layla sand ytiago is covering hurricane irma, what are you seeing? >> reporter: we're actually seeing heavy rains and wind right now things are calm, but we're seeing some of the bands that are coming in with hurricane irma. a lot of people on this island feeling the uncertainty and the fear that comes with the unknown, not knowing exactly what type of destruction will follow. the governor of puerto rico saying that a weather system, a weather event of this magnitude has never been felt on this island in its reported history and, you know, as we were out and about, we spoke to one woman, her name is m ooida, and was actually just closing up shop, she was closing up a small business that she owns that is expected to be very much impacted. and as we closed that door, she looked right over at us and said

this is in god's hands, because no one knows what is coming next. they have 460 shelters that have been established, many of them open and operating. many people seeking shelter. this morning, the governor said they already had more than 400 people in those shelters, that is a low number given there are 3.5 million people on this island, but they are trying to take precautions, the governor said they are hoping for the best, and preparing for the worst. john? >> layla santiago in puerto rico. let's head to the cnn weather center, meteorologist chad myers has the latest. chad, we have seen a lot of storms evover the years and i he never heard of one over 185 miles an hour. the only one i can remember is h yrhy hyann, and we had anderson

cooper over there covering that event. we haven't heard from that island now in six hours. it is truly over the british virgin islands, there is an island right now, virgin gorda. i don't understand this, but sir richard branson is on that island right there in a wine cellar, i think when we gets out of there he will tell us what an unwise decision that was to ride this 185-mile-per-hour wind out, everything will be demolished on those islands there in the bbi. and probably not faring much better will be the u.s. virgin islands. this will be a devastating impact. we know about parts of bermuda, as the storm went over, it ripped all the vegetation out of the ground. where does it go next? it goes to the turks and kcaico.

then maybe taking a turn to florida. looking at these models, they all turn this storm very much to the right. but when does that happen? does that happen over monroe county, right over miami-dade? that would be the most devastating hurricane in u.s. history. does it go over the bahamas? or does it wait and go all the way over to key west and get west of here. this is less likely, this is somewhere in the middle, and this right here is as most of the computer models are talking, a slight right turn just to the east of miami beach, but miami beach still could have winds of 150, can you imagine what that would do to the high-rises and everything on miami beach. that's still 4 1/2 days away. >> keep in touch with chad myers

and keep in touch and listen to your local officials. turning now to domestic politics, the house speaker paul ryan today putting the best face on something we know most people don't like. this may be wildly optimistic in past immigration battles. but the speaker says he hopes congress can pass legislation that gives new protections to those young undocumented immigrants and also beefs up border security. >> i think there's a serious humane issue that needs to be dealt with. but it's only fitting that we deal with the root causes of this problem. >> in making the announcement yesterday, it was the attorney general jeff sessions, he spoke harshly of the obama era protections. >> and also denied jobs to hundreds of thousands of americans by allowing those same illegal aliens to take those jobs, failure to enforce the

laws in the past has put our nation at risk of crime, violence and terrorism. >> but just hours after that, the president of the united states had a very different tone, saying on twilt tter, quo congress now has six months to legalize daca, something the obama administration was unable to do. if they cannot, i will revisit. we have all lived through watching congress do this over the past 15 years, and they start, they fail. how much did the president complicate the cause? number one, having jeff sessions coming in and saying, crime, illegal immigration, taking your jobs, but then the president says i'll fix this, if congress doesn't do it, i'll do it. >> it's a terrible negotiating tactic, this idea that it seemed

like it was a final offer and the congress had to do this, and saying it's not quite a final offer, there's no real do or die now, that the president will come back and do it later. and what does he mean? what will he do later and does that mean he's not going to do anything now? if you listen to paul ryan and marco rubio, they don't know what the president wants on this? if they put daca on his desk, they don't noknow if he'll sign it. >> if we wait for that and we watch the washington confusion to play out, there's 800,000 people who were told by the attorney general of the united states yesterday, you're gone. >> prepare for departure. >> and they have to decide, do i try to reapply, what about my family, what about the roots? many of them have no stake, no relationship at all with the country they would be sent home

they cannot succeed, can they, in saying they want to just protect the dreamers? >> i don't think they can succeed in having everything they possibly want, number one because that's not how deals are made, and number two they care about the dreamers, i don't think they want to hold dreamers hostage to prove a political point. republicans also don't want to be seen as heartless and cruel, so they're starting from their corner, and they're saying, hey, if you don't want to play ball, come and play with us a little bit. i think the democrats will say no to border security, it's not like they haven't done it before. there's not a lot of congress that has not voted for boarder security. arguably, a militarization of the border. i think we'll get a little bit of donald trump wants, a little bit of what the democrats want.

florida governor rick scott giving an update on preparations for hurricane irma. >> we are preparing for irma to directly impact your state. and while it's still too early to determine exactly where this hurricane will hit. it's important for all floridians to keep an eye on this storm. do not wait for this storm to come. it's deadly and will cause a deadly situation. i have just activated 900 members of the florida national guard. there will be 1,000 guard members to assist in hurricane irma preparations, the national guard is extremely necessary in emergency response across the state and i will continue to activate more members as needed.

these members will be in place to help with preparation and shelter. national guard members will also be assisting utility companies as they respond to return power to homes and biusinesses. in addition 13 hoekt helicopters and more than 1,000 high water vehicles are on stand by. the florida national guard has coordinated with other states and the national guard bureau to assure 30,000 troops and 100 trucks are ready to sup importantport or state. the fish and wildlife commission has 200 officers standing by. 30 teams with supporting resources such as trucks, cultural and river patrol boats and atv and two shallow drop

boats are prepared for rescue missions or any additional florida needs. the department of highway and safety and other partnering act cities are identifying resources for a response. the florida highway patrol is monitoring road conditions to ensure the roadways are clear. there's a minimum of two response teams ready to deploy to affected areas. and utility providers are already working on staging and allocation so they can return power as quickly as possible. they are positioning resources throughout the state and in neighboring states. we know from previous storms how incredibly important it is for power to be restored as quickly as possible. we have urged county and city --

lake okeechobee, water levels in lake okeechobee are being lowered as well as the surrounding canals, routine inspections of the herpert hoover dike. the lake level is currently 6.8 feet. based on current rainfall forecasts, at this time, we have no major concerns with the dike, but we will remain in contact with the corps of engineers to monitor the dike. shelters, if you are evacuate it from the keys, we'll work hand in hand with the counties for shelter. there's absolutely no reason for anyone not to evacuate if you're ordered to do so? shelters will be available and you should follow the directions of local officials to follow the directions that your community needs. families go to www.flori

process that the government has to go through and the file this september, i do that have to risk harvey aid or will they figure this out? >> i think they'll figure this out. i don't think anybody will get to the point where harvey aid is at risk. but democrats are going to make them squirm as much as possible. they want to force this conversation in the republican caucus, because they know there are a lot of republicans still to this day, who don't want to raise the debt limit, who want corresponding cuts, who want to deal with the long-term fiscal problems, i think they're unlikely to get what they want, this three-month extension. but what the three-month extension will do is renew the republicans over a lot of other issues, obviously republicans don't want that for a number of reasons, but it's politics. >> and it shows you how dysfunction al this town is.

one of the things i'm told is even bigger, on the senate side, they're thinking about attaching the debt ceiling and again the continuing resolution to continue to fund the government. on the senate side they're exploring, they're deciding whether to do a new grand bargain, or a grand package but that i'm only do it if speaker ryan says do that and i can get it through the house, why don't they just pass the debt ceiling, debate how the government should do it and how they're going to repay it. why is what they get elected to do so hard? >> you can't count on this congress to do anything, you haven't been able to count on them to do anything for a long time now. i think you should be talking to the white house about this, because from the sounds of this on my reporting, not only is the white house interested in marrying these two, their rationale, the debt ceiling and

harvey aid is the exact opposite? it sounds like some in the white house are open to the senate democratic plan to push out the debt ceiling even further, to get this thing off their plates, at least through the end of the year, past the end of the year. >> democrats, if you are in the minority and the house of representatives, it's basically being useless in washington, and you get one moment with the current setup to have leverage. and that is must-pass legislation comes to the house, and libertarian oriented conservatives don't want to vote for it and the house has to go to the -- the conservative version passes in the house, the senate loads it up with things that democrats don't like. that's their one point of le raj. and that's why you saw paul ryan
