kill himself then? was he just waiting? it seems like he had a strategy when he started and it sort of went nowhere, which is what we often find happens. >> and also what led the police. our special coverage with this breaking news and press conference starting any minute. hand this off to john king who will continue the special coverage right now. tha u, kate. welcome to "inside politics." we continue our breaking news coverage on the end of a three-day manhunt for the murder who killed a man and then posted it on facebook. pennsylvania state police now say that man, the suspect steve stephens who had sent ohio and pennsylvania law enforcement into a multi state manhunt, pennsylvania state police say he is did. you see the room. this killer found in pennsylvania. that press conference on the right of your screen due to begin any moment out of cleveland where that murder took place on easter sunday. we'll take you there live any second. our law enforcement analyst is

with us. art, you've been following this case from the beginning. as we wait from the confirmation from cleveland, pennsylvania state plolice saying they had a brief pursuit and the suspect killed himself. explain what you believe would be happening on this very important crime scenes. because mr. stephens said he had killed others. there's no proof of there. >> you're right, there is no proof of it. is this bravado on his part? now that it looks like we'll get confirmation that it is probably him, i can't imagine knowing how great of an organization is the state police are in pennsylvania that they would go ahead and put this out without themselves being pretty sure that it is stephens. what they'll be doing now, taking dna, taking fingerprints, taking photographs, and getting them back to cleveland for the 100% confirmation. i'm pretty sure that's what we're going to hear in this particular press conference. the interesting thing now is we've got a lot of time here to
9:02 am
go back and figure out what he's been doing over the past three days since he killed mr. godwin, but also is there any truth to the fact that he sds he's committed maybe up to a dozen previous homicides? i think that's going to be what they're concentrating their efforts on now. >> art, stand by. i want to go to sarah gannon who has been on the scene in cleveland. she's standing by for the news conference. this word comes from the pennsylvania state police. have we heard anything directly from the cleveland authorities yet or they're saving what they have to say until they come in the room? >> not officially, john. we're waiting for a press conference. i was able to talk to one of the detectives who's been involved in this manhunt and he said they've seen the report, they're working to verify it. he said, quote, i want to see the body myself. but we are, you know, reading this tweet from the pennsylvania state police. they are saying steve stephens was spotted this morning by the
9:03 am
pennsylvania state police members in erie county after a brief pursuit stephens shot and killed himself. now, remember, erie, which is only 92 miles east of cleveland, just a straight shot on i-90, has been mentioned since the early hours of this investigation. police there saying that they had detected a ping from the suspect's cell phone early after the shooting here in cleveland. and then they later walked that back, but that has been a continuous thread, something that erie county has popped up before early in this investigation. you remember that steve stephens mself had talked on facebook about being suicidal and telling his mother in the days before the shooting that he had, you know, been suicidal. she even told cnn that he had come to her and said this is the last day that you will see me alive. so the possibility that this
9:04 am
would end this way has been something that people have been talking about from the beginning. now of course we're waiting for that verification here from authorities in cleveland. john. >> and sarah, during this manhunt, any other evidence? 74-year-old robert godwin was the victim. the suspect is mr. stephens who's now believed to be dead, but he did also brag about other killings. did the cleveland police, have they -- obviously the focus has been on the manhunt, but do they have any reason to believe that is true or is that the rantings of someone that was perhaps on the verge of committing suicide? >> they've been careful about that. there's been no evidence at this point of any other victims other than 74-year-old robert godwin. police addressed that this morning saying that fortunately no other bodies have been found, although he did -- sorry, we're in a crowded news conference room, but he did talk about that. that was a high priority of them early in the investigation, to
9:05 am
figure out whether or not that was true. at this point, no other victims have been identified and we do know that abandoned buildings were checked. that was something that the police were doing here in cleveland. even this morning they were checking every single abandoned building in this city, not just looking for stephens but any additional victims there might have been. at this point as far as we know thankfully none other have been found other than, of course, unfortunately 74-year-old great grandfather robert godwin, sr. >> sarah, stand by for me. i want to read the tweet from the pennsylvania state police. steve stephens was spotted this morning in erie county. after a brief pursuit stephens shot and killed himself. art, take us to the crime scene. obviously in cleveland they want verification this is him. in terms of police on the scene
9:06 am
trying to, a, preserve evidence and b, see if there are any other leads to the details of the godwin slaying or evidence of whether he's telling the truth when he talks of other murders. what's happening at the site of that car right now? >> that is a major crime scene and they're looking at the vehicle, is this the same vehicle they put the bolo, the be on the look out for. the key part is has he committed other suicides -- or has he other committed other homicides. the fact that he's killed himself, you know, this could be the end of just, you know, unfortunately the killing of mr. godwin and then he went ahead and i mean, just based on the totality of circumstances here, him posting this on facebook, it just seemed to me from the very beginning that this was going to be -- end in a suicide scenario. so now we have the state police obviously early on, too, we had
9:07 am
some cell phone traffic possibly coming from erie county, so i know that that particular area was on alert. and through the good work of the pennsylvania state police, they were able to identify him, get into some sort of a pursuit, and then he ended up, you know, with a self-inflicted gunshot wound. right now they're combing over that vehicle, trying to find if there's any evidence of other homicides. that's a major crime scene for them right now. >> you know the mood in recent days. because of the horrific way this played out, posting it on social media. in terms of the police trying to get the suspect and then put out the public word that somebody, whether it's one killing or more, who would murder somebody to begin with and then post a video, this is the suspect, how important is that at this moment? >> that is key because he has threatened to kill other individuals, and the way he went about selecting mr. godwin just
9:08 am
as an individual walking down the street in the wrong place at the wrong time was key to capturing him as quick as we could. so that he wouldn't commit another murder. i mean, this was so far off the scale of looking at -- there was absolutely no connection between mr. stephens and mr. godwin and he just picked him out as a poor individual walking down the street. so that means he was open to committing other homicides as he threatened to. it was key to get him as quick as we could. i think the lead going to erie pennsylvania, obviously that's where he was hiding out, about 90 miles from where he committed the crime. it's going to be real important for the pennsylvania state police to pour over that vehicle, find out what else is in the car, and of course if there's any other evidence of other crimes that he might have committed. >> i hope sarah is still with us back in cleveland. sarah, are you still with us?
9:09 am
>> i am, john, yes. >> to the point art is talking about, unfortunately sadly, voo violent crime is a fact of life in just about every community. because of the details of this, because of the use of social media, what has been the mood among the police in cleveland in the past few days as this manhunt has played out? >> i've gotten a sense of a bit of a frustration in the last couple of hours to be honest with you. before we learned of this news. there was emotion from the mayor at the press conference this morning and a little bit of emotion yesterday from the police chief. they really wanted to get this guy off the streets as quickly as possible for the sake of the family first and foremost but also the community here in cleveland. this was as you said a random act of violence and that was scary to many people. across the country that was scary. this was a crime that was viewed by people around the world via
9:10 am
social media. and in fact, people who watched that, and i watched that video, it was absolutely gut wrenching. it was horrific. it was 30 seconds and it was terrible. people around the world saw that and began calling in to the cleveland police department to report that crime. and you heard similar just, you know, absolute gut wrenching reactions from the people who found the victim robert godwin here in the cleveland area. neighbors who heard the gunshot ring out and tried to help him. you heard on -- the anguish on the 911 tapes. there has been a sense of urgency especially to make sure there would be no more additional victims. that's something that's been reiterated at the press conferences here every few hours as they've been holding them. there's also been a plea to people who had contact with him because we do know that he made
9:11 am
contact with several people, including detectives in the hours after the murder happened. but that contact seized the same day, so that would have been easter sunday was the last time he had contact with anyone. we do know that there were some friends and family that were able to reach him. and like i said, police as well were able to reach him. police said this morning it was clear he had deep, deep issues, but they were pleading with him to turn himself in, to contact the police, and to have anyone who has talked to him contact the police. they wanted to get this man off the streets as quickly as possible. they've been conveying that to us very urgently, john. >> sarah gannon, in a crowded room in cleveland, ohio, waiting for a police news conference on what they believe to be a positive development, even though a sad development, in the death of the suspect. if you're just joining us, a three-day manhunt for the so-called facebook killer has apparently ended in erie county

pennsylvania. pennsylvania state police saying after a brief pursuit steve stephens killed himself, shot himself in his car. thank you to the pennsylvania state police troopers for their vigilance in pursuing him. we are waiting now for a news conference in cleefl, ohveland . it was in cleveland on sunday that robert godwin was killing. video of that posted on facebook. steve stephens as been -- our law enforcement is with us. art, go back to the beginning on easter sunday. something like this happens and they assumed right away the suspect had fled the area. as sarah was just noting 90 to 100 miles up the road. so i assume that would have been sort of the first avenue of escape you would think about anyway, right? >> exactly. you have to look at the time the
9:13 am
crime was committed, how much time did he have to get to wherever he was going to hide out at? it's going to be interesting to fine out why did he go to erie. does he have family t did she have associates there or did he stake this area out prior to committing the crime as a good place to hide out? there's a lot of pieces that have got to fit in here. they have time now. i think that's the key part. they have time to figure out exactly what caused him to do this. we know that there was suicide involved from previous social media contact with his mother. i just find it interesting that we haven't heard a lot from family and friends and associates and co-workers as to what was going on, like, the day before he decided to commit this crime. was there anything that somebody would have observed that said hey, there's something wrong here with this individual? he's not acting himself. so i think all of this will come out over the next couple of days. >>, art, help our viewers understand in the sense that your experience in law

enforcement, we've heard from sarah and others that they had some idea perhaps where the suspect was going. they pulled some of that information back. this often happens in an investigation. but pings from his cell phone, contacts he had during his flight. and then the idea that the have of this was posted on social media. help with the context of how technology sometimes for the better, you can track a cell phone and sometimes for the worse people post this horrific video publicly on social media, how does that change the character of an investigation? >> well, in this particular case without him posting the video on facebook, i think a lot of people unfortunately would have thought oh, it's just another homicide in the city. but because it's been posted on facebook and the narrative that this particular individual gave during the homicide that he committed raised this to a whole other level. obviously him talking about committing previous homicides and going to commit some more homicides, the number one case

for the past three days throughout this country and possibly internationally since he was fairly close to the canadian border. he could have gone across the border if need be. i know the law enforcements community was even tracking leads as far as away as texas. although initially we looked at cleveland and pennsylvania within the first 24 hours, as it was usually happens, we start spreading out five states the next day and then really anytime after that he could have been anywhere in the country or in canada. >> ask art to stand by. sarah standing by in cleveland as well. the picture you see auto the right of your screen, a press conference we're expecting any moment from police in cleveland, ohio. the suspect, the so-called facebook murderer found dead in pennsylvania. we'll be back with more developments after a quick break.

this. it's been probably less than an hour since this transpired. so as we get that information, we'll get it out. but i know that my partners here, steve and pete, would like to come up and say a couple words. >> just real quick, as we discussed, the fool from 2:00 easter day was to make sure that no one else was a victim of violence by mr. stephens. even though the investigation is continuing, we believe that to be the case. that was the number one goal. obviously the other goal was to bring mr. stephens in safely. unfortunately, he chose that not to be the case. so again, we thank the public. as we said from day one, less than 45 hours ago, the public would be key to bringing the tip that was needed to resolve this situation. that's exactly what happened. kudos to the pennsylvania state police for doing an outstanding job in addressing the tip and bringing this to a conclusion.

once he knew he had been found that he stopped and he shot himself. this happened just as officials, police officers were approaching that vehicle. so it ended quickly. and according to somebody who heard this, they heard a loud bang and then silence. and so there was also a sense that, look, the authorities really did want to bring this individual in. this isn't -- this unlike others that i've covered, this isn't one of those where there was -- there was clearly a sense of urgency, but they wanted to coax him to himself in. they wanted to get him help. this investigation is far from over. what they do have to do is figure out where he was. they have to restrays htrace hi. stephens, when we fled after this murder, he basically did

threaten to kill other people. in his words, he wanted to kill as many people as possible. he told his mom that he was suicidal. that he did want to kill other people. he'd even said that there were others he'd killed before mr. godwin. so they need to figure out and make sense of what it is he said and separate the fiction from the fact to determine exactly whether in fact there is anyone else who may be out there. but the fact that he was found in his car, the fact that it did resolve itself after it did after 48 hours of great uncertainty and that no other sort of law enforcement, that they weren't injured. certainly it gives them great peace of mine. clearly everybody is still mourning the death of 74-year-old robert godwin. so they've got a road ahead of them to figure out exactly where he was. >> deb, thanks. i want to bring in art broderick. as you listened, the mayor said they still don't know if anyone

turned red last november. that propelled donald trump to the presidency. returning this afternoon to blue collar to say thank you and to sign an executive order aimed at delivering on his buy american, hire american campaign promise. all on track is the case you'll hear from the president. a little more than a week from the 100 day mark, turning again to an executive action there in wisconsin because not one major trump initiative has passed congress. obamacare repeal failed miserably. tax reform and infrastructure still on the drawing board. and like climate change, subject to big internal administration fights. even a down payment on the promised border wall is in doubt as congress scrambles when it returns next week to pass a spending bill to keep the government running. that lack of legislative process beginning to take an early toll on the president's political standing. just 45% of americans view this president as a man of keeping his promises. that's a giant 17 point drop from two months ago. here to share reporting a 'nini

henderson. what do we make of this? we're 12 days from 100 days. more executive actions. he cannot say we repealed and replaced obamacare. he cannot say we passed the infrastructure plan. if you look back at the obama presidency, the george push presidency, they all had at least one legislative achievement in the first 100 days. this president, unless he pulls a rabbit out of his hat, will have none. >> it's the most significant of the failure of the first 100 days that he has to recognize. through the executive actions, and they are limited in what they can do and they take time as he's found out with the travel ban, you can point a direction. he's cleerld triarly tried to d. but in term of a big legislative agenda, he's come up short on

that. he's going to have to reckon with how he turns that around in the second 100 days. >> how does he challenge with what any president has to deal with. he won wisconsin, michigan and pennsylvania. because he promised he was going to be tough on trade. now the president says listen, china is helping me with north korea. this is no time to start a trade war. >> i didn't soften my stance. china came to the united states, the president, who i really developed a very good relationship with. i think he's a terrific person. he understands it's a big problem. he's working on. it now, what am i going to do? start a trade war with china in the middle of him working on a bigger problem frankly with north korea? i'm dealing with china with great respect. >> will the blue collar voters who made him president who maybe had traditionally voted
9:46 am
democratic who decided to vote republican, will they give him that grace? >> it's an interesting question. you saw in that interview. you also saw him in a tweet say much the same thing. on the one hand he was being very honest openly admitting he was using currency manipulation as a wbargaining chip. on the other hand, i think he does need to keep his promises. and especially on an issue like trade. this is a promise that involves other countries, but has felt acutely at home in people's pockets. at the end of the day that is what people end up voting on. i think that's a risk. >> and you see that today, what they're doing today with executive order, trying to turn to things blue collar workers -- would appeal to blue collar workers. but if you scratch the surface of the executive order and a lot of others, there's not much there. today's executive order on buy america is something that can be accomplished with a phone call

to the commerce secretary. but they've chosen this sort of symbolic action of signing an executive order because it looks like something's happening. it looks like action is being taken. >> it's essentially another study. look around the government. find out why agencies sometimes use loopholes to buy other products. report back to the commerce secretary. -- again that's how it works sometimes, but it is not what donald trump promised when he said i'm going to go to washington and i'm going to change it. >> it's not during the swamp. it's not big and bold. it's not immediate action in the way that bannon talked about as well, that they would come to town immediately and shake things up. i think it's very much a surprise. if you look at sort of the after hours of that election where hillary clinton loses, huge upset, there was so much thinking in terms of what this trump administration would do. he would have the congress, both houses, and you thought, i think we all thought there would be sort of immediate things that happened and some successes. but you look at what congress --
9:48 am
how it's made up. only 52 edge for republicans in the senate and sort of a feuding fractions of the republican party in the house. it's not going to get any easier. i think in some ways he is obviously talking to his base. they do see these actions and sort of motions, but not a lot of movement on this. >> if you look historically, we'll see you some numbers of presidential approval rating. donald trump at 39%. whether you're looking at -- all of them significantly higher than this president. one of thenteresting things is will they do obamacare repeal when they come back from congressional recess? what about tax reform? what about infrastructure? we'll try to link those two. the democrats think this president is weak. listen to chuck schumer the senate democratic leader on the issue of china. he knows the approximate is in trouble. he wants to keep him in trouble. >> the president makes a

promise, signs an empty executive order that won't help the life of a single american worker. smiles at the cameras and goes right back to helping out the special interests and leaving america's workers out to dry. >> he is weak at the moment. close to the 100 day mark. i keep remembering the campaign when candidate trump was counted out, when candidate trump was low in the polls. is there a formula, are they working on a formula, do they have a plan to, okay, it took us a while to get used to washington, but now we're going to do "x"? >> it's been sort of a question in washington and even among some of his allies as why is he doing this, for instance, rally in wisconsin instead of doing rallies where he went out and tried to sell health care or tax reform or infrastructure or whatever it is he turns to. part of the plan goes unnoticed that there is sort of a cosmic emotional play for donald trump which is that he is better when he is going out into the

country, doing the campaign style rallies and getting that from his base. this may not make a ton of sentence from a strategic standpoint. i think they feel like if the president is in a good mood it can often get other things done. >> it's an interesting point. feeling good doesn't necessarily get things done. we'll see as this plays out. up next, it's a congressional seat last held by trump cabinet member tom price. before that held by newt gingrich. can a democrat really win a special special election right now in georgia? st challenging opponent was... pe blood clots in my lung. it was really scary. a dvt in my leg. i had to learn all i could to help protect myself. my doctor and i choose xarelto® xarelto®... to help keep me protected. xarelto® is a latest-generation blood thinner... ...that's proven to treat and reduce the risk of dvt and pe blood clots from happening again.

welcome back. every political pro involved in a georgia special election expects jon ossoff to get the most votes. that in itself would be a big deal in a district known for snis sending conservatives to washington. the big question is whether ossoff can crack 50%. if he does, he's congressman ossoff. if he doesn't he'll be in a

two-month runoff campaign to whoever comes in second. president trump rooting for a runoff. >> only you can stop the super liberal democrats and nancy pelosi's group and in particular jon ossoff. if you don't vote tomorrow, ossoff will raise your taxes, destroy your health care, and flood our country with illegal immigrants. i need you to get out to the polls tomorrow, april 18th, and vote republican. >> never mind. the republicans have the majority. ossoff couldn't do any of those by himself. the president trying to bump up republican turnout. he knows it's best if he lets others say that. >> well, i appreciate the president's interest in the race, although he's misinformed with respect to my priorities. this race is about local economic issues here and values that unite people in the community in georgia before it's about the national political

>> thaek >> that's correct. there's only one democrat of those 54 races who got 50% of the two-party vote. their conclusion is this is not a marginal district. if he were to win or even come close in the second round, they think it's a good sign for the democrats going into 2018. but today is his best opportunity. >> today is his best opportunity. and the democrats say we came close in kansas. if they come close again, will they have a morale let down? even if you look at it horl historically. >> i think there is a big part of the democratic base that is so fired up to oppose donald trump in any way they can. i think that's going to continue. but there's a long time between now and the 2018 elections. it is -- it's an ice age warawa. we don't know what things are going to look like in 2018. >> and i think one thing to keep in mind this is one race in one
