an explosion has taken place in chelsea neighborhood of manhattan in busy saturday night. hearing 29 people injured in the explosion that occurred around 8:40 p.m. eastern time. three hours ago. one of the injured in serious possibly critical condition. 24 with more minor injuries taken to area hospitals. cause of the blast not known but they are calling it intentional. >> they are calling it intentional according to top city officials who held a press conference a short time ago. one included the new police commissioner on the job today for the first time, james o'neill for outgoing bill bratten who retired on friday. held a process conference and heard from the mayor who said there is no evidence as of now

this was an act of terror. >> there is no evidence at it point of a terror connection to this incident. this is preliminary information, something we will be investigating very carefully but there's tho evidence at this point of a terror connection. >> again this is preliminary stages of the investigation. also said that the nypd and other law enforcement agencies are on full alert. >> and also hearing about law enforcement investigating a secondary scene. this one only say an investigation is under way and not for what or why wore or what they found or not found. a few blocks from the original explosion. 27th street between 6th and 7th avenue, four blocks away. full team coverage.

jean kass ras is on scene, rachel crane at hospital. perez is working law enforcement sources from washington and senior analyst and national security analyst juliet cayenne and with us is anchor of the cable news who knowsed area. that's where their studios are. go to rachel crane outside of bellevue for update on the victims. what do we know? >> reporter: we know that several of the 29 victims have been taken here to bellevue hospital. outside of the hospital is very much a heightened security presence. seen a steady stream of ambulances coming into the hospital and emergencyroom. all of them checked by armed officers. also spoke to somebody inside the emergency room at the time of the explosion. he said that all at once about

30 officers were inside the emergency room and he was told his treatment would take that longer because situation unfolded. he saw two young women speaking to fbi agents assals with the police, one of which had a minor injury above her eye. >> rachel is at bellevue hospital. on the scene is jean kasser as, there quite early on after the explosion happened in chelsea on 23rd street. you saw people pouring out of businesses and homes after this happened and at press conference. what do you know? >> reporter: they just made us go a little farther away from the crime scene which they are now processing. but behind me see all the emergency vehicles and some have gotten closer to us. but this is a crime scene.

designated as intentional crime that was done. at this point we believe they're processing it. they do have video from the scene and are currently collecting more but it's too early to give out any details. most they would say is it was explosion and also it was outside of a dumpster, a trash can, receptacle of some type. beyond that would not say any more details. of course they are also now at secondary scene at 27th street, to my left, a few blocks up between 6th and 7th, wouldn't delineate what's happening there. at this point we don't think there's been an explosion, they said it happened at about 8:30 tonight and fire department was in the vicinity, didn't see but heard it.

any statement about whether or not there is or isn't terrorism. i think the mayor is trying to reassure the citizens of new york city. that's understandable and he's a politician, but notice you didn't hear that from the new york police kmirgs. they're trying to first figure out what this is and see whether or not it's related to the other device found just about four blocks away on 27th street. one of the things they're trying to see perhaps is looked like similar type of device. it's interesting they refrained from using the word device. some sources have told us it appears to be ied but the mayor and police commissioner at press conference were reluctant to go there just yet, want to make sure that bomb squad has the time to put together what it is. it's interesting calling it intentional, as you guys have been talking about, they've got

to have some reason to be using that specific language. one of the first things that comes to mind is they did mention they have video of the explosion which very likely means they would have a very good picture of everybody who has near that scene in the hours before this explosion happened. that means they might have seen somebody dropping it there or leaving something behind or have a suspicion of who they might be looking for. that's very much what makes them believe this is intentional act. if you have video of the explosion, it's likely you'll have video if someone left something there to cause the explosion. this is all very early in the process. i think we'll be working this all night until we hear officially what exactly the cause of the explosion was. >> all right evan. thank you very much. stand by. all of our correspondents and

producers are in the field and working the situation tirelessly. be on the air continuously until it's warranted. you mentioned a second scene at 27th and 6th. that's where richard quest is, who reported earlier. you saw a number of law enforcement officials there telling you to get back and cordoned off the area. what is going on there now? richard quest, are you there? >> reporter: yes i beg your pardon don, can you hear me? >> i can. update us. >> reporter: noisy. do apologize don. we're on 27th street and 7th avenue. this is the location, 27th between 6th and 7th, the location of where the second supposed ied or device, whatever we want to call it, has been located. what we've seen in the last ten

or 15 minutes is a bomb or device containment contraption, a large circular on the back of a truck brought in by the police, backed down 27th street and then hurriedly left shortly thereafter. we don't know and they haven't confirmed had a they put into the containment device or if they left with anything at all but within short order of that enormous fire brigade effort coming in, hose pipes and stun pipes activated. that's the situation. in the area around here near the f.i.t., the entire perimeter of the cordon for security has been widened significantly. people have been told to stay in dorm buildings. not evacuated by loud speakers

telling people to stay in the buildings. >> in that area stay in the buildings, richard here is the thing. earlier saw one of the robotic devices that they send in to identify or detonate whatever device it is. did you see that? you saw containment device, not the robot that goes in correct? >> reporter: no. if you look down the road there, you can see where the blue and red and very bright red lights are. that is the scene where they have the focus, locus if you like of attention. so we haven't been able to see what's been taking place in that area. but we did see the containment machine arrive. it is basically dragged in on the back of a large low loader, tarpaulin then removed and it

was backed in. we don't know and they haven't confirmed if they did put a device into it when they took it away. as you can see -- yes? >> good indication would be when they moved this device out, did they clear everybody out of the area when they moved the device out? >> reporter: the area has already been cleared, don. we're closer to this scene or position if you like than we were at 23rd street and 6th. we're four or five blocks further north than that. this area came as a complete surprise, having had two or three hours with the attention focused around 23rd streetment then all of a sudden it became clear there was something taking place at 27th street. i can tell you because i've seen it with my own eyes the police

have been combing these streets ever since. with flashlights looking under cars in dumpsters, in trash cans, doorways. they've no reason to believe there's any other devices but they're leaving nothing to chance tonight don, doing a full-scale search in this area to make sure it remains or is safe. >> don't go anywhere, going to talk to folks who may have questions for you. >> reporter: of course. >> tom fuentes is back with us, cnn analyst and former fbi assistant director with lots of experience and also juliet kayum. to you, richard quest said this area has largely been cleared out but that device that he described going in on the back of the truck, can you talk to us more about what that would be brought into a scene like this

for? >> basically to isolate any potential other devices. once again i'm careful with the term device because we actually don't know if a device or something else. they've clearly found something they're nervous enough about they want out of a very dense area. this is usual. and once again, just putting this in perspective. after every incident there will be about a half dozen to a dozen false positive reports. we're seeing this in real time and richard is reporting on it. might be multiple ones of these over the next couple of hours. it always happens and this is what we want from our law enforcement and first responders is for them to be overinclusive. the one thing richard i wanted to ask, i think you and i know and can describe chelsea and the area. very vibrant, diverse, welcoming

to different communities including the guy community. where exact -- i'm curious, are there bars around there, exactly what is it like in terms of the neighborhood right there? >> did you heart question richard? >> reporter: forgive me i didn't. repeat it. >> we know because we're new yorkers exactly what's in the neighborhood and what it's like and neighborhood is welcoming to a diverse variety of people. including the guy community. she's wondering if there are bars, what is in the area, bars or restaurants. describe the area. >> reporter: absolutely. 23rd street is in the heart of chelsea. the gym i used to go to funnily enough is on that street. i know exactly where this device was planted opposite the garden of eden grocery store. the area is eclectic, a high

percentage of the guy population but truth is prices have risen in the area dramatically so much more gentraified and general part of the community. it is hip and different and not as bohemian as previous times but no doubt chelsea -- dz also one of the most expensive areas in the city now because of the influx of serious money. but still very much regarded as being the guy community, there are still guy gay bars down mirror, extremely big night life. >> but neither of the two scenes not anything close, especially bbq, lot of gay people hanging out. but no specific gay bars or anything that could lead to maybe a possible that someone would target those two areas? >> reporter: no.

you wouldn't hit 23rd street in that particular place if that was -- my gut feeling says if that wassy you are target. as you know don. 23rd street, full of young people. noisy, movies, restaurants, bars. if you were going to aim specifically more for the gay community more across towards 8th avenue or up towards hell's kitchen where you find most of the gay bars rather than 23rd street. just to bring you up to date briefly. we're starting to see slightlessly less police action but they're continuing to move the cordon further. dogs being brought in, continuing this detailed search of the area to make sure there's nothing else that needs to be monitored. to give you an idea don to what you were saying building next to where i am is f.i.t., the major

city officials say they don't believe it's act of terror at this point or connected to another explosion in new jersey earlier today. say there's no credible threat but do believe it's intentional act. >> jean casares has been on the location. joining from the intersection. jean important question. this is a largely residential area, obviously businesses around, restaurants et cetera. there are a lot of apartment buildings here. my question is whether or not any of the residents have been evacuated or conversely told to stay inside of those buildings. >> reporter: we're being told that all of new york city is told to be vigilant at this point and we are not being told however what was around that dumpster. they're saying they're investigating now whether the explosion took place inside,

outside, we heard outside of the dumpster which correlates with the injuries. 29 we were told at press conference. new york police department is now saying 27 injuries. but hearing a lot of sirens. i think you just heard one go by. heard more sirens and seeing more ambulances go by where i am on 23rd street about a block away from where that crime scene, active crime scene and investigation is going on. mayor of the city said at this point there is no indication at all this is an aspect of terror, yet we also heard in the press conference that all terror units are on the scene. all hands on deck from the federal partners to the local to the state. all are here right now and i will tell you that the scene is really stationary. emergency vehicles are going

no connection here. if there isn't indeed a connection, means two people planted bombs close to new york city and new jersey but out of all of this, 29 people are injured. that's a heck of a lot of people and as we learned from the press conference one person in serious condition right now from a puncture wound from what one would assume is from shrapnel or something from the bomb. said the bomb placed outside, exploded outside on the street at the initial location they're looking at in, nothing exploded at other. one location, 23rd and 6th is the initial location where the bomb explode outside of this facility for the blind. >> exactly. in a largely residential area. ton of high rise buildings and house thousands of people live there. evan, it's interesting they said

they have video of the explosion and it's intentional but didn't say with a explode. why? >> reporter: they didn't say what kind of dwiechlts i think what happened is if you have a device that exploded and not much of it survived, that's one of the aspects that is probably preventing them from being so declarative of what exactly happened, what caused it. did make reference to a possible second device now being investigated by the nypd. don't nope exactly what that is turning out to be but as richard pointed out, a bomb containment unit brought to the scene and it's clear they're taking that device and going to examine it to see what it is. and whether it's the same thing that happened earlier. one of the things you keep make reference to is the mayor

categorically saying, discounting the possibility of terrorism. i think it's a little early for him to say that. certainly as you see the scenes of the officers going through different parts of the city looking for possible additional dwiesz, i think something has them extremely worried at this stage. it's saturday night in new york city, streets are packed with people and even though we have the scene down in chelsea, different parts of the city are still moving on with their lives. people still on the streets. probably every officer out there is going to be looking to see if anything is left on the streets, bags, anything that might be a possible additional explosive device. that's what's going on right now. >> all of new york city has been placed on high alert this evening. evan you are exactly correct. this all coming at 8:40 in the evening with people out and about enjoying themselves.

we've been speaking and our affiliates, to people there and who witnessed explosion or were nearby. here's one of them. >> it sounds like when you hear those metal steel plates, the ones that are an inch thick and 20 foot by 10 foot and flattened full on the ground. i was an 23rd street and 10th. >> pretty far away. >> three blocks. didn't know that. sounded like a block away. pretty amazing. >> reporter: what was going through your head when you heard there's an explosion. >> i'm architect. you get concerned. heard about gas explosions. i lived through 9/11 and it's a concern for humanity. >> reporter: tell me about the scene afterwards. >> first responders coming. blinking lights. you know it's first responders, lot of police and fire trucks.

emergency vehicles, undercover emergency vehicles. i spoke to one ambulance man who said i haven't heard anything yet. we're still investigating. >> reporter: was it chaotic or calm? >> pretty calm. lot of people around the corner because still vehicles surprisingly, many vehicles still coming down 23rd street that they had to clear out. and as they -- then i just saw the first police car block everybody on 21st street and get rid of all the cars. after the vehicles were gone, you see people congregating on the corner. >> reporter: were you concerned for safety knowing this explosion just happened three blocks away from you and not a lot of information? >> initially yes. you always have that concern because don't know if it's three blocks away or 100 feet. you don't know and these days you just don't know.

>> eyewitness who was four avenues away. >> jean is on the scene around 23rd and 6th avenue. been there since moments after it occurred. jean you're seeing some development there. what is it? >> reporter: we're seeing a lot more emergency vehicles go toward the crime scene right now. just saw a very large unit. it appears to have a structure on the top that could be lights, i think. of course it's evening here, dark. but it just came on 23rd street to go toward where that area is about a block away. an active crime scene at this hour. expect it to be like this all evening. but they're processing the crime scene, they're collecting more video. we were told they had video at the time the explosion happened but they're in the process of collecting more. more units going in. obviously this is getting a bit

they often bring victims from emergency situations like this. rachel you have been there and seen a lot of emergency vehicles pulling in. you spoke with someone in the er at the time that some of the victims were brought in. 29 people injured we know. any update from the hospital on their conditions? what have you seen? >> reporter: no update yet from the hospital poppy. but that individual that was in the emergency room when the explosion took place, he said that suddenly about 30 officers in the emergency room. he was told his treatment would take longer than normal and also saw two women who appeared to have been at scene of the explosion one with a minor injury above her eye and outside of bellevue is increased security. armed guards are checking every ambulance before they're allowed in. certainly taking extra

precautions here at bellevue. >> that's interesting rachel. are they saying why? we know from our reporting there is inkriesed security and police officers across manhattan but armed guards checking all vehicles? do we know of any threats? mayor said no credible threat against new york city. are they just being cautious? >> reporter: i think just being extra caution. haven't here from any hospital officials saying why the increased security presence is here but as i pointed out checking every single ambulance coming in. not typical of bellevue. normally not having armed guards on the street checking ambulances. if ambulance is coming in, it's emergency, not look fog are road blocks. it's meaningful to take the extra precaution to stop the

ambulances and double check them. >> thank you. need to get to cnn crime and justice producer in washington, d.c. you may have information that's been not confirmed. >> that's right confirmed from multiple officials that the second device that police talked about earlier is a pressure cooker. appears to be a pressure cooker with wires sticking out of it, has some kind of what appears to be a cell phone and some writing, notes there. bringing back memories of the boston bombing for the bomb technicians who are very familiar with those pressure cookers. now law enforcement and fbi and nypd bomb squad are trying to figure out whether or not this is something that can explode.

inert or explosive material in the pressure cooker. by all accounts treating it very seriously. we at cnn have seen an image but asked not to show it so not doing it. it looks like pressure cooker with wires sticking out, tape around some what looks to be a cell phone and then some paper with writing on it. and it looks like it was a plastic bag. so how law enforcement found this, i don't know, they have not said. whether or not this is actually a bomb or a hoax device, have not said. but treating it very seriously. >> and we want to be careful about this as we have been saying all night, our security analysts as well as secretary of state hillary clinton saying until we get more information -- and folks who held the press conference but this came out about an hour ago saying

authorities think they may have found a pressure cooker with wires and timers on the second scene. obviously that's why moving back richard a little bit earlier. wires, timer -- you've seen it. talk to us a little bit more what it looks like, how big. timer, cell phone wires, so on. >> reporter: looks like a pressure cooker, are wires protruding from it. black type over something that looks like cell phone. i spoke to law enforcement official who confirmed a cell phone attached. looks like black electrical tape around it and just a bunch of wires kind of hanging out from it. also appears to be some tape over the glass portion of the pressure cooker, there's a handle. just don't know what is inside of it right now. certainly is causing a lot of

certain for law enforcement and this would certainly change the game here. what is going on. >> certainly would. shimon you said there is a piece of paper with some writing. is that a note? i don't know. official i spoke to would not say, just some sort of writing, some note that they found. don't know what it says. >> let's set this up for viewers just vojoining us here. almost 1:00 in the morning and officials just confirmed there was second device found in manhattan just four blocks away from the initial device that exploded. and shimon, this comes on the same day that a pipe bomb went off with a timer, not that far from here in seaside park new jersey, during what was

supposed to be a military 5k run but mayor just said there's absolutely no connection. now you're talking about three different devices, explosive devices on the same day. >> reporter: yeah. so i think everyone is just being really cautious. we've talked to law enforcement all night and everyone is just being really cautious. no one wants people to set sort of this fear among folks. but what is going on, what fbi and nypd are doing behind the scene is working. we know the fbi's joint operation center in new york is now -- what they call, step it up and open it up. this is where law enforcement is working to gather leads and find whut is going on. only do that in these kinds of situations or a situation where there's big event like the u.

silver duct tape to a small dark colored device attached to the outside of the pressure cooker. none of the officials would say at this point what was inside of the pressure cooker. when you hear that, what do you think? >> many things. first of all i have a series of questions of what is -- what level of sophistication at least in the description sounds like could be a likely home-made device, was it ready to be detonated, prepared? this is where the clues come in. we have evidence now from the first -- don't want to say explosion, say incident earlier this evening. that is there are fragments probably in bystanders legs, all the people in the hospital there is proof in their bodies of what it is that detonated. we'll be able to determine

they've moved trucks across so we can't see down the road anymore. but helicopters are now flying overhead 27th street. the rumor here, and it is a rumor, whatever pressure cooker device located is to be transported from here at some point. there have been suggestions and rumors, some people say they heard noise of controlled explosion. scotch that. we have no evidence, none, that that has taken place. noise so great, not sure you'd hear it anyway. that's the situation. word here is they're going to move that pressure cooker device. certainly more resources have come into the area and i would definitely say that not tension as much but tempo has risen several notches here. >> here's the alert. as a precautionary measure

we have literally only half a block away from what is taking place. because of the way they've constructed the police and fire vehicles, we can no longer see except i can see the extra lights brought in overhead to help illuminate the situation. there's now two or three helicopters over 27th street at the moment. so you're right don, the word here is, not confirmed so put it there, that the device is still here. according to some people monitoring radios, it is to be removed from here in a convoy which would also include an ambulance and we've seen an ambulance arrive here, and taken to a device disposal area in the bronx. >> stay with us, control room is working to get that shot up as you said of the location that you're at. we'll show our viewers as soon
