we're just under the 68-day mark and counting until the u.s. presidential election. the state of ohio is in the spotlight thanks to the two campaigns. donald trump wrapped up his second appearance. also today we're seeing vice president joe biden on the campaign trail on behalf of hillary clinton. he's also in ohio, on the opposite side of the state from donald trump. this push comes as a new national poll shows hillary clinton with a seven-point lead over donald trump. the u.s.a. today-suffolk university poll takes all four candidates into account. at his event last hour, donald trump kept pushing ahead on a wide range of topics from jobs to hillary clinton. he also spent time talking about the immigration plans he outlined in arizona yesterday. >> last night i outlined a bold new immigration reform to create prosperity and opportunity for all of our people, especially

those who have the least. we will treat everyone with dignity, respect and compassion. but our greatest compassion will be for the american citizen. >> our phil mattingly is at the event that just ended. phil, how much time did donald trump spend talking about immigration today? >> reporter: it was certainly a piece, but it wasn't the whole piece. if yesterday was all about immigration, all about that foreign trip to mexico, today was about refocusing on this extremely important battleground state. that meant attacking hillary clinton. take a listen. >> a trump administration will end government corruption. no one will be above the law. we will have one set of rules for everyone. in hillary clinton's world. we have one set of rules for her and another set of rules for

everybody else. >> reporter: wolf, you mentioned this was his second stop in wilmington, ohio, for the day. this state is as important as it gets, we know that election after election. in trump's case in particular. in polling right now he's within the margin of error. most polls we've seen in the state of ohio, but he's had problems getting republicans to come back home, republicans in the suburbs of columbus and cincinnati. where he was in wilmington, this was trump country. they were very happy to hear his remarks about immigration. people i talked to watched his speech last night and were very impressed with things. the one concern you hear from republican operatives in this state, wolf, is if he's able to walk that line between that aggressive posture he had last night and the hope that maintains on some level that there will be a pivot to bring those suburban republicans home. today definitely a lot of support in wilmington. >> phil mattingly, thanks very much.

donald trump laid out what sounded like an aggression sive agenda on immigration. but there was also wiggle room. his running mate indiana governor mike pence joins me on the phone from salt lake city in utah. thanks for joining us. >> thank you. let me play a clip from donald trump's speech last night on immigration that has raised a lot of questions. listen to this. >> in several years when we have accomplished all of our enforcement and deportation goals and truly ended illegal immigration for good including the construction of a great wall which we will have built in record time and at a reasonable cost, which you never hear from the government, and the establishment of our new lawful immigration system, then and only then will we be in a position to consider the

appropriate disposition of those individuals who remain. >> governor, is that a softening of donald trump's immigration position? >> i think what people heard last night was a plan to end illegal immigration beginning with building a wall along the southern border, ending our catch and release program, zero tolerance for criminal aliens, finding and apprehending and removing from this country people involved in drug dealing and gang violence that threaten our families. all of the various reforms. frankly, as you heard, wolf, calling on the establishment of a new commission to reform our lawful immigration system. all the objective of that is, as he said last night, with great clarity, is to seek to end illegal immigration for good. and i think the american people

heard him loud and clear that we're going to put border security first, we'll bring internal enforcement to bear, fully implement the e verify system and end overstayed visas and have people leave this country after their cease is a runs out and frankly, at a later date when all of that has been accomplished, as he said i think so eloquently last night, then we'll be in a position to consider other appropriate measures. >> so the other appropriate measures you would consider down the road, and someone suggested that is a softening of his position n. an interview with laura ingram today, donald trump himself said this was a softening. i assume you see this as a moderate element of his immigration plan. let those people continue -- the good people who are here illegally, let them continue to live in the shadows. we'll decide to do with them much later. is that fair? >> i think however you

characterize it, and i'll let our nominee characterize it and support his characterization. the simple fact is, as i travel around the country campaigning with donald trump and for donald trump, the american people are tired of now more than a generation of political leaders in both political parties talk about ending illegal immigration, but not doing anything about it. they talk about border security and enforcing the laws of this country, but we really don't see progress. what you saw last night was clear-eyed, broad-shouldered leadership for someone who put the issue of illegal immigration at the center of the national debate and he laid out in a very real way roadmap for securing our borders, enforcing our laws, removing people from this country who represent a threat to our families and to our communities, doing that quickly and calling on the establishment of a new commission to reform these -- this arcane immigration

system that we have in this country, even calling for sun setting certain provisions of the law so we're continuously as a nation putting america first in the way that we implement and develop immigration policy in this country. i think we both recognize, wolf, there's a great deal of focus on those that would remain after you do all of those things. what you heard donald trump say last night, and i think millions of people across this country heard him, is that he's focused on the more than 300 million american citizens and those who are here legally who long to see us end illegal immigration and making them the priority and leaving those other issues, those that would remain after all of those things are done for a later date. >> the mexican president, as you

know, pena nieto, he said he did tell donald trump during the meeting in mexico city yesterday that mexico would not pay for the wall. donald trump says they didn't even discuss who would pay for the wall. so which is it? we're hearing two very different accounts? >> well, i think -- look, i think this was a moment of -- i hope of great insight for the american people. i think they saw the kind of presidential leadership that donald trump will bring to the world stage. you heard again last night, he's articulated that strong commitment to ending illegal immigration in this country. but the american people saw literally on the same day the ability for him to accept an invitation, drop what he was doing, travel to mexico city and sit down and have a very substantive and very cordial discussion with president pena nieto. they talked about what they agreed on. remember, this wasn't a

negotiation, wolf. this was a conversation in the beginning of a relationship, and i truly do believe that it was remarkable that they came out and both reflected on both of their commitment to end illegal immigration and the flow of elicit drugs, reform nafta, end human trafficking. i think all of that bespeaks the kind of business negotiator we'll have as a president which is first sit down with people and talk about what you agree on and then you sit down and talk about the harder issues. >> hillary clinton's running mate, tim kaine, was on cnn this morning and called donald trump's performance in mexico city amateurish. listen to this. >> this is the central piece of his campaign, immigration and deportation, and we're going to build a wall and make mexico pay for it. when he looked president pena nieto in the eye, he couldn't

even bring that up. that was a choke, and i think it shows that diplomacy is not for amateurs. donald trump is an amateur. >> why didn't donald trump tell president pena nieto mexico is going to pay for the wall? >> look, this was a conversation about building a relationship, wolf. senator kaine is entitled to his opinion. i can tell you for a fact that both sides fully understood before the meeting that they disagreed on who would pay for the wall. both sides had already arrived at a clear understanding of that. there was really no need to discuss that at the meeting. but again, you look at the foreign policy of hillary clinton and barack obama and the word amateurish comes to mind. you look at moving red lines, of feigning recess with russia.

you look at the rise and rule of isis and a wider middle east that appears to be spinning apart. i'll take the broad-shouldered leadership of donald trump who demonstrated yesterday his ability to sit down, even with a president that he has had strong disagreements with, and have a conversation about what they agree on and begin the kind of relationship that will advance the interests of the united states. >> governor, what about children borne here in the united states whose parents are undocumented immigrants, will they still be u.s. citizens during a trump-pence administration. >> i think the law is very settled on that question, for generations of natural-born american citizens. i think what donald trump has talked about is the establishment of a new commission that will look at all of our immigration laws including the whole question of anchor babies and asking the question about what's in the interest of the united states of

america. i think what people heard last night in donald trump's address on ending illegal immigration was a clear-eyed commitment to build a wall, to secure our borders, to enforce the laws of this nation. but they also heard him call for fundamental review and reform of our immigration system in this country in a way that will make america first. the contrast with hillary clinton could not be more dramatic. hillary clinton and tim kaine essentially are committed to the open borders policy characterized in the recent past, committed to amnesty. in fact, expanding the executive amnesty that the supreme court of the united states rejected. donald trump and i are committed to ending illegal immigration, upholding the rule of law, putting the interests of the american people first. but also beginning a process, wolf, of fundamentally reforming the immigration laws in this

country with regard to a whole range of issues so we have an immigration system that will support a growing and stronger america. >> donald trump did mention that new arrivals, legal immigrants coming to the united states would need to pass what he called ideological certification to make sure they shared the values of the united states. who would set those values? would this be some sort of written test? >> i frankly think those kind of questions and tests c characterized our immigration system throughout our history. when my grandfather emigrated here and came through ellis island, he was asked a broad range of questions. the similar fact is donald trump is making sure that we nepeople coming to america of every race, creed and color, share an appreciation for the ideals of this country, fundamental

admiration for the people of this country, and that's been something that's been a part of our immigration system for generations. now in an age where under this administration in particular we've seen the rise of radical islamic terrorism. we've seen terrorism inspired on our shores and horrifically visited on our allies, ensuring that we are doing the kind of vetting -- not just extreme vetting with our refugee system, which hillary clinton wants to expand syrian refugees by 550%, not just extreme vetting there, but have the kind of vetting in our immigration system that makes sure that people who come here appreciate our commitment to freedom and the ideals that are enshrined in the founding documents of this country. >> david duke tweeted his praise for donald trump's speech, called it an excellent speech. does that make you uncomfortable? >> well, we have no interest in his support or people who think

like him. donald trump has denounced that man repeatedly. apd for all the world don't understand why you and the media continue to bring his utterances up. donald trump spoke last night about ending illegal immigration in a way that i think is resonating with people all across the united states. people are tired of politicians just talking this issue to death and not doing anything. people know that when donald trump becomes president of the united states, ending illegal immigration will go to the very center of the goals of this administration, will advance the policies to secure our border, enforce our laws, but then reform the system in ways that will serve the american people for generations to come. >> i know you've got to run. quick question and quick answer. how are you preparing for your vice presidential debate against tim kaine? >> all of my focus has been on the state of indiana over the last four years. we've got a state that works,

vice president joe biden just wrapped up a speech outside of cleveland, and he started by

attacking donald trump. >> folks, we all come from the same neighborhood, the folks in here. whether it's youngstown, scranton, toledo, pittsburgh. and this other guy -- not a bad guy -- he does not -- he doesn't understand this anymore than you understand what it's like to live in a 30,000 foot penthouse 80 floors up in new york. you don't understand that. i don't. he doesn't have any idea. >> let's bring in peter schecter the director of the latin american center and supports hillary clinton. what do you think of the first major foreign policy visit by donald trump to mexico city. he met with the president of mexico, they came out together, had those joint statements if you l. what was your reaction as an expert on latin america? >> the president of mexico made a mistake in inviting the

candidates to mexico. he shouldn't get involved in u67 u.s. foreign policy. he did so for a good reason because he was so worried about all the anti mexican rhetoric going on. people were shrinking mud and throwing tomatoes and it was all about mexico, suddenly became the poster child for everything that's wrong -- >> you were president that the president invited both candidates, hillary clinton and donald trump. and were you also surprise thad donald trump accepted? >> i was surprised he invited him and surprised donald trump accepted. as you saw, immediately we had different views of the meet with president nieto saying i told him we wouldn't pay for the wall and donald trump saying we never talked about the wall. the most worrisome to me is six hours later from a donald trump sitting at the podium next to the president we had a screaming donald trump that was again, once again whipping people up into a very anti immigrant --

with an anti-immigrant speech. that has me worried about how does one have confidence in a president -- a guy who wants to be president who at 1:00 in the afternoon says one thing and at 7:00 in the afternoon says another thing. >> because he was much more supposedly presidential during his meeting with the mexican president and then last night at the speech, you don't think he was all that presidential. what was the single biggest concern you had as a result of his speech last night? >> i think the biggest concern i had is this continued sense that the problem in the united states is all due to illegal immigrati immigration, the sense that our crime rate would go down, our economy will get better if we resolve illegal immigration. illegal immigration is a large problem. people have attempted to resolve this. it's a pity it hasn't been involved. the fact is we've had many problems not due to illegal immigration. >> it is a problem, there are criminals, rapists, drug

dealers, gang members who are here illegally. >> there are also american rapists and gang members and drug dealers. the problem is we have to resolve it. what are we going to do? round everybody up and send them back? how do we create a police force big enough? how about people born here with foreign parents. >> you heard mike pence just said, reiterated, they'll leave the so-called good immigrants open for the time being, deal with the criminals, the drug dealers, the rapists, if you will, the people in the gangs, they'll deal with thunderstorm right away but dlifing open what to do with the millions -- if they want legal status, they have to go back to their country and apply. they'll figure out what to do with them down the road after all these other issues are resolved. >> which is very different from what they're saying before.

the future would decide when enforcement is secured, it left it open-ended. >> what's been the reaction, anna maria, to this meeting, this very important widely discussed meeting yesterday between the mexican president and donald trump? >> well, i think the reaction has been it was a disaster both for president enrique pena nieto and for donald trump. what the president was trying to do is tell donald trump or convince donald trump that as the mexican president he has to protect mexicans not only in mexico but also in the united states. that's where the immigration issue comes in. he didn't do -- the president didn't do a very good job at that. when this issue of the wall came up and who said what and when was it said and then we had this tweeter war for about three or four hours and then donald trump's speech in the united states, in phoenix three hours later in which he basically said

that the president of mexico would be supporting him in going after undocumented mexicans in the united states, it was pretty much -- it was a disaster for president pena nato. and i have my doubts as to how useful this was for donald trump. i think they both got burned after this meeting. >> juana we saw two very different tones from donald trump, during the meeting, after the completing he had with the president of mexico and the speech he delivered in phoenix. let me play these clips. >> we didn't discuss the wall. we didn't discuss payment of the wall. that would be for later date. a lot of the things i said were strong. we have to be strong and say what's happening. >> and mexico will pay for the wall. they don't know it yet, but they're going to pay for the

wll. >> there is crime, as you know. there's a lot of crime and a lot of problems. but i think together we'll solve those problems. >> zero tolerance for criminal aliens, zero, zero. illegal immigration is a problem for mexico as well as for us. drugs are tremendous problem for mexico as well as us. it's not a one-way street. we will work together and we will get those problems solved. >> within i.c.e., i am going to create a new special deportation task force focused on identifying and quickly removing the most dangerous criminal illegal immigrants in america who have evaded justice, just like hillary clinton has evaded justice, okay? maybe they'll be able to deport her. >> you saw the very different tones between those two appearances. >> yes. it's hard to imagine those

actually happened on the same day. you saw trump in the first part next to president pena nato, seeming very diplomatic. then you see him turning back to -- the speech in arizona is what reminded me when he launched his campaign, talking about how mexicans are criminals and rapists coming over the border. that tough line rhetoric. that's the tough spot trump is. those comments rose him to the top of the republican field. he is now his party's nominee. if he wants to win in november, he has to not only hold on to voters, but bring new voters into the fold, some of whom may not like the language, some of whom want to see a shift in tone to seem like a serious presidential candidate who can handle global world affairs. >> earlier this morning, tim kaine, the democratic vice presidential candidate, he said that trump choked during that meeting with the mexican

president. i'll play that clip again. >> he didn't even have the nerve at the last minute to bring up this issue about the wall. this is the central piece of his campaign, immigration and deportation and we're going to build a wall and make mexico pay for it. when he looked president pena n nieto in the eye, he choked. it shows diplomacy is not for amateurs. donald trump is an amateur. >> what is been the reaction to that, he didn't have the guts to bring up what has been a central focus of his immigration plan, mexico would pay for the wall? >> the story coming from the president of mexico is he started the meeting off by saying, by the way, we're not paying for your wall. and trump didn't engage on that issue. so when it came up in the questioning, he said, yes we discussed the wall. you saw that the trump campaign

didn't disagree with the version of the story that the mexican president gave. he didn't challenge him on the payment for the wall and he gave a speech saying they're going to pay for the speech 100%, they just don't know it yet. donald trump insisted the trip to mexico happen right before his speech because he didn't want to be seen as backing down. that's why he wanted them to happen in the same day w. a lot of trump rhetoric last night and a lot of voices and energy, he did step back on his former policy which was a deportation force to remove 11 million undocumented people. last night he articulated the obama policy, get rid of the criminals. he didn't say if you're illegal, you're going to be rounded up. he said you have to go if you want legalization. he implied you can stay here. to some people that's still amnesty. actually there has been a retreat and it shows how conflicted he s. he wants to use tone to shore up his base, but he's trying to change the policy somewhat. >> we'll continue our analysis.

his positions on immigration, positions he discussed with members of his hispanic advisory council more than a week today. today after hearing donald trump's immigration speech, some members of that council are breaking away. jacob monty is an immigration attorney. until yesterday he was a member of trump's hispanic council, but no longer. mr. monty, thanks for joining

us. why have you walked away from donald trump? >> let's be clear, not only was i a member of the committee. i was actively defending him on media, because i thought he heard us. we met with him a week and a half ago. he indicated he knew we needed to do something humane for the non-criminals that are here, the 11 million. he brought it up. that showed us that he had studied the issue. and we had a lot of hope. frankly, we saw a lot of hope. he came down to austin, engaged the crowd and got them to acknowledge that folks that have been here a long time that, have u.s. citizen kids, they deserve a chance to stay here in the u.s. we saw nothing but positive signs. they were all dashed yesterday with a speech that was not republican and not compassionate at all. >> what was the biggest concern you had with what he said last night? >> well, there was a lot in there that we're all right with,

that i'm all right with. e-verify, more security, better vetting, great. the wall, fine. we need more security. but when he called for the deportation of daca recipients, thaun unrealistic, cruel, not productive. they're working and going to school. the biggest thing for me is when he completely punted on the issue of what to do with the 11 million when we discussed that with him. he acknowledged himself they are hard working immigrants, they are doing jobs that many u.s. workers aren't able to do because there's not enough u.s. workers or because they don't want to do the jobs, and he completely punted on that issue. when i saw that, i had to resign because i'm not going to be a prop for his image like the president of mexico was

yesterday. >> do you expect more members of the council to abandon donald trump? based on what you know right now, how many already have? >> it's a tough decision because i'm not supporting hillary. every one there was a republican. it's a tough decision. i've resigned. i know other people have resigned. it's not a good feeling because the alternative is not much better, but i'm unwilling to be part of his propaganda machine. i resigned. it's something that, it was the right thing to do. it was the right thing for me to do to try to see if he could reason with him and get him to articulate a plan that was realistic and republican. what we heard last night was not a republican plan. that was pure populist propaganda written by fair and numbers usa. they're the one whose wrote that

speech for him last night. >> do you think you can now support hillary clinton? >> i can't. she has no credibility on solving the immigration issue. i fear she'll use it as a political football when she wins. there are millions of americans out there that don't like either choice. me, i'm supporting other republicans down-ballot and not voting for the top slot. >> so if you could speak with donald trump today, what would be your bottom line word to him? >> you're a businessman. you know these are hard working people that do jobs that no one else is doing in america. act like a businessman. that's why people are supporting y you. that would be my main message. >> jacob monty, thanks very much for joining us. coming up, hurricane warnings are posted.

heads towards florida's northern gulf coast. if the forecast holds it could become a category 1 hurricane by the time it makes landfall early friday. we're joined on the phone by florida governor rick scott. governor, you're helping with storm presence. thanks very much for joining us. you just received an update on the forecast. what's the latest information you're getting? >> sure. we just received an update from the national hurricane center. this is clearly going to become a hurricane by landfall. we're already getting significant rain. we're going to see up to eight feet of storm surge. we've got six counties that are

already doing mandatory evacuations. we're going to see as much as 20 inches of rain. we're going to see a lot of downed trees, a lot of flooding. we're going to have a lot of wind. we have the chance for tornadoes. my goal is to get all of our residents prepared. we have evacuations. listen to the evacuations. i want everybody to take this seriously. we haven't had a hurricane in years. there are a lot of people who have moved to our state or maybe have forgotten what it is like, but we have got to take this very, very seriously. we can't rescue anybody in the middle of the storm. everybody's got to be prepared. >> where are you evacuating these people to, especially the elderly, the sick? what's going to happen to them? >> so in every county we have shelters and so in every county you're able to go to a shelter that's in the same county. so you'll be able to -- if you're close to the coast, you'll be able to come in to a

shelter. we've got shelters for everybody. we've got shelters for people with disdisabilities. we got shelters for pets. go to floridadisaster.org/public mapping. you can find shelters, you can find evacuation routes, you can find everything you want. floridadisaster.org. you can get all of this information. i also will give everybody a number to get hold of our emergency team is. 850-921-0217. if anybody has a question, call their local sheriff, call the local emergency management team to do everything they can. because they're going to do everything they can to take care of you, but you have to take care of yourself. >> this comes on the heels of the huge concern you have involving the zika virus down in miami-dade county. down in miami beach right now. there is a lot of concern with water buildup. that could be exat bacerbated r now. how concerned are you this

hurricane, this tropical storm, could make the zika problem even worse? >> well, fortunately for us, the storm is in the northern part of the state. we have 46 cases of non-travel related zika. they're all down in more southern parts of the states as a general rule. but -- we're encouraging everybody to get rid of standing water. as soon as this storm is finished at their homes, as the their businesses, their parks, get rid of any standing water so we have fewer mosquitos. we are working hard with mosquito abatement. but today i'm talking to sheriffs and mayors and find out if there is any need they have and doing everything i can to get all of our residents and all of our visitors to take this very seriously. when you have storm surge like that, and we know we're going to have flooding. we've got to have everybody take this seriously. >> is fema, the federal government, helping? >> well, in our emergency center, fema is here.
