president prepares for a crucial international trip. recovering all of this, let's begin with cnn's paula hancock, in seoul, south korea, let's begin with the latest on the ballistic missile test. >> we know right now that the u.s. and south korea and intelligence authorities are working together to try and analyze the data and figure out if in fact north korea did fire an icbm. north korea claims it was a great success, they claim that there was an intercontinental ballistic missile, and they say they can hit any part of america. some experts suggesting alaska could be in its sights. also not denying it, we heard from the joint chiefs of staff

here, they are saying that today's launch had an improved range from the one fired on that 14th. that one fired on that 14th was touted by all experts as one of the most significant developments when it comes to the nuclear weapons program of north korea. so by default, this is a very significant missile launch today. john? >> paula hancock in seoul. >> after the launch, president trump took something of a dig on twitter. this comes as the president is preparing for the g-20 summit. he will have his first face-to-face meeting with russian president vladimir putin live at the white house. >> good morning, john. north korea's aggression very much a test, a critical test for president trump as he is preparing later this week to leave for that international trip that you had mentioned. so far all eyes are on his response and whether or not that response escalates the tension

with north korea. so far the response has been mostly putting pressure behind the scenes and publicly on china. >> president trump defiant in his response to north korea's 11th missile launch this year, tweeting about north korean leader kim jong-un. does this guy have anything better to do with his life? hard to believe that south korea and japan will put up with this much longer, perhaps china will put a heavy move on north korea and end this nonsense once and for all. coming one day after a phone call with chinese president xi jinping. the chinese offering a more critical take, noting that the u.s.-chinese relationship is being affected by some negative factors. president trump issuing this stern warning on friday, after meeting with the president of south korea.

>> the year of strategic patience with the north korean regime has failed, frankly, that patience is over. >> national security advisor h.r. mcmaster confirmed publicly that the u.s. has updated it's military options against pyongyang. >> we can't repeat the same failed approach in the past, the president has made clear to us that he will not accept a nuclear power in north korea. >> the president's posture towards china clearly changing in recent weeks. donald trump appearing to lose faith in beijing's willingness to take on north korea. >> i wish we would have a little more help with respect to north korea from china, but that doesn't seem to be working out. >> donald trump warning in april that he is willing to take unilateral action if china does not do more to contain the threat. >> they have a diplomatic responsibility to kper much

greater economic and diplomatic pressure on the regime. >> this growing tension coming as president trump prepares to leave for the g-20 summit in germany, where hess expected to sit down with president xi and the president of south korea. >> president trump's meeting with president xi is justone of many high stakes meetings he will have with -- also look for his meeting with the chancellor of germany, angela merkel. she famously did not get that hand shake here at the white house, he has already come out publicly saying that she's warning against isolationism. and she thinks the meeting with trump will be very difficult. >> joining us now to discuss, your cnn military analyst

certainly cedric lateen. congressional reporter for "the washington post." happy fourth to all of you. colonel this is very troubling news obviously for americans to wake up, if in fact north korea's word can be trusted that they did actually test this intercontinental ballistic missile. how concerned should the white house be this morning? >> i think we should be concerned, but we also have to take this with a grain of salt, looking at the range of the missile is of course the key thing that intelligence agencies are going to do at this point in time because they want to see if the threat is actually going to be one that includes places like alaska, guam, the west coast of the united states, and possibly more. and based on what we see with this missile right now, i'm leaning toward the idea that

this was not an intercontinental ballistic missile because of the range of the missile test, how far it flew, the altitude that it took and where it impacted. but having said that, we have to be prepared for the north koreans to actually create an intercontinental ballistic missile and create that threat that they have been talking about and bragging about for so lo long, but it's not just not going to happen today. >> if it was an intercontinental ballistic missile--how close is north korea to weaponizing these missiles? >> this is one of the big questions that the intelligence agencies are focusing on right now, so there are -- the intelligence agencies also have a lot of dark areas that they really can't get into when it comes to analyzing north korea. but the best analysts are really

looking at this and seeing, they could possibly do this as early as a year from now. and given that fact, it is clearly a danger, and it is clearly something that could upset the balance of power in the east asian area. and once that balance is upset, then you can also have a lot of other things happen that you know could potentially spiral out of control. >> so just eat historic reminder, the world is a complicated and dangerous place on the eve of the g-20 summit. so there are a lot of things that could be discussed at this summit. >> i think this obviously putting into real play what the u.s. relationship is with all of these other countries, we have kind of seen what trump has said publicly, we haven't seen what vladimir putin has said at all. russia is closer to north korea than the u.s. >> and he'll meet with russian president face-to-face. he's going to have to juggle,

the president will, not just the situation with russia, that we already knew about but this as well. >> it definitely complicates things. in some ways you can see some alignment happening, what donald trump doesn't want to talk about is hacking and intervening in terms of the election, so this will put this on the back burner. >> what do we expect president trump to focus on in the meeting with vladimir putin. if there's any corner that can be turned, the point is he's not going to bring up the russian meddling in the u.s. election? >> and it would be frankly surprising if he did, given that he's not been willing to accept the problem that the entire intelligence community has said that it is to the american public.

what we know that he's probably going to talk about, he's probably going to talk about syria's situation, that's very serious as we see what's going to happen after raqqa, and also to discuss ukraine, this is a constant, constant sticking point between russia and the united states, because of their continued -- in eastern ukraine, the war that continues to go on there. it and russia wants to see some of those sanctions go away. the thing that we know is that they're actually tstarting to lose their patience with is they -- the obama administration wants kicks the russians out of the obama administration which was have more to do with the election meddling. these are all things on the table that are just the moving pieces in the russia

investigation. and the question for me, actually is how much of this discussion is trump going to drive? because, again, remember, he's sitting across from putin and other world leaders that have more experience than him. but putin is one of the best players in the international change in this game. so will he be driving the conversation and getting trump to make promises. >> that's just one of the relationships that will be on display at the g-20. president trump, president putin. and it's interesting because when you're dealing with north korea and china, this is an area where the president has invested some political capital and some time.

>> he tried to have that show of warmth, that aer going to work together with china. he doesn't have a lot of cards to play, and he was trying to work with the chinese as much as possible, but it hasn't real born in the fruit so far. >> what carrots can trump dangle with china? >> it's really going to be tough because and as anna mentioned, it's very, very difficult to actually do this in the right way, but what he should be doing is he absolutely needs to exercise as much influence has he possibly can with the chinese and explain to them that this kind of activity on the part of the north koreans, these missile launches are really a

destabilizing force in east asia. and the fact that they are a destabilizing force makes it important for him not only to insist on that but also to get the chinese to do things they might have been unwilling to do before that. the chinese want to keep the north korean situation under control, they don't want a reunified korea. they don't want any type of upsetting of the balance that exists there, that's really what they're looking at. so that's his primary job right now. >> big complicated week ahead, all right, guys thank you so much. just in time for the fourth, state beaches and parks are open again in new jersey. this after lawmakers reached a budget agreement ending the three-day government shut down there. but residents may not be ready to move on after these pictures

caught chris christie basking in the sun on the closed beach. >> that picture at liberty state a park is now open. we have seen people start to stream on in here, this after the governor signed that $37 billion budget measure, reopening the parks, reopening the beaches, but a lot of folks aren't going to forget those pictures, those pictures of the governor sitting out on a beach with his family over the weekend, on sunday, there at the island beach state park. the governor originally said he didn't get any sun, then later a spokesperson came out and clarified those statements after those pictures came out and showed him very clearly out there on the beach, his spokesperson basically saying, look, he wasn't getting any sun because he was wearing a baseball cap. that explanation not setting well with a lot of folks in the state. but the governor offering no apologies. >> the way i took the question

was, hey, were you laying out getting a tan today? that wasn't what i was doing, and that's not what those pictures show, sitting there with a baseball hat in shorts and a t-shirt talking to my wife. if they had flown is that plane over that beach, and i was sitting there with a 25-year-old blond next to me on that beach, that's a story. >> a lot of people don't realize, this is a governor who for many, many years had such a good reputation and the state of being very plain spoken and getting out there and saying what he means, he's had an incredible fall from grace, if you consider these numbers, he's had just 16% approval rating in the state, that's the lowest of any governor in this state in recent memory governor christie saying for his part, those numbers don't mean anything, but we have heard this before from politicians who simply don't

president trump preparing for his second overseas trip where he's expected to meet with russian president vladimir putin at the g-20 summit in germany let's discuss with -- a former senior advisor to the national security before the president

seeings the -- we know that president trump is giving a major speech in warsaw. he has been advised to make a strong commitment to the nato alliance and to underscore that the united states will respond to the alliance including by russia. that can be an important precursor to his meeting with president putin in hamburg just a day later. >> and that is a bit of a show of strength, senator, before the meeting with vladimir putin and one of the very few things that vladimir putin does respond to is strength. so why not in this pull aside

meeting, say hey, president putin, stay out of our elections. >> first of all, the stop in warsaw and making that commitment to the alliance is very important. i think that's a great start to the trip. i think he should say something to president putin about the interference in the russia election. this is where i hope president trump doesn't conflate false accusations of collusion and all the things that so far there's been no evidence of with the serious issue that the russians were involved in this election and trying to influence it one way or the other, and that we as americans don't appreciate when foreign powerings try to do that. this is one where i think you would actually show some strength in defending american values and not get tied down with the fact that there are political gains trying to be made at his expense to avoid some sort of collusion and therefore avoid the issue. >> the first trip was with nato

leaders and after the trip -- >> i think this time all european leaders as well as g-20 members are looking for the united states to bring itself out of an acute national security crisis. right now the united states is distracted, there's a lot of internal finger pointing, senator santorum just pointed out, the united states needs to arrive in hamburg and send a clear message that it will not tolerate direct attacks on u.s. soil against the united states and also send a message that the united states stands with its allies, stands with its partners in the face of national security issuings like global terrorism, like syria and ukraine. >> does the trump arrive with the united states being as respected as it was or has been around the world by these other g-20 leaders?

>> i think in some ways yes, in some ways no. i think the fact that the president has been much more decide sif in dealing with some of the enemies that we're confronting than the previous administration i think has upped our status. i think a lot of the political turmoil that you see here in the united states has not helped this president, i think -- obviously i'm very much in favor of what the president did on the paris accords, but that's not possible among a lot of our allies in europe in particular. it's a mixed bag, but i think the fact that the president has been clear and more determined to confront our foes is actually a positive sign. >> interestingly this has not changed in the last 24 hours, with president trump testing a ballistic missile, we're not sure, but it is a serious provocation, samantha. not to mention the leaders of south korea and japan. >> it i think he's going to be

hindered by the fact -- pulling out of the paris climate accord really dpin diminished u.s. -- to question whether the united states is going to keep its word, and that's directly important when we think about the u.s. relationship with china, the united states needs china to be involved if we're going to have -- as president trump prepares to meet with president xi, he's coming from a weaker position, he would be well advised to continue to try to mend fences with president xi, in light of the fact that korea is the most dangerous -- >> you can make the case that every president has failed in dealing with north korea. but what he's trying doesn't seem to be working any better, he's invested quite a bit in

this new relationship with china and it hasn't paid off. >> first i will address the issue of climate, which is climate is not a national security issue, i understand that president obama said it was a national security issue. i don't think anybody really believes that climate is a national security issue, it may be an economic issue, it may be a political issue, but i think most folks are serious when you look at the threat of isis and you look at the threat of north korea and iran and other hot spots, those are national security issues and ones that this president i think is very focused on appropriately, as opposed to the political issues, and north korea, i would agree with you, it's not just the previous administration that had trouble with north korea. there's long line of people that have not done very well in -- it continues to advance, nuclear technologies and combining those two to potentially threaten the united states. and this is where i think president trump is showing some resolve here and talking

tougher, making statements that i don't think previous presidents would make. >> if you look at the past, there wasn't a whole lot of tough to be talk. that was a lot of pandering to this regime, obviously different people, the same blood line if you will, and it seems like each generation is a little bit more progressive than the previous one. we have to try something different because i don't think we can stand on the sideline and let this country which is clearly not predictable, not stable have a weapon that could actually hurt the united states. >> final thoughts, samantha, and i will note the president mentioned china, south korea and japan, suggesting to some people that at least this is other countries problems. >> north drae will be tkorea wi

okay so the breaking news this morning, north korea claims it has launched an intercontinental ballistic missile. this is after the world's most powerful leaders meet at the g-20 summit. let's get the bottom line. overnight we are reminded that the weight of the world is on the u.s. president's shoulders. we go from, you know, a funny video, wrestling cnn that people felt was, you know, veering into violence to now this on the world stage and north korea,

with more provocations. what do we think president trump's move will be? >> he's already said that, he's already warned china that the u.s. could go it alone when it comes to north korea and that of course increases pressure on china. the relationship is already seeing some bumps in the road because president trump last week was talking about tariffs on chinese goods and all sorts of other things. he already spoke to president xi on sunday, you have to imagine that meeting is going to take a little bit of a different tenor, now that north korea launched another missile. we have been focusing of course on his meeting with vladimir putin, which of course still has high stakes. so what's already been an important trip for president trump, i think just has more weight now has he goes into it. >> and look, let's just again say with president xi, this is where the president has made an

investment in both time -- the question you always ask with president trump when he goes oversea overseas, is he going to be able to leave behind what's happening in the united states? >> he was able to stay off twitter and stay focused when he was in saudi arabia and israel. it was largely an error free trip and he stayed off twitter. but we never can underestimate this president's ability to be distracted. so we'll have to see. but if the last trip is any indicator, he'll, you know, keep focused and they'll keep him busy so he stays offline when he has all of these high stakes meetings and these high stakes issues swirling around him. >> oh, to be a fly on the wall during a meeting with vladimir putin and president trump. i mean this is their first

face-to-face meeting after all of the talk and evidence of russian meddling in the u.s. election. but interestingly, it's russia who says it's patience is wearing thin with the u.s. because of the ousting of, you know, dozens of officials and closing those compounds, because of the russian meddling, that's what russia says it wants to bring up with president trump, so how do you think this is going to go? >> it's interesting, the kremlin has released an agenda and the white house has been a little bit cagey as to what they're going to discuss. as you mentioned, russia wants to discuss those compounds, they want to discuss sanctions, they want to discuss the crisis in syria and how they can view us and russia can cooperate when it comes to international terrorism. again the president's going to be under a lot of pressure, so far the u.s. has taken a hard line when it comes to sanctions

and there really hasn't been -- if you take general mcmaster at his word, there hasn't been a whole lot of wiggle room there. when it comes to the compounds though, we'll have to see. and certainly then there's the pressure from here in the states to discuss the shacking and the meddling in the u.s. election. now we don't think that that's going to come up, but that doesn't mean that the pressure back home isn't there. >> let's talk about the voter fraud commission right now, more than 40 states, both red states and blue states have come out and said they will not comply with some or all of the requests for information, so jackie, is this commission, this investigation over before it started? what's the next step here? >> i mean it certainly seems like they have hit some pretty fundamental bumps in the road with, what is it, 41 states

saying thanks but no thanks. and we're not talking about all democratic states, and mississippi i believe their secretary of state said they can jump in the gulf. so there seems to be a fundamental misunderstanding of state laws and a lot of these states can't give over some of this information that the state has requested or is there a formal process. there are also some concerns about how this data will be kept, whether there's a possibility that it might not be safe, so there are a lot of concerns that just haven't been addressed by this letter that was sechbnt. >> >> thank you, happy fourth. it is a favorite of july tradition, get hungry because we're headed to coney island live for the annual hot dog eating contest. we will get a pregame update.

the new jersey government's three-day shut down is over. but governor crihris christie's beach -- christie was caught relaxing on a beach that was closed to the unpublic but open

to his family. >> reporter: for a governor lounging on a beach, he sure is getting a lot of shade. all because a plane spotted the governor relaxing on a new jersey state beach that was closed to everyone else because of a budget standoff. >> reporter: tell governor christie get the hell off island beach state park was cheered. it was a mocking reference to the time the governor said -- >> get the hell off the beach -- >> reporter: to make beachgoers leave the beach for the storm. the governor first said he didn't get any sun. >> it i didn't get any sun today. >> reporter: which his spokesman tried to explain away by saying he did not get any sun, he had a baseball hat on. true the governor has a residence there.

number 10 here at the hot dog eating contest. joey chestnut going for a tenth time hoping to best that record -- so he's going to have some competition from the guy who bested him in 2015, the guys are not the only ones who will compete here today, there are also the ladies, sonya thomas holds the record for the ladies hot dog eating contest. the ladies get a pink belt for their efforts. last year's winner 38 and a half hot dogs in that ten-minute span which is still pretty impressive. what's also impressive is the crowd came out here to watch this. i have seen some of them already

because it goes back to campbell brown, dan senior. >> what happens on the bus stays on the bus. >> so speaker ryan, perfect gentleman. you know, we crashed his party when he became speaker and he had a big party at the botanical barr gardens. so we feel like a real bond. for this fourth of july, i feel like i should tell everybody how about we're friends with the bushes and speaker ryan is such a gentleman and leader mcconnell wanted me to film in washington. he didn't want me to use the capitol as a hollywood set, he said i would like to film at the national republicans commission. so i went and i was working in the actual building where the republicans go to do all their fundraising calls, and there i was set up to film all the senators coming and going.
