under water and will be hit again with more rain. more than 10,000 are in shelter. more than 450,000 may need disaster assistance. more than 9,000 rescues and countless others are still in need. >> back now to george who is just outside houston. looking where you are now, george, at the least it seems for now there's a break in the weather. it stopped raining. >> john, that's the good news, right. so during the day for the first time quite frankly, houstonians in the metro area looked up and saw the sun. that was good news but it is not over. in neighborhoods like

here in richmond and we've seen amazing stories of survival. tell our viewers exactly what you went through. what happened? >> i can only describe the entire ordeal as intense. this is the third flood in two years to i've been to at my place so it was surreal to see the water coming in for a third time. a range of emotion from sadness to a weird type of excitement, nervousness, it was an indescribable feeling to have

something like that so unexpected happen. >> talk to us about the rescue itse itself. how did officials get to you? how did you get to safety? >> so after, you know, just waiting around with no electricity we heard a couple boats go by and had the idea hey we got to let them know we're here and the other people in our community so we wrote with permanent markers and paint on towels, help and sos and stapled them to the roof and waited. we spoke to people walking by in waste-high water to find out where they were going, we were going to offer them at least our room. the national guard came by in the helicopter. that's when we got a glimmer of hope at least they know we're here, you can rest easier in a situation like that because our lives weren't in danger but we had a good feeling that we would

get rescued eventually and just need to hold tight. kindf fell asleep after the helicopter left and was a woke by a boy yelling at the door who said they had a kayak. one of my good friends taken to safety and sent them back for us. they said where do you want to go. i don't have a place. he said hop in this kayak and your friend and dog and we'll take you to his house. >> wow, wow. >> we had an ordeal getting the dog off the roof. that was intense. but we got everybody to safety. my friend pushed the kayak for two to three blocks until we got on to the sidewalk where we walked five blocks where his wife was waiting with towels, blankets. his kids were playing with the dog. we met with my friend who was

there with her 18-year-old son and we knew would be okay and sent him back for the rest of the neighbors that were waiting in the community. >> it's amazing to hear your story. when you think about how many per people, thousands of people, who all of a sudden they don't have a home. what do they do next. do you know of people who are in a different situation? >> i know people that have, you know, they are still stuck. they may not have been in as dire situation as ours but they are stuck with no way to get out of their homes. they're alone. not in any danger but are inconvenienced in that way. i know people who don't have a destination yet they are at a friend or neighbors house waiting for the next steps. we're at my friend's relatives house and we don't know

necessarily have a place to go yet. i've called a few hotel that's are all booked. we had the support of all of our friends, you know, hey, whatever you need, you can come here. now it's just a matter of coordinating. both of our car. were totalled. everyone's been very supportive and helpful. now just for us it's just about where do we go. you know making that decision what's going to be the most effective and efficient. >> first of all we're just thankful that you are here to talk to us. >> thank you. >> thank you for sharing your story with us today. >> absolutely. thank you. >> we were talking just a moment ago. thank you. we were talking about this river

the brazis. >> since saturday morning brazos river has risen 40 feet and still a ways to go. a great threat still exists in this area, houston in particular, and that's that water will flow into these larger river and we'll get that crest within in the next 48 hours in record breaking territory. it will continue to come up like places like this. >> you have seen so many rescues, what was this day like, because again you're looking at every day citizens get their boats and officials trying to save people what have you seen? >> it was incredible, we had an

opportunity to join a swift rescue water teams on their boat but the conditions they had to endure is simply amazing. very courageous men and women doing this work not only the volunteers but the constables as well they have to navigate around flooded, submerged vehicles, tree limbs, road signs, and all this to go door to door to check if anyone's in these homes as people were getting trapped when floodwaters continued to rise. incredible. we interviewed a constable on one of these swift water rescue boats and this is what he said about his earxperience in the greater houston area. >> we had situations of rescuing

people out of attics, medical conditions, elderly people, animals, kids, babies, three month olds -- >> wow. that says it all. people stuck in attics. probably one of the worst places you can be in a rising flood water situation. >> the thing is there are still many people in really bad situations. >> yeah these search and rescue will be going on for days. >> thank you for getting the word out. let's bring in karen, we are talking about the flood situation with the rivers, and at the same time along the texas-louisiana border we're looking at a lot of rain fall right now. >> yes and deservedly so houston has gotten the bulk of the attention but let's shift east along the border between

louisiana and texas where staggering rain fall totals, maybe not 40 and 50 inch in houston and galveston but certainly right around a yard of precipitation, 30 to 36 inches in places like beaumont, mcfadden. technically the center of tropical storm harvey is off shore but creating swells all the way around galveston bay over towards new orleans but this is going to make a second land fall. tropical storm harvey probably between 5:00 and 7:00 a.m. local time is expected to cross the coast line in the vaicinity of deep southwestern louisiana and produce rain shield into the mississippi valley. so another place yet to watch ai back to you george.

>> all right karen, thank you. so back to john. again, john, two different stories going on in the neighborhoods of the houston metro area we're watching flooding, rising rivers, waiting for the storm to hit the united states a second time. >> it's an anxious wait for so many in the coming hours. of course everyone has to hunker down and watch harvey do it's work again. among the lives lost a police officer who drowned after driving his car into flood water early sunday morning. police chief was over come trying to explain there was no way to rescue perez in time. >> once you got there, it was too treacherous to go under and look for him so i made a decision to leave officers there waiting until the morning.

welcome back to newsroom i'm george howel just outside of houston, texas, following the aftermath of the deadly storm in this area. >> and in los angeles time here 10:15 on tuesday night. a mid all of the devastation and heart break in houston there's up lifting stories as well like jim mattress mack opening his store for anyone need ag place to stay. >> let's now bring in jim mcinvale mattress mack better known in this area joining us live. as a fellow texan, what an honor to speak with you, what you're doing to open your stores for people to stay there who don't have a home. tell our viewers about it. >> well the hurricane turned

really bad on sunday afternoon and calls put on tv that people could come who were displaced to our furniture store who were in richmond, texas, and stay for free. there's a big 24-foot truck to pick up people stranded on bridges, over passes, brought them to the store, another 200 showed up and another 300 at the other location and so we have been house being 700 people in the past three nights. it's a blessing to see the drive as their lives have been crushed but they're so hopeful and optimistic it's been really uplifting for u.s. all of us. >> you've invited so many people into your life, your stores, is there any story that stands out to you. there are so many stories here,

any story of rescue or survival that you have heard from your experience. >> yeah, just the first story was monday morning about 2:00 a.m. this little girl comes in about seven years old, she's crying, asking if she could stay tonight with her family. it was heart breaking to see her traumatized by this water. that's one of the stories. just tonight we went up to one of the apartments to get people out. they showed up about half hour ago, another 20 people. all sorts of stories. it's biblical proportions. i've been in houston 26 years and have seen local flooding but

this is all over 100 mile area. >> quickly here. what's your motivation to do this. you're in the business, right. seems you have allowed to open your heart for people who need so much right now. >> you know, one of my business mentors said we all have responsibility for the well-being of our community and we like to take that to heart as far as the culture of the business so there was never a second guess by any of us, any staff, the employees, that we would do this, it's just naturally who we are. we did same thing in katrina, houses 200 evacuates for few nights. it that was a great experience. we had five great employees out of it and no doubt will do the same providing shelter for these people. we did it because it is the right thing to do. to hell with profits it's more important the to do the right thing.

councilmember in los angeles and trump support john phillips. wendy, we saw the president in the intoed zone, was a little bit controversial that he went there but they said they would minimize the disruption. he acknowledged the crowd that turned out to greet him and the incredible job the members of his cabinet were doing, of him as well, but no mention of anyone who died or who was hurt or anyone who needed to be rescued or no mention of all of the staggering loss. >> i worked with clinton administration during the time of the earthquake in los angeles and part of what the president needs to do is show em pathy, particularly to look at the victims and say here's what we're going to do for you. some specifics. because as tragic as what we're

seeing, this will be months and years where there will is a to be with companion administration to step up to the plate to provide the kind of funding. was disappointing he talked about the crowds all that, verses, let's talk about the victims who are there living through this. i think he will be judged and how he was able to respond it to this and did he have the right kind of em patpathempathy. >> it was allegations this was more political than anything else and without playing the role of em patpathy in chief it looked political. >> it is important for him to show up. he could have gone down in earth tones and wore a specific color wrist band when he was there.

we don't need slackivism. we need the local government to give the tools to rescue people. to take away the water that is now flooding many of these structures and communities in southern texas and louisiana and so far he's done that. i would point out too that when you populate your administration with generals, organizationally you have people in very important, very critical places who know how to deal organizationally with these situations. >> i'm glad you mentioned the president's wardrobe because there's an allegations that the president has crossed another boundary. this tweet, he makes sure he's carrying the hats he's advertising, suggested to be $40 on the campaign website. this is the u.s.a. cap he was seen wearing over the weekend. right now in the grand scheme of

things is that a big deal or something we should let slide. >> i think we need to care about who the victims are and to provide services. is it inpreeappropriate i think. but not the biggest thing to deal with today. big focus should be congress giving funds to deal with this in texas. >> john, again, it seems the president gets criticized for everything these days, can't get anything write for some people, you said it is important to have a plan but no details of a plan. >> look people were criticizing the hat, and melania's shoes, suddenly everyone's a fashion critic, and it's just people who didn't like him before looking for knit picking ways to go after him again here. we learned a lot from hurricane katrina, people thought fema and the federal government would come in and save the day, what

you saw in houston and other communities in texas was an amazing thing and people learned a lot from katrina. like the movie dunkirk where you had civilians in boats taking their own boats they use for fishing and saving people from homes. i thought it was a wonderful thing. >> i guess the big question in all of this, the organization and what did work and didn't work will be many, many days the to come. thank you both for coming in. >> thank you. joel osteen is welcoming anyone who needs help to come to his mega church i houston and this come from push back. three days after the intoed he tweeted this -- osteen's brother-in-law told cnn

. a flag recovered by police is now flying in rockport center. raised it on tuesday. just an important moment that mean so much to people there now. >> indeed, you see this throughout the houston area, these rescues happening and again this neighborhood we're in, you see this water rising just moments ago we heard something jump in the water. don't know what's in there. not getting in there but that's the concern because at night you're not sure how quickly it's rising, what's in there, that's the biggest concern, and in the day when water is rising you still see rescues people trying to help those who need it. you want to bring in carl to talk about his story, it's good to have you with us today. let's talk about your situation. you used your flat bed truck to get around and help people. and a lot of people at that. >> yes, sir, yes, sir.

is a blsing to be here. thank god and thank you for concern. me and people of houston came together and realized the overwhelming this had on the city so i knew had i to do what i could to help those in need. >> carl, tell us about the people that you saw today because after you help them what's next? what do people do next? is it shelters? do they have friends? >> do they have anything? >> you know, that's a good question. it's definitely a long road ahead. to answer that question what's next, time, patience, affection, love, you know, and sometimes we are laying down our lives for other people.

so this is a period of rebuilding. there's a lot of people who lost homes, families, a lot of people lost everything. it's hard to say what's next for the unknown. a lot of people out there can relate to that. what we're looking forward it to is rebuilding process. rebuild the home, rebuilding of the lives, of the dreams that were lost and shattered over these past dpas. days. that's what i see being next. >> carl we appreciate you being with us. a little hard to hear your audio but we get it we appreciate what you're doing out there keep doing good things. thank you for your time today.

the heart break that comes from this disaster, we have one of the saddest, he lost six members of his family during the storm, all while his brother tried to get him out of harm's way. >> sammy went across the bridge and he made it across the bridge but on the other side of the bridge there was a dip in the road when the vap went down it started to float add he had no control after that. he said dad kept saying go, hit it, but sammy said it's just spinning making it worse and the nose of the van went into the bayou and sammy said him and mom and dad were under water and got out of his seatbelt and out of a half open window off the driver side and he clinged on to what he called a twig, just a branch

or tree don't even know but he said that the van was just bobbling in the water that's how deep the water was and could hear the kwid screaming and cryin crying to get out of the van, he kept telling him go to the back door. i'm sure they couldn't even grab a grip much less open it and he said it just went under the water and after that i talked to the sheriff's department since then and they told me he was hanging on to the branch for like 45 minutes screaming for help. don't know who heard him but the sheriff's department went over in a boat and literally threw him a life line and he grabbed on it to it on the first shot and they pulled him to the boat. f and he was very upset and

distraught saying the van's dow by that time the van had been under water for 45 minutes so there was no way, you know, they survived. >> what do you remember about them? i mean they had their whole lives ahead of them. all four of them. >> yes. yeah, i know, that's the tragedy of it, i mean you don't expect one kid to go much less four. so we're trying to help with the funeral arrangements because my brother and his wife, they weren't prepared for this. i mean, who would be. you know, we're just trying to help each other. you know. get through this. >> wow. okay. we will take a short break. when we come back increasingly

un security council has

voted unanimous to condemn north korea missile launch. china foreign ministry warning the situation is at i tipping point approaching a crisis. north korea state-run newspaper has published new picture it's of the launch which flew directly over japan and said it will launch more rocket launched drills in the coming weeks. that unanimous statement put out by the u.n. security council not even a mention of threat of new sanctions or ramping up the pressure on p yryongyang. >> they are talking about outrage actions north korea carried sought. only been a few weeks since the

u.n. security council adopted new resolutions banning north korea iron, coal and seafood and those sanctions haven't been put into place yet. china is working on banning those exports from north korea. to be talking about fresh sanctions which is what japan and south korea are talking about, may be premature when they haven't fully implemented the previous sanctions they agreed on. certainly this is what the leaders in the region want to see, even more economic pressure put on north korea and more isolation being forced on north korea but it's the most heavily sanctioned country in the world and still they are able to carry on with these missile launches.

previous sanctions will take time to kick in. >> and the north korea talking up this latest missile launch warning it could be the beginning of what they called military operations specifically directed towards the island of guam. >> that's right. they're really threatening guam in recent weeks, it's not new, back in 2013 they were threatening guam because it's the closest u.s. territory to hit where there's specific military bases where b1kbrb bothers, they come from guam so certainly has been in their sights for a while when it comes to the rhetoric or within the state run media talking about it being a meaningful prelude to

>> to put the daily news cycle aside, would you say military conflict with north korea, the other if congress fails to raise the debt ceiling could be the end of the president's budget fight over the funding he wants for the wall regular economic markets don't like that kind of uncertainty, that can be a problem in and of itself. this is a long economic expansion right now, it's getting very long in the tooth and quite frankly, i think that we are in for what is youth misk but you can call a correction in terms of a stock market. i hope we're not going to see the beginnings of another recession but that is not out of the question. >> there is a theory out there that the flooding disaster in texas might improve the odds.

investment advise clients on tuesdays, most politics even debts hawks, we'd have to vote for hurricane a. that scenario would require the president and congress to put aside their bitter differences, come together in purpose. are we living in that world right now? >> a lot of it depends on donald trump who has said he is not going to sign anything, in fact he'll misk a government shut down if he doesn't get money in congress for his wall along the southern border of the united states. the most insane thing i've heard a president day. we have had government shut downs before in the 1990s and again in 2013, they've been instituted by warfare in congress. we never had a shut down because the president didn't get what he

wants and not going to sign resolutions at the least to keep the government going. a lot depends on donald trump in this regard. i've heard the same thing and that is the hurricane, some natural disaster like this does bring people together and causes people to put aside their differences. but the wild card here as has been the wild card again and again is the president of the united states. >> well, with regards to the president, some have pointed to donald trump himself as a go political risk. a 50,000 pension fund in pin land is cutting its responses. the lesson from 2008 is that if we have a problem in the u.s. then we all have a problem. adding trump's response to the violence in charlottesville was a breaking point if you look at how business leaders reacted. references said to the many ceos that resigned from the business panels. donald trump was believed to be the business friendly ceo so

what happened here? >> well that seemed to be the irony, he said he knows how to run the business and knows how to make the white house work. he also said he could make if government work and be friendly to business. well, essentially nothing has happened. he has not been able to do anything, it's not because of senate it's because he has antagonized a lot of republicans, including republican senators who are important for getting anything done. so, there is this big question mark hanging over the entire global committee. that is whether donald trump can be trusted as the president of the united states to be, not just business friendly but just to be coherent and to be predtable enough so that our committee's can get on with what they need to do. >> yeah. there is so much uncertainty right now and it just seems to be becoming more uncertainty
