allen live in atlanta. we're getting more information. the fbi said it made a traffic stop with police on sunday of a vehicle of interest in the case. as of now we're told there are no arrests, no charges and the investigation is on going. >> there may be another clue as well to talk about. investigators telling cnn that a man was seen in surveillance video at the sight of that explosion. >> and near where police found a pressure cooker four blocks away. it was rigged with wires and duct tape and what appeared to be a cell phone. it did not explode and they took it apart. we're also following a separate development now in new jersey. police detonated this right here, it's still new york city but we'll get to the new jersey video in a molt. detonated a suspicious device found in a waste pass ket. it was one of up to five devices discovered in a backpack and the men that found it saw wires and a pipe and contacted

authorities. the state police are investigating and i believe they were found near a train station? >> near a train station and train service has been effective. it's that old saying see something, say something. >> they're alert right now. investigators they are on high alert looking for anything and certainly our corr address spontaneous dens we are out in full force. following the developments in new york. also rachel crane is in elizabeth new jersey with more on that suspicious package that was found. let's go to rachel first. >> well, george, we're here in he elizabeth, new jersey. we just spoke to the mayor about this on going situation. he described what happened here this evening. he said that two gentlemen saw a backpack in a trash can very close to a local pub and also very close to the train station here. they opened the backpack thinking they would find

something valuable and instead they found a very suspicious looking device with wires coming out of it. that's when they dropped that backpack and went around the corner to the local police station. the local authorities responded and that's when they also confirmed that package was suspicious looking. as you can see this was obviously still an on going situation. that's when they also then the local authorities called in the bomb squad as well as the fbi. now the mayor also told us that that backpack, the devices inside up to five devices but also described to us when one of the robots accidentally detonated one. take a listen. >> the robots that were going in to disarl it cut a wire and it exploded. and i know there's other devices. i don't know what their made up

of but they'll have to be removed. all the fragments in the other piece have to be picked up so the fbi can investigate this fully. >> they went on to say there's no timer and no cell phone connected to those devices. now the area here, the streets have all been closed down. train service has been suspended between new york hiberty airport and elizabeth new jersey. unclear when it will be restored but certainly everybody here in he elizabeth new jersey, all the local authorities responding to the situation and on heightened alert. >> yeah and it's about to be a monday morning commuter time so this is another disruption. how far is elizabeth, new jersey from manhattan? >> it took us about 30 minutes to get here natalie this evening. that obviously with no traffic.

so it's not too far but it's obviously not a stone's throw away. >> okay. rachel crane for us there. obviously very active scene at the investigation with the fire truck going right past her as she spoke. >> also important to point out that situation in new jersey not being connected at this point to the situation in manhattan and that's where we want to go now live to deborah following the investigation in new york. deborah, so, you know, talk to us, if you could about the latest, we understand this traffic stop was made on a bridge that has been connected to the bombing incident. the explosion. >> well that's exactly right. it's unclear what specifically lead investigators both from the fbi and the nypd to make this particular traffic stop but they were stopped on the bridge and that bridge connects staten island with brooklyn but if you go in the opposite direction you can get to new jersey.

so there's links between the different areas where these devices seem to be showing up and you got law enforcement, hundreds of men and women who are really thinking about what these devices are and how they could potentially be connected and this is all put of the investigation. we can tell you yours is in totality. you had three devices found yesterday, saturday. two in manhattan. one in new jersey. about an hour and a half from the location of the other devices but now you got these in elizabeth new jersey and just to put it in context, he liz pelth, new jersey is about five miles from newark airport and that's why you have that stretch from elizabeth to newark close down right now but they're looking at all of this to see whether there's similarities in the devices. we do know the devices appear to have had a cell phone attached

to them. but the ones in new jersey were only one of the three pipe bombs detonated yesterday. and these are the commonalities and it happens to make a great consequence and i spoke to a senior law enforcement official earlier today. when you have these you have to look more deeply because it doesn't usually break that way. >> we're seeing this car that they were investigating and i know you were standing there earlier reporting on what was going on. what can you tell us about that. >> there's the fact that this car had new jersey license plates. yesterday in new jersey the question was could that be connected? and why is it in the immediate

area of where these devices found in manhattan. it could also be that this car has shrapnel in it. clearly there's evidence. you can see there was a woman there taking a lot of photographs and working at different marks and things in the car and took it away for further analysis. so that was a particular interest. the fact that it was parked on 23rd street just a block from where that device detonated that is also of interest. how it ended up there. so investigators now are getting enough clues and enough details that they can begin to sort of spider out from there and look at how the threads connect. >> and they have that video surveillance as well.

it's certainly on going. >> thank you for your reporting. rachel crane on the scene in elizabeth new jersey. we'll stay in touch with you both. >> just before that explosion went off at new york stabbings at a shopping mall in stflt cloud, minnesota. wounded at least 9 people. one critically. the fbi is investigating that incident as a potential act of terror. one witness that worked at the mall described what she saw. listen. >> all of a sudden chaos just broke out. there is a bunch of people running into the jcpenney mall entrance and they were just screaming that someone was going around the mall stabbing people and that there was blood everywhere. and it was just honestly a really scary thing and tropical waved everything and booked it back to my co-worker to notify her what was going on. i ran out a different exit out

of our jcpenneys that lead straight to the parking lot and i jumped into my car and ran off as fast as i could. >> that had to be terrifying. police say the attacker appears to have acted alone. the city's mayor praised the off duty police officer that shot and killed the attacker. >> he clearly prevented additional injuries and loss of life. his heroic actions or having witnessed what he did and the suspect is lunging with him and not only did he fire but the suspect went down and came back up on three different occasions. >> so if you're counting there's a situation there in minnesota. two situations in new jersey. and we're discovering tonight

and also certainly new york. front and center. there was no clear link between all the attacks throughout the u.s. it's the timing raising a lot of concern. >> what is it about the timing that is interesting to you? >> first of all it's all happening so fast. all within the period of 24 hours this is all taking place and ordinarily i would put the timing to october and october was always the month where we were not allowed to take as much location. time off was limited and you couldn't schedule things because of the general is semibli. and moving all around the city so you have extra security from those countries coming in. you have extra secret service. a state department diplomatic security and it was a huge coordination effort and then

when you have these things taking place at the same time that just heightened everybody's awareness. >> i'd like to get your sense of things so i'm sure you heard our correspondent reporting there and what do you make of that? >> i'm sure that there are all of these incidences properly being worked closely together. and it's probably in constant contact with the jttf in new york and they're probably trading in new york. all of them will go quickly to be examined if for commonalities and they'll know it as quickly as they can get it down there. nobody will rest. everybody will be working on this thing constantly but as

it's moving forward more incidents keep happening as we speak so it's going to be a busy time. >> certainly and the pressure is on to try to bring this to a conclusion. what do you make of the fact that they have surveillance video. they have someone suspicious in the video but they're not releasing it to the public for any help. >> i think that might indicate that they have what they feel is enough to provide them with what they need to identify the person so in other words you only go out to the public if you need to go out to the public. if there's enough in that video for them to identify the individual or if they can to it in a less public way, they can two to certain people that they think might know that individual then they can do that. the less you can make public if you're looking for additional co-conspirators it's different

at that point. >> i want to get some context from you given your experience in this arena. the precision that goes into a traffic stop that happens on a bridge, talk to us about that. and no one has opinion charged with anything but we do understand this is being con necked to the situation, that explosion in new york. >> clearly something lead them to that vehicle and then they got on to the vehicle and traffic stops are always a dangerous thing for any police officer to engage in. the bridge may have been the perfect time to do it because you have more control over where the car is going to go. they might have coverage at both ends of the bridge. they can delay traffic in the area easily. more easily on a bridge. so it's a more controlled vierlt when you're doing something like that and the fact that the nypd and the fbi were doing it together jointly adds to the safety factor for the officers involved. >> we appreciate you joining us to help us understand this process. thank you bobby. >> bobby, thank you.

this is the pursuit of perfection. welcome back to cnn. breaking news following news on multiple fronts this morning since that bombing that happened in new york city. first the bombing in new york. the investigation. the fbi says that it's agents and police that they made a traffic stop sunday night in relation to saturday's attack. we're told that five people were stopped. no one has been arrested or charged with anything as of now. >> a man was seen in surveillance video at the sight of saturday's explosion and

police found this pressure cooker four blocks away. they say it was rigged with wires and duct tape and appeared to have a cell phone but didn't explode. >> there's also a separate incident to tell you about in new jersey. the city of elizabeth the people there are on edge after police detonated a device found in a wastebasket. it was one of five devices discovered in a backpack. men that found it they saw wires and a pipe and then they contacted authorities and police and the fbi are on the scene. >> we'll continue to follow that and bring you more development as they are fast moving now and we don't know what is connected to what. certainly they have a lot of manpower and women power working at this in the police department. we want to turn to other stories we're following around the world. air strikes hit the city of aleppo. since the ceasefire began last

monday does not clear who is behind sunday's attack on rebel held areas but you can see right here how aleppo keep getting hammered. at least one person was killed. that truce was already at risk after a coalition air strike wounded dozens of syrian troops. and failing to meet it's obligation under that ceasefire. the u.s. secretary of state told cnn the other side is undermining that truce. >> the opposition feels threatened because the bombs continue even as there's supposed to be a cessation of hos stillty. russia signed up to a cessation of hostilities. assad said he would live by it and now he needs to get set up so russia and the united states can coordinate and the terrible

thing which we all acknowledge and regret. >> destruction from five years of war. it's sobering that you look at the images. you think of the thousands of people caught up in the middle of this and bickering had stalled humanitarian aid that's was supposed to go into that city days ago. >> he looks at how people are trying to carry on with their lives. and including the children. >> driving through a battered city. the ceasefire is barely holding in aleppo. becoming more frequent. still the residents are leaning up. even the youngest. ollie is 12 years old. he and his siblings are now finding shelter in a bombed out

hospital. >> and this is going to be our new home. as calm prevails, at least most of the time, the syrian government is moving an increasing number of displaced people into the ruins of former front line districts. these families forced to move several times. the baby born in a tent. and everyone got destroyed. now we're displaced. if we had the money we would flee. >> the fact that the ceasefire is very fragile. people here aren't wasting any time. they're getting to work picking up the pieces hoping that against all odds the troops may hold. and they say even the current

tenuous ceasefire is a blessing. he says have been here a few days and the situation is better. we can hear shelling but it's much better than before. and they struggle to keep the truce alive. aleppo's people hope the hard work they're putting in will not be wasted again. cnn aleppo. >> thank you. attentions are racheting back up between india and pakistan. militants attacked an army base and administered cashmere on sunday. >> this is one of the deadliest drops in the past decade.

>> why is this significant and what is the indian minister saying about it? >> let me just tell you a little bit about where this attack took place. it happened sunday morning in a town on the indian side of the line of control. it's a line that divides it into indian and pakistani administered regions. the attack took place early in the morning. about 5:30 in the morning. and four militants snuck into the army base and opened fire with a.k. 47s and grenade. 17 indian troops were killed. 7 more are many critical condition. that's what we know so far but they have been very quick to respond to this attack. the minister that's number 2 in the indian government tweeted on sunday saying that pakistan is a terrorist state that should be isolated and dealt with as such. so very strong words from him

and he said that right as one of the top indian army officials came out and said he had found what he called quote unquote pakistani markings on the gear that was found on the dead militants on sunday and so very serious accusations from india. pakistan also responded to those accusations. islamabad on sunday said that all of these accusations by india are baseless and irresponsible. so there you have it. very serious words from both sides of the border and this is very important for the region but also for the world because as we know india and pakistan are both nuclear nations. pakistan's prime minister is on his way to new york for the u.s. general assembly meetings and you can expect that this will be a discussion that will be had there and will involve a number of other powers as well.

>> i'm george howell with the headlines we're following for you. this hour war planes hit targets in syria killing at least one person there. activists say they are the first air strikes since that ceasefire began last monday. it's not clear yet who is

police found this two blocks away. and as many as five suspicious devices are found in the backpack. >> rachel krab is there at the scene for us. she is live in new jersey for us and lots of lights flashing there what can you tell us about the investigation there. what they think they might have found. >> the bomb squad and the fbi responding to the situation here and the mayor telling us that there are up to five devices in a backpack found in a trash can here. being placed very close to a pub where there's surveillance footage and close to the train station here in elizabeth. let me walk you through how this

backpack was found. two gentlemen saw a backpack in the trash can and they opened it where they saw something valuable. they saw wires and dropped the backpack and went around the corner to the local police station. the police responded. and also confirmed it was suspicious. a suspicious package. that's when they called in the bomb squad. the fbi. and the mayor told us one of those five devices was accidentally detonated by a robot. and that's trying to cut one of the wires in the backpack and service on the northeast corridor and elizabeth. the northeast corridor is a very, very busy transportation hub. this is 750,000 peel travelled on the northeast corridor every

single day. tomorrow is monday morning. i'm clear of when that service will be reinstated. and the streets all around the surrounding area have been turned out. they also told us they did a secondary sweep of the surrounding area making sure that there were no other suspicious packages found and said there was nothing found and they were just working on securing this area. also it's important to note that there has been no connection made with any of the other instances of bombs either detonating or being found yet but it is is important to also point out that in the state of new jersey there have been two bombs obviously the one yesterday that was found in the trash can in seaside that detonated also in that trash can and obviously nobody was injured. that was at a marine corps race and then here this weekend, luckily in both instances nobody

was injured. george and natalie. >> early morning here for you. obviously the investigators discovered this after a tip someone saw something. someone said something. that is the saying and it worked out but all of this happening and effecting train service. will that continue to effect people as we at some point get into the rush hour time. the rush hour commute. >> we don't yet know when the trains will be up and running again. this is northeast corridor. 750,000 people ride daily. so certainly people should check into what their daily commute will be like as it probably will be disrupted by this incident. >> i got a text from a friend on the train from d.c. to new york city and didn't make it to manhattan but there's just one story there.

thank you rachel. >> well, governors in six u. s. states declared a state of emergency over rising gasoline prices. a pipeline that provides fuel for about 50 million americans every day has been shutdown after a leak was found in alabama. >> this could effect a lot of peel. that company that operates the pipeline says that the spill is contained to a pound. some service stations have run out of gas. the company says it is building a bypass line to get that fuel flowing again but a lot of people got this news and they're concerned that gas prices could go up and could be hard to get gas so that's something that is effecting many people in different states. >> look at the picture. so there's an environmental concern as well there. if you have a samsung phone you need a new one. samsung has begun replacing it's galaxy note 7 smartphone.

one is underwhelming. it's worth pointing out there's hundreds of shots around the country that can exchange their phones but we haven't seen an awful lot of people coming in on the first day which you might expect considering regulators have actually banned this phone from public transport and also power down these devices until you're able to exchange them and safety concerns. and 4:00 in the afternoon. 3 people so far have exchanged their phone here. many more have come in to see if they can exchange their phone. you have to go to the place where you bought it from which many people seem to realize. one woman came in and brought it online and you were told you have to send it back to the packages. you can't just come into any shop around the country. we also had one man that brought it from here and tried to exchange it.

he brought it later on so he has to wait another few days or weeks until he can get his replacement. there's a little bit of confusion on day one. but they're certainly hoping that this is going to be a turning point for this pr disaster that they have undergone. we have seen a certain amount of loyalty from customers that have come in here. you might expect it. this is south korea. this is the birth place and at least three or four people and even though they were annoyed they couldn't exchanges that phone straight away. they stayed with sampson. they have that loyalty and should be interesting over the next few days in europe when those exchanges happened whether or not that loyalty extends beyond the home state of sampson. >> i'm sure those few reports means a lot. as you say this is a political pr nightmare.

>> thank you, paula handcock there. >> it's getting even busier now. another typhoon is headed to the region. our meteorologist is live. >> back to back typhoons. >> this has been very, very busy identifies. it's something that's getting a lot of people concerned because they're not getting a break and this particular one and it's certainly the case. equivalent to a category 3 feature. i want to show you what's happening here. now we're talking about six storms that made land fall across portions of japan since the fifth of august. when you consider that amount of days and the damage that's left in place the soil is fully saturated and cannot use any more moisture and this would make land fall.

and the overnight hours going into tuesday morning. and active weather this time of the year. and it takes an unfortunate track in the sense that it parallels and impacts parts of eastern japan and if you're familiar with these prefectures these are the most densely populated areas of japan and tokyo gets this when it comes to heavy rainfall and gusty winds and 24 degrees. and the theme is very clear. rainfall and lots of it each of the next four to five days across the region of japan. and this is what is left of the tropical storm paine. it's expected to weaken and the storm system parallels baja california and actually could bring in some rainfall on the final day of summer. that would be on wednesday

afternoon across san diego. and into southern arizona as well. and the last few days of summer and eastern united states in fact from new york city out toward washington and heavy rainfall going out this afternoon and could get some very heavy rainfall and this is an area stricken by drought as much as the eastern u.s. has and any rainfall is beneficial across this region. look at these temperatures. we get the rain that comes in monday in new york. and temperatures in the mid 70s and then a nice brief spike there in temperatures george and natalie. we're talking mid 80s. should be in the mid 70s to a hot way to end what has been the hottest summer on record when it's all said and done. >> not surprising. >> looked good though to see 70 doesn't it. >> yes, you can feel it in the air. >> thank you. >> thank you. >> the un general assembly stops in new york this week and on the sidelines will be a first of its

this is cnn breaking news. we're following break agnews on two separate investigations. first saturday night's bombing in new york city. >> george, thank you for being with us. the fbi says it made a traffic stop with police on sunday of a vehicle of interest in that case. it happened on a bridge. as of now, we're told no one has been arrested or charged and that the investigation is ongoing. there may be another clue, as well to tell you about. investigators telling cnn that a man was seen in surveillance video at the site of the explosion. and near where police found this, a pressure
