push the country in a particular direction. >> the president has not yet been able to demonstrate the stability or competence. >> that's a ridiculous claim. this is "new day" with chris cuomo and alisyn camerota. >> we want to welcome our viewers around the united states and the world. this is "new day." it's friday, august 25th. chris is off. david gregory joins me. >> always on a big news day when i come. >> it always is. up first, hurricane harvey intensifying rapidly and roaring towards the texas coast. in the past 24 hours, the storm has strengthened from a tropical depression to a category two hurricane. harvey is on track to becoming a major hurricane before making landfall tonight. more than 17 million people are under hurricane and tropical storm warnings this morning. >> catastrophic flooding is the biggest concern as harvey is expected to stall over texas for

days dumping as much as two to three feet of rain. that's the biggest concern, even more than the wind. tens of thousands of residents in low lying areas are being ordered to evacuate. president trump facing the first natural disaster of his presidency. we begin with cnn's nick valencia live in corpus christi, texas, where voluntary evacuations are under way. >> reporter: good morning, david. it is eerily quiet in corpus christi with the exception of this howling wind. the rain is also picking up here. preparations have been well under way for the course of the last 48 hours in coastal texas. mandatory evacuations are not yet in place. yesterday the city mayor asked for voluntary evacuations. a lot of residents got out of corpus christi well ahead of that. we flew into san antonio, and we were on the high which, with one of the only cars heading south.

i was speaking to one of the long-time residents and he was telling me yesterday at about 6:00 a.m. there was, if you could believe it, nearly an hour wait in line at the grocery store. basic food and services have been depleted here as voluntary evacuations are under way in about six counties here. this is an area along the coast that has been here before. hurricane ike hit this area especially hard. long-time residents take me back to 1970 when hurricane celia hit here. that one injured more than 400, left many people dead here. we'll see how bad it gets as the day develops. >> nick, keep an eye on it. we'll check back with you. as hurricane harvey moves back towards texas, so does the

flooding threat. cnn's paulo sandoval is in san antonio and that city is under a local national disaster declaration. >> reporter: here in san antonio you wouldn't necessarily know it yet, but everything will change drastically tonight as we're expected to see some of the effects of this massive storm. yes, the gusty winds will be a concern. the real issue will be the devastating flooding. think about it. this storm is going to hover around parts of texas for days dumping serious amounts of rain. as a result many of these flood prone areas are going to be looked at by officials. as a result many people in cities like san antonio will not be going to school today, will not be going to work. many roads will be clear as many people will be preparing. again, things are quiet right now. come tonight, it will be a much different story. david. >> polo, thank you very much.

take a look at this ominous video. the international space station is capturing images from space of hurricane harvey barreling towards texas. pretty massive storm. let's get right to cnn meteorologist allison chinchar. raen fall projections is really the story. >> we're already starting to see the scary trend. the storm itself is slowing down. with the latest update we have, movement is about nine to ten miles per hour to the northwest. winds around 105 miles per hour, gusting up to 125. those outer bands of the storm already starting to surge into places like galveston, victoria and corpus christi and a lot of lightning with these. even before the main storm arrives, what we call the central point of pressure, you can already see power outages and trees coming down from some of the intense thunderstorms. we do expect it to strengthen a little bit, up to a category

three. we're only about six miles per hour away from that right now. it doesn't have to intensify all that much. then it will weaken once it crosses over land and sit there for days. that's the problem. the other problem is gradually that forward speed will start to slow down. when that speed slows down, the amount of rain projection starts to go up and it doesn't rapidly. we are not talking about three, four inches widespread here. we're talking widespread, of at least one foot of rain. but there will be many spots, this purple color and the white that you can see here, we're talking 20, 30, and it's not even out of the question to get 40 inches of rain. keep in mind, a city like houston averages 50 inches of rain per year. we could easily pick up half of that in just a couple days. the other threat is the potential for tornadoes as well as damaging winds. >> joining us is reid tim her, a storm chaser for accuweather

live in port lavaca north of corpus christi which is expected to be the bullseye. >> you're looking at the outer bands there. the top of the image close to hitting the coastline which is why that's where we're going to reid at the moment. reid, tell us what you're seeing? >> i'm in port lavaca, texas. you can see one of the many refineries behind me. i haven't seen any power flashes yesterday. the wind is light but it will be coming up the length of this bay. we do expect, especially if the landfall is just to the south of port lavaca, it will be piling the water into the bay and we expect the storm surge to be quite substantial as it comes in tonight. the wind will gradually increase as those outer bands rotate. right now we're getting decent rain, steady winds, but not that strong yet. as those squalls come in, the wind will increase that squall.

especially the front right quadrant is where you have the strongest wind shear for tornadoes. >> reed, you covered hurricane ike, the last storm to hit the coast there in 2008. that killed more than 100 people, 113 people. are people heeding the warnings? what are you seeing in terms of people getting out now and how does this compare to covering that storm? >> well, it has been about nine years since the last hurricane. it was hurricane ike which was a category two. we were entirely surrounded by storm surge. that was one thing about that storm, it was very large in size over the gulf of mexico, so it was piling that water up and we had a substantial storm surge across galveston island and houston. this storm is a different beast. any time you compare those two

storms, that can get you in trouble. this hurricane is coming in further south, but it's also intensifying. it is more compact. it's going to come in as a category three, so it will have greater impact as well, and the storm surge will also be substantial. it's going to sit here over the same area, continuing to drop the rain. you'll also have the flash flooding well inland with this storm. you're getting every single bad natural phenomenon you can get with a hurricane with hurricane. >> we can't underscore enough. category 3 is huge, begger than what ike was at landfall, bigger than super storm sandy when that made landfall. as we understand it, reed, the flooding is what is going to be the real deadly danger there. >> reporter: definitely the flooding. any time you're getting feet of rain. it will only take six, eight inches of rain to cause flooding. we're talking 30, 40 inches,

maybe even more. the wind and the storm surge will be battering the coast, so the fact this will be a life-threatening impact as it comes to shore, especially just near and to the right of where that eye comes in. with the weak steering flow aloft, this storm will do a lot of meandering as it comes ashore tonight. there's a different kind of storm raging, david, if i may -- >> oh, you may. >> inside the republican party. president trump blaming republican leaders for the debt ceiling mess, and the president, of course, is threatening to shut down the government if he doesn't get fooding for his border wall. our political panel is going to tackle all that next. if a spending bill does not include funding for his border wall. cnn's jason carroll is live at the white house with more on all of this. >> reporter: good morning, alisyn. the president using a bit of political strategy going after congress which is more unpopular in some of the polls than he is for not getting the job done on a number of key issues. all this as one gop aide says this president isn't doing his part to sell his own agenda. president trump intensifying his attacks on the party he leads, taking to twitter once again to blast senate majority leader mitch mcconnell for failing to repeal obamacare. the white house insisting there's no problem. >> the relationships are fine. certainly there are going to be some policy differences, but there are also a lot of shared goals and that's what we're focused on. >> reporter: the president also targeting house speaker paul ryan blaming both him and mcconnell for setting up a battle over the debt ceiling,

the president claiming he tried to attach a measure to raise the debt ceiling to the veteran's bill, but ryan and mcconnell did not do it. >> i don't take it as going after me. i'm not worried about this. we have plenty of options ahead of us. we will pay our debts. >> reporter: the speaker referencing the president's threat to shut down the government if funding for his border wall is not included in the house spending bill. >> he campaigned on building the wall, he won on talking about building the wall. he's going to make sure that gets done. >> reporter: the white house responding for the first time to senator bob cosher's concerns about the president's temperament. >> the president has not yet been able to to demonstrate the stability nor some of the competence that he needs to demonstrate in order to be successful. >> i think that's a ridiculous and outrageous claim and doesn't dignify a response from this podium. >> reporter: the president's feud with his own party raising

questions about his re-election, senator jeff flake suggesting trump is provoking his own primary challenger in 2020. >> the direction he's heading right now drilling down on the base rather than trying to expand the base, i think he's infighting one. meanwhile, new details about chief of staff john kelly's crack down in the west wing. politico reporting kelly and another aide will sign off on every document that makes it to the president's desk. "the new york times" reveals that sources say former chief of staff reince priebus made similar attempts that weren't taken seriously but crossing a marine is a different matter. >> the president's chief of sta staff, the position has not been filled as the president faces his first test as the first natural disaster is looming with

hurricane harvey. the president has reached out to both the governors of texas and louisiana last night offering any assistance that will be needed. david, al zen? >> jason, thanks very much. what does all this mean? we'll bring in cnn political analyst john avlon and abby phillip and a.b. stoddard, associate editor at realclearpolitics. we'll get to the first real test for president trump, and any natural disaster is. i'm stumped as he takes on republican lead that's there's this notion of the trump brand versus the republican brand. he's made it clear he'll take on his own party and isolate himself in the process. >> let's focus for a second on how unusual it is. the republicans have unified control of government, and while donald trump may want to play the resurgent outsider, the reality is he's running one of

three branches of government. he's spending most of his time attacking republicans. while congress is at a low, the contradiction is everybody loves their congressman but they hate congress. he's got to get something through congress, who is more popular among u.s. senators right now, mitch mcconnell or donald trump? that's going to be mitch mcconnell. he's deepening massive problems for his own agenda come this fall. he promised the americans, not just that he'd build the wall, but that mexico would pay for it. now he's threatening to shut down the government. >> abby, lest people forget the president's promises during the campaign, here is a handy montage. >> we are going to build a great border wall. >> we will build a great, great wall. >> we're going to build the wall. don't worry about it. we'll build the wall. >> we will build the wall, 100%. >> i promise, we will build the

wall. >> and who is going to pay for the wall? >> mexico. >> who's going to pay for the wall? >> mexico. >> who? >> mexico. >> it's going to be a great wall. mexico will pay for the wall. >> mexico will pay for the wall. >> mexico will pay for the wall. >> and mexico is going to pay for the wall, and they understand that. >> mexico is going to pay for the wall, believe me. 100%. >> abby, before i let you respond, sarah huckabee sanders was asked about that promise that was repeated so often on the campaign trail. listen to what she said yesterday? >> the president is committed to making sure this gets done. we know the wall and other security measures at the border work. we've seen that take place over the last decade. we're committed to making sure the american people are protected. we'll continue to push forward and make sure the wall gets built. >> but who is going the pay for

it? this is one of those things where we don't know whether to take the president literally or seriously or neither because mexico has said, no thanks, we're not paying for your wall. what is this? where are we with the wall? >> here is the reality check. mexico is not going to pay for the wall. that's a fact. what's funny about that is mexico is the punch line of the whole rift. it's been essentially, summarily abandoned why this white house because they understand not only does congress have no intention of finding ways to make mexico pay for the wall, but mexico has already said that they're not going to pay for the wall. trump knows that. we've learned recently through some of the transcripts and the calls between president trump and the president of mexico that trump has essentially acknowledged that this is an issue he needs political cover on domestically.

he understands privately it's a non-starter with the mexican government, but he needs political cover for it publicly. that's why we're having this conversation. at the same time, it just reflects the fact that governing is really hard, and some of these things that he promised to folks on the campaign trail are never going to happen. the wall being paid for by mexico is certainly one of them. you ask people like mitch mcconnell, hey, are we going to build a border wall? his response is i want border security. he's not full throatedly endorsing a wall. >> here is the question, a.b., whether this is an opening gambit. trump would have no shame saying, okay, i said mexico would pay for it, but it's going to be u.s. taxpayers. pushing his own party to the

brink, he might get something out of this that a lot of conservatives do support which is the concept of more border security. >> right. it's just a question of how in an intense fight, once they get through the debt ceiling fight about the government funding legislation which has to happen pretty much around the same day, by the end of the fiscal year, end of september, 12 legislative days left, with all the pushing back and forth, these different feuding co-licks within the republican conferences and the congress and the white house, what in the end becomes his prize? does he get a down payment on the wall? does he get over $20 billion? the estimates range between 21 and 70 billion. shutting down the government in 2013 costs $24 billion. how far is he willing to carry that threat and what is the negotiation, what does he give in return? >> how insane is it, one party

hurricane harvey will make landfall tonight, coming ashore late tonight or early tomorrow as a category 3 hurricane. that's important. that's a major storm. the storm could dump as much as two to three feet of rain in some areas. cnn's nick valencia is live in corpus christi with the latest. >> reporter: good morning, david. the worst of the storm is expected friday into saturday morning, but we're getting an indication how severe this storm is expected to be. over the course of the last ten minutes, the wind has started to pick up, rain steady through the early morning hours. preparations inder way. the entire city has been already shut down. assisted evacuations will consider later this morning. officials have been doing that over the course of the last 24 hours. the city's mayor ordering voluntary evacuations. many we spoke to got out ahead of the ordered evacuations. we were on the interstate and

saw plenty of cars going north seeking shelter in this area. this is an area hart hit by hurricanes in the past. hurricane ike came through in 2008 and damaged a lot of this community. you have to go back 40 years to hurricane cecelia, the last time corpus christi took a direct hit. more pad news is expected in the forecast later today. >> so is texas ready for hurricane harvey. joining us is retired u.s. lieutenant general oneray, he became known as the category 5 general. general, what worries you the most as you see this hurricane approaching? >> well, the water. the inland -- projected inland flooding combined with the high surge along the coastal areas of texas, from corpus christi all the way over to louisiana

border. people will experience something that they have not experienced before based on the predictions we are measuring. we could exceed a foot of water in some places. at the same time, along the coast the surge water is coming in and flooding places that don't normally flood and places that haven't had a surge of this type since 2008. that's a big problem, alisyn. that's right on top of our national chemical and refinery corridor. giving great concern for people who elect to shelter in place and do not heed warnings from local governments to evacuate. fema and the governors i think are off to a great start. >> general, i want to underscore something you're saying which is people may see this as a huge

rain event and what can all of a sudden happen as this storm stalls is that the flooding really overtakes communities and makes it then impossible to evacuate and you're into a cascading situation of problems. >> absolutely, sir. if at any given time during major thunderstorms, and lord we've had enough of them in recent years, and your community has flooded, it will flood this time. if you're in that cone of uncertainty between south of corpus christi, all the way over to cameron parish. if you've ever seen flooding bfrl from a storm or hurricane, you can see it again, and it will cascade, because as the storm comes ashore, it will not do its normal move on through, up through arkansas and northern texas. it's going to stay around a day or two and could be with us through wednesday. that will probably shut down

some of the refineries in that area. it's going to have a significant impact on the flow of fresh gas to pumps throughout the united states. we'll see the price of fuel probably going to go up. so fill your car early and be prepared to evacuate. if you are evacuating, check on your neighbors, particularly those who have special needs and don't have cars, take them with you. >> that is such good advice. this storm as you're pointing out, will park itself over texas, and it could bring 30 to 40 inches. our storm chasers and meteorologists are saying this is not a situation that they have no seen before. general, at this hour, this morning, if you were in charge of the prepared nts for this storm, what would you be doing? >> i would probably be more direct and tell people to get out of the places that we suspect are going to flood. i would expand that as opposed to telling people voluntary

evacuations. i would start making this mandatory. alisyn, if you've got an iphone -- i don't push iphones. but if you go to compass on iphone, at the bottom of that compass is elevation. if you're along the coast and it doesn't take much to figure this out, that you're going to be in a surge that's covered around six or seven feet and you're going to get a foot and a half of water. if you're not about that 20 or 30-foot elevation in the home you're in, you need to evacuate. the government isn't good enough to come by and tell everybody at the door you need to go. they're broadcasting this broadly by zones, and people need to evacuate now as opposed to waiting until later, those people who are in areas who have flooded before need to move and need to move now. >> i didn't know my iphone had this function. thank you for teaching me that. look at this. we're at 90 foot elevation now.

as you well know, the president depending on the audience and the day sounds like a different president when making speicher. it's prompted former director of national intelligence james clapper to question his fitness to hold office. joining us is security analyst fo, retired general michael hayden. good morning, general. >> good morning. >> it's one thing to have a different message or a different tone for a different audience. that gets into the realm of temperament and fitness as james clapper said. was that warranted? >> i think it was. this is a very difficult situation for jim. david, maybe the main teaching point here is that someone of jim's temperament and experience felt compelled to kind of go out of our traditional lane and make this kind of commentary. i think what concerned him was

the stark contrast between the president on script, on prompter, and the president extemporaneous. it's just not style. it's content. one language is unifying. the other language is divisive. one tone is presidential. the other tone is thuggish. frankly, that creates such disdance that people like jim and i are concerned. >> when you say you're quite concerned about the thuggish tone, what are you concerned about? national security issues? >> well, yes, but that's part of a broader package of things, alisyn. i'm reminded of the story told about harry truman when he was president. someone on the personal staff did something he didn't like and he sharply criticized the person, and then he realized suddenly that he had shattered

this person because he wasn't semi important politician from kansas city, harry truman. he was the president of the united states. now you've got this businessman from new york who has habit ated to saying things in a certain way, but now it's coming out with the full force of the american presidency. he's got to recognize that. >> do you worry, general, you have this specter of parts of the government, people will look at it, jim chap per or brennan as cia director and say, oh, these are obama holdovers? this is incorrect because they've served republican and democratic presidents. do you worry that it looks like going after trump to many of his supporters? >> i worry about that a great deal, david. let me make this a little more personal. a lot of folks who have expressed concerns about the course of action of the trump

administration are from the intelligence community. it's jim and john and me and mike morrell and jeremy bash and phil mudd, a whole bunch of folks, many of whom appear on cnn. and i fear we've created this impression that the intelligence community is at war with the trump administration, and that's a very, very bad impression. the intelligence community exists to support, to make the trump administration better, but you do have this image that you just suggested. >> but the president has also gone after the intelligence community. the sense that there's a war brewing is a two-way street. the president has tweeted about his criticism of them. >> it is. i've tried to stay away from that. for jim, director clapper, it was a little more personal because he was actively involved in that transition and he actually called the

president-elect to complain about the tweet with the nazi reference, and jim tells the story that it was actually a fairly productive call. >> let's pin this down. clapper talked about worrying about trump with the nuclear codes. from an intelligence point of view, from relationships with foreign governments, what kind of instability are you concerned about specifically as it would relate to the president eats handling of the crisis? >> well, first of all, david, let's keep in mind now who jim clapper is. jim is known to practically every intelligence chief on this planet, and he's known as a somber, sober, serious professional. and now he goes and says this. so what do you think these folks are beginning to think about the stability of the american government? several things come to mind, come into play because of our current circumstances. i kim imagine intelligence chiefs abroad now trying to tell their prime minister who speaks

that donald trump was racist in any way, we would never have voted for him. so i will say that. that doesn't -- that was not -- we did not believe that he was at all. i'm not saying that donald trump is a racist at this point. but the words he's using is somehow identifiying with that group. they are thinking he is accepting them, he is speaking on their behalf in some way. >> if you could send a message to donald trump right now, what would it be about the way he's handled this? >> you know, say you were wrong, and stop fighting. i just feel like it's exhausting. why are you still fighting? what are you trying to prove at this point? let's come together, and be a leader that unifies, that brings people together.
