but once something happens, they do show up in force very, very quickly. very professional police force here. >> fred pleitgen in london for us where this attack began to unfold and now going on almost six hours. fred pleitgen, stand by. breaking news here at cnn, we want to welcome our viewers in the united states and around the world. i'm ana cabrera. >> and i'm john berman. new developments just in. r london police just confirmed six people are dead and three attackers also killed following what was one terrorist incident, one long terrorist incident that began on a bridge and ended in a restaurant. this is what we know. first, police say a van, we just got our first pictures of it, ran down pedestrians on london bridge. one witness described the vehicle tossing some person some

20 feet in the air. it appears as though the van was purposely aiming for pedestrians and then afterwards people were laying on the ground not moving. that was followed by the stabbing attack at borough market, a restaurant south of the bridge. >> images from this scene of what could be two of the assailants on the ground, one clearly wearing some sort of vest. british prime minister theresa may is convening her crisis response team in the morning. it's important that we're now learning from the update that police just had moments ago that the assailants were wearing what looked like explosive vests which, upon further investigation, appeared to be fake. and president trump is also speaking out tonight. he has been briefed by his own national security team. he tweeted this. not long after this incident began to unfold. "whatever the united states can do to help out in london and the uk, we will be there. we are with you. god bless." >> this is the third terrorist

attack to strike the united kingdom in the last three months. a westminster attack main march and then the bombing in manchester less than two weeks ago. a memorial concert for the manchester victims planned for tomorrow, for sunday. no word yet on if that concert will still take place. > we've now learned that 20 people were transported to different hospitals in that area. nic robertson is joining us now. set the scene of what you're seeing now and who you've been talking to, what you've heard about the terror event in the last few hours. >> reporter: well, we can still hear a helicopter hovering above us and the situation on the perimeter here does seem to be

settling down. people in this neighborhood are still trying to get back to their homes and for some it's still not possible. people we've talked to that witnessed parts of the attack, hearing the shots being told to run and leave the area by police, as we came into the area here, absolutely chaotic situation. police moving down the center of the road and riot gear towards the borough market from where we were. and then they turned, they arrested a man, ran at high speed, chased everyone including us out of the area, armed police moved in. but that situation, as i say that was chaotic before, has very much calmed down at the moment. 20 people, as we know, are being treated for injuries in hospital. numbers of others treated by the medical services on the bridge and at the scene as well. they didn't need to be taken to

hospital. the emergency services declare that a major operation, that's terminology that they use here for a large-scale event and as we've heard the casualties dispersed to six different hospitals. that's normal in london to maximize and speed the trauma treatment that the people, the injured casualties can receive. it's very likely going to be a significant amount of time before the police can begin to at least open up that the center of the cordoned area. the british prime minister theresa may will have her intelligence chief, police chief, transport minister is often a person who attends that meeting as well. she will perhaps be breathing something of a sigh of relief to know that all of the attackers were dead. this will allow the police now to begin a very important

calculation of who was behind them, who were they connected to, is there a potential follow-on threat immediately from this. this will be part of her consideration as they figures out whether it's necessary to raise the terror threat level and meaning an attack is highly probable to take it up to critical as we saw last week would mean that a threat was potentially imminent. but now we know as well that it wasn't real explosives in the vests that the men were wearing that, again, will mitigate potentially the threat level going up because it would mean or imply at least, that there wasn't the possibility of a bomb factory and other explosives being produced meaning, therefore, that there could be another catastrophic type of attack. so as we've all been saying through these moments, this is

the beginning of the investigation but by now the police should have the identities and know the identities and at least some of the background of the men that they shot dead tonight. >> sand by. we'll talk about that in a moment. one new bit of news. now 30 people are being treated in local hospitals in london. that's in addition to six people killed between the bridge and restaurant. 30 people right now being treated inside hospitals. i want to bring in juliette kayyem, national security analyst. we got a great deal of information from scotland yard. six innocent people dead, three assailants dead. they drove the van across london bridge straight to borough market, started stabbing people. a number of people were stabbed there and within eight minutes the british police were on the scene shooting the assailants dead and as nic robertson

pointed out and juliette you pointed out, they now know who these people are. they are hunting down any leads. we heard explosions or loud bangs at least and it's not impossible that that was law enforcement going there and tracing them to their homes and inspecting them. >> that's exactly right. remember after all of these terrorist attacks there was a broad sweep, as there should be, to neighborhoods, family, friends, roommates, colleagues and there will be more arrests as we saw after manchester than maybe there are guilty. after plant there wemanchester arrests which is expected in the next it 4 to 36 hours after a terror attack. this is what is interesting and somewhat unique, which is that this appears to be a three-person suicide mission.

there's no way that the three of them could have planned that and thought that they could have gotten away with anything but death. they were certainly well aware of the british response capabilities, as nic was just reporting how quickly the police were there and that they were shot dead. that is very different than a lone wolf suicide attacker, say orlando as we've seen or possibly manchester, although he clearly had ties of support. three men simultaneously what we're familiar with, what we know from sort of some of the bigger attacks, say 9/11 and others. but just to make it clear that i wouldn't use the term lone wolf right now. that's three men willing to be killed in a suicide mission. so whether they had help, we don't know yet. but the terminology we just have to be really careful about because this is different. the other issue i just want to say is that this is ongoing in another respect. we were talking about this before the break. scotland yard is trying to get

out lots of information and they clearly have more dead than originally thought and more in the hospital than originally reported. that is also common in these kinds of incidents because things are happening so fast. their biggest problem is that they need to, unfortunatelily, match those who are dead or hurt with family members and so what you saw out of scotland yard and what you're seeing on social media is a strong attempt of what we call in my world, family unification. you have to get people connected with their kids, their family members, their roommates so you get a sense of who needs to be matched with whom. it's a tragedy of cases like this. you heard scotland yard saying you need to get home, call home, because they are being inundated with phone calls right now. >> and juliette, we're seeing all of these emergency responders really react extremely quickly. we're learning now, over 80 of the medics from the hospitals

responded to the incident, including ambulance crews, paramedics, advance trauma teams, london's air ambulance. now the latest number is that 30 people are being treated at five hospitals and one of the people who were injured in this was an officer who was responding to the incident. his injury came from being stabbed by one of these people as they left the vehicle once they hit the borough market area. james gagliano, one interesting detail we also learned is that those vests that so many people described as what they believed to be were suicide vests were, in their words, the police words, hoaxes. >> sure. and i think part of that is they wanted to appear to be more heavily ladened with death and destruction than they were. in the united states, let's say

there's a similar incident they could have a detonator in their hand. there's two types of detonators. one is a plunger that you would press down and set it off and the other is an attacker could have it in his hands and if you shoot the attacker and he expires, his hands come off of the plunger igniting the vest. so this is what the first responders have to deal with and those first responders are trying to do this mental

calculus all at once with different things happening. very difficult to do. if this ends up being the total counted, six dead, as horrific as that is, think about what one man did in nice, france, with one truck. killed 86. it's a tragedy and it's horrific but it could have been so much worse. >> six dead, three assailants also killed. six dead, 30 people being treated right now in hospitals and drove that van into borough market stabbing several people, we're told there, in a local restaurant inside and outside that local restaurant. we don't know the breakdowns of the deaths on the bridge or the road. juliette brought up an interesting point. sort of opposing themes here. is the upheaval and confusion

that it can cause. on the one hand, it's a simplistic attack. the fact that there were three of them does tell you something. >> yeah. and it's how difficult it is to trace these groups, these people that want to try this out. they just had this massive attack in manchester. they had a nationwide manhunt and they've made all of these arrests. they were looking for people who were inspired to do this and they missed. police did a tremendous job to responding to this but there will be questions about how are these three missed, who are they. and this is where it's virtually impossible to find everyone. >> and so often when we say that they are missed, so often it turns out that they were on the radar, so to speak. >> more often than not than what we've seen in the last year and not just in great britain but in france and belgian, these people were known to authorities and, for whatever reason, they were not in custody.

>> a key question would be, did they travel abroad? i keep talking about the manchester attack. sophisticated bomb, travel abroad, contact with isis. you know, that's really alarming. >> and we heard from paul cruickshank that they are trying to track 3,000 people that are on their radar and they are trying to have a better understanding of what their intentions are and then add that to a total of 20 plus thousand that they've been tracking in recent years. that gives you a sense of how difficult this could be for law enforcement and today's day in age and the threat that is out there. >> it's literally trying to find a needle in a haystack. in the west, we have a rule of law that states we're not allowed to arrest people on a potential to commit a crime. so, yes, these folks are on no-fly lists and under surveillance but we don't have

enough resources to put one person on every person we have under suspicion and in the united states as well as in the uk, you can't arrest people just because you think they might have a propensity to commit a crime. >> and again, another bit of news from the statement from scotland yard is that officials believe they have killed all of the assailants that are directly involved in this attack. the hunt for more, the hunt for people on the run, that appears to be over. >> but the investigation is just beginning and we're, again, learning the latest information that six people were killed by these attackers at this time it's unclear if those were people who were run over by the van or if these are people who were stabbed. they did plow into people who were on london bridge this evening and then drove the van into the borough market and then got out with their knives. you heard from eyewitnesss on the scene saying that they were stabbed with those knives. we heard a few minutes ago from

senior police officials who spoke to reporters at scotland yard. we want to play that for you in its entirety. take a listen. >> good morning. since late yesterday evening on saturday the 3rd of june, the metropolitan police has been responding to incidents in london bridge and market areas of london. we are treating this as a terrorist incident and a full investigation is already under way led by london's terrorism command. you'll understand that our knowledge of the incident is still growing but at the moment, what we understand is as follows. eight minutes past 10:00 last night, we began to receive calls that a vehicle had struck pedestrians on london bridge. the vehicle continued to drive from london bridge to borough market. the suspects left the vehicle, attempting to stab a number of people, including an on-duty british transport police officer who was responding to the incident and he received serious

injuries, fortunately, not life-threatening. armed response officers responded very quickly and bravely and confronted the three male suspects who were shot and killed in borough market. the suspects have been confronted and shot by police within eight minutes of the first call. the suspects were wearing what looked like explosive vests. these were later established to be hoaxes. the ongoing operations led by the met working with british transport police, city of london police and london's ambulance and fire services. at this stage, we believe that, sadly, six people have died in addition to the three attackers shot by police. and at least 20 casualties have been taken to six hospitals across london and those numbers are still rising. i'd like to repeat our request for londoners to avoid the areas of london bridge and borough market to enable the emergency

services to continue this operation. this investigation, as i've said, is led by the counterterrorism command and we'd ask for the public's help. anybody who has images or film from the incident tonight, perhaps those in the area, up load it to ukpoliceimageappeal and you'll find that on various news feeds. and, of course, our thoughts are with those who are involved and those concerned about loved ones in the area. they should contact our casualty bureau. if you're worried about someone in the area 800961233. looking forward, we are, of course, reviewing our plans of policing across london and people can expect to see more police resources across the capital. finally, i'd ask the public to

be vigilant and contact the police if they've got any concerns. >> is this instant completely over now? >> our current belief is that there were three attackers but this is early on. >> there were three attackers in the vehicle. >> this is a protracted incident that starts on the bridge and finishes in borough market and we believe three people are involved but we've still got more inquiries to do to have 100% confident in that. >> can you tell us more about the attacks, where people were killed? >> you're asking for a lot of detail there. we're still getting to the bottom of what has gone on, the number of casualties and it's a complex scene as we suspect that explosives have been ruled out. last question? >> can you tell us a little bit more about the people involved in the operation to bring down

pictures in. this is what appears to be the van. this was the van that three assailants used to drive into pedestrians walking across london bridge several hours ago now. they were out on saturday night. people were enjoying the night out to dinner, out for drinks and then this van driven by three assailants plowed through them on london bridge and the van kept on driving into borough market. the assailants got out and began stabbing people in the restaurant area there and within eight minutes british police were on the scene and shot the three assailants dead. >> those eight minutes felt like an eternity to the people who were in that area who we've talked to. i've talked to several eyewitnesss tonight, first on london bridge and then folks in the borough market who actually witnessed these assailants during the height of the chaos and confusion and terror in this part of london. we spoke with a man named jack

appleby whoas tre when it occurred. let's listen. >> so we were just outside with a few friends and it was crazy. people kept just running down the street and this one girl saying that they are stabbing everyone, they are stabbing people and i turned around and i said, everyone to the back. to the back. i was trying to keep it as quick as we can and everyone got off their seat and rushed to the back and you don't really think at the time. just sort of went to go grab the keys and i literally turned back around and there were these three men standing there, one with a machete and they had this sort of belt on. we didn't really -- they just looked at us and i didn't really know what to do. everyone was in the back of the restaurant and they carried ongoing back down towards the street and me and a colleague

ran to the front and he kept a lookout and i just saw -- managed to get the shade down as far as we could and it was like a moment of panic and when we looked underneath for about five minutes everyone was in the back and everyone wasworried. there w gap in the shutters. and everyone did a really good job, honestly. it was a moment of absolute panic. and then for about an hour and a half we were hiding upstairs and gunshots were going on everywhere and it might have been suicide vests so we put everyone and in the staff room up top and started handing out water to everyone and tried to keep everyone okay. it was just crazy.

and then about an hour and a half later police knocked and called for me to give them the keys and everyone got escorted out of there immediately like hands on their heads. it was just -- yeah, so crazy. >> jack, did you hear two separate times what sounded to be gunshots? >> it was more than twice, i would say. we heard gunshots going off down the street. each time it was three or four, maybe more. i heard 10, 15 gunshots. >> and where exactly did you see these men in the vests that you described? were they right outside your restaurant? what were they doing? >> there were two men, one of which we saw and luckily my colleague was so good, he was like, he's such a good guy and

he just told everydy he saw the vest and told everyone to get back. we were worried about an explosion. >> jack, did it look like a suicide vest, like what you've seen pictures of, suicide vests? were there wires and -- >> no, i saw big packets all around him. around his stomach, really, but nothing went off and there were police lights all around the body making sure they don't move like the police do a very good job very quickly. i didn't see anything actual casualties or injuries. all of our customers were okay. i'm so glad. we got the shutters down and if we didn't, when they were shooting them, they died outside the restaurant, i don't know. >> a little bit of a closer look now at a photo of what we believe to be one of the assailants on the ground there.

we can see perhaps i think the vest that you were describing there, jack. the picture of this man's face is a little blurry. can you give us a sense of how old these individuals look? did you get a look at both of them or just one? >> yeah, there was three of them and i would say about 30 something. i was so surprised that they never actually came in. i mean, they took a couple steps in the door and at that point, we didn't know what was going on. we did what we could and kept everyone as safe as we can. they could have caused so much destruction and it's a moment of something -- >> jack, did you see police officers actually engage these suspects? >> we didn't get to see it because we had the shutters down. we heard it. everyone was pretty frightened.

we tried to keep them as calm as we could. >> and that was jack applebee, a restaurant owner in the area who kept people safe, was in his restaurant for some 90 minutes until police said it was safe to come out. you heard jack there talking about a vest that he saw. and when you can see, we were not quite sure what it was as we have been looking at these pictures for quite some time. a statement from the scotland yard a short time ago said that the assailants were wearing explosive vests which appeared to be fact. so they were not in fact that. that clears up that bit of information. i want to go back now to the ground in london. the sun is about to come up. it's getting brighter and brighter after a very difficult night there. we're joined by international correspondent frederik pleitgen who's been up all night in london. i imagine it was a sleepless

night for many if not all in london. six innocent people are dead and if they were worried about assailants on the run, all three assailants now believed to be killed from this incident. >> reporter: yeah. and one of the things that i think they'll be waking up to and hearing about and i think will be quite happy about with this tragedy that has happened is that the london police dealt with this threat very, very quickly. one of the things that you guys were talking about is that apparently they were engaged by armed police officers within eight minutes with all of this happening. and that's certainly something that probably led to the fact that there's a lot less carnage and potentially there could have been more had they not reacted quickly. but i can tell you that there was a long period of time when it was really unclear whether there were further assailants still at large.

a lot of chaos here. we've seen people evacuated from the cordoned off area. some of them with hands over their heads as they were coming out because they wanted to make clear that they were not assailants. and then there were people who were being questioned by police officers. i spoke to an eyewitness who said that he was on hand as people were stopped and searched and frisked by police officers to see whether or not they had anything to do with this. so very difficult for the police to ascertain in the early minutes after this happened. we got here on the scene. and whether or not there may be more than these three assailants. and also the fact that this took place in two separate locations. it was really unclear at the beginning whether these were two very separate attacks or whether these were the same people who used that van to plow across london bridge. and then went on to the different location in the

borough market and continued that attack. so at the beginning stages, a lot of chaos, which makes it more remarkable, that the police officers were able to take these people out and eliminate that threat as fast as they did. >> eight minutes is all it took from when they first got the reports of the incident unfolding on london bridge that led them to borough market where that van apparently crashed and the suspects got out with their knives and started stabbing people. we're now learning one of those people who were stabbed but survived was an on-duty british transport police officer responding to the incident at london bridge. he received serious but not life-threatening injuries according to the police statement released. the hospital is helping 30 people from the incident. there is a lot of healing that needs to be done. i want to bring back our panel,

juliette kayyem and james gagliano and david rohde. three people were shot by law enforcement in response here. what does that signify to you that there are more than one person and they obviously were coordinating this, acting together first in the van and then on foot with knives? >> that's exactly right. so this would not be your traditional sort of lone wolf attack like orlando is how -- the orlando attack is how we think about it here. three men coordinated these two sites to kill people. they not only rented a van and got it, but they did so in a malicious fashion. once they got stopped by the van, they then go into the restaurant or bar and kill people. i would not use the term lone wolf although i don't think we

now know whether there are ties to outside groups. no one has declared that they are taking credit for this. isis generally waits 12 to 14 hours so i would expect something by sunday afternoon. but remember, we're in the second week of ramadan. this was accepted to be a violent ramadan because isis was promoting these kinds of attacks. it's not surprising, unfortunately, because we will have to wait and see. one thing on the reaction by the first responders, this is what they train for. you know, the number of hospitals that -- people often wonder, what do they do all day? they do training and exercises. this is the world i lived in. the fact that that many hospitals is open is because you essentially don't want a critical patients all at the same -- even if it's a closer hospital, you want them dispersed because your doctors are dispersed and the notifications through social media and facebook, i have to

say it was so great and sophisticated to tell the public what to do to get families back together. this is what britain and the u.s. and paris first responders train for and they really did minimize the risk to more people with their quick response. >> i want to bring in james gagliano, former fbi special agent. james, what we know is that there were three assailants dead. presumably right now authorities are going through everything that they can about these three people. walk us through the next steps. i imagine these are critical hours. >> absolutely. first of all, they've got to get all of the forensic and harvest the forensic evidence. that's going to be surveillance camera footage. >> which is everywhere in london, by the way. >> everywhere in london. you have to democratic it. maybe shop owners have a 24-hour

deal and then they are going door to door and talking to witnesses and separate them so you don't get two or three people standing there together and then confirming each other's views and perspective. what absolutely blows me away, the brutal efficiency, eight minutes from start to finish during the fog of war when you're trying to weigh and take a calculus on who is the good guy, who is the bad guy, are those really bombs, what weapons do they have, for this to be taken down in eight minutes, i'm telling you, this is an textbook response by responders. they did an unbelievable job. >> they worked quickly, quietly and they were doing so much but at the same time they were alerting the public, too, about

what was going on so they could make sure that the public knew where to go, how to stay safe. we know that they were transporting witnesses from the scene to do interviews with them very quickly after this scene was unfolding. what's really concerning here, though, is three attacks in three months and now they're saying this is terror. we don't know if there is a specific terror group behind this. or three people who knew each other and plotted this out. we'll learn those questions and answers in the coming days but, again, the consistency that we're seeing this happen, doou get the sense that terrorists are emboldened right now? >> that could be. for three months british law enforcement have been on their toes and very aggressively looking for these kinds of things. it could embolden people. it's tragic and a positive thing is how the public responded.

people listened to the police instructions. they acted calmly. the british have a social media campaign that's been out before but was used tonight, it is called flee first. if you can't flee, barricade yourself in and then communicate with the police to tell them where you are and last resort, fight back. >> you're talking about the social media campaign and i just got a tweet, any images or video of the incident can be shared with the police and they put up a link on social media asking for help, asking for community operation. >> and then an avenue for people to share those images. >> you can see the police acting calmly save lives and i think it did in this case. >> david, james, juliette, stand by. we have to sneak in a break. this is breaking news out of london. three terrorists are dead.

we are following breaking news tonight in london where a deadly terror attack has taken place. it began on london bridge and ended in the borough market area. these pictures from the borough market where we know there were three attackers with knives who got out of the van that initially had driven on london bridge into pedestrians, careening through that area. people flying into the air, as described by eyewitnesss, and then stabbing some folks inside a restaurant in borough market. an eyewitness describing witness eing a woman stabbed in a neck d another individual stabbed these pictures are extremely disturbing but you can see just how devastating and how quickly these three attackers operated. in fact, we now have learned from police in the last hour or so when they came out with their statement that these three attackers are dead. they were killed, shot by law enforcement within eight minutes

of the initial call. >> and as for the knives themselves, witnesses described the knives asthma she machetes. large knives in this savage attack. the white house says that the president offered his condolences to theresa may and first responders and full support of the united states government in investigating and bringing those responsible for these heinous acts to justice. it does appear that the three people most directly involved with these attacks are dead. unclear if anyone else was linked to the attack. that's what investigators are discussing right now as we speak. we're joined by david rohde. there's been a great deal of tension between the united states and the united kingdom since the attacks in manchester, england, more than a week ago. the british felt the united states was leaking information to the press. that does not appear to have

happened tonight. you have to believe that u.s. officials went into tonight's attack very, very carefully. >> it's good because leaks endanger lives and there will be more cooperation. it seems like there's new intelligence that salman abedi, the young man who carried out the attack was in libya and they are sharing this information and they have to because this is such a threat in so many different countries and they need to work together. but again, keep it confidential. >> we are now learning a little bit more about some of the victims. we don't know anything about the six who were killed but we also know that there are 30 people, according to the officials, are who are being treated at the local hospitals and more than 80 people from the emergency

responder department. they all rushed to the scene involved in this incident is trying to make sure that they could save as many of the victims as possible. one of the victims is an officer who was on duty, one of the first on the scene after he responded to calls of help from the public. we're now learning that he received injuries to his head, his face and leg, which, according to the police officials at this time, are believed to be serious but not life threatening. he was stabbed by those individuals who got out of the van after they careened through people on london bridge. james gagliano, when it comes to tracking down information about these men, we know that they are all men. we've seen two people on the ground with law enforcement over them wearing what appeared to be some kind of suicide vests and even law enforcement described them as appearing to be explosive vests but they weren't explosive vests. they were fakes. why would they put those on, do you think? >> i draw a correlation here between the 9/11 attackers.

they were al qaeda and these folks -- we don't know for certain who they are. this looks like an isis-inspired attack. we don't know for certain. but if you'll recall the 9/11 attacks on the planes, the terrorists built what appeared to be bombs and used that to keep many of the passengers seated and from storming the cockpit until it went down in shanksville. that could be part of it. maybe they wanted to take a stand for publicity. what we're learning is that there are not long drawn-out negotiations. they make a statement or so and talk to the police, put something out and say well this was inspired by al baghdadi and then kill themselves or die by suicide by cop where they engage law enforcement and they are just looking to be killed in the

end, martyred. >> juliette, three people now, three assailants dead. i don't know whether the terminology matters here but is it fair to call this a terrorist cell and what would the implications be? >> anything more than one, you're going to be worried, obviously, not just the three but any more. because this wasn't a highly sophisticated attack, all they took was a truck rental and the purchase of knives. we don't know how deep or how wide or across the globe the tentacles reach. this could very easily be three men radicalized online or planning something from something they hear or see online. but this is different, because i just want viewers to know that, that this is not the sort of lone wolf, we use that term rather casually. what david was saying earlier, we're going to find out things in the next couple of days. there may be a claim by some

organization that may have proof that they knew these guys and obviously on the law enforcement side, they're going to be tracking down service

e ess. >> again we don't know if these individuals were inspired if they were islamists, if they had any kind of background when it comes to the muslim religion, but the fact that this muslim kounsel of britain have responded so quickly, what does that say? >> i think it's fear of a back

lash and categorically, if these were islamic extremists who carried out these attacks, they want to turn this into a religious war. that's what they're trying to evoke. tha they've done this over and over and that's their goal is to divide us. so i applaud that statement. the vast majority of muslims are horrified this. muslims across the middle east. ice has killed more muslims than any other groups. >> tomorrow scheduled in manchester a benefit concert. ariana grande holding a benefit for the families of those victims killed in the attack there. and as of now that concert still does appear to be happening tomorrow, james. and i suppose that's not a surprise in england, which has lived through its fair share of terror incidents over the years

with the ira and what not and it didn't bring london to its knees, i don't think these attacks will do the same. but obviously if you're holding a concert in manchester, england tomorrow, you're go being aware of the events in the last days and weeks. >> absolutely. but again i think what isis is looking to do with these inspired attacks, if this is what this turns out to be, is they're looking to reach disenfranchised, disinfected folks that have not been able to asimilate into society and those are best suited to go after soft targets. i suspect the concert is going to have a robust security system in place. they're going to look for a soft target. someone with limited intelligence. i liken these folks, these disenfranchised folks to a

street gang like the bloods or the crips. they feel disenfranchised and they turn to something like this perverted ideology and they turn to it because every single person in this world wants to feel part of something bigger than themselves. it's just an unorthodox ideology that looks to kill, maim and instill fear in the rest of us. >> how do you cut through that ideology? how do you try to change the narrative and the draw for these individuals? >> so assuming that's what we're looking at and obviously we all are being very careful, we will wait for scotland yard, but this issue of terrorism is one that has persisted for a very long time and so there's a whole bunch of approaches that need to be taken simultaneously.

i don't think as relates to islam, i don't think the west is the best spokesperson for that but as you're seeing with the statements by the major muslim organization of london, the idea that the muslim community is not condemning this is ridiculous. it's something you hear in right wing needia. they're speaking up. we're just not paying attention to it. they know noemost of the casuals are muslims around the world. publicly this is why getting an fbi director does matter because those ties between the head of intelligence and domestic security in britain and france and united states are strong ties. so we need focus on -- we're building a counterterrorism apparatus that's current with the threat going on.
