agree with one another coming together. i think what most residents, specially the police that i have spoken with, many of them, say that they want the president to come in and remind the nation that our police are vitally important to safety and security and that they have the backing of the president. we should all be back them. as one police officer said to me, this president, i voted for him because of hope. this is a moment to give hope back. they don't want to talk about politics. plenty of time to talk policy, gun control, all of these different issues. ultimately, they want the president to say, these police officers were heroes. they were not involved in batten

rouge or minneapolis. they were doing their job protecting people and it costs them their lives. to say we stand behind our police, if the president can hit that tone and message, have policy discussions on another day. at this moment, honor those men that died in the line of fire who were assassinated by a sniper, a shooter who wanted to kill cops. >> very quickly. what do you want to see emerge from this service? >> i'm hoping this will start dialogue in the other cities around the country. dallas p.d. is a model agency when it comes to community policing and the interaction they have with the local community. i hope this generates some conversation in other cities around the united states. everybody stand by. the next steps in the healing process in the united states. i will speak with south carolina

progressive platform. so you are very happy about the platform. he is going to actively campaign for her? >> i think will see him from coast to coast holding events. i think he will be appearing at down ballot events. i think they will see him and he will be energized for the general election. >> you have spoken to a lot of his supporters. there are millions of bernie sanders supporters, a lot of them until today said they don't think they can vote for hillary clinton. some of them say they would prefer donald trump over hillary clinton. >> electing donald trump would be a disaster.

the point of bernie sanders campaign was about a movement. electing donald trump will move that backwards. electing hillary clinton will at least move the ball forward. >> trump, he and bernie sanders are almost on the same page. you have heard him say that. >> i have heard him. he is talking about turning the trade policy over to carl eye son. it is not that we have too few corporate types running the trade policy. we have too many. when you look at the substance of donald trump's policies, he is very far away from bernie sanders. i assume he will speak the at democratic convention. >> yes, he will. >> do you have a preference who she should should uggest as her vice-presidential running mate?

>> i think he would want the most progressive person possible as a running mate. >> like elizabeth warren? >> the most progressive person would be great. >> what about everweaver, who would you like to see? >> i think elizabeth warren would be a good pick for the secretary. having two women on the ticket would really energize pr the country. obviously, senator warren has a great following. that wouldn't be a bad pick. >> jeff weaver. >> that's my personal opinion. >> you are speaking for jeff weaver, not for bernie sanders. we will see who she picks. she has to make a pick in the next few days. we'll see what's going on. let's talk more about this bernie sanders event. joining us is dana bash. also with us, jeff zeleney.

and phil mattingly is with us in cleveland, the site of next week's republican convention. let me get your reaction in what we heard from bernie sanders. jeff, were you there. it was a pretty dramatic show of unity. >> it was. we heard bernie sanders say endorse and left no room for question or error that he is behind hillary clinton. he said he would campaign in all corners of the country as jeff weaver just told you. he showed us how whe would do that. a point by point takedown of

donald trump. if there are any sanders supporters ott theut there. bernie sanders wanted to give the message that enter values are not donald trump's values. it was a little awkward, sort of like an arranged marriage. >> dana, donald trump will be joined later by the indiana governor, mike pence. he is one of the vice-presidential hopefuls on donald trump's list, along with new jersey governor, chris christie, among others who introduced trump at an event yesterday. is this a final job interview, shall we say, for pence? >> it is certainly one of them. there is no question. the trump campaign has been really clear about what they are doing with his short list.

he had chris christie with him yesterday and newt gingrich with him last week and today is going to be an appearance with mike pence in indiana, the home state of which he is governor. >> we want to tell our viewers, the president and first lady are walking down the stairs at air force one together with the delegation heading over to the interfaith memorial service. it will be an emotional moment remembering those five police officers who were slain. go ahead. >> sure. so what donald trump is going to be doing is he is going to be testing the chemistry. he apparently has a pretty good connection with mike pence behind the scenes. that's what i'm told by several sources familiar with some of their meetings. this is a whole new ball game. donald trump, as we know, puts a lot of stock in the kind of vibe that he gets from the crowds at his rallies.

this is going to be a test for that. he is one of the top contenders. there are a couple others that nobody is talking about. maybe that's just his way of having some suspense when the obvious contenders seem to be right in front of us. >> we will know soon enough. hillary clinton, the meeting and discussing key very sensitive issues, including abortion, lgbt issues, is donald trump getting language included on his core proposal, for example, building a wall between the united states and mexico. is that part of the official republican party platform? >> it's on its way, wolf. two trump supporters inserted it into the draft language. an interesting element, wolf, that's one of the few areas where there is a very clear

trump stamp. some non -- people na are opposed to trump said that's because trump doesn't care about policy. there is a strategy here. what you are seeing is social conservatives rack up victories during this process. that's the trump campaign being a little hand off. they are allowing social conservatives, people who are very wary of some of trump's policy positions to rack up win ns the platform committee. it is not going to change anything that donald trump says or does. let them have their wins and perhaps that will help molly phi those against donald trump and unify a party that still remains quite fractured a couple days out from the republican convention. >> phil, jeff, dana, guys, stand by. i want to show our viewers live pictures we're getting from dallas right now. former president george w. bush and president obama will be speaking shortly at a memorial

the city of dallas getting ready to honor five police officers shot and killed in an ambush attack. the five police officers, brent thompson, patrick zamarripa, michael krol, lorne arians and michael smith. they are about to be honored by the president. he will speak at the interfaith service about to begin. the president will meet in private with the families of those police officers. they were murdered during a demonstration over the death of two african-american men killed by police. at a vigil, the city's police chief compared the fallen officers to super heroes. >> faster than a speeding bullet, more powerful than a locomotive, able to leap tall buildings in a single bound, look, it is a train. it is a plane.

as someone who lived through the '60s, was very active back in 1968. in 1972, when the country faced similar challenges, i know what the president is up against. i also know that if we are not careful, we will see forces using these kinds of incidents to further divide the country. that's why i was very pleased when i heard this morning that the president was writing his comments today himself. i think this is what is necessary for him so poor himself into these comments today. i do believe he has a very good feel for how to connect on this

members and family members, survivors will be coming from charleston up here on thursday evening. quite a few ame members will be coming from philadelphia where they are now meeting in their conference. that closes down today and tomorrow. many of them, including reverend pinckney's widow will be here on the west front of the capitol on thursday evening, trying to do what we can to say to people that we need to heal and come together. violence is not the way to respond to this kind of issue. you may recall, dr. king often said that doctors cannot drive out doctors. it takes love to drive out hate.

so when people mistreated you let's go to our basic renlligio teachings. i have family members who are police officers and very good friends. pray for the families that are suffering in dallas. we must also keep in mind, though, that there are forces. i've seen this stuff on the internet that will use this to try to further drive wedges in our society. we must do everything we possibly can for them not to succeed. we must disarm hate. >> thank you for joining us on this important day. >> thanks so much for having me.

authority in those who protest the misapplication of authority. i think the "dallas morning news" editorial had it right. you've got to console the nation and the grief stricken officers, their families and the enormous evil that was revealed and you've got to also deal with the entran intra intrans intransigence. >> you heard the congressman from south carolina say he was heartened that the president himself has written his speech. this is a very, very personal issue for the president of the united states. explain why. >> well, this time because of the issues that it has to deal with race. i remember he wrote his speech as well for the newtown killings of those children as well. i think this has become deeply personal for the president because he's had to do it 11 times. we say 11 times. we just say numbers.

but that's dozens of families. dozens of loved ones who have lost people that he has had to console over the years. this is why it is personal to him. again, we keep saying 11 times. wolf, let me just read this off quick. ft. hood, 2009. tucson was 2011. newtown, 2012. aurora 2012. nay yard, 2013. ft. hood, 2014. orlando, 2016. here we are at dallas just a few weeks after orlando. this is why it is personal for the president. i have to say that i agree with michael, he's walking a tight rope here, one that he has walked before, at least when it comes to charleston. but on top of that, he's going to have to deal with the issue of mental health and possibly how we treat our veterans. how our veterans don't get the help they need when they come home. this time he has to deal with race, he has to deal with gun violence and he has to deal with mental health issues in former

members of our military. i think that's why it is deeply personal to him and he chose to write his own speech this time. >> douglas, you're our presidential historian. give us some perspective on this moment we are about to observe. >> well, as mentioned, it is sad that president obama's two-term presidency has been engulfed with this many mass shootings. what he has to do today is not give a policy speech but do a prayer of national reconciliation. he's tried this before, this reconciliation speech, and it kind of beautifully written. then the news cycle goes on to something else. so it is a president that's very frustrated about what's happening in the country now. but he also has to reassure us all in the sense that we have conventions coming in cleveland and philadelphia. there's fear of violence. we're a nation of 40 million african-americans and many of them are afraid of their local police. so i think he has to kind of bring the temperatures down in honor of the victims of the

violence, not just in dallas but in louisiana and minnesota. and then talk about what a great job dallas has done, particularly police chief david o. brown and the mayor, mayor mike rawlings are kind of soothing in keeping -- showing their better angels of the city. dallas has performed magnificently in the last few days. >> he's our first, michael, african-american president so this is especiallily personal for him, the issues he is about to address. >> that's right. deeply in his heart and in his breast and he understands them as well as don and professor blink are have indicated. not only intellectually but exist tensie existenti existentially. he knows the fear when police roll up or approach them. we've seecn time and again the terror unleashed on these

people, and at the same time in his need to respect the authority of the police people. it is a delegate balancing act. but i think to name the victims of those murdered, those killings in louisiana and in minnesota, as well as those today to show that they are equally grievous in the collective spirit of america. >> what's also important, don lemon, is the other speakers who have been invited to participate today. senator john cornyn, he's the republican from texas. former president george w. bush. the dallas police chief, david brown has been getting enormous respect as a result of his behavior, what he has said. his words have been so powerful over these days. they will all speak. their remarks will be relatively short. the president will speak we're told for about 20 minutes. but it is an impressive lineup and an important one. right? >> it is an impressive lineup and it is important. everyone, chief brown, everyone has been impressed by chief brown. what an amazing man.

last time i spoke to the surgeon, dr. brian williams as well. i don't think we should let it pass, the heroes -- there are many many, many heroes to come out of this but two of the most visible heroes to come out of this have been two men of color, two black men. that's dr. williams and that's been david brown, the police chief as well. and to hear this police chief take the lead the way he has, to be so honest the way he has been, and then speaking today, i'm so interested in what he's going to have to say as i have been over the last couple of days. he's handled this so greatly and so diligently and so peacefully. but i can't wait to hear from him. i think -- i really want to hear from the former president bush as well. i think that him speaking republicans a time of healing between both parties and i want to hear from him. of course, the president of the united states as well. >> it is significant the president invited republican senator ted cruz to fly aboard air force one with him from
