>> we still don't know how he intends to get mexico to pay for it. >> the president also expected to announce a second executive boards on thursday seeking to eliminate so-called sanctuary cities. >> 28,000 jobs. construction jobs. >> the orders follow a blitz of executive actions in the president's first week. >> i am an environmentalist. >> mr. trump signed orders to revive construction of two controversial pipeline projects but president trump's policies continue to be overshadowed by his conspiracy theories. the white house defending his unfounded claim that millions of illegal ballots cost him the popular vote. >> he continues to maintain that belief based on studies.

well meaning there's been special treatment for a segment of the country that broke the wall and a lot of people have been following the rules and paying for it and one of the reasons we find ourselves in the position we're in is because both parties refuse to do anything about this or fail to do anything about this for so many years so trump comes in, a law was passed to build border fencing and they were never able to do it and that's why they have political capitol to do this. now we'll see if it breaks down into lawsuits and -- >> you have to separate the rhetoric from the plans. there was also to demonize others. whether they're illegal immigrants, undocumented workers, there's an appetite in this country for that and he fed it. it's something you have to look at whether or not he can do it. that the wall may be working off legislation in 2006 from president bush for fencing.

he can only do an executive order if there's an underlying statute that empowers it. let's see what he is going to get done. build a wall which again, fence, wall, whatever. people want more protection. the statute says fencing, we'll see what it looks like and the catch and release system. 5,000 additional border patrol officers. reveal aid given to mexico. >> that's an interesting one. americans know how much money is going to mexico. that's part of it. >> he wants transparency on that but different government agencies were told to no longer share information to the american people. >> when you look at the specific orders it's not unusual for a new president to come in and try to at least appear to put points on the board fast. execution is going to be everything here. in some respects the wall is particularly attractive to someone like trump because he's

in a job where he's doing a lot of issues that he doesn't really know much about and interacting with construction and the idea i'm going to try to figure out how to finance and put together a real estate project. >> it's a concrete move. no fun intended. >> people will always like actual concrete instruction projects. this could take a lot longer and be a lot more legally complicated than the new president is projecting right now. >> not how expensive it's going to be. he's going to have to get congress on board and there's only so much money in the fencing and just a second, here's what they think. according to the government accountability office, 6.5 million dollars per mile. this was just for single layer fence, okay? so not a wall.

additional 4.2 million for roads and additional fencing around that wall and fence and it does not include maintenance so a total of $14 billion. >> that's a lot of money. now usually voters are more lenient if they say they're doing it for national security reasons. that said, that is a very -- that's a price tag that democrats in particular, and some republicans are going to really scream about. >> well, look, you got one benefit of this is the opm. other people's money. voters if they don't see it coming out -- they have to pay for it directly sometimes they're okay with it. the part of mexico paying for it nowhere in this executive order. >> can we dispel this notion that mexico is going to pay for the wall? mexico was never going to pay for the wall. most of the american people probably won't care. this is going to cost a lot of

money and it's going to be fun and interesting to watch republicans eagerly spend it. what i'm really watching for chris is what the president does in terms of deportations and some of the executive orders signed by obama that i have been watching the past few days. getting very anxious about the fact that trump has done nothing about that yet. we're talking about doca and forgive me for forgetting what the activities kro anymore stands for in full. children brought here who are undocumented immigrants and they have now been legalized. will he undo that or not? will he end up doing that. those are the unanswered questions. there's a lot of support for that on the right in the republican primary. what is trump going to do that. >> we have a little bit of information. this is what he says he's going to roll out. this is his second other executive action on immigration. ban travel from terror prone

country and the syrian refugee program and sanctuary cities. that's an interesting one. what does that mean? he's going to deny federal funds to various major metropolitan areas. >> that's probably the most immediate controversial element of what trump is rolling out here. you're talking about the places this would effect the most, cities like new york, los angeles, chicago, that rely on federal funds for a descent chunk of their budget. not an overwhelming chunk but a meaningful one and there's a lot of support even from red state democrats for this idea that you have to enforce the law and if you don't you're going to pay for it. >> it's not that simple. >> no it's not. >> that label creates a gross misunderstanding. if he triples the ice enforcement personnel how does that work? >> you see this terror prone,

does that mean france? can you no longer come here from france? >> well, this is what we're going to find out today there's a lot of things that are problematic that hurts him in his desire to gain support and cutting off funds for sanctuary cities. cities that are defying federal law, i don't think practicality of it maybe problematic. >> you say defines federal law. one of the things that the mayor would say is we're not going to do your job for you. we're not going to have our police officers do ice's job. >> i agree that the trump side of the argument pays well and you're cutting off funding for hospitals and that's painful in a different direction. >> do you have a point? >> no, i was just going to say then you asked what countries. some of the ones are iran, iraq,

side and helping things move quickly and it's when you look at some of it here you talk about the environmental impact of all of that stuff and sending it down the pipeline and refining it but there's going to be jobs in both of these products. you're going to help increase defiance on oil and safer to move it on a pipeline than on a trucker on a train. i suspect on the dakota pipeline you'll have a whole bunch of people out there in the freezing cold again concerned about that and rallying for the cameras again. you hear 42,000 temporary jobs. 3900 construction jobs. only 50 of those are permanent jobs so when the president talks about all of this job creation from the energy infrastructure the job creation is temporary. it's more about moving oil and letting the companies get in there and move some oil. >> is this largely a political

debate about people that like oil, people that don't like oil and the people that want to respect native american rights and those that don't or is there a deeper concern people have to watch out for. >> there's a real environmental concern here that these, especially in the dakota pipeline they're really concerned about that. they feel as though they like another route but the president said he wants the green light for this to happen. able to bypass the public debate and get it going here. and that was another one of his executive orders. >> this is true. this is very true. as it stands now only half or maybe 2-thirds is going to be u.s. steel. these companies they'll have to figure out how they're going to get this material. >> it will change the cost structure. >> it will.

absolutely. and the question is who pays for that expense. the reason that president obama was against these versus why president trump is for them is there anything to be found in that difference. >> he wanted more study. that keystone pipeline goes right through the sandhills of nebraska. there's ranchers there. it's grazing. it's really actual sand, almost dunes and then there's fragile and that was always their concern and for now it's really the route. the protestors are concerned about the big energy company with the approval now of the american government. >> with whom does the buck stop? if the president says this goes forward by executive order, is that it? >> he's giving them the green light but he wants them to be open to renegotiation. that gives the white house and army core of engineers and

mexico and also ban travellers from terror prone countries and the syrian refugee program and sanctuary cities triple ice enforcement agents. where do you want to start on how you feel about this? >> i will tell you, this is an awful lot of symbolism and we have to see the details but if you look for example at yesterday in effect symbolic withdrawal from the transpacific partnership, that doesn't do anything for american workers who are getting hammered by chinese jumping steel and aluminum. we heard about the keystone pipeline. great for canada but not for american taxpayers that could be on the hook if oil is spilled by a foreign company. so a lot of symbolism here. we'll have to see the details. >> a border wall is the opposite. it is concrete.

literally and figuratively. he is planning to build a wall. an actual wall. not a virtual wall along the border. it could cost something like $14 billion. what are democrats going to do. >> we have seen the president all over the map on that. initially he said the mexicans were going to pay for it and then they weren't and then he said we'll start it. this is another devicive policy and another polarizing policy. contrast that with what senate democrats did yesterday. major roads and bridges and infrastructure program. that would put americans to work. clean energy and getting rid of subsidies and promoting more good paying jobs and cleaner renewable energy. the american people are going to be able to see through this. the finance committee, we were

told that there would be a replacement for the affordable care act. we haven't seen that either. >> i want to talk about what you just brought up and that's the keystone pipeline because president trump is now green lighting the pipeline and his rational says it will create jobs. state department would do that. it would create 42,000 temporary jobs. the number that president trump used was 28,000. but in terms of permanent jobs it's 50. but still president trump says that all of the materials to build it will be u.s. made so there could be a ripple effect of jobs going to americans. >> first and foremost this is going to help canada. and also going to see oil companies and they're going to feel them benefit and what this

means for american communities. you have an oil spill because of the gaps in the law with respect to the possibility of the oil spills the american taxpayer will be on hook for cleaning up the spill of a foreign oil company. >> so you think the risk of an oil spill is bigger than the promise of new jobs. >> the risk is very substantial. this is like much of what we're seeing from the new administration here and we were always told people would get better care and i asked yesterday congressman price and i couldn't get him to commit and they won't be worse off. it's a lot of rhetoric and symbolism and there's not a lot

there. >> the hhs nominee tom price, let's play that through. >> under the executive order, you commit no one will be worse off and i committee senators working with you and every member of congress to making sure that we have the highest quality of health care and every single american has access to affordable coverage. >> that's not what i ask. will you commit that no one will be worse off under the executive order? will you guarentee that no one will lose coverage? >> i guarentee you that the individuals that lost coverage under the affordable care act we will commit to making certain that we don't lose coverage under every replacement plan that comes forward. that's the commitment you provide. >> did you get your question answered. >> the congressman says that

people would have access to health care and you can have access to lots of things in america and you don't have anything real that will really help your family. so you duck, you bob, you weave, wouldn't answer about his answer to shred the medicaid safety net. that's insuring that nursing home coverage. >> he turned it to say it was actually under obamacare that people were worse off and they did lose their doctor and it was promised they never would and their premiums went up and it was promised that it would never happen. >> he's going to have trouble explaining that to a lot of trump voters. >> a lot of trump voters heard the president say oh look i can

make it better. we'll have great care for everybody. what we learned is those voters in the campaign and person wants to be the captain of the trump health care team and he wanted to make a commitment to making sure that people didn't get worse coverage. >> but since you also know that people were energized about their displeasure and dissatisfaction with the affordable care act what is your answer. >> my answer is we ought to see a real replacement. that's what the american people were told again and again in the campaign. two of them would be intertwined. the president said there would be no gap at all. congressman price is the architect of the repeal and run strategy. he proposed repealing it and said over a year later you can talk about how to replace it. that's a lot of the working

class families and they weren't worth that. >> i'm going to announce on how i'll vote early morning and a lot of unanswered questions particularly with respect to ethics. he got private placement deals and the value of its stock and didn't correct it until the last minute. he did all of this trading while he was a member of the health care committee and i can just tell you george w. bush's ethics lawyer. said with respect to congressman price that he had never seen anything like this in his 30 years. >> i'm going to go out on a limb and say it sounds like you're not going to vote for him. >> a lot of unanswered questions. i certainly wouldn't commit to voting for him this morning. >> why don't you want to announce it on a morning show
