we begin with the tragic aftermath of the horrific terror attack in nice, france. authorities are now saying that 84 people were kill and more than 200 injured including 52 remaining in critical condition right now. we are also learning more about the victims and the attacker that plowed a truck into a crowd of people celebrating bastille d day. at the scene, a child's flip-flop left on the ground. officials say that ten children are among the dead. the street that was littered with bodies has been cleared. an american who eyewitness ed te attack describes the chaotic scene last night. >> all tof sof the sudden, you screaming, and just hordes of th thousands of people it seemed running towards us. if you did not run with them, you would have been trampled yourself, and so we just ran along not knowing anything, not knowing what was even going on. but just trying to escape at the same time that i was thinking,

maybe i should not be running or maybe i should be looking for a place to the hide, because we couldn't hear any bullet shots, and the music was so loud that it was literally just screaming and running that we saw. so it was mass confusion. >> the man who drove the truck into the crowd has been identified as mohamed lahouaiej bouhlel, a 31-year-old french-tunisiana and resident of ni nice, and he came to france in 2005 from tunisia, and he was shot and killed by police. we learned the identity of two americans killed in the attack, texan sean copeland and his 11-year-old son brodie vacationing in nice with other family members. we have also just learned that a student from the university of california at berkeley is missing following the attacks in nice. the french president francois hollande has called for three days of mourning, and also, a state of emergency is being extended for three months. at a news conference today, president hollande vowed and i

am quoting him now, we can overcome the evil, because we are france. the beach front promenade in nice was packed with people. witnesses say that the attacker fired are from the truck, and then accelerated down the street zigzagging and running over anyone in his path. the truck traveled more than a mile before the police were able to shoot and kill the driver. we are covering the story from every angle. our senior international correspondent clarissa ward is on the scene in nice. our international diplomatic editor nic robertson is outside of the attacker's apartment, and of course, our national security correspondent jim sciutto is here in washington watching the development developments. let's go to clarissa to find out the latest where where you are. >> we are here, and you can see the beginning of the promenade des anglais.

and this is an area that is beloved around the world, and by the french people x themselv, t. and this is a pop yuou are larvaeication destination, and police would not allows us to take any pictures or video, but we were allowed the peek behind there, but i will deskrcribe wh it is like. incredibly eerie, wolf, and incredibly empty. there were blankets on the ground and not clear what they were covering and tent which had been destroyed lying twisted on the ground, and also, the wreckage of bicyclesed that ha been crumpled by the force. flowers left by mourners. really, just the surreal thing to to see in a place that is normally teeming with people. at one stage i saw a truck going by, and the back was filled with crumpled bicycles and more disturbingly, wolf, crumpled baby strollers. this would normally be filled

with thousands of people celebrating bastille day, and france's independence day and watching the fireworks, but today, the atmosphere is far more solemn and intense, and when the french president francois hollande came by here with the motorcade, it was an interesting vibe, because the people and much different than what we saw in paris, many people angry and shouting that you are a murderer, and many people here are not feeling as secure as they should. >> and france was just preparing to lift the state of emergency put in place after the november terror attacks in paris, and now this, the french president wanting to extend the emergency state for another three months. how are the people responding to the latest attack where where you are specifically, nic, and they must be so angry. >> yes, they are angry,ed a it is so interesting to see if you are going tout talk, and there are large crowds of people, wolf, and they are having debate

s, wolf, about whether the politics and the government is doing enough, and enough policing and whether or not e we should call it terrorism, and a lot of acrimonious feelings coming to the fore, and it is a dramatically different feel from what happened after what happened in paris, and the french president said that we have are to continue to express our solidarity, and this is the new normal in europe, and when i talked to people around here on the streets and they say, no, we don't except this, and it is not good enough, and we want better security. >> clarissa, standby, and nic robertson is outside of the attacker's apartment there, and update us, nic, on the search of the apartment. >> well, wolfk what we have heard from the prosecutor earlier is mim describing mohamed bouhlel as somebody who had a violent past. he had been brought to court,

tried, found guilty of threatening the behavior with a weapon and given a six-month suspended sentence earlier in the year. the police did visit thep apartment earlier today, and broke down the door to get through the apartment, and i look looked through the key hole, and there were drawers and things there lying about, and things outside of the drawers and like a computer screen on the floor of the apartment there. the police have sealed it up, and moved on, but we have talked to the neighbors here as well. one of the neighbors here upstairs said that she is so shocked, so shocked to learn this about the attacker, because she said that she knew him as somebody who was friendly, and not particularly communicative, and friendly and helped to fix the toilet in the apartment, but she did not see him be angry. another lady in the apartment here described him however as being odd.

this is something that we heard from the other neighbors, and he had a fixed look and he would just stare, and not engage with the eyes. he would nod, and come and go from the apartment maybe four time s a day, and he would always have the bicycle with him. and what we have heard from the prosecutor today is that when he went to get into the refriger e refrigerated truck last night, he rode down there on the bicycle, and they caught it on the cctv, the closed-circuit television footage, and when they opened it up, the fake weapons and the real handgun inside of the truck, they found his bicycle, but the description that we are getting here is the man is something of a loner, and also going through what is perhaps a significant change in his life in the not too distant past and separating from his wife. his wife took three young children to live not far away from here in another part of nice, and that is another part of the background, again, with the police trying to put it all together to figure out why he

did this, and was he connected to some bigger organization, wolf? >> all right. standby for a moment. and jim sciutto, you are watching the u.s. part of this, and i know that the president has pledged total u.s. support to the french in this investigation, and in fact, the president ordered that all u.s. flags be flown at half-staff in honor of the victims. there you can see the white house, the flag is flying at half-staff already, but they will be flown at half-staff now for the next few days in honor of the victims of the terror attack, and what kind of role will the u.s. play in the investigation? >> the u.s. a has a close intelligence sharing with france, and particularly on the counter intelligence decisions, and i spoke to an intelligence official who said that attacker was not on the radar before and not known to be a suspect. that is a key issue, because you may remember in the charlie hebdo attack in january of last year in paris that the kalashi

brother brothers were were on the watch list, but taken off, and he is not seen as a threat, and he was not attached to any terrorist group or islamic terrorist group, and not any revelation known to the author is the before. and so now sh, the u.s. will sh to the french all it knows and looking at the communications here in the u.s. as they have tremendous surveillance capability that it often share s with the phren inch the wake of attacks like this to see if he was talking to anybody from terror organizations such as isis. i am told that there is no evidence of that yet, but it is something that they are checking now as well. >> all right. guys, thank you very much. and even, standby. the french ambassador to the united states is with me right now, and mr. ambassador, my deepest condolences to all of the people of france, and horrific series of terror attacks. first of all, what can you tell

us about this individual, this one terrorist? >> well, this individual as it was just said was unknown from our intelligence services. so he was not on the radar screen in terms of the radicalization. but on the opposite side, he was a petty criminal. and really x a suspended conviction, you know, by the court for violence. so, the question is whether he has a relationship with isis or whether it was religiously radicalized, we don't know. so we are investigating, and his computers and the family and the former, ex-wife, and so that we can conclude what is to be deemed. >> and why is france being targeted? >> well, it is history. in history, we are the power in northern africa and syria and lebanon, and so in a sense for a

lot of people from this country, and because the terrorist was not french, and he was really tu these yan thesian. >> and so over the last four or five years, he did not receive french citizenship? >> no, he had a french green card, and so for all of the people, he is seen in the west, and we are the kernel power, and that they speak french and watch french tv, and so in terms of the geography, we have the largest population there, and perhaps that they are sensitive to the propaganda of the islamic middle eastern faith. >> and your president francois hollande spoke of the muslim r terrorism, and the phrase that president obama doesn't like to use. >> well, you know, it is not a first time that we are yuzusinge expression. my prime minister said after the

attack in november that we were attacked by radical islam re really, so, again, the question is now to know whether this is precise terrorist was really acting on a lone wolf or part of a network. >> and the u.s. is cooperating, and what is the role of the u.s. right now, because you are the french ambassador of the united states, and i assume that you have been in touch with the counterparts? >> well, we have a very, very close relationship, intelligence relationship, and the secretary of homeland security jeh johnson, he was at the phrfrenc embassy an hour ago. >> right here in washington. >> yes, and not only to express the condolences, but the will of the united states to help us and support us. >> and so basically going forwa forward, how do you stop these kinds of terror attacks in france? >> i don't know. really, it is looking like the sort of the endless tragedy, and

every week really. >> and let me interrupt for a moment, because the white house press secretary josh earnest is speaking about this attack, and i want to listen in. >> president obama had an opportunity earlier today to telephone president hollande and relay his condo lens dolences t people of france, and france is the oldest ally, and so it is no surprise that president obama didn't just offer condolences, but he offered significant security co-operation, and any assistance that they need to conduct the investigation and to take the steps to try to prevent something like this are from happening again. the president e's top counter terrorism expert lisa monaco has been in touch with her counterer part, and so as homeland security jeh johnson has been in touch with the french ambassador

to the united states today, and i can tell you that a range of u.s. officials, and the law enforcement, and the intelligence community and a r variety of homeland security agencies have been in touch with the french counterparts to be in touch with this and pledge cooperation, and so it is something that the u.s. government is going to be monitoring closely in the days ahead, and we will be offing our strongest support to the people of france in this very difficult time. >> what about the method thatus used to mow people down, and not something that we have seen by terrorist, and what about the method say about the attack? >> well, there is still much more that needs to be learned about this particular situation. there is more about this individual that french authorities have identified as the perp tetrator. there is more that needs to be learned about his background,

about other people who may be associated with, and anything that would provide some insight in how the attack was planned, how it was carried out, and whether or not he received any instructions or direction about doing so. so this is, you know, we are in trlly stages of the investigation, but as the french authorities begin to collect the information that could help answer those questions, they'll be able to rely on the strong support, and the capabilities of the united states government. >> the message for the guidance from the president and the u.s. government after terrorist attacks has been that people shouldn't give into the terrorists, and go about their business, and not making changes in their lives. >> yes. >> and after, there seems to been at tack every week or ten days or so, and so can that

still be the guidance or the message that is coming from the government when people are seeing this happen on a reg ula basis? >> well, the -- well, let me answer that question two ways. the first thing is that the kind of the advisories issued by the federal government are consistent with the advisories that the government is offering to federal employees, including diplomats and citizens working around the globe, and it is good practice to make sure that the actions that is shared with federal employees to ensure their safety and security, and it is important that we share it with the u.s. citizens as well so they can take appropriate precautions. those advisories regularly encourage people to be vigilant, and to be aware of the surroundings and we certainly would encourage people to follow that advice. what's also true is that the

united states government in an effort to protect the american people, and to protect the interests is of our allies around the world expends significant resources encountering extremists, and fighting terrorism and protecting the american people. one element of the strategy is deening our coordination with our allies including our allies in france. the president is determined to continue to do that work, and in the days ahead, we will see more of it. >> lastly on the different subject, to you have anything at all to say about donald trump's choice of the indiana the governor mike pence running mate that he made official today? >> you mean the tpp expanding and medicare expanding mike pence? >> if that is what you want to the call it? >> no, i don't have any comment on it. roberta. >> any information thus far that shows that islamic state is

responsible for the attack? >> the french investigators are still looking closely at what sort of connections this individual may have to extremist organizations. there have been no claims of responsibility that we have seen thus far, but we will obviously look to that as potential clue about what may have contributed to this particular terrorist attack. but at this point, it is too early to draw firm conclusions about who may whether or not this the individual had ties to a broader terrorist network or part of a broader terrorist conspiracy. >> the president is going to be speaking this afternoon, and can you tell us about what he hopes to get across? >> well, the president had previously planned a primarily social gathering with the

diplomats from around the world who are based here in washington, d.c. this is something that the president and the first lady have hosted here at the white house in the past, and i think it is an appropriate time for the president to speak to those diplomats about the resolve of the united states to working together with the rest of the international community to fight terrorism, and fight extremism, and it is not something that the united states will be able to do alone, and we bebenefit greatly, and the security is enhanced by working with the partners around the world, and that is what we have seen in the context of the counter isil campaign, and 66 countries working to defeat that organization, and also, the cooperation of the international community have benefitted the united states in a variety of ways, including reaching an international agreement to

prevent iran from gaining a nuclear weapon, and the efforts to confront what our officials at the department of defense describe as a significant national security problem which is climate change. the united states did reach an agreement last december with 193 nations to take a coordinated approach to fighting carbon pollution, and addressing climate change, and these are all good examples of the way that the national security of the united states, and the day-to-day lives of the american people are enhanced by the strength of our alliances and partnerships around the world. >> after the attacks last year, and the brussels attack this year, and have white house officials been talking about the need of better intelligence sharing and security sharing from europe, and whether the white house has been satisfied that the intelligence sharing

has improved and whether more needs to be done. >> well, there is certainly more that needs to be done, but let's talk first about what progress we have made just since november. >> the united states and france have made important progress in enhancing the security relationsh relationship. shortly after the terrorist attacks in paris in november, the secretary of defense in the office of the director of national intelligence did succeed in in working with the phr french to reach a new or enhanced information sharinging relationship. the sharing of the information does enhance the national security and it does enhance the ability of our military and the intelligence community to take steps to protect the american people. earlier this year, the president's top counter

terrorism adviser lisa monaco went to france to further enhance our security and cooperation of intelligence and information-sharing with the french. this information could be used for a variety of purposes, including mitigating the flow of foreign terrorist fighters and can disrupting future terror plots and preventing future terrorist attacks. we will continue to monitor josh earnest over there at the white house going into the specifics of the french cooperation with the united states. and our phrfrench ambassador toe united states is still with us, and you listened close ly to wht he said, and he also said that jeh johnson went to the french embassy in washington today, and you met with him x and that conversation that you had with him, was there a specific request that you made of the united states for assistance in this investigation? >> no, no specific request, because as it is described by

the spokesman for the white house, the cooperation has reached unprecedented level now, and in the precise case, we first have to know whether the guy actually was a lonely or acting in the framework. >> any indication whether he was inspired, let's say, by a terrorist organizations like isis or the preliminary review of the media, the social media of the laptop or the computer or whatever, and have you seen any indications of that? >> i don't have the result of the investigation on the computers, but so far, if you are referring to the testimonies of the neighbors, it doesn't appear as extremely religious are. and actually does not appear religious at all. so we have to try to guess whether we are in a assault of orlando case or the san bernardino case or the lone people, you know, who suddenly decide that they want to kill.

>> the cooperation of france and the united states in counter terrorism is strong, but in the pa past, and correct me if i am wrong, but it has not been that great between france and ironically other european countries in terms of the exchanging information. is that right? >> well, because, you know, we have a system that all of the members of the european union should feed the system, and some of them don't do it. so, we have to make the european system more effect thetive. >> it is a horrible situation of what happened in nice yesterday. thank you, mr. ambassador, for coming in, and our deepest, deepest condolences to all of the people of france on this horrific attack. >> and gerard arnaud is the frenchf ambassador to the united states. earlier, the president hollande visited some of the dozens injured in the attack, and we will have a live report coming up on the injured outside of the

hospital in nice. all her aches and pains. and i said "come to class, let's start walking together" and i said "and i bet you money you'll be able to do that senior walk". that day i said "ok it's me and you girl, me and you!" i said "if you need to stop, there's a bench we'll just hang out in the shade." she said "absolutely not! we are going to finish this race!" and we were the last ones in, but you know what? we finished the race. and she goes "desiree, i'll never quit walking. ever"

attack, thousands of people were packed along the promenade in nice. the french president hollande called it with one of the most beautiful towns on the planet, and this video will show you the crowd celebrating bastille day, enjoying the traditional fireworks. but moments later, a truck plowed through the crowd killing at least 84 people, and more than 50 right now remain in critical condition. among the dead many children. president hollande spoke about the loss shortly after visiting victims at a hospital in nice. >> translator: along the victims, there are french people, and also many foreigners, children, young children, who had come to see a firework display as a family to experience joy, to share happiness. >> all right. atika shubert is right outside

of that hospital in nice, and what can you tell us about the victi victims, atika? >> yeah, we are near the hospital that is the one closest to the scene of the attack, and this is the road where the truck began the attack, and that is the long veil hospital over there, the blue glass building. what we have been learning from the doctors is that they have rushed in expecting dozens of injured to be brought in, but they were shocked at how many of the injured were children. there are still 28 children being treated inside of that hospital. and we now know that five, and we earlier heard three from one do doctor, but we have confirmed that five are in very soarous condition, critical care. one of them has still been unidentify unidentified a 10-year-old boy, and they can't find his parents which is another problem from the doctors that in addition to the massive blunt trauma injuries, they have been trying to simply identify the kids, because they became separated

from their parents in the chaos. most of the families have been reunited, but there is still that one child they are looking for his parents and desperately trying to find out who he is. >> atika, the crime scene is what more than a mile long, and alst two kilometers. i think that it took a very long time for those paramedics to actually get to the injured, and that is a serious problem, and i know that you have been briefed on that. what can you tell us? >> yeah. you can see just how long the crime scene is. this is where the truck actually began the attack as it rounded the curve. they have just allowed in more police there, and there are white tents way in the distance, and that is 2 clkilometers or 1 miles away there, and that is how long the crime scene is. it is a huge logistical challenge for the forensics investigators and the first responders who were here, and the first videos that we saw, bodies were literally just lying all across the street here.

holiday crowd. now, let's turn our attention to politics as donald trump has picked indiana governor mike pence as his running mate. he was supposed to make the announcement this morning, but postponed it because of the attack in france, and he instead released the the information on twitter, and then moments ago released this video. >> the profoundless potential of the american people awaits, and we can make america great again. we are ready for donald trump to be our next president. >> our senior white house correspondent jim acosta is joining us, and up to last night, even trump was insisting that he had not made the final final decision, and they did the best to keep the drama going, but it sort of dissipated. >> it certainly did, wolf. we are hearing from the top advi advisers throughout it that no, no, no, and mike pence is still the vice presidential pick when

we saw him arrive at teterboro airport in new jersey, and the jig was up, and it is all set in stone at that point. and although donald trump was saying last night, yes, i have not made the final-final decision, but am told that mike pence was at that hotel here in midtown manhattan and during all of this surrounded by the top advisers e expecting it to pan out the way it is panning out. and we know that donald trump is going to be making the announ announcement once again tomorrow morning here at midtown manhattan and unprecedented, wolf to, see a vice presidential announcement moved like this, but donald trump as we heard from paul man na forafort the c manager that donald trump want ted to change the timing of this announcement because of what happened in nice, france, and so the trump campaign is having to deal with two very important things right now, and the how to just respond to what is happening in nice, france, and unveiling the vice presidential pick at the same time. we are put up the tweets of

donald trump's selection of mike pence, and he did it earlier, and he is hearing from the vice presidential pick, and wolf, we rehearing from the corners that they are pleased with the selection of the indiana governor, and marco rubio who was a fierce rival sent out a tweet saying that mike pence is rock solid, and paul ryan the speaker of the house saying that he believes this is the best possible pick for the trump campaign, and so this is definitely earning some rave reviews at this point, but look at this, they just put out a logo, a new low ego for the trump-pence ticket, and this came out in a fund-raising logo, and it is the words trump-pence below it, so they are getting acquainted here as running mates. and they are working on the graphics and the logos and you will have what not.

but, wolf, we expect tomorrow, donald trump and mike pence to take some questions, and this is billed as a press conference here in midtown manhattan tomorrow, and we may hear more from donald trump of what happened in nice, france, and he made some stark comments last night saying that he wants to declare war on isis, and i imagine that we will hear about that from the presumptive gop nominee, wolf. >> and we will have live coverage of that, and that is scheduled for 11:00 a.m., and we will begin 10:30 a.m. with the joint event of mike pence and donald trump. our jim acosta, thank you very much. i want the bring in the political panel with us in washington right now, and the chief political analyst, gloria borger, and cnn political analyst host of the david gregory podcast show, david gregory, and our political correspondent dana bash, and the author of the new book "the

phone with senior advisers trying to see if he could get out of this. and if it is possible to not actu actually pick mike pence, and this is after he offered the job to mike pence, and they flew him to new york, and they had him sitting in a hotel room, and in manhattan thinking that he is going to be the vice presidential pick, and he just basically dumped his own plans for reelection in indiana as governor. so -- >> is that all? >> and so what this tells us is that this was so out of donald tru trump's comfort zone. he does not operate like this. he operates with the gut, and by all accounts if you were following the gut, he would have gone with chris christie, but everybody around him in the campaign apparatus had been making these moves to make it so that mike pence would be his running mate. flying him to new york. making and leaking it to the press that he was going to be

making the call, and telling people in and around the cleveland convention where conservatives especially are gathered and don't worry, wink, wink, nod, nod, it is mike pence, and the fact that he is so uncomfortable with it, and he is saying i am not sure around midnight last night tells you how unusual and incredibly dramatic it is, and by the way, mike pence was sitting in his hotel room watching donald trump on fox news saying -- >> can i tell you something, that it is not surprising given the differences that they have had on key issues, important issues between mike pence and donald trump, and we heard that the white house press secretary make fun of it a little while ago that he supports someone who supports tpp and expand medicare. and dan seafort, a top aid to mitt romney said it is disorienting to have commiserated with someone regarding trump about how he was unacceptable, and then to see that someone become trump's vp.

>> you know, you can have disagreements between the political figures and then somebody gets on the ticket, because of political ambition, and this is politic, and people overcome them. mike pence as the governor of indiana talked about how the muslim ban stand was unconstitutional and completely offensi offensive, and how do you bridge that gap? and another thing, wolf, the reporting is so stark by dana, because this is the first presidential decision an aspirant makes to the white house, and so you have a process that there is a process out of control, and leaks in the media and trying to pull it back, and now something more private that is revealed through the reporting that shows that you have a candidate that is not comfortable with the decision, and much more of the gut player, and trying to unite the party in a way that is uncomfortable for him, and this is not going to add to the kind of the personal rapport they have to have on the

presumably others about her vice presidential selection at least four candidates out there, and maybe five or six. what are you picking up? >> well, she can't be any happier where we have smoke and white onoise that is clouding her selection pick in a good way, because she is doing nit private. and what we have seen in donald trump, he has done this very much in the public, and we have probably never seen anything like this in any of our lifetimes about how this played out, but now, hillary clinton has to make that decision about who she is going to be choosing, and of course, she'll make it over the next couple of days. tim kaine, the senator from virginia is very high on everyone's list, and very much a safe pick, and a catholic, and he knows how to speak spanish very well, and he could become a surrogate in that way, and he understands washington, and he is well liked and comes from a battleground state. and somebody like tim kaine is high on hillary clinton's list, wolf. >> and as you know, he comes from the state where there is a democratic governor terry

looking at this, and you are our law enforcement analyst, and all of us are heading out to cleveland here, and this is a big problem potentially, and jeh johnson, the secretary of homeland security went to cleveland to the reinforce the notion that security is going to be tight. >> and security have be tight, and i had the opportunity to speak with chief williams of the cleveland police department, and one thing that he is confident of and assured me of is that he has hundreds of support, and hundreds of support at the local, federal and state level there across the country coming into cleveland to provide support. thousands of law enforcement officers there in and around the cleveland community, but the important piece to keep in mind is this, they have been planning this for over a year and a half now. so, they are going to be taking a lot of experience that they'd had of course from the other venues like this, and they are going to bring it all into cleveland and you will see the same thing again during the

pretty amazing -- donald trump was supposedly having conversations with his top aides, could he back out of it, move away from mike pence and perhaps select someone else. pretty extraordinary given all these dramatic developments. what are you hearing on the ground? you covered trump for us. >> well, it's absolutely extraordinary. i think that what i've been hearing from my sources is that we saw this sort of push and pull between donald trump's head and his heart, continue to play out in this vp process even until late last night. he was irritated, angry that he felt like he had been boxed in to this pence pick, that was leaked before he had even made the phone call and his aides had mike pence fly here to new york which is extraordinary. mike pence was in the middle of a re-election race in indiana, flew here to new york to be on stand-by before he even got a phone call from donald trump officially offering the job. it is clear they're going to have to work through this, that they'll now be on the ticket together, formally appearing

together tomorrow in new york city. but as others are telling me, this is clearly not the best way to kick off a relationship like this. >> i've covered a lot of these elections, we know that very often the presidential nominee and the vice presidential nominee, they come from different backgrounds. they may not completely agree on all of issues. there are differences. the vice presidential nominee will defer to the presidential nominee. in this particular case there are some serious differences between pence and trump on issues that are so important to donald trump. for example, a temporary ban of muslims coming to the united states. pence made it clear, repeatedly in recent months, that would be unacceptable and unconstitutional. on a sensitive issue like trade, the tpp, which donald trump hates, pence has said it is a good idea. it creates jobs here in the united states. how are they going to overcome these kinds of sensitive disagreements? >> reporter: well, wolf, it is an excellent point you make because it is not like they have
