significance of that ballyhoo that we lived for over an hour yesterday. some have problems with it, some don't. sunlin has reaction. all are distractions by it. >> reporter: this is must see tv here on capitol hill, chris, a number of house republicans were working in the house watching the press conference as it unfolded all together. sources describe they were glued to their tv and described reactions in varying levels of dismay and shock. one republican senator telling john king this is something trump should have done in front of a therapist, not onlive national television. then there was this, one reaction from say republican lawmaker who said, quote, we're just trying to manage this bleep. the people that love him will love him more. the people that hate him will hate him more and the people in the middle probably will look at it the way we look at it here in congress, that's just the new

normal. that's just the bleep that happens. i don't know how else to manage it. that speaking to the frustration of many republicans on capitol hill as they try to operate this new normal with this unpredictable president. they do have big ticket items of repealing and replacing obama care, doing tax reform, all of that top on the agenda but there's a worry and sense that all of these daily distractions coming from the white house could derail their plans for what they have ahead. >> the irony, sunlen, that a lawmaker finally shows that they get where most americans minds are and what's happening before their eyes in politics and don't even give their name. thank you for the reporting. joining us now is marsha blackburn of tennessee. she was with the president before he did this ballyhoo tour de force yesterday. i know congresswoman, that you think i want to talk about why he did it and what does it mean?

i'm not asking you about any of it because i don't think it matters. let's talk about what we can show as fact and what's being done for the american people. you want to talk about the aca, so do i. here's my question, the control is, how do you take away the funding mechanisms and revenue generating mechanisms in place right now and still keep costs down? >> one of the things that you find in the affordable care act, chris, over 1400 times it gives discretion to the secretary of hhs. and so as secretary price has taken the reigns which will help us as we get started on addressing the affordable care act issue, what you're going to see is rule changes. he's already done for this week. one of those was a piece of legislation i've had that addresses verification before individuals go on the plans and special enrollment periods.

what we do know is this, that out of the 9 million people in the obamacare exchange, only 2 million of those can afford that product without a subsidy. we also know that the cost of insurance has escalated. the rate this year for premium increases across the board, not just with obamacare but across the board is over 25%. so what we will do is a phase out and face in -- >> let me stop you right there to keep the record clear. >> i've read the same number that you just offered and it does demand context though. the rate of increase overall during the period of the aca has been less than it was in periods prior. it's not idea and been too high for some. we see random spikes and different marvegts and good and bad reasons for that. but it takes me back to that original question, yes, the rates are too high but what right now do you see that will

bring down those rates because the allegation is that if you take away the subsidies and revenue generating parts of it you're going to have rates go up more, not less. >> see and i disagree with that. the way you bring down the rates of insurance and rate of increase in the insurance and yes, escalation rates have been enormous, what you do is to open up -- >> but less than prior periods. >> you open up the marketplace and do across state line purchase of health insurance and you also -- >> in the states that have done that, congresswoman, you know the rates aren't that much better? there are several states that allow a cross line sharing right now and we haven't seen them having a great benefit. >> that is through a compact. but it is not a change in the structure of the marketplace. those are two different things. you also will have expanded health savings accounts, individuals like the ability to have that option. >> but it doesn't bring down costs. >> yes, it does --

>> how so? >> it brings down costs because you change the way an individual looks at the marketplace and utilizes health care. you bring transparency to bear so that people know what -- what it's costing and one of the main -- >> that doesn't bring down your costs or change how -- >> yes, it does. >> how does it change how a provider will price a policy if i have a health savings account? >> you're talking then there are two separate issues to understand. one is the insurance marketplace and the second is the delivery of care the third component is the reimbursement of care. now something that is going to help in that delivery system is a bill we passed last year which is 21st century cures which changes us from one size fits all approaches to medicine to precision medicine. once you do that with cms changing the reimbursement models you're going to see a

change in pricing because people right now when it's third party pay, they don't know what they are paying for something. what they do now -- >> how does a health savings account address any of that? i'm not saying there are bad points about what goes into pricing but it will help me if i have money and if i'm trying to figure out who's going to give me care for the least possible price and hsa is irrelevant. >> hsa is a funding mechanism, when you pair that -- >> for me. i'm saying that doesn't make my cost -- >> from your employer. from your employer or from another entity helping to fund that health savings account. and i think it's time for some innovation -- >> but in order to give care, that's not really our issue right now. yes, you have about -- there are different numbers but you have over half of the country getting their care from an employer but that's not your urgency, you're not getting rid of the obama care model because private

funders of insurance and those who get work from their employer are getting hit hard, it's about everyone has to go through the exchange. that's the motivation. i'm not saying you don't want hsas i'm saying that's not going to reduce the cost of health care from providers. >> when you insert competition into the insurance marketplace, what you're going to see is prices come down. when you get rid of the essential mandated benefits so that you can have different products in the marketplace such as hsas, increase that ability for participation in the hsas, in a third party entity and from the individual of course you're going to see an individual carefully work with that money when there's transparency as to what the delivery system is going to charge, then individuals have the ability to be a better consumer of health

care because now they know if a test is really a $50 test or if it's $150 test, they can choose an option that they like. and that kind of consumer information always serves the marketplace well. >> maybe, but i don't think economically there's any connection between my ability to save for care and what a provider is going to provide as a cost basis but we'll see when it's in the details. let me ask you one other question here yesterday, does it matter to you that while the president has strong feelings about the reporting of russia, he said as far as he knows, nobody on his staff had any contacts with russia during the campaign. we have multiple sourcing of constant contact. are you concerned about this disconnect about what is known and what was done with respect to russia? >> i know you claim to have

multiple reports. i have seen classified briefing, have had no classified briefing, we've been shown nothing that shows that there were multiple individuals with multiple contacts. i do think it is of tremendous concern to every member of congress and we look forward to getting details as to what is happening with the leaks of classified information. we go through a tremendous amount -- tremendous number of safeguards when it comes to dealing with classified information. and yesterday when some of us -- of course he was concerned about that as are we and also concerned about our moving forward with the repeal of the affordable care act and our work on making certain that we preserve access to affordable health care for all americans, which is a shared goal. of course, those of us in the house are a little bit

up on saturday. a big joint session address coming up in ten days before congress. there are real datapoints and judge gorsuch has gotten a firm confirmation date in march. there are real potential priptive, leadership moments for the president to grab control back of the narrative. i they want he went into yesterday thinking that would be part of it. >> it seemed what he did yesterday objectively could not have expanded his base. he didn't rebut any of the facts that are out there that are hurting him. so that feeds into our understanding of what the objective may be this weekend. he's going to have this rally that's the base that's thousands of people, we don't know how much, cheering for him. he's going to say what do you think of the travel ban? what do you think of the media? boo. that will help him galvanize the base but is that what he needs

right now? >> it will also give him a psychological boost, right? i mean, he has been sort of in the white house not really traveling the country very much, confined to the complex in many ways and getting back in front of that crowd get that adulation and reinforcement no doubt will be a good psychological boost for the president himself. you're hitting on something really important. both the upcoming rally and press conference yesterday. where -- show me the datapoint where he moved his agenda forward. show me how he just is a accomplishing the governing successes that he wants as he delivers -- >> obamacare in march. we didn't know he thought that there would be a replacement plan in march. that was new. >> it was certainly a new date to put on the calendar but didn't spend much time laying out his belief in what repeal is going to accomplish and new plan will look like. he said he's going do submit a

plan in march. you have seen presidents in the past in both parties use that bully pulpit to layout what they are trying to accomplish, guide congress a little bit how it wants to go. he did put a date on the calendar, no doubt about that, but where was the ability to move the country that moment of come follow me in this way on obama care repeal and replacement. >> i see. >> we put together a word cloud of the words that he used most during his 77-minute press conference. obviously this is fun but gives you a window into what he thinks is most important and what he wants to talk about. you see russia there in huge letters, that's because that was used most. fake, trump, media, american, i mean, you know, he's playing hits. >> look -- i mean, yes, russia was a big news item and lots of questions. the two words there that pop at me for being larger than you might expect are trump and media.

michael flynn misled vice president mike pence and federal investigators about his contact with russia's ambassador. but nor now the fbi not pursuing to bring charges. pamela brown has more from washington. >> we've learned michael flynn initially told fbi investigators back in january that sanctions were not discussed but then the fbi agents challenged him because they had read the transcript of that phone call and asked him if he was certain that was his answer. then he said to the agents that he didn't remember. the fbi does not believe he was intentionally misleading them according to officials and is not expected to pursue any charges against flynn. of course, barring new information that changes what they know officials say, flynn was fired by president trump after it was revealed he withheld information about discussing sanctions with russia's ambassador to the u.s.

and sally yates delayed notifying the white house about the conversation until after flynn was interviewed and we're told james comewhy did not object at that time. there's still a broader fbi review of flynn and russian related dealings and republicans in the house now appear to be warming to investigating the full scope of the allegations of flynn's russia dealings, this aflynn's former position of national security adviser to the president remains open and bob harward turned down the job citing family and financial reasons. >> the more we learn, the more it doesn't make sense. pamela brown helps us understand why comey didn't want the administration to do at first. it wasn't something nefarious, they wanted him interviewed for the fbi first. president trump sticking by the pledge to build a border wall. new details about how he plans
