welcome back to you viewers. following the breaking news this it hour out of canada. i'm george howell. . >> and i'm rosemary church. six people are dead after gunman opened fire at a mosque. it happened in quebec city. this attack on a mosque is being investigated as an act of terrorism. >> we want to bring in brin in canada. they daled this a terrorist attack and condemned it. what more did you learn about this from the recent news conference and has there been

additional information from then? >> 39 people who were inside that mosque during this attack were able to escape unharmed. so that's certainly good to hear. but of course, the big news there is six people were killed and eight others injured at the hospital with those injuries. it's unclear the extent of those injuries at this point. we know from police they called the situation under control, but we also know it's just a few hours sbhoo this investigation. it's being investigated a as a hate crime. the prime minister there saying that his thoughts are with the vuk tims and their it families. the country stands in solidarity with muslims, this affecting the entire country. the facts that we don't know are what happened inside that mosque. we just know that it was attacked during a time of prayer last night.

and six people were killed during that attack. >> and you are in new york city. what has the mayor there said about this attack and what plans does he have for protecting mosques in new york? >> the mayor has quickly gone to twitter using social media to say that new york city stands with quebec, stands in solidarity with the muslim people and saying that they will be protect ed. . saying those highly trained, heavily armed teams that circulate around the city when attacks like this happen will be used to protect mosques around the city and protect those in muslim faut. but we will be seeing those teams circumstance lat around the city. and certainly those will be boosted in the coming days as the investigation is continuing

to unfold. >> 39 people inside that mosque were able to escape. one element of good news it there. many thanks to you. the other big story we're following is the trump administration's travel ban and the widespread protests that have erupted over it. the president signed this executive order fridays temporarily banning travel to the united states from seven muslim majority countries. and ever since that, there's been a lot deal of confusion on how far reaching it is. the white house is trying to clear things up saying the that green card holders, people with prm innocent resident status in @ u.s., will be allowed in. >> but they will go through extra screening. homeland security says no one is being detained from the initial group that was stopped at u.s. airports.

they have either been released or put on a plane back home. >> there has also been international backlash. in a television call over the weekend, the ban on syrian refugees violates the geneva conventions. president trump is pushing back at the trit schism of the travel pan saying he's trying to keep the country safe. >> he had shortstop words saying it will not improve security. more now from a thee na that jones. >> including from some in his own party. i'll read to you part of his statement. we will continue to show compassion to those fleeing oppression. we will do so while protecting our own citizens and voters. . this is not a a muslim ban. this is not about religion. this is about terror and keeping our country safe. his first priority will be to

protect and serve our country, but i will find ways to help all those who are suffering. and so that's the president responding. the white house very much feels these moves are necessary. ed it current vetting process for screening people from thaez countries and refugees in general is woefully inadequate to protect the u.s. oes security national security. they are taking steps that trump supporters would apply. it seems they are taken aback by the criticism they are receiving, by john mccain of arizona and lindsey graham of south carolina who put out a statement slamming this move. the president the joint statement of former candidates john mccain and lindsey graham is wrong. they are sadly weak on immigration. the two senators should focus

busiest aurpts, but sunday was a very different situation. crowds lined the curve. these were demonstrations with a clear message. they felt this latest executive order called for restrictions on not just people from muslim country its, but also refugees. people calling people an american. and at one point the mayor join the course. take a listen. >> you can't be. outside and the energy outside and not understand that people are getting it. you can identify zen countries if you want, but the fact of the matter is this is a muslim ban. i don't believe the majority of people in the united states of america want to see a muslim ban tied to a religious test, pg a standard for our country. the only way that won't be the same is if we stand u.

>> the mayor called for accessibility for attorneys that could be able to speak to these individuals. we do understand there were about 11 individuals that were e detained but they were released. some of the refugees could still be headed to the south. will they be able to make it to their new home? atlanta, cnn. the top democrat is among those denouncing the immigration order. >> chuck schumer visibly emotional said that tears are running dun the cheeks of the statute of liberty and vowed to get the president's order overturn. . it was mean spurted and un-american. it was implemented in a way that created chaos and confusion

across the country and it will only serve to embolden and inspire those around the globe who will do us harm. it must be reversed immediately. senate it democrats are going to introduce legislation to overturn this and move it as quickly as we can and i, as senator, will plau, strap scrap and fight with every fiber of my being until these are overturned. >> and earlier trump adviser kellyanne conway said the airport detentions are a small price to pay for the safety of americans. >> i was stopped many times after 9/11. i didn't resemble or share a name with. but this is what we do to keep a a nation safe. this whole idea they are being separated from their families is

temporary. it's just circumstantial in terms of whether you were one of those who was already. on an aircraft, opposesed to the children who will be forever ever separated from the parent who is perished on 9/11. >> kellyanne conway's talk there. some counterterrorism experts say they could youz it to recruit more followers. leaders in the middle east and beyond are reacting to this it ban. ian lee is following this story. the president of the united states says this is an order designed to keep the united states safe, but again from your experience and reporting and contacts throughout the region, how is that being perceived. some say it's playing in it the terrorist's hands. >> when you look at the different countries for their reactions, it depends on who you are. if you're targeted in this ban,

then you are angry. we are hearing from countries like sudan that says the united states and sudan were having warmer relations. you have yemen saying this will only support terror and it's not just you also have iraq. iraq was looking at donald trump and his rhetoric during the campaign and after he was elected president saying he's going to be tough on isis as possibly an opportunity for warmer relations. nost secret that across the middle east a lot of countries and leaders here felt that they were neglect ed by the administration. they are going to shake things up with countries trying to figure out how they keep their name, their country off this ban

list. we heard from the white house chief of staff reince priebus saying they could add more countries. >> we just heard from kellyanne conway just a moment ago say in these moments where families might have been detained that it was just a temporary inconvenience. but from what you have seen, from what you have heard, what are the stories about these families who found themselves its stopped for a moment with a great deal of uncertainty. . >> from the people i have been able to talk to. a lot of them have jumped through the hoops. they have it done erg they ne needed to do legally toll enter the united states. they it haven't have a record and so there's a lot of concern here. especially one person i was talking to said that it he probably won't be. able to get married now because his wife is in iran. she has the proper paperwork to

thousands of protesters have been rallying from new york city to los angeles in response to the u.s. president donald trump's travel ban. >> his executive order temporarily bans travel to the u.s. from seven muslim majority countries. many of the protests are at airport where is dozens of people were detained and later e relowsed. >> some world leaders are speaking out against the travel ban and even welcoming those turned away by the united states. the prime minister of canada tweeted to those fleeing persecution, canadians will welcome you, regardless of your faith. diversity is our strength. . >> the prime minister must make clear our obligation to give refugee to those fleeing war, persecution and opposition to banning people based on origin or faith. >> joining us live onset is cnn contributor.

the "miami herald," it's a pleasure to have you with us. from your perspective, what message is the united states sending with this travel ban? >> i think there's one inescapable thing. it's measure of incompetence 37 the trump administration came into office, trump came to power promising to do something like this. to some people, it might come as a surprise. but the way it's been rolled out has been chaotic. it's difficult to avoid the prim im presentation that they have not thought this through very carefully. they didn't look at the ramifications of what they were doing. they didn't coordinate well across the different departments involved in this. they didn't communicate well with allies and kocountries tha would be affected. i think it's a very negative impression from that standpoint. there was ools in the writing of the order a stoo chew that was

inkrkt. but this question as far as the families that have been involved, we have been reporting about this. mothers separated from children, family who is had to can can sell their plans. is there more to it. >> domestic politics and international politics, many of the things we're seeing the trump administration do has this combination of factors. trump is playing to his base. . but he's also seasoneding a lot of really troubling messages and turning his back on basic principles of american identity as a country. that's a troubling message. a casual dismissal of the hardship is really i think very unbecoming, very cold.

. there are so many cases of families and individuals having major disruptions to their life. >> who the united states has relied on with regards to conflicts w regards to gathering intelligence. how does this affect those relationships? >> people have said this is going to be so harmful to the relationship that the united states has with other countries. it's going to be difficult for america who still has troops and forces fighting in iraq. . it's going to make it difficult for them. it's going to make the united states be a country whose values and standards command less respect around the world. it's going to cause so many people to look on the united

states differently and it's making this administration look unreliable and unpredictable. the fact that the trump administration didn't discuss this plan even with the key cabinet members that were going to be charged with enforcing it that the fact that it great britain had had to send in emergency communications to find out how this would affect the citizens. the fact they didn't know it if green card hold rs would be affected, who lived here and full fulled all the rules of the command and the requirements for living here and suddenly if they are on vacation they may not be able to reenter the country. it's really an em parsement for the united states. >> you talked about the uncertainty that we have reported here on cnn. thank you so much for your time and insight. we'll stay in touch.

meanwhile president trump is reiterating the commitment to defend against threats from the north. trump spoke with south korea's act iing president by phone on sunday. alexander field joins us with the details. an ironclad commitment, but that wasn't the case during trump's election campaign when he threatened to withdraw u.s. forces if south korea didn't step up its financial support. what's changed here? >> that ironclad commitment does sound like a change of tune that was concerning. officials here in south korea and allies around the world everyone was listening to the inaugural address where he said america first. there was that very harsh rhetoric that foreign allies should be paying more for defense. that read out from both sides

was that president trump and south korea's acting president had a conversation during which they talked about the importance of this alliance, the importance of further strntening this alliance. president trump said the relationship between south korea and the u.s. would be better than ever before. that was the line, according to tome them. . but they said after the call that the issue of who pays for what when it comes to maintaining troops here was something that did not come up during that call. so this conversation, of course, the first official conversation between the u.s. leader and south korea's leader and it happens against the backdrop of the increasing threat from north korea. you had kim jong-un saying that the country was in its final stages of preparing for another nuclear test. tests launched of ballistic missiles. and the line from both parties is they u both work together to

counter any potential nuclear threat from. >> new satellite images suggest north korea has restarted a reactor. what are you learning about that? >> right, these are images being release d by a group based in te u.s. they have released an image that shows a water plume coming off a cooling water outlet. they say this is indication of tuft at what they believe is the primary u nuclear fult within north korea. that's the place where pew tone yum has been used in the past. these images were being recorded and released on the heels of information that 38 north shows there was preparation s s to ge the facility back up and running. the snow had melted on the rooftops of the buildings within

i'm george howell. >> and i'm rosemary church. six people are dead and eight wounded after a shooting at a mosque in quebec city, canada. two suspects have been arrested and police say the situation is now under control. the attack is being investigated as an act of terrorism. the white house says the president's travel ban does not apply to people who have green cards, which allows them permanent residence in the united states 37 there was some confusion over that. thousands protested over the weekend. homeland security says green card holders will still face extra screening at airports. protests have broken out in it the united states as people voice yoir outage. he issued an executive order saying begans citizens from traveling to the u.s. for 90 days. more on the breaking news we're following here. this deadly shooting at a mosque

in kquebec city. paula new tob joins us live by foeb. what more do you know from the authorities that you have been in touch with? >> we are u just wrapped up a press conference, it was an emotional press conference. his message was what we already are, there were confirmed uppet. six of the eight injured remain in critical condition. this is profound shock here. the country and world as a whole, they will stand together. making a clear point to say to the muslim community that, look, you are at home with us. you are home. the investigation continues. two suspect ises are in custody although they do not know if they had a certain

coconspirators. they do not believe there were other attackers there at the time. there are reviews to see how they could have got some help. . many people are speculating they used that would have been banned. >> eight people injured, six dead. of the injuries, they are very critically injured. i'd like to draw on your context. your base there in canada as our correspondent. you have caughted before that this particular mosque has been targeted before. can you give us context and background? >> last year when the bloody head of a pig was left on the doorstep of a mosque. obviously, police investigated that thoroughly. they don't know who did it.

so there has been extra vigilance at the mosque, but in terms of crossing the line, this is something no one saw coming. i have to say about community leaders in many communities, there is a lot of support for each other. there's community outreach on both sides. so people from reaching out to people vice versa that i really can't tell you the profound devastation. the head of the society called it carnage for the people and the shock. there were paems in there. this is a time of evening prayer. and they really did not foresee this kind of violence. >> important to also point out the backdrop of this happening at a time when there are tensions just south of the border here in the united states over the travel ban.

paula, i'd like to get the latest information from what you know on the people that have been detained here. again, initially, there were reports from witnesses there were at least two people involve ed. do we know anything more about people behind this? >> no, not at all. authorities were careful to say speculation. the investigation continues, but we can't tell you anything about it. there has been people trying to identify the two. police refuse to do that. i will say they had been investigating certain incidents that involve a far right group. they were investigated mainly in terms of hate speech. and in terms of the potential for violence. but certainly nothing on this. >> paula newton enroute to the scene. six people dead, eight injured,

7 muslim majority countries. despite the protests and plans for more protests due to this ban, the white house is defending the president's actions. here's his chief of staff. >> it wasn't chaos. 325,000 people from foreign countries came into the united states yesterday and 109 people were detained for further questioning. most of those people were moved out. we have a couple dozen more that remain. i would suspect as long as they are not awful people that they will move through before another half a day today. perhaps some of these people should be deteared further. if they are folks that should be detained. apologize for nothing here. >> reince priebus saying there's nothing to apoll sdwliez it was not chaos.

let's get -- that based on her own counterterrorism and national security experience describes the latest executive order. i think you said as confusing, sloppy and even used incompetent in your writing. explain your assessment. >> this is what we have seen come out of the trump white house right now. they make a big deal of something. it actually ends up being a big deal in particular this executive order. then when people are saying you haven't planned out the details, they say it's not that big of a deal. this exec ty order and a perfect case in point. it wasn't just the people detabed in airports. it's not just those seven countries but green card holders. refugees from other countries. there was no clarification in the executive order. it took until late sunday night over 48 hours after the

executive order to be released. whether the hundreds of thousands of green card holders were subject to the exclusion and it turns out that the department of homeland skurlt said no. it's no way to run a government and it's no way to support the first responders on the front line like we have seen with the border patrol agents. >> i'd like to read a bit from that op-ed. you say the executive order is um pli if ied. >> this is no way to run national security strategy. the question here. is the trump team make iing it as they go along is what you pose there. >> i any they are. i think there's a general distrust by the trump administration of what they call can the bureaucracy. they came in as the disruptive candidate and candidacy. i think they view governance as the same. the problem for them is that

ideas and south bites are there. they have to be imploemted. their e desire to come out with it assuming you're for t there was no interaction with the inner agencies. department of homeland security had no insights. there are no to ro reviews and basic questions about what about people who are detained at the airports. what about people who are literally on flights. what about people with green cards. those are the kinds of things that have to be impact hundreds of lives. >> given your own expertise and knowledge, in your opinion, does this make america safe? >> i don't think it's just my opinion. i think it's the opinion of any

serious counterterrorism, national security expert, that this action, in fact, will do less to support our safety and security, will cause great antagonism with the countries that we share information and intelligence with. . and to just pick up on what isis has said since the executive order applauding it for helping thunderstorm recruit and inflame the muslim world. we had two presidents with bush and obama both jund that it could view as a wor on islam. . with one, the president trump has changed that narrative. those in counterterrorism believe it likely increased the thread environment not just for us, but for our allies abroad. >> thank you so much for your insight. your report has been published

on cnn.com. we certainly send our view es to check it out. let's get more on all of this from radio talk show host ben ferguson. e he supports president trump's actions on immigration and borders. thank you for joining us. >> nice to be here. >> it has been a lot of confusion and chaos at airports across the united states and many are are questioning just how constitutional and moral this travel ban is. how do you reply to that and how concerned are you that choosing refugees on the basis of religion will be challenged legally going forward. >> i think you can see today from the department of homeland security we're not choosing refugees based on their religion. we're going to give priority to those who are christians and muslims. pu there was 325,000 people that came sbo america from other countries. only 109 of them were stopped.

a majority of them have already been let go. we're also allowing you with green card who are coming from these countries listed to allow them to come back into the -- so i think a lot of this has been overexaggerated and moved pretty smoothly thus far. >> what about a 5-year-old? why would a 5-year-old be held for a number of hours before he's eunited with his mother? what's the logic behind that? >> i think you have to have everyone that's being held from these kocountry its because thas what this says. back in 2011 we had a six-month ban from the obama administration with hillary clinton involved in that as well from iraq. there was no one out there protesting. there were 5-year-olds that would have been held then or anyone coming from the time u to vet them. there's no system that's going to work perfectly.

there are always going to be exceptions to the rule. especially when you're dealing with something this big of an issue. but let's put this also in context. what donald trump said is three months, 90 days, we're going to have a ban from seven nations. >> i do want to ask you about that, though. i want to know the logic and reasoning behind the choice of those seven nations on this travel ban. many are questioning whether it's targeting the right countries, given no attackers who have hit the united states come from those seven countries. but 9/11 attackers came are from three nations that aren't ob that list. and pakistan is not listed either despite the fact one of the san bernardino attackers came from that nation. so again, people are wondering and want to know the reasoning behind the choice of these nations. >> these seven nations were put on a list in 2015 by the obama

administration under the department of homeland security. it originate d frd from preside obama buzz it's not necessarily where the people are born. it's where they go to train as terrorism terrorists. you may have been one of the nations that you mentioned and they have attacked us. but they ended up training in afghanistan. why did we go to afghanistan after 9/11? the 9/11 attackers were being funded and gone through afghanistan. not through their original nation where they were. this is a complex issue but if you say where were they trained and getting their funding it is the seven countries on this list and the same seven koun trus. this list is not something that donald trump made up. barack obama and the department of homeland security put this list together in 2015. >> so also the president's plan

has been get iting pushed back from prominent republicans. john mccain and lindsey graham issued a statement. our government has a responsibility to defend our borders, but we must do so in a way that makes us safer and upholds all that is decent and exceptional about our nation. it is clear from the confusion at airports across the nation that president trump's executive order was not properly vetted. such a hayesy process risks harmful results and we fear this executive order will be a self-inflicted wound in @ fight against terrorism. could the crackdown be a of to make america live safe and playing right sbo their narrative about america hating muslims. >> if i use that logic, explain how 9/11 happened. we weren't having any bans. e we weren't in iraq or afghanistan. and yet they had no problem fighting a motive to kill us.

when you're dealing with -- i'm disappointed in the comments because they didn't say anything about a six-month ban when it happened in 2011 under hillary clinton and barack obama. we also didn't see any of the protesters out there. so i think there's a little bit of hypocrisy from that one. this is a 90-day ban at this point. it's very measured. not an absolute ban. there's 1 billion muslims that are welcome to come in tomorrow or tonight who have not been banned. people say this is a religious ban. a billion arnt the world are still welcome to come to america tonight or the next day. this is going after hot sped terrorist countries. >> there's so much more we need to discuss. >> still ahead here on cnn newsroom, hollywood stars grace
