at a second scene, that scene four locks away from the original blast at the second location on 27th street, authorities have located a pressure cooker with wires poppy said some duct tape and a note attached to it. what they're doing asking people at that second scene on 27th street to stay away from their windows out of just an abundance of caution. there appears to be this

suspicious device on the scene and at some point they'll have to take it away or debt nalt the device or see if it's an explosive device. the mayor said there's no evidence of a terror connection. listen to this. >> saying that there is no evidence at this point of a terror connection to this incident. this is preliminary information. it's something we will be investigating very carely, but there is no evidence at this point of a terror connection. i also want to affirm that based on what we know at this hour, there is no specific connection to the incident in new jersey. it's too early to say anything definitive on those questions but there's no specific evidence of a connection at this point. >> if you're just joining us, the event in new jersey he's talking about earlier this morning, a pipe bomb was placed on a timer that was detonated

they would sort of have to be the same person or at lesion connected. i want to bring in jean casarras. what's happening now? >> we were not as close as we are. the initial cite is a crime scene. an investigation is going on. this is arch active scene as i have seen from the beginning of the even. i want to tell you that a red cross disaster truck has pulled in on 23rd street. they're just sitting here but they have positioned themselves and also an ems activation logistical support unit arrived some time ago. everyone is in place and waiting right now. we are still hearing helicopters above us, but wherever this dumpster was about a block away from me, we don't really know what was surrounding it.

but they said they searched the buildings that were close to the dumpster. they did not have to evacuate. we don't know if people were residing right there or if it's office buildings. it's sort of a mixture of retail shops here, some residential. some businesses obviously closed tonight. the people of new york city are standing as close as they can get to that scene, because they want some answers, too. and seven just waiting as law enforcement our federal partners, states partners continue to be rights here evaluating what exactly has happened. most importantly of all, by whom. >> yeah, exactly. thanks, jean. >> thank you for that, jean. let's go to our justice correspondent who's been speaking with his sources. major development, evan, in the last half-hour, the fact that you and your team have confirmed that they have found this secondary device at west 27th street, a pressure cooker with

colored wiring coming out of it, duct tape, a small dark colored device attached to the outside, could be a tony, could be a timer, and finally, a piece of paper with writing on its. any idea what that is? is that a note? what is it telling authorities? >> right. it's not clear. certainly authorities are not telling us what the writing is on this device. look, i think the reason why we're treating this and the authorities there are treating it with the seriousness that they are, is because it brings us to reminders of what happened in boston during the patriot day, the boston marathon bombings that occurred using the same type of device, a pressure cooker. in that case was an explosive and they had rigged it to include nails and other project i'lls to carry out more carnage, do more harm. we don't know anything about what's inside this pressure cooker that was found with -- scene an image of it. it appears to be not a very

white simple kitchen garbage bag that it appears to have been found in. that's again what the authorities -- why immediately they've cordoned this entire area, and as we've shown images on the tv there -- there you see the closer, the wires coming from the middle of the device. you see that. the cell phone is sort of attached there on the front side, on the side of the device. that's what's been described to us. i think what the authorities are mindful of is that this suggests some kind of sophistication, if it does turn out to be a bomb, it takes a little more work than someone who just puts together a pipe bomb. and that's what's what they've been dealing with all day today. >> talk about the level of sophistication to make one of these devices. what does it take? >> especially if they're using a phone, ice not clear if they were using it as a timing device

or to debt nate it with a phone call. again, these are questions that immediately come to our minds. we don't know the answers to those questions right now. that's what the bomb deck anythings will be examining to figure out if this device would have worked, if it had detonated, if something would have been done here. it's not just putting together a rudementry pipe bomb. there's recipes. you can find them on the internet. some people are better at them. in the case of the boston bombings, they worked. in other cases people take short cuts and the h explosives or the timing devices don't work. so we don't know what's inside this pressure cooker, but it is something they obviously want to preserve as much of it as possible so they can see how it was put together and they can get fingerprints and put together where the components

you see people running and trying to figure out what's happening. as we go to the outside video -- people are scattering. as we go to the outside, you can see it. >> matthew is here with us, a law enforcement analyst. you're a retired atf agent. you specialized in firearms and explosives investigations. as you watch this video with us for the first time, what do you see? what does it tell you? >> well, you know, there's always going to be a certain measure of chaos when these things happen, but as you see what happened tomorrow, you had that one incident. our major concern is if there's a secondary or ter sh air incident and at the least, we have a secondary incident. we won't be able to tell the thiep explosion that was used and get a sense for what kind of device it is. but this is a good early start and the police will be working

it has to be removed in the neighborhood. it appears to be a pressure cooker. looks like a pressure cooker to me. dark wiring coming out of the 207 center of the device covered by duct tape, a small device attached to the outside of the pressure cooker. that's according to local, state and federal law enforcement officials. before we get to evan perez, i want julia and matthew to look at this. this is their expertise. this is what they do. as we looked, we saw the percussion explosion, the reverberation. as you looked at this, first to juliette. you're looking at this wired device what does that say to you about who may have done this, how it was done, the sophistication and how it was all put together. >> to repeat, what evan already reported, this device is is

where in between, you know, some explosive device that people put together in their kitchen and an ied. it's not unsophisticated but it's not something 2458d narrow down for me the pool of people who could make this. all right. it's going to be a large group of people still. so without physical evidence, pictures, as i was saying earlier, is there evidence on the bodies of those now in jail -- in the hospitals in terms of shrapnel. all of those will have to be investigated. so unfortunately, this does not -- this image alone tells me this is two things. this is purposeful. the these things don't just get made. there is some discussion of writing. obviously, everyone's very curious about that, what does that say, what language is it in and other issues that we'll be focused on and reporters will be looking into but unfortunately, it doesn't narrow down anything.

that's the challenge about -- that the nypd is facing today is in a world of soft targets and the capacity to build makeshift weaponry, let alone weaponry that already exists, they have to go on other types of evidence. i just want to add one more thing quickly. you're looking also because it was not detonated, there might be finger prints, there might be proof of purchase, there might be other things that can lead the investigation, nypd, very sophisticated police department with a strong kountder terrorism unit. i have high confidence that that's being done now. >> so matthew joins us because you're not only a law enforcement analyst but you were formerly with the atf. explosives is your expertise. what does it take to build something like this pressure cooker and make it into what

appears to be something to detonate. let's look at it and talk about it. >> investigators don't take anything for granted when it comes to investigating devices like this and the sophistication or complexity of improvised explosive devices with only as complicated as the imagination of the bomber. this device could very well be a hoax device and we can't say it's an explosive device until we've taken it apart, identified in it an explosive element and classified it as an explosive device. >> here's what i'm hearing from one of my sources. they can narrow down the bomb maker but pulling latent fingerprints. any components can be tracked back to the manufacturers and who purchased it. le. >> let me tell you what i've seep in my career, don. fingerprints can drawn from inside of the pressure cooker or a pipe bomb, the type of wire or explosive powder that was used,

. you are watching cnn's live coverage of the explosion in manhattan happening at 8: 40 this evening in chelsea on 23rd street. 29 people are injured, we're told, one of those people in serious condition because of a puncture and explosion going of you outside the building there for the blind. officials upsetting us a couple of hours ago from manhattan. also now, this was the first scene at 23rd and 6th. now a second scene to report to you where a suspicious package has been found which appears to be a pressure cooker, police in the area -- authorities in the

area are asking people to stay away from their windows and clearing people out of the area. poppy. >> i want to give you an update on the victim. that is critical. we have an update on some of those victims, how they're doing. racial crain is outside bellevue hospital where a number of the victims were taken. i know you've been able to speak with some people inside the hospital as well as some family members what do we know on the condition of the victims? >> well, poppy, a hospital official is telling us that nine victims of the blast have been treated her at bellevue but none of them had life threatening injuries. i had a chance to peek to one of the victims who was escorted out of the hospital as she has just been discharged. they said she was shaken. she just wanted to go home. she did not want to talk too much about what had occurred. she said it happened so fast, it was hard to make sense of

anything. we're still seeing the increased security presence here outside the hospital. the armed guards still around the scene. it's clearly they're taking extra security precautions. they've checked every single ambulance by armed guards that has come into the hospital as we've soon standing out there and there's been a steady stream of ambulances, poppy. >> wellview is treating nine patients from the explosion, is that correct? do we know if some are still being treated? this they all been treated and release snd. >> poppy, yes, a hospital official told us that nine victims of the blast were treated here at bellevue hospital. we do know that one of those victims has been released as that was the young woman that i spoke to. she said that she was physically find. she was just mechbltly shaken. >> racial crane joining us from outside bellevue.

my apartment, so i knew at this moment it was abnormal. this was not right, something was terribly wrong. at that moment i looked out my window, just to see if i could see anything. there were other neighborhoods looking out of their windows, asking me if i was ok. at that moment, i just -- i don't know. i went with my gut, grabbed my keys, ran downstairs and headed towards the scene on 23rd, 23rd street which was just a couple of blocks. just ran there. >> what did you see when you got there? >> it was a very chaotic situation. you couldn't see much. there was some smoke, there was a fire smell. there was, i thought, maybe a gassy smell. i couldn't just exactly tell what it was. there were people just running from the scene toward the west side and i was running towards the east. and so it was just a very chaotic situation as you can imagine. lots of fire engines, lots of

perimeter is secure. they'll take a robot, a hovering device over the device and try to detonate the device that doesn't create too much more havoc. then they'll dissect the device, determine what type of explosive, if any is inside the device. >> a device like this, how much damage can a device of that size -- i imagine probably the bigger pressure cooker -- does the size of the pressure cooker matter? >> the size doesn't matter. the material inside. if you look at the boston marathon bombing, imagine if that device gets exploded into let's just say 300 people of shrapnel and if that happens in a busy area and what happens to the people. >> we saw what it did in boston, no question. thank you so much.

. in manhattan tonight, an explosion that injured 29 people. you're looking at lye pictures of the scene. many, many dozens and dozens of emergency response vehicles still there. we know that some of the victims are being treated at the hospital. one in critical condition. subsequent to this, a secondary device found four blocks away. a pressure cooker with wires coming out of it and ducts tape with a black device taped to be possibly a cell phone or a timer. this happening in new york city on a busy saturday evening. let's bring in our cnn crime and justice producer. he's in washington, d.c. with us along with our crime and justices reporter. you've been breaking news on this all night long. you received that photo. let's pull it up and talk about

the sophistication of this device. if we mow, evan, where it is right now. meaning have the authorities removed it yet? >> we don't know at this point, poppy, whether it's been moved to a location where the technicians can get to it and start getting to see what exactly is in it, how it was made and try to do the v investigative work. there's often serial numbers, information they can use to figure out where it was bought. that's the way they're able to solve and find the bombing -- the sfekuspects in the boston bombing. that is what is the top priority for the investigators in this case. you want to find as quickly as possible where this device was bought and try to see if you can connect that with anybody who may have been near the scene tonight in chelsea where the first explosion happened and this was found just about three or four blocks away.

the picture we're showing, we're seeing it was apparently placed in this garbage bag. someone appears to have seen it. i don't know if it was police or somebody walking by, but certainly it's triggered a lot of concern for authorities and that's the reason why we've seen all over new york people are certainly now on guard for other suspicious devices. police are looking under park benches, checking garbage cans, trying to make sure there's nothing else out there that might cause harm to people in new york city tonight. >> shimone, you're the first to describe it for us. let's go through some of your reporting. it's said it is dark colored wiring. it is exactly as united states said it. you said officials had seen it and described it to you. wiring coming out of the top center of the device, connected by duct take 25i7 to a small device attached to the outside

of the pressure cooker. law enforcement officials wouldn't say at this pint what was inside the pressure cooker. i imagine that is going to be the thing that probably gives them a lot of information as to the intensity and just how strong this particular device is. then more information about them asking people to stay away from windows as well, simone. >> the device itself, i don't think they were dub i think the plan was to take it to their where the bomb squad detonates these things in the blocs and they were going to see what's in there at that point. i think they were just concerned that it might be explosive. they do -- they were treating it as a bomb, because as of maybe even about 30 minutes ago or so, nobody can tell us whether it was a hoax, whether it was inert, whether there was something in there. i think they're trying still to figure that out.

it reminded people of the boston bombing, so it certainly has raised a lot of concern in new york city. and the bomb squad, this nypd bomb squad is the bomb squad that dealt with the times square situation where a man loaded a bunch of explosives many a car that didn't go off. so they know what they're doing. they're pretty good at this and they're going to do everything they can to sort of help this investigation, make sure they don't screw this investigation up. and the fbi is working with them. right now they're treating this as a bomb. there's no other way to sort of explain this. and they need to figure out how this was made and what was the purpose of it. right now, there's nothing to say definitively that the two are linked. they're still trying to work through that and figure out -- also, much like they found surveillance video at the 23rd street location, they're probably looking for surveillance video on 237th -- 27th street and to see how this got there.

it's where about 8:30 tonight there was an explosion in -- out of the dumpster. they said to us in the press conference they were still trying to see where that explosion emanated from. but we do know 29 people were injured from that explosion. we were also told that here in new york city, police officers from the tenth precinct were driving by and actually witnessed the explosion as it happened. they immediately called all forces in. so in a matter of minutes, or right at the scene, were law enforcement from the very, very beginning. we also know there is a secondary site, a secondary device is what was specifically said in the press conference at 27th street between sixth and seventh. remember, everything is between sixth and seventh. and they are investigating that at this point and asking all people to stay away from
