by a single ticket in american history. the we will speak with the owner of the store where the ticket was sold. let's stop with the top story. cnn political analyst jonathan martin and amy parnes. >> let me start with you. it's hard to get our bearings sometimes with the whiplash of the past week where we saw president trump in all sorts of different personas and modes. teleprompter trump and political rally campaign style trump. so, what are we do make of all of this? >> well, look. i mean i think you see kind of the struggle between a more conventional white house that puts words in front of him and gets it into the teleprompter on time, and that can, on a good day, get him to read that, and then trump's own instincts, which are much more toward being a divider.

that is the genuine trump. now, i think he generally has fell--what's striking to me about this moment is that this is a moment that intrinsically puts tension on kind of the cohesion of the country. we are going through big demographic and economic changes. i think what is so striking is that generally speaking, his natural instinct is to jump up and down on those fault lines. he believes that polar rising his work for him, it worked in h the primary, november, even though he only got to 46% of the vote. i think the mernl people see that as the genuine trump. if you look at the polling from yesterday, there's no question people see him much more than as a divider than a uniter. the other is when the white house can impose more of a process upon him. >> isn't it as simple as sometimes he's forced to be about we. and most of the time he wants to be about "me." . that's what you see. he doesn't like that you challenge him about what you

said. he attacks you. that goes no matter who you are, whether it's the media, senator in his own party. it us did ndoesn't matter. with are does it help or hurt? >> it hurts because republicans are really upset with him. you have everyone from mitch mcconnell. >> enough to do anything about it or -- >> no. i think when congress comes back in session it will be really interesting to see what they say. people are going to be asking them questions, focused on this. putting them to the test and saying are you with this? are you for this specifically? that's going to be a really critical test i think to are a lot of people because you're hearing a lot of rumbling behind the scenes for months already. the when he made those comments you started hearing a lot of donors getting a little bit upset and consternation building. you've seen kind of a cascade effect throughout. and i think that's going to boil over when congress comes back into session. >> it's going to boil over one of his biggest priorities which is the wall, capital w.

there is no appetite among a lot of folks to close down the government to put money behind the building of a wall. they don't want to do it. there is support in the house. but no desire among mitch mcconnell and his lieutenants to close down the federal government to get money into a one-year spending bill to build this wall. that is where you're -- there's real tension next month. >> for a long time it seemed republican the were afraid to argue for fear of alienating his base. in huh numbers out i want to ask. start with one question take on temperament. is trump level headed. the respondents, 68% say no. 29% say yes. what's interesting is when you break it down party by party. of independents 70% say no to the level headed question

whereas 26% say yes. does he divide or unite the country. 62% say he divides the country. it's independents obviously that people keep an eye on and you, as our master poll prognosticat prognosticator, what do you see in these numbers? >> well, look. first of all, all of the numbers that have come out, both the national poles like quinnipiac and the others, the three states that delivered in the white house, they all make clear that it isser rone nus to argue that he has seen no erosion in his base. he is declining not only among the groups in a were skeptical in the beginning but he is 15 points below his vote among whites without a college education who are his core group. his agropproval rating in the r states -- at least 28 of the

people who voted for him said they are embarrassed by his conduct as president. the idea that everybody is still with him, that's fine reporting, but the idea that everybody voted for him is still with him is not right. and second point, as i think that what republicans on the hill have learned is that the president can drive a news cycle through that endless series of personal feuds. as jonathan was saying anybody who attacks him he will go back at twice as hard. the but he's not shown the ability to drive a message around a policy or legislative agenda. he can complain all he wants about the republicans failing to deliver on health care but by the time that bill came to a vote in the senate it had less than 20% support of the public. that's the job. president. he now wants to shut down the government over a wall that 60% or more of the public consistently opposes in polling before he even get to the question of a shutdown. does he have a capacity to change those numbers by going out and making an argument other

than who he's mad at today? he's not demonstrated that. republicans look at they're in a situation he will be quick to blame them if they don't pass legislation but may be of very little help in doing so. >> there's no desire or capacity to make him go out and sell a message. they keep scheduling these basic campaign rallies with no larger goal than to have him vent his spleen. my colleague and i had a rift between the president - >> put out a statement saying everything's hunky doorry. >> exactly. although there's much more below the surface. i got a phone call from a gop senator who brought up the trump obsession with russia but also said, look, his vocabulary on the health care debate was about 10 words. he's got to use the bully bull pit to drive tax reform or it's

not going to happen. it's not going to happen. also, it's not going to give the republicans anything to run on next year. right now, they have no accomplishments to run on in the med terms. they need a victory. >> executive orders don't help them. under the category of method to the madness. i don't know how it helps trump to play with the morality equivalency between nazis and those who oppose them. i don't get his play there. but being disruptive and attacking his own party, while the political play book would say that's madness -- people don't love either political party anymore. could that work for him? >> i don't know. because the reason he was successful with gorsuch for instance was because he was working with mitch mcconnell. he needs these people on his side. it's not helpful to him, large liver, ly if he's pushes tax reform. to be riffing with these people.

>> but his play is people are mad because they didn't get it done. do i want that on me? no. it's on them i'm going to go after them as well. people's agent against -- >> the swamp. yeah. >> i don't think so. i really don't. i think ultimately he needs these people, to work with them. he needs republicans, not only democrats and republicans, but even to do something like infrastructure. low hanging fruit. something people thought he could pass very easily. >> they have no wins and lose the house next year that's going to be on him in 2019. you're going to have a house democrat ix majority with subpoena power that's going to give him a hard time and perhaps even impeach him. he relishes going after those focus because he doesn't want to take the blame but his fate is tied to them and if they lose the majority in the house that's going to create a world of problems. >> real quick. the last three times we've had

unified of government, going into a midterm, they've lost it. there is a risk in not getting things done. there's also a risk in getting things done because the dynamic we've seen in 2010 and 2006 in 1994 essentially that the party in h power, their voters feel like you didn't get enough done. kind of disappointmented. and the other side is outrage. feel like you're steam rolling us and moving the cun trif in a direction we don't support. >> o one of the most striking things is almost everyone that disapproves except for 4% say they strongly disapprove. that has been a marker of turnout. you have a very engaged democratic base at this point. and republicans have to kind of work through this. i think very complex landscape at this point. the president, as i said, has shown no ability to help them pass legislation.

it is clear he will kind of try an eulate in his own way to go after both sides. very different than the bill clinton version of triangulati n triangulation. i think what president trump could be heading toward is in fact kind of a point away from both sides where he blames both of them. there is an audience for that but it's not 50% of the country. >> obviously you've made the case that the president needs congress. does congress need the president? i mean we just had senator blumenthal on who suggested this plan that he sees this sort of new found desire for bipartisanship because if you can't count on the president you have to turn to the previous enemies. so republicans and democrats he think's there's a new appetite for working together. he think he's they are ge to go get things done and give the president the credit. >> i think they need each other and he needs to learn that everything is not about trump. it's not about -- that's a hard

lesson to learn, but this is a guy who was -- who campaigned on the fact that he's deal maker and he hasn't been able to make any deals so far. that, i think speaks a lot of -- to what's going on right now. >> the biggest accomplishment he has is that he signed a russian sanctions bill he deeply resents. >> he has not been able to sort of forge any kind of consensus and he does not understand the sort of institutional loyalties to ert pparties that presidents. if he doesn't you learn it pretty soon, 2018 is going to be a rude wake-up call. >> this was a really informative session. we get lucky. we get to be surrounded by great minds every morning like this. thanks to all of you. political storms blow over. real fo real. the a hurricane coming towards texas. may be tropical storm, can can become a hurricane. hauled harvey.

forecast models are very alarming. it's supposed to make landfall coming up soon. lead ees bring in meteorologist chad miers. what is it now and what is it forecasted to be? >> it was supposed to be 45 and now it's 06 because ths ats 60. and the plane just said what did we just find. 60 miles per hour, not supposed to be that strong. not supposed to be this low pressure heert. pressure went down to 985. should be 995. so will this be a category 1 with the forecast, or 2 or 3 when it makes land fall. first major land fall in a very long time. we have ta amnesia of what a hurricane can really do. the flood warnings are going to be posted because some spots along the florida gulf coast, could get 20 inches of rain depending how slowly this storm moves. >> okay, chad, please keep an

eye on all of that. we have more breaking news. the there's a big update about this morning's historic power ball jackpot. the single winning ticket worth more than $758 was not sold in water town massachusetts. the state lottery commission made a mistake and have just made a new announcement. let's get live at the store that thought they had sold the winning ticket. what is the mix-up here? >> reporter: oh yeah. you should have seen the smiles on the faces of people that work here. they were so excited they had that winning ticket sold here and now actually my producer is the one who sort of broke the news to him that that's not the case. so what we're learning now from the lottery here in massachusetts is that the winning ticket was sold, yes, at a store in massachusetts, just not this one. the we're still trying to confirm which store that is. regardless of all of that, these corrections have been posted throughout the morning. we do know this is a pretty big

prize that has been won by someone or at least a group of people, maybe because we see those pools all the time. and it adds up to about $443 million. now hooer's the thing. if you're waking up this morning and hearing that only one person or one ticket was sold. that was a winning ticket, don't be upset because there were other winners as well. people that did sh-stickets told -- so there's other winners out there. but certainly this has been interesting, as everyone here has descended on this store, and relocate to another area because this is not where that winning ticket was sold. >> hold on a second. talk about what this mean the. so for that store, the $50,000 just flew away like a little birdie. in terms of the integrity of the numbers that are the winning numbers, the number of tickets that won, is the lottery

commission still straight on all of that? are. >> reporter: we're trying to figure that out to be honest with you, we're seeing a bunch of corrections. the original release said there was only one winning ticket. so that means all of the numbers were there. but there were also in that original release 40 other millionaire tickets meaning they had some amount of numbers correct. totaling the amount of that ticket to about $2 million and again 34 other tickets worth $1 million. we do believe there is still only one ticket worth that enormous jackpot. >> first of all, there are other winners as well. we won $24. the i don't know if you're aware of this. we had a huge pool. it was just our show and our floor crew. we wrong $24 million but what what i hear her saying is we still got a chance. >> yeah. i'm not hearing it but it would

he spoke to an audience of 300 people in law enforcement and he just spoke off-the-cuff about how when police officers put a suspect in a car, they put their hand on his head and ease him in. the he says if you take your hand off of their head, i wouldn't mind. next day people are talking about president is talking police brutality. >> he said be nice but. >> that's -- kind of joking about an issue that is so divisive but even that isn't as bad as playing the nazis and people who are protesting against, blame on both sides. that is taking it to a place where i don't know how that's constructative for america do you? >> no. i don't think it's constructive to america and i think he made his real point on monday night. >> how real can it be if he contradicts the next day. there's a new tweet he just did during our conversation.

don't worry it's not about you. i requested that mitch m and paul r tie the debt ceiling legislation into the popular va bill that just passed for eeasy approval. we can anticipate that the "they" is going to lead to him bashing them both. what is your concern about the president going against you and his own? >> in is the politics of our governing. the president believes at least i believe he believes that by putting pressure on the leaders, he'll get some things accomplished. there's times he invites them over to the white house, sit down and work out what they want to work out. i think the president is getting frustrated. he's been in office now for eight months, had a very aim bishous agenda, he walked in the door and they told him he had to do health care first. >> use the money from one to fund the other. >> you have to do tax reform before you can do infrastructure because you need the money from

tax reform to do it. and we're eight months into a two-year election cycle and the president hasn't seen any of these accomplishment the. i think that's why you see a lot of movement the in his administration. the president isn't a patient man. the if you're not performing and he has a short time line to achieve his agenda, he's going make changes. >> but his performance matters too. you know it was a common feeling he wasn't as helpful as he should have been because he didn't understand the policy and wasn't working it to create the deal that he's so great at doing. so now we have the dems holding them up. could have been so easy, now a mess. it was never going to be easy. you have never going to pin the debt ceiling to the va bill. >> first of all we have to raise the debt ceiling.

the search continues for ten navy sailors who went missing after the guided missile destroyer of the uss john mccain

collided with an oil tanker. u.s. military divers did find some remains as they searched the flood the compartments of the mccain but they have not kbryet been identified. joining us now is the mother of a missing son. i know this is an agonizing time for you and you just got terrible news on your way over to our interview. what did the navy tell you? >> um, as of this evening, they said sunset in singapore, which would be this morning, they're going to change the status from search and rescue to recovery. >> cynthia, we're so, so, so sorry that you had to get -- >> thank you. >> >> -- that news. we can only imagine how

excruciating and agonizing this is because it's not knowing where your son is or what happened. have you been in touch with the navy? have they been keeping you up to date on all the efforts? >> yes. th they's be they've talked to us several times, at least twice a day if not more. they've done a really good job of keeping us up to date as to where they're at. >> we know that tragically, some remains were found. have they told you where they are in terms of identifying those? >> i know that they've notified some of the families and i know my son wasn't part of it -- one of them. so that's all i know. >> we always, always hear from parents in your situation that the not knowing that is so

excruciating and painful because of course you just want to know the fate of your son. and i wanted to ask you, cynthia, have you been worried about him before all of this happened? because of the string of accidents from some navy ships this year, how big of a concern was that to you? >> honestly, i talked to my son before, john and i had talked about after the fitzgerald and it's not -- he's on the uss mccain, it's not supposed to happen. you just don't -- you don't think it's going to happen to your child. you just -- you don't -- you don't think about it. honestly i wasn't worried about him at all. i thought, you know, he's in a good place. he's on a good ship. the thought never crossed my

mind. >> in the uss fitzgerald, that was in june, and there were i believe seven sailors killed. what they say happened here was that there was a steering column malfunction of some kind. has the navy shared with you what they think caused this accident, or what went wrong? >> no. all i know as far as what caused the accident, i don't know anymore than y'all do. >> were you ever concerned about maintenance of these ships? >> no. every time that there's something that they've had to work on -- from talking to john, he was very proud of the people he worked with and very confident in them doing their job so if they were doing maintenance on the open sea, they knew what they were doing, so that wasn't a concern for me. >> i want to talk about your son, john, and i wonder -- i was so struck by something that he

posted on facebook about just how much he loved his mission, and he loved his job. i want to read it for our viewers, here it is on june 13. he said i still can't get over just looking out over the ocean or staring up at all of the stars at night. i think those two things are at the top of my list of favorite reasons for going navy over any other branch. tell us about those feelings of his. >> john loved the navnavy. he thought that it was definitely the place he needed to be. he really loved the idea and the places that he got to see. he was proud of who he was and what he was doing. and every place he went, he sent me pictures. can't tell you how much pictures i have of the ocean. he loved it.

>> i -- in all honestly, me personally, it wouldn't make a difference who it came from. if -- the president's a person just like the rest of us. he has just as much -- no. it wouldn't. it wouldn't matter. it wouldn't make a difference. the i would rather hear from the navy giving me some kind of closure than from the president telling me that he's -- i wouldn't -- i don't know how to word this. >> i under stand. >> it's not the same. >> that condolences don't help you right now. you're looking for real information and you're looking for closure, and cynthia, we pray you get that as soon as possible. and we pray that you get information about your son john today. thank you for sharing with us.

intra party battle take place here. the fact that donald trump thinks it would be easy to just attach the debt ceiling increase to the va bill and it would be done reflects no the a complete understanding of the legislative process. as you guys know, it is the conservative wing of the republican party that paul ryan is needing to sort of wrangle to get their votes on various issues. that is usually been the ones demanding spending cuts, and other we form that is go in place in order to increase the debt ceiling, not just giving a clean increase of the debt ceiling. so there's an intra party battle that goes on among republicans and donald trump is sort of playing games with it as we're approaching a deadline about whether or not america will default on its debt. you hear mitch mcconnell and paul ryan saying this is going to happen. we need to have an increase in the debt limit but donald trump is clearly looking to sort of negotiate on both of these
