decided to delay that. >> it's a good move for them. the president should have a good day. if you're watching mr. president stay off twitter. just listen to the praise that comes in because there was a lot of optimism in that speech last night. 78% of speech watchers say they had a very positive or some what positive reaction to the president's address. >> 69% of speech watchers say his policies will move the nation in the right direction. that number for context is lower than 2009 or 2001 when barrack obama and george w. bush did this. they had higher numbers in the early stages of their presidency. still for president trump these numbers are high. >> now as it's often the case when you do an instant sampling like this you'll have more of the party in power so it leans more republican but not to qualify it too much, a good

members of the republican party. when they listen to that president do they have more optimism that they'll be able to get something done on obamacare and bring his own party together certainly this speech gave hope to republicans that a lot more is possible than perhaps they thought. >> and there's no question, david, he is benefitting from a low bar, for many when they listen to him speak i hope it doesn't give him a heart attack about something that's going to happen but still he probably impressed anybody that's listening in terms of coming across better than expected but he seems to have three major challenges. david gregory outlined the first. how does he deal with his own party and doing all the spending and not paying for it dollar for dollar. the second one is what jackie mentioned. what we're hearing about how they want to fix health care could make it more expensive and cover fewer people. that's a problem. the third one is going to be with democrats in any compromise on immigration.

he did still go last night on this issue and it still doesn't match the facts. he called it lawless chaos. that is not what the immigrant reality is on our criminal justice system here. they commit fewer crimes p per capita than citizens and you have a lot more rapists and killers that are citizens than immigrants. how does that play? >> stipulating that the president at any moment can drop a tweet and get back into a fight with his political opponents and media and stipulating there's a lot of details that weren't answered last night and a lot of promises hard to deliver on the speech was a home run and if you want to get people to follow you and workout the details you to give them someone to follow they can feel good about and that's what he did for the first time last night. don't forget, most americans don't pay attention to the president and what happens in washington on a daily basis. they're not paid to do it.

they probably last looked at the president closely around inauguration so they tune in and they see somebody that is heart felt and cares and when you couple that fact with the data that shows the president's policies have been more popular than him, if you can put those things together. a president people like a lot more and respect a lot more with policies they already like this could reset his ability to lead the country. it's also going to calm a lot of nerves on capitol hill among republicans because they have been concerned of course republicans had briselled

we have david gregory and here as we understand it let me put up the principles of mr. trump's health care plan as we understand them. give governor's flexibility and bring down the cost of insurance and drugs. republicans have been calling with that for a long time and do you understand today where the republican plan is with repealing and replacing obamacare. >> no, those are all platitudes. the president deserves credit for putting them in a message where he lays out his principle in reforms.

what has been holding them up is a lack of consensus. they'll produce a number of bills and not just one big bill and what they need is this is my bottom line. let's fix that and if he gets involved then a lot of republicans on the hill complaining they don't like this plan or that plan are going to start to come in line. it's going to be hard work and there's a lot of political challenges but this is what remains to be done. the speech didn't answer that question but probably makes republicans on the hill a lot more comfortable that the president is going to finally be engaged. >> this is tricky stuff. it's hard to cover. it's hard to understand but there's no question, david has been reporting this out t ryan plan is even within his own party.

there seems to be an inclination to take money out of the plan and deliver it as part of the tax cut. that's going to create a huge burden on how you keep the same number of people covered and even if their own party they're fighting that that is a death sentence politically and how real is this issue? >> it's a big issue and this is a real divide between conservatives and progressives about how you manipulate the market. you don't want to just make coverage accessible, you want to make it affordable. >> forcing younger and healthier people to buy insurance under risk of a penalty if you don't do it is meant to balance out the system. the way you keep insurance premiums down is if you have young healthy people paying in the system but not using it as much as older unhealthier people. that bals oances out and that's

that's not what he said last night. >> no, that's not what he said last night. >> that said when you actually look at the speech the immigration part was sort of the darkest part of the speech. there was a lot of fear. immigrants are going to take your jobs. the bad ones are going to commit crimes. that was an undertone. he also didn't really mention dreamers. in the gallery a lot of them were guests of democrats that were surrounding him and that's something he has a soft spot for and puts him at odds with the more hard liners in his party. so we have seen several presidents give speeches that include immigration, but how he tries to get this legislated is going to be the question and the master salesman is going to have some work to do. >> isn't he making it harder for

himself by continuing this falicy that the immigrants in this country are this base of lawless chaos? those were his words last night. the statistics don't bear it out. you have people in this country illegally that commit crimes and need to be thrown out. nobody disputes that but he created a notion of an environment of unsafety for americans that is just not in reality. how important is that to the analysis? >> right we saw democrats grow visibly irritated and audibly irritated when he talked about the new homeland security task force that's going to focus on crimes committed by illegal immigrants. there's another way to look at this as well. if the president could deliver on his security promises he could create the political space on the right that been very resistant to any comprehensive reform that's always going to involve some sort of pathway to citizenship to illegal

immigrants. the president maybe talked yesterday about a pathway to legal status to work here but democrats are never going to jump on board and do a good deal unless there's citizenship involved and if the president were able to get it built which is such a big question because of the lawsuits that are going to hold it up and let alone the money and all of that and there could be space to do a big deal that involved people here. >> we want to let our viewers know with have an entire segment devoted to the most emotional part of the night and that was when he recognized the widow of ryan owens there in the audience. we want to talk about that. also cnn will host a town hall tonight with republican sen tats john mccain and lindsey graham. >> you get a good look at the face of potential resistance within his own party tonight.

president trump laying out his plans for the country in a major address to congress. so his plans going forward are only as good as the facts on which they are based. we want to talk about a couple of them right now. we have big numbers offered about the state of the economy. there was a big claim about the current state of the labor force. what did we see? we had 21 americans. let's listen to what he is saying. >> we must honestly acknowledge the circumstances we inherited. 94 million americans are out of the labor force. over 43 million people are now living in poverty. and over 43 million americans are on food stamps. >> you're going to hear a lot about these two numbers. they're going to be a big part of any kind of change. 94 million americans are out of the labor force.

that happens to be true. it's actually 95.1 million americans are not working but guess what, there's a reason for that that has nothing to do with the strength of the economy. about 92% of those people are retired, disabled, taking care of a family member, or in school or job training. so they're not really looking for work and not always for a bad reason so that claim is true but misleading. >> so now let's talk about poverty and what the president said. he mentioned here that more than 43 million people are on food stamps. that is true. as of last november that number had been going down though over the past two years. it's about 2 million people lower than in november of 2015 so it's going in the right direction. he also said 43 million people are living in poverty but the

this young woman widowed just 30 days. you look at those pictures. she is reaching out. i don't know too many of us that could do that so you see there the actual reality of the price that military families pay for the service of the lofed ones that do fall in battle. the question of whether the mission was in vain is two separate questions. the sacrifice is unimaginable for most of us. the question is did they get intelligence? what we know is they got a significant amount of intelligence and they got explosive manufacturing techniques about their training and about their recruiting. why did they go to this compound? why did they go into yemen? because al qaeda in yemen is the

one organization that has been able to reach out and launch attacks in the west. they are practicing and making bombs undetectable to a large extent by airport security. there's a much renewed campaign inside the military to go after this organization. military commanders will tell you, beginning, middle and end of the story that made the mission worth it. it does not mean that it's not under investigation to see what happened, how they ran into so much opposition when they went there. >> right and david as barbara often has to remind us the military doesn't look at loss of life as to whether or not something is a success. they see that as the price of these missions going into it. they don't not take on missions because there might be a loss of life and yet what we saw last night is this really powerful,

powerful stuff that can come up in politics. nothing galvanizes the american people and american politicians like the military but we have seen before where those men and women in that audience have gotten up and cheered and cheered for military and then not delivered for them. president trump is in a similar situation now. will he deliver on the veteran stuff? that's the easy part of the analysis. he blamed the generals for what happened on this operation. he said they lost owens so last night he was in the right place for this grieving widow. no question about it but what happen ifs there become real questions about the political process? the father of owens wasn't there last night for a reason. >> it is complicated. this is a president that gave an order to go into war. this is his first time. this had been in the claiming stages of the obama white house and as you said for the president to say i got the best

owen's father who himself a veteran, he had said that he has called it a stupid mission and it's not just that his son was killed. it's that the father believes this was a grand display at the beginni beginning. >> right he's asking for an additional operation. he wants a political investigation of the process by which this president made this decision to go. >> what's interesting in terms of politics is the president started out passing the puck on and he laid it on the generals and what he was able to do was take back and it appeared as if he was taking back responsibility for what happened with the mission even though only mentioned the positive parts of it. most interesting to me he relied on the secretary of defense as

plan to repeal and replace obamacare, kind of. there really weren't any details about that. his party still hashing it out but he did single out kentucky which saw one of the steepest decreases of uninsured residents after obamacare went into effect and it's part of the reason that the face of the democratic rebuttal was the former kentucky governor. he gave the response last night sitting in a diner as i recall. yes, governor. >> that's exactly right, chris. we figured that it was time to focus this debate is what is going on in this country on the people it effects. real people here in america. >> one point is usually the rebuttal, they'll have the future face of the democratic party. you guys went a different way which means either you're going to run for president in 2020 and that's why you did that last night or there was a different strategy at play.

what's the answer? >> well, chris, the first thing you mentioned is not the answer. i'm not running for president in 2020. why i think they picked me, probably two reasons. number one, i governed for 8 years in a state bringing democrats and republicans together and we had a success story here in so many ways. we raised our educational standards and graduation rates and created jobs and implemented the affordable care act and gave health insurance to over 500,000 kentucians. and i don't have a stake in this. everybody felt like when i talked about these issues people can be convinced i'm doing it from the heart. and last night as well.

and well, obviously i know that they're in the alabama ternty facts. we had some of the worst in the country and have had them for a long, long time. three years after implementing the affordable care act, our uncommon care rate for providers. people are actually getting health care coverage now and they like it and preventive care is kicking in and the statistics are showing that people's health is starting to get better so it works here in kentucky. we also have outside studies and

they concluded the same thing. i created 12,000 jobs in the first year that we implemented the affordable care act. it's going to have a positive impact on our budge. those are the facts now. the folks that don't like this don't like the facts. they're hoping if they repeat that long enough somebody is going to repeat them. >> last night the president looked over at the democratic side of congress and said it's time to period stop these trivial disputes. there was a lot of push back that these are anything but trivial and it was the wrong message. if it was anything but unity it was the wrong way, but why. >> >> i think democrats have always been ready to work

together. democrats are willing to sit down. take health care for instance. we know that there are things that need to be fixed with the affordable care act. some people's premiums are too high. there's some issues with small business. we need to sit down and make it better and we're willing to do that but our bottom line is simply this. in 2010, this country made a commitment to every single american that they would have affordable good health care in the future and that is our bottom line. whatever plan is put together we want everybody to have that affordable care and every plan we've seen from the republicans go in the opposite direction. it rips health care away from millions of americans and hundreds of thousands in kentucky. that's not acceptable but if you want to make this better. if you want to make sure that everybody has health care but that it's good, it's affordable and that it works we're willing to sit down and work with them. >> well, there's a counter

factual on that. there's a broader array of opinion in the republican party about what to do. so they have their own challenges but they all say the democrats have been told not to help. every time i ask are any democrats going to work with you on this one, they all say the same thing, no they have been told to lock it up for now. we'll see what happens going forward. so is there a little bit of institutionalized resistance from democrats right now? and every idea that he had, the republicans oppose. not because it might have been a good or bad idea but because it's the president's idea. i'm sure there's a little bit of resistance now with the democrats because that's the way they were treated for 8 years but ian
